Deputy Chairman: Armenia’s Heritage Party will not topple current authorities

YEREVAN. – Heritage Party will not initiate the toppling of the current authorities, Deputy Chairman of the party, Armen Martirosyan, told Armenian News – NEWS.am on Saturday.

The Deputy Chairman said he is waiting only for one thing. “Will the Armenian community want to make changes or not? The society has no wish to organize the toppling of the current authorities,” Martirosyan said, adding that if the Armenian opposition forces decide to initiate such a process, they will join.

Leader of Heritage Party Raffi Hovannisian recently stated that they will launch the process of Velvet Revolution in Armenia if acting Armenian President Serzh Sargsyan continues to govern the country in 2018. 

Armenia’s ruling party: Putin-Aliyev meeting preparation for Armenia-Azerbaijan summit

YEREVAN. – Meeting of the Russian and Azerbaijani presidents Vladimir Putin and Ilham Aliyev in Sochi is an instrument of diplomacy, not yet a result, deputy chairman of Armenia’s ruling party said.

Armen Ashotyan, head of parliament’s committee on foreign affairs and deputy chairman of RPA, said Donald Trump also meets Vladimir Putin, but this does not mean that Russian-American relations can be described as “warm”.

“I am not surprised that Putin meets with Aliyev. For me this is a political round of preparation for the presidents of Armenia and Azerbaijan,” Ashotyan said.

Azerbaijani and Russian presidents discussed settlement of Karabakh conflict during their meeting on Friday in Sochi.

Kalavan residents upgrade their village on their own

Amrkher village, formerly fully resided by Azeri people, again turned into an Armenian populated one throughout Artsakh war, it was renamed as well, now it is the prospering Kalavan. As said by the villagers, this village located at the “edge of the world”, started to “get revived”, when the villagers got a dream.

Kalavan resident Robert Ghukasyan was 9 years old, when his family was displaced from Azerbaijan’s Sumgayit city: he says he remembers those cases, but does not feel hostility towards the Azeri people, they were political “games”. Robert proves by his example that if one loves his village very much, he will develop it. As soon as he starts to tell about the village, he notes first and foremost that it was an Armenian village, they started to populate it with Azeri people in 1800s, back then even Azerbaijan as a state and nation did not exist.

During the years of war the Armenians started to resettle in this village of Gegharkunik province, they came from several villages of Azerbaijan’s Shamkhor region. 113 residents live in the village, 3 families from Yerevan have settled in Kalavan, surrounded by forests. Entering Kalavan, it is difficult to believe that it is a developing community: abandoned and destroyed houses are all around, these destroyed houses have been Azerbaijani people’s houses, but they, as Robert says, are interesting to the tourists similarly. Robert has succeeded to turn the flaws of the village into places of tourists’ interest. Today Kalavan is one of the world best places for adventure and ecotourism and Robert has accomplished this in simply a few years, he has brought his plan and dream to life in 2014.

Kalavan is visited from various countries, even Peru and Chile, Australia and Israel. Robert Ghukasyan says, this is not tourism development, this is community development which encompasses all fields.

Archaeologist and zooarchaeologist Robert runs “Time Land” foundation through which they have generated ideas for the development of the village. “I have traveled a lot, but every time, for example, being at the center of Paris, I wanted to return to my village do something good. I did not expect where I would reach, I did not have an idea of neither tourism, nor community development. But I succeeded, I started and after a year Kalavan village became rather famous”, tells Robert.

Asked how he started, Robert answered: “With 20 USD. My friends came, we built a Stone Age shelter in the forest and had dinner. And the idea came out. I made out the game Mammoth. The tourists come here and start to live with the life of Stone Age people. They make fire by themselves, make tools and build Stone Age shelter.

Last year Kalavan received 2500 tourists. Robert had to sell his cow to have means to participate in the International Conference in Alaska and present the village. After this visit, the village had a demand of 10.000 tourists. “Now we have given a pause, we cannot receive 10.000 tourists, we should receive cheap loans from Small and Medium Entrepreneurship Development National Center and build the guesthouses, that is – the villagers will make their houses resemble guesthouses and we will receive a lot of guests 2018 onwards again”, tells Robert.

