The investigation finds out the causes of the death of a soldier-conscript

ArmInfo.A criminal case was opened in the fourth garrison investigation department of the Armenian Armed Forces of Armenia to clarify the circumstances of the death of the  junior sergeant, military serviceman Vardan Melkonyan.

As reported by the press service of the Investigative Committee of  Armenia, a criminal case has been instituted on part 1, article 110  (bringing a person to suicide by threats, cruel treatment or  systematic humiliation of personal dignity, committed with indirect  intent or negligence). “An investigative plan has been developed, the  necessary investigative, procedural and other actions are being  carried out to establish the circumstances of the death of a  serviceman. The forensic medical examination was appointed,” the  ministry said.

To recall, on July 23 at about 06.30, near one of the military units  discovered the body of junior sergeant Vardan Melkonyan, born in  1998, who left the unit on his own. The Melkonyan was found hanged. 

Head of Armenia`s Seismic Protection Service resigned

ArmInfo.On July 24, Minister of Emergency Situations of Armenia David Tonoyan held an extended meeting with the staff of the Seismic Protection Service and the  heads and staff of the SNCO, the press service of the Ministry of Emergency Situations of Armenia reported.

During the meeting, issues of updating, optimization, as well as  structural changes and international cooperation of the Service were  discussed. The minister stressed that the modernization and  optimization of the seismic protection service will be carried out on  the basis of the study of international best practices. In  particular, the management system will be optimized, which will  ensure maximum results with the least resource costs.

Minister Tonoyan instructed to intensify actions in the field of  international cooperation, especially in the modernization of  stations and network facilities and in the process of digitizing  information, involving programs used in the international arena.

“The seismic protection service of the Ministry of Emergency  Situations of Armenia in matters of international cooperation should  act as an initiator, not a passive waiting one,” the Minister said.

At the end of the meeting, the minister said that Hrachya Petrosyan,  who was the head of the Service, resigned because of his retirement.  Emphasizing the outstanding role of Petrosyan in the process of  formation of the seismic protection service, the Minister Emergency  Situations of Armenia awarded him with a medal and a letter of  gratitude from the Ministry of Emergencies of Armenia.

Vice-Premier of Georgia: Existing Armenian-Georgian relations fully reflect the centuries-old friendship of two peoples

ArmInfo.Armenian Foreign Minister Edward Nalbandian and Deputy Prime Minister and Foreign Minister of Georgia Mikhail Janelidze exchanged messages on the  occasion of the 25th anniversary of the establishment of diplomatic  relations between the Republic of Armenia and Georgia.

In his message, the Armenian Foreign Minister notes that 25 years are  only a moment for the centuries-old chronicle of the Armenian and  Georgian peoples, however, in modern history they restored the  independence of the two countries, it symbolizes the most important  period of establishing and strengthening good-neighborly interstate  relations, rich in significant achievements and successes.

Edward Nalbandian emphasizes that Armenia is interested in doing  everything possible to jointly strengthen and develop relations based  on traditional ties, adding that identifying the full potential of  cooperation between the two countries will allow us to use our  opportunities more effectively. The Armenian Foreign Minister highly  assesses the significant role of the Georgian Armenians in  strengthening the Armenian-Georgian traditional relations, which are  the bridge of friendship between the two countries.

In conclusion, the Armenian Minister of Foreign Affairs expresses his  confidence that the foreign ministries of Armenia and Georgia will  continue to make their important contribution to the development of  bilateral relations through effective cooperation.

The Minister of Foreign Affairs of Georgia in his message notes that  for more than two decades, after the restoration of independence,  Georgia and Armenia have developed relations based on mutual  understanding and common interests. The Minister notes that the two  countries have already recorded significant progress in various  areas, adding that there are still ample opportunities.

Mikhail Dzhanelidze notes with satisfaction that the existing close  interstate relations fully reflect the traditional friendship of  peoples built on a solid historical basis and the general principles  of freedom and democracy.

The Head of the Foreign Ministry of Georgia, emphasizing the close  and effective cooperation between the Georgian and Armenian Foreign  Ministries, expresses readiness to take all necessary measures to  further strengthen cooperation in bilateral and multilateral formats. 

OSCE calls on Ankara to free imprisoned journalists

“I will closely follow the proceedings that started this morning in Istanbul against 17 prominent journalists, editors and board members of Cumhuriyet. Journalism plays an essential role in advancing democracy. I therefore call on Turkey to drop the charges, release all journalists imprisoned for their work, and initiate much needed policy reforms to protect media freedom in the country,” the OSCE Representative stated.

