Armenia’s First Solar Plant To Begin Construction in 2019

The Armenia Renewable Resources and Energy Efficiency Fund (R2E2) is moving ahead with plans to begin construction on a 55 MW utility-scale photovoltaic solar plant in the Gegharkunik region east of Lake Sevan by 2019.  This month marked an important milestone as 10 consortia were short-listed as part of a prequalification process ahead of final bidding.

Out of 21 applicants, the 10 successful international consortia (and their country of registration) were:

Readers may remember ContourGlobal as the New York-based company that purchased the three hydro plants in Syunik marz (province) composing the Vorotan Cascade in 2015.

The tender process will continue through 2018, at which time the successful candidate to design, finance, build, own, and operate the new plant will be chosen based on price competitiveness.  Financing up to $60 million is being made available by The World Bank as part of an initiative to reduce global greenhouse gas emissions.

The project is referred to as Masrik-1, after the village of Mets Masrik, near Vardenis, where it is to be located.  It is envisioned as the first and largest of six solar plants to be procured by R2E2.  Although it will be the first utility-scale solar plant in Armenia, smaller roof-top installations have gained popularity in recent years.  The American University of Armenia hosts both photovoltaic panels that generate electricity, as well as solar water heating panels that directly and efficiently heat water, offsetting natural gas demand.

For a country with no oil reserves and an aging nuclear plant, new investment in renewable energy sources such as solar, wind, and hydro plants is of strategic importance to ensure long-term energy self-sufficiency.

‘Iran interested in making contact with EAEU countries via Armenia’: Iranologist

“Although initially concerns were in place as if the membership of the Republic of Armenia to the Eurasian Economic Union will damage Armenian-Iranian relations, in past few years the position of the official Tehran is different – Iran welcomes Armenia-EAEU partnership and is interested in making contact with the EAEU countries via the the Republic of Armenia”, informs Iranologist Armen Israelyan, referring to the regional economic policy of Iran, Armenia’s friend.

He noticed that Armenia in its part is an interested side and has suggested Iran to found joint entrepreneurship, to make transfers via its territory: “Presently Iran actively collaborates with the EEU through the Republic of Armenia as well. Now they try to make an agreement on the types of products which the EEU will provide with less customs duty.”

The expert noted that if formerly Iran-Turkey deep economic partnership was in place, then in the recent years the volume of trade circulations have decreased because of some issues. This is why Iran urged to choose the territory of the Republic of Armenia while implementing transfers last year.

The consequences of 25-year-obedience

Bible says: in the beginning was the Word. That is the speech. That is the language. And if in the beginning were speech and language, then those are more powerful than anything else. This is the reason Russia, who stubbornly and gradually has been depriving Armenia of the sovereign state components of the Third Republic over the past 25 years, wants to deprive us from the most powerful components: the speech and the language.

The Armenian economy has long been controlled by Russia. And even if there are separate non-Russian economic units, anyway the energy system (gas, electricity) belongs to Russia, which implies a severe limit to the economic unit’s ability to make independent decisions.

Armenia’s levers of political decisions are also in the hands of Russia. Soon, after the compulsory procedures are over, Russia will have leverage to influence the RA Armed Forces as well. It is about the Armenian-Russian joint military unit. With the participation of Russian troops in the Armenian Army parades on the Independence Day of the Republic of Armenia, Russia has shown its influence in the Armenian army. The creation of a joint military unit gives a serious legal basis for that influence. So, this is a painful reality for Armenia: our economy is not ours, we do not decide for our policy, we are not the only ones who make decisions in our armed forces. There are only the speech and the language, that still belong to us on the state level, which is being distorted on TV, on billboards and signboards, but anyway it’s ours.

And Russia, who stubbornly and gradually has been depriving Armenia of the sovereign state components of the Third Republic over the past 25 years, has understood why Armenia still exists after all. Because the most powerful components still belong to Armenia: the speech and the language. And it is not surprising that Russia is trying to seize this powerful “weapon”. The surprising aspect is the pride of our authorities who claim that the proposal to make Russian as a state-official language is unacceptable. And no one says why we are so weak that they make such an obscure offer to us.