The launch of the village’s development was not difficult, as Robert says, they started to examine human resources and the villagers did not need to have knowledge of computer or foreign language, good knowledge of flora and fauna and of making tasty dishes and tea from plants was enough.

“And an important thing is that the villagers understood that they are a value and not a voice”, says Robert.

The villagers, all of them are engaged in the field of tourism, one takes the tourists to the village by his Vilis, the other makes tasty dishes, the 3rd one receives tourists in his house, the 4th one knows the surrounding well, recognizes the birds by each tweet, tells the tourists about the location, nature and animals during the hikes. Robert says, the women of the village have a special talent, they make 102 types of dishes from the plants: “The tourists are attracted by the harmony between the humans and nature in our village. The visitors can recognize the edible plants and get acquainted with preparation method. We have non-standard hikes, dance of the Caucasian grouses, during which we see the grouse from the Red Book.”

Entrepreneurs’ and oligarchs’ entry is banned in Kalavan: Robert says the villagers strictly refuse the investments of the foreigners: “They will come and think solely of their business, provide their income, and that will not have an influence on the living standard of the villager, even if they work in the hotel built by them. And via our community development program, every villager should be involved and have his work. We refuse other investments forasmuch as we have a dream and will realize it by ourselves. We refuse, because we have made a “chocolate” village by our inner resources, and the businessman will come and provide his income based on that? Business will contaminate the village. Strangers have nothing to do in here, we will do everything on our own.”

The road to the village is difficult to pass, ruined, no asphalt is in place, it is again a Stone Age road. Robert says it does not upset the tourists: “This is the very weak side that we have converted into a competition privilege. When one knows s/he goes to a heavenly place… the asphalt can never lead to a heavenly place.”

Asked whether they will replace the Vilis taking the tourists to the village by Jeep one day, Robert replied: “At the very second when Vilis is replaced by Jeep, the interest of the village will disappear.”

Even the uncultivated lands of Kalavan have turned into a competition advantage for the development of the village: Robert says, when people have not cultivated the lands maybe from laziness, maybe from hopelessness, they have not filled the soil with pesticides, they have created ideal conditions for organic agriculture. Kalavan has received now a 3-year grant for the organic agriculture development – they do beekeeping and gardening, grow raspberries.

“Not a community exists which has not a development opportunity, they simply have to use the human resources correctly and appreciate people”, says Robert. Although people leave Kalavan to work abroad, Robert says: “It is temporary, we need money to build guesthouses at the moment, they leave. Our victory is that Kalavan residents see their future in the village, and previously no one wanted to associate their lives with the village. Formerly, when they wanted to tell about the place they lived in, they described the neighboring villages, now they proudly indicate Kalavan.”

Kansas National Guard Medical and Hazardous Material Experts to Train Firefighters in Armenia

A team of Kansas National Guardsmen is in the Republic of Armenia to train Armenian firefighters in first aid, life-saving techniques, and hazardous material awareness, recognition and response.

The Kansas Guardsmen are joined by soldiers from the United Kingdom’s Royal Army Medical Corps, and members of the British Army’s 6th Rifles Battalion. Together, they will conduct training through July 28 at six fire rescue stations across the Shirak Marz.

This military-to-humanitarian outreach event is the first-of-its-kind in the 14-year partnership between Armenia and the Kansas National Guard, part of the National Guard Bureau’s State Partnership Program.

This exchange is the continuation of our strong and vibrant relationship between the Kansas National Guard and Armenia, said U.S. Air Force Maj. Donald Harper, a Kansas National Guard Airman who serves as the bilateral affairs officer for the U.S. Embassy in Yerevan. The Armenians, British Medics and CBRN soldiers, and Kansas Guardsmen all stand to benefit from this peer-to-peer exchange of experience.

Harper said the primary goals of this exchange are to strengthen relationships between the Ministry of Emergency Situations and fire rescue stations. It will also improve Armenian firefighters’ capabilities to provide basic first-aid and improve their responses to any hazardous material incidents.

The exchange will help the fire departments develop their medical skills, a responsibility recently assigned to them by the Ministry. These added capabilities will complement other local and national first responder agencies. Because the fire rescue stations are assuming new responsibilities, the Kansas National Guard is also providing each station with a package of basic medical and first aid supplies.