Harlem Désir stressed he fully understands the challenge of fighting terrorism and protecting national security but insisted it must be done with full respect for fundamental freedoms, including freedom of _expression_.

“Freedom of _expression_ and security must go hand in hand as the only effective means of building and sustaining a strong and democratic society. An open and accessible free media also provides the space for debate on difficult issues, including identifying peaceful solution,” the OSCE official remarked.

Harlem Désir also expressed his concern about the state of freedom of _expression_ in Turkey, affecting not only journalists but also social media users, human rights defenders, and academics.

“I reach out to the authorities [of Turkey] to engage in thorough policy and legal reforms to protect free _expression_ and media freedom. My Office stands ready to assist Turkey in this very important process,” the OSCE Representative said.

Investigative Committee initiated case on fact of shelling of village of Chinari in Armenia by Azerbaijan

ArmInfo. The Investigative Committee opened a case on the fact of the shelling of the village of Chinari of the Tavush region of Armenia by Azerbaijan, as a result of  which damage was inflicted on the rural kindergarten and other structures.

According to the report of the IC, the enemy, from 13:00 to 18:30  carried out targeted fire on the residential buildings of the  village, causing damage in the amount of 12 million AMD.

In addition, the snipers of the enemy as a target chose a teenager in  2000, who was at a local cemetery. In order to avoid bullets the  enemy teenager for 2 hours was forced to hide behind one of the  tombstones.  Currently, the site of the incident is being  investigated. 

Armenia joins Moscow International Army Games

The second International Army Games taking place in Russia’s capital, Moscow, have attracted a 1,238 military personnel from 22 countries, including Armenia, Lenta.ru reports, citing the Russian Ministry of Defense.

This year’s annual event is set to take place from July 29 until August 12. Some 22 polygons of Russia, Belarus, Azerbaijan and China have been selected as training sites.

 The participant countries’ teams (Armenia, Azerbaijan, Belarus, Egypt, India, Iran, Kazakhstan, Kyrgyzstan, China, Serbia, Tajikistan, Uzbekistan, South-African Republic) have been moved to the playgrounds for field competitions (Tank Biathlon, Reconnaissance, Military Medical Relay Race etc).

 The second International Army Games were held between June 30 and August 13, 2016.  

Sasna Tsrer’s Areg Kyureghyan transferred from isolation to prison ward

YEREVAN. – Member of Sasna Tsrer armed group Areg Kyureghyan was on Saturday transferred from an isolation ward to a prison ward, his attorney, Mushegh Shushanyan, told Armenian News – NEWS.am on Monday.

According to Shushanyan, the term of punishment in regard to his client has expired.

Areg Kyureghyan was transferred to an isolation ward, when a razor blade was discovered in his possession before he was brought to the Court of General Jurisdiction of Avan and Nor Nork administrative districts of Yerevan.

Ratio of children born in Armenia is 100 girls per 112 boys in 2017

YEREVAN. – The sex ratio at birth in Armenia stands at 100 girls per 112 boys now as compared to 100 girls to 115 five years ago, head of International Center for Human Development  Vahan Asatryan told reporters on Monday.

Astaryan presented the results of the research conducted from the end of 2016 to the beginning of 2017 among women aged from 19 to 49.

According to him, this shows that the deviation of sex ratio of newborns in Armenia has decreased.

Rehabilitation Center for Disabled Soldiers to start operating in Armenia in fall

YEREVAN. – Defense Minister of Armenia Vigen Sargsyan on Monday met with the members of the group, which  imitiated the establishment of the Rehabilitation Center for Disabled Soldiers in Heratsi No 1 University Hospital Complex, as well as the disabled soldiers undergoing treatment in the center. 

Sargsyan underscored the importance of this initiative, which is of public nature, noting that this is one of the best manifestations of the civilian stance. The Minister assured that the issues related to the rehabilitation of disabled soldiers will always remain in the center of attention of the Defense Ministry.

President of the Yerevan State Medical University Armen Muradyan, for his part, summed up the already implemented work and the plans to equip the center with modern equipment necessary for rehabilitation.

Summing up the meeting, Defense Minister Vigen Sargsyan expressed hope that already in fall the center will start operating, enabling soldiers who acquired disabilities while defending their homeland to recover their health.