For example, in Australia there are communities where the immigrant receives additional points for residence certificate if, besides English, he is also fluent in Armenian, Russian, Latvian, Ukrainian and Estonian. But Russian officials do not think of proposing Australia to make Russian as official language. And such a proposal is made to Armenia, because today the officials who defend the last constituent of our sovereignty have done nothing, when Russia considered the rigged elections for 25 years as legitimate, has sold weapons for billion dollars to Azerbaijan, has seized the Iran-Armenia gas pipeline, raised the price of Russian natural gas supplied to Armenia.

They do nothing even after becoming a member of EAEU by the compulsion of the Russian Federation and their silent obedience, whereas the provisions of the EAEU contract stipulate that Russia is obliged to reduce the price of gas supplied to Armenia by 30%.

Our officials did not do anything when the Russians sent the young man with suspicious behaviour to Gyumri to serve, and so on. For example, if some day Russia decides that in its interests Armenia should become a member of the “Islamic Cooperation” organization, should we again obey like in last 25 years? It is regrettable that the Armenian opposition forces are not always consistent in their opposition to Russia either, and in some cases, they are more pro-Russian than the authorities. Evidence is the opposition’s stance on ratifying the EAEU membership agreement. In this sense, the position of today’s parliamentary opposition is not encouraging either. The lack of a unified position of the parliamentary opposition on the EAEU is more than vivid.

Russia also sees this and increases its appetite. But unfortunately, our authorities “do not see” Russia’s growing appetite and do not make conclusions. Our chess-lover and chess-wise officials are not trying to understand what will the next step of Russia be.

Mushegh Ishkhan said, “The Armenian language is Armenians’ home”. The flourishing corruption and injustice in Armenia “sponsored” by Russia has given birth to emigration which is emptying the country. But not everyone leaves. And now the Russian state, seeing that there are still home keepers, tries to simply eliminate the main pillar of that house, the Armenian language.

AYF ‘With Our Soldiers’ Program Reps Meet with the Speaker of Artsakh’s National Assembly

STEPANAKERT, Artsakh (A.W.)— On July 20, representatives of the Armenian Youth Federation (AYF) Western United States’ “With Our Soldiers” program met with the Speaker of the National Assembly of the Artsakh Republic Ashot Ghulian, reported Stepanakert based Aparaj newspaper.

In welcoming the representatives, Ghulian shared his appreciation for the program and commended the work being done for the soldiers, who are protecting the frontlines and Artsakh families. He stressed that Armenia’s future relies on the safety of Artsakh as well as the global ties between Armenians around the world.

Ghulian added that the soliders at the frontline are not only serving Artsakh, but also Armenia and the diaspora.

Among some of the matters discussed during the meeting included the strengthening of Armenia-diaspora relations, the domestic political situation of Artsakh, and the  regional development of Artsakh.

As reported earlier, according to the ECHR data, Armenia is the absolute leader among the 47-member states of the Council of Europe, with about 70 applications filed in the ECHR, per 100,000 residents. “This means that our lawyers work quite well. I was glad when I heard about that number. Of course, I am not delighted with our judicial system and law enforcement, but I am sure that the human rights situation in Azerbaijan is worse than it is here. If we have lodged more complaints than they have, it proves that our lawyers are active”, said lawyer Hayk Alumyan, referring to the data.

Unlike our country, in the case of Azerbaijan, the number of applications per 100,000 population is 20. And the number of protests against Armenia submitted to the ECHR is 1817, more than 40% of which are applications from Azerbaijan (complaints of Azerbaijani refugees of the 1992-1994 war and compensation for property damage during the April 2016 war).

According to the lawyer, this does not imply the Armenian side’s failure. “We cannot prohibit them from submitting applications against the RA, there are no such levers. We also have petitions against Azerbaijan, regarding cruel and brutal behavior during the April war”, noted Hayk Alumyan.

Armenian parliament speaker attends 15th Armenian EyeCare Project conference

President of the National Assembly Ara Babloyan on Monday attended the opening of the 15th International Ophtalmology and Neonatology Conference organized by the Armenia EyeCare project.

The annual event has brought together guest specialists from the United States, Europe, the Commonwealth of Independent States, the Caucasus region, Central Asia, and the Middle East, the parliament’s press service reports.

Greeting the participants, Babloyan highly appreciated the initiative’s role in prioritizing healthcare projects in Armenia. “With its history, this project is almost as old as our independence. Launched about a quarter of a century ago, it offers quality ophthalmological services to our population, transforming its purely healthcare value into a social one,” he added.