This exchange provides a chance for the Kansas Guardsmen and RAMC soldiers to share their knowledge, broaden their worldview, and improve their team-building, instruction and presentation skills.

The multi-national training exchange will culminate with a capstone exercise on July 28 which will showcase the skills Armenian firefighters learned during the 10 days.

Expert: In Caucasian region ECHR renders least number of judgments against Armenia

YEREVAN. – The confidence of the Armenian citizens in the judicial system of Armenia has grown, head of the Judicial Department Karen Poladyan told Armenian News – NEWS.am on Saturday.

According to him, the number of civil claims is indicative of this.

“In 2013, the Armenian courts received 45,000 civil claims, in 2014—87,000 and in 2015—117,000. In 2016 this number reached 132,000. Currently, there are over 100,000 lawsuits,” he noted.

Responding to the observation that the increase in the number of the lawsuits may be due to the growing injustice in the country, the large number of cases filed with the European Court of Human Rights (ECHR) against Armenia being indicative of that, the expert noted that ECHR renders relatively small number of judgments against Armenia as compared to other countries.

In his words, the assessment of the number of judicial acts, which the ECHR rendered against the Caucasian region countries, shows that Armenia is on the last line, leaving behind also Azerbaijan.

“Armenia is on the very last place in the list of countries in the Caucasian region both by the number of acts rendered by the ECHR and by the amount of funds paid as a result of the judgments,” Poladyan said. 

PM Karen Karapetyan was angry with Tavush region administration: You do not incur the burden, but constantly ask for money from the republican budget

Prime Minister of Armenia Karen Karapetyan held a meeting with the regional leadership during the working visit to Tavush region, during which he focused on the implementation of community development programs, problems on  garbage collection. Karapetyan, first of all, drew attention to the  community’s own incomes and low level of fees for garbage collection:  

“The tariffs we are talking about are not an additional or  irresistible burden for our citizens. So, here there is ineffective  management. You do not incur any burden, and do not set tariffs. But  you constantly ask for money from the republican budget. We clearly  stated that subsidizing each of the communities will be carried out  according to the following principle: not the most miserable, but the  one who is engaged in the business, takes upon itself the burden will  be supported.” The head of the government instructed the governor to  cooperate with interested agencies and in the shortest possible time  to provide an analysis of the income of each community and the  expected amount for garbage disposal.

In his turn, the governor of the region Hovik Abovyan reported that  the revenues of the communities of the Tavush region are about 921.3  million AMD. By the end of the year, revenues are expected to grow  through the conclusion of new agreements on garbage disposal and the  construction of a community market in the city of Noyemberyan.  According to him, all 40 communities in the region have development  programs for 5 years.

Ministers of Justice of Armenia and Czech Republic discussed issues of mutual interest

ArmInfo.Minister of Justice of Armenia David Harutyunyan, who is in Prague on a working visit, held a meeting with his Czech counterpart Robert Pelikan on July 21, the  press service of the RA Ministry of Justice reported. During the  meeting, the source noted, the ministers discussed issues of mutual  interest. In particular, the interlocutors touched on the topic of  cooperation in the judicial and legal system and legal assistance.

During his visit, the RA Minister of Justice also visited the  Probation and Mediation Service, where he got acquainted with the  Czech experience on this issue. Then he presented the work on the  establishment of the state probation service of Armenia.

How could you compare Ilham Aliyev with Bako Sahakyan, asks the Republican lawmaker Armen Ashotyan, replying to the journalist’s question on Bako Sahakyan being elected as Artsakh President for the third time. He says that it is impossible to see Aliyev walking in Baku without bodyguards, but Bako Sahakyan tours in Stepanakert, he says the photos of tourists can prove it.

As for yesterday’s meeting between Vladimir Putin and Ilham Aliyev, the Republican lawmaker says, “Putin met with Trump as well, but it doesn’t mean that Russian-American relations are warm.” He advises journalists not to confuse the diplomatic tool with the outcome.

Attacker of famous Armenian psychologist promised to return in the evening

YEREVAN. – Everything on the desk of famous Armenian psychologist Ruben Poghosyan has remained in the same state as on July 17, the day when Hrant Hambardzumyan, 34, attacked the former in his own office.

There are unfinished notes, documents, and spectacles on the table. There is also a book, which the patient brought with him and used for hitting the psychologist. The book is covered with traces of blood. Such traces can also be seen on the wall, which has been painted. When looking closely, one can also notice them on the carpet, which has been washed.

Psychologist of AYG Center for Psychological Services Arshak Gasparyan told Armenian News – NEWS.am that on that day the young man was to come to Ruben Poghosyan for consultation at 4:00 pm but he came earlier, at about 1:45 pm. While waiting for the psychologist, he took a book written by Ruben Poghosyan from the neighboring room.

The psychologist came nearly at 2:00 pm. He entered his office, while the patient followed him and closed the door after him.  The psychologist never closed that door and thus a young employee of the center felt something was wrong and went to see why the door was closed.

Entering the room, she saw the psychologist lying on the floor completely in blood, while the patient was stabbing him. The girl didn’t lose courage: she took a book from the table and hit the man in his head. When the former got distracted and left the psychologist, she rushed out to call for help.  

Hrant Hambardzumyan stood up and went after her, but he was not going to harm her: he  simply asked to tell the administration that he would return in the evening.

The wounded psychologist was taken to hospital by Ambulance, while the attacker was arrested by the police and soon released.

Founder of the center, Varuzhan Melknoyan, told Armenian News – NEWS.am that this came as a shocker to the psychologists.“When we heard that he had been released, we were seriously worried,” Melkonyan said.

Hrant Hambardzumyan was again arrested in two days, but during this period he never turned up in AYG Center, the fears of the employees turning to be groundless.

According to Melknoyan, the employees of the center have no information on whether Hambardzumuan has files in any psychiatric hospital. In his words, if he had apparent mental issues, an experienced specialist like Ruben Poghosyan would have noticed that. Melkonyan also added that it is yet unknown what exact work the psychologist was conducting with that patient: even if the psychologist made notes, they are most likely written in a way, which would be incomprehensible for other people. In any event, the center employees have neither touched the psychologist’s things not read his notes.  

After the incident, Ruben Poghosyan was taken to Heratsi hospital, where he died three days later from cardiogenic shock and heart attack as a result of blood loss.

A criminal case has been launched in the Investigative Committee of Armenia. 

Armen Ashotyan: Bako Sahakyan must not be compared with Aliyev – head of Azerbaijan constantly walks with security, and President of Artsakh does not have

ArmInfo.. Today there are no economic or political bases for Armenia’s withdrawal from the Eurasian Economic Union. This opinion was expressed in the interview  with journalists by the deputy chairman of the ruling Republican  Party of Armenia, head of the parliamentary commission on foreign  affairs Armen Ashotyan, referring to the statement of Edmon Marukyan,  the opposition member of the Yelq bloc on the need for Armenia to  withdraw from the EEU.

In his opinion, the EEU is a format for economic cooperation, which,  of course, has a geopolitical character. “Small countries are not  competitive in the world if they can not have free economic relations  in wider formats,” Ashotyan said, adding that not only Armenia, but  even those countries that have signed the Association Agreement are  expected in the European Union, for example, Georgia, Ukraine,  Moldova.

Speaking separately about Armenian-Russian relations, and, in  particular, about the recent issue of the recent sale of weapons to  Azerbaijan by Russia, Ashotyan assured that this issue is far from  being among the foreign policy priorities of Yerevan.

Touching upon yesterday’s meeting between the heads of Russia and  Azerbaijan, Vladimir Putin and Ilham Aliyev, and the  Russian-Azerbaijani relations, the deputy chairman of the RPA noted  that in the framework of the diplomatic protocol the heads of state  can meet with their colleagues, but this does not mean good relations  between the countries.

Ashotyan did not avoid also the recent elections in Artsakh, as a  result of which President Bako Sahakyan extended his powers in this  post until 2020. Ashotyan, in particular, did not agree with the  remark of journalists that the recent elections likened Artsakh to  Azerbaijan, where as a result of constitutional reforms Aliyev’s  power as president was extended for a third term. In support of his  position, Ashotyan cited the argument that Bako Sahakyan, as  president, goes unguarded. “How can you compare Sahakyan with Aliyev,  have you ever seen Aliyev go without security, meanwhile Sahakyan  does it all the time,” RPA deputy chairman said.