A mobile hospital operating as part of the program allows the highly trained specialists attending the event to offer also the necessary medical aid to individuals with visual impairments.

Babloyan, a doctor by profession, emphasized the importance of the event as a good opportunity to provide free medical services to people in need, allowing doctors to timely detect the possible diseases and offer the necessary treatment. He highly praised the Roger Ohanesian, the founding president of the project, and the team of Armenian specialists, for their serious contribution.

The number of suicides increased in Armenia

ArmInfo.In the first half of 2017, 6069 emergency situations were registered in Armenia, as a result of which 4866 people were injured – 149 of them died. This was stated by the head of the National Center for Crisis Management of the Ministry  of Emergency Situations of Armenia Hovhannes Khangeldyan on July 24  at a press conference.

According to him, compared to the same period of 2016, the number of  emergencies in Armenia increased by 867 or 16.7%. 3534 emergency  cases were man-caused, in which 110 people were killed, 2,261 people  were injured. 2357 emergencies were of a socio-biological nature, as  a result of which 2,601 people were injured – 37 of them were killed.

“The prevailing majority of emergency cases are road accidents, fires  and poisonings – 91%,” Khangeldyan said. In particular, 2 people were  killed and 26 were injured in a fire (1,877 cases), 101 people died  from an accident and 2,216 (1499 cases, 109 more than last year’s  figure) were injured, the total number of poisonings was 181, in  which 30 people died, suffered 2598.

During the reporting period, the number of suicides also increased –  89 cases were registered, having increased by 5 compared to the same  period of the previous year. The prevailing majority of suicides –  56, occurred in apartments and cottages, 12 – from multi-storey  buildings, 5 – fromBridges. The number of suicides in public places  was 3 suicides, in the open places there were 2 suicides, in other  places – 11.

Primate of Shirak Diocese Bishop Mikayel Ajapahyan is also among the
likely candidates for the upcoming patriarchal elections, patriarchal
locum tenens Archbishop Garegin Bekchyan said while in Armenia.
“Any bishop can be a candidate for any seat. In case of Turkey, the
circle of those candidates is somewhat narrow since you need to have
roots there, either you or your father should have been born there. In
my case, my father was born there. There is a list of candidates, and
all from this list can be elected. It’s not that if we are candidates,
we will definitely be elected. At the moment there are 9 candidates,
one from them will be elected”, Bishop Mikayel Ajapahyan told
Armenpress.
Commenting on the difficulties of the Istanbul’s Armenian
Patriarchate, the Bishop said there are difficulties. “It’s not easy
anywhere, there are difficulties, but if I am elected, I will serve”,
he added.

Religion/Education: Catholicos of All Armenians Garegin II receives teachers from Diaspora

Catholicos of All Armenians Garegin II received teachers from Diaspora in the Mother See of Holy Etchmiadzin. The teachers, who are currently participating in a retraining program organized by the Ministry of Science and Culture of Armenia, were accompanied by the Yerevan State Pedagogical University President Professor Rouben Mirzakhanyan.

His Holiness expressed his appreciation of the commitment with which the Armenian teachers from Diaspora visit Armenia every year to take part in the trainings.

He appreciates the initiative of the Ministry of Science and Culture of Armenia, educational structures and professors to organize the program.

Catholicos of All Armenians Garegin II emphasized the mission of the Armenian school in the national life and expressed regret that the Armenian education retreats in the Diaspora. It is the Armenian school that helps to develop national identity and guarantees the individual’s future integration in the national life.

His Holiness informed that next year a similar program will start off in the Mother See of Holy Etchmiadzin to support the teachers of the national educational institutions of the Diaspora and the schools working under the aegis of the Armenian Church.

It is Remembrance Day (Merelots) today in Armenia. Unlike the similar days of the several past years it is a working-day. Yesterday the Armenian Apostolic Church celebrated the Day of the Transfiguration of Jesus (Vardavar). The next day of each of the five Feasts Jesus Christ celebrated by the Armenian Apostolic Church are Remembrance days. Those Feasts are The Nativity and Epiphany, the Resurrection, the Transfiguration, the Assumption of Mary, and the Exaltation of the Holy Cross.
