Armenia to host seminar on agriculture development within Eastern Partnership program

YEREVAN. – Armenia’s capital city will host a seminar devoted to the development of agriculture and rural areas within the framework of Eastern Partnership program, Armenian deputy agriculture minister Armen Harutyunyan told Armenian News-NEWS.am.

“This kind of discussions are usually held in Brussels, but our European colleagues agreed to visit us. The main topic is innovation in agriculture,” he said, adding that seminar is set for October.

Representatives of Eastern Partnership member countries as well as experts from western and eastern Europe have been invited.

Joseph Dunford: Turkey does not want to buy Russian S-400 air defense system

Media reports noting that Turkey intends to buy Russian S-400 air defense systems were incorrect, chairman of the Joint Chiefs of Staff, United States Marine Corps General Joseph Dunford said at a security forum in the US Aspen, Colorado.

According to him, relations with Turkey are very important for the US, despite some disagreements across Syria. He added that US would be worried if the rumors about the sale of missiles were true, but, in fact, it did not happen.

The heads of Turkey and Russia Erdogan and Putin discussed the sale of the S-400 at the negotiations in Moscow in the spring of 2017.

European Parliament representatives take interest in Karabakh conflict

YEREVAN. – Deputy Foreign Minister of Armenia Garen Nazarian on Monday received representatives of different subunits of the European Parliament.

At the meeting the Deputy FM briefed the latter on the efforts exerted by Armenia and the OSCE Minsk Group co-chairing states towards resolving the Karabakh issue.

Apart from this, reference was made to the recent developments of Armenian-EU relations, work related to the formation of the legal and contractual framework carried out in different spheres, as well as the participation of Armenia in the EU projects, the MFA press service informed Armenian News – NEWS.am

Deputy FM Nazarian stressed that the majority of the commitments reflected in the joint declaration of Riga Summit have been implemented. In this context, he underscored the importance of active cooperation both with the EU organizations, including the European Parliament, and the EU member states.

Upon the request of the guests, Garen Nazarian touched on the efforts being exerted by Armenia and the OSCE Minsk Group co-chairing states towards creating relevant conditions for advancing the process of peaceful resolution of the Karabakh issue. He also stressed that the destructive and provocative steps of Baku hinder these efforts.

Furthermore, the Armenian Deputy FM responded to various questions on pressing regional issues.

It was agreed to hold continuous meetings this format in order to address the issues on the agenda. 

Official: After joining EAEU, gas tariff changed in favor of Armenian consumers

YEREVAN. – After the accession of Armenia to the Eurasian Economic Union (EAEU), the gas tariff on the border has changed in favor of our consumers. 

Deputy Speaker of the National Assembly (NA) of Armenia, Spokesperson for the ruling Republican Party of Armenia (RPA), Eduard Sharmazanov, told the aforementioned to Armenian News – NEWS.am Monday.

Referring to the recently disseminated statement of Heritage Party on the need to terminate the Armenian-Russia agreement in the sphere of natural gas supply, Sharmazanov noted: ”I don’t comment on the statements, whose authors come and leave the political field with the so-called rolling power cuts. I am not sure whether this is a political party or a club, since I am not aware whether such a political team operates or not. Majority of people I know are not members of Heritage Party. I see no point in referring to the pompous assessments of separate persons. If people want to attract the attention of the society and recall about themselves in this hot weather, that is their issue. I can be of no help [here].”

According to the official, there are various positive advancements in the Armenian-Russian economic relations. ”There are lots of links between us. Nevertheless, we cooperate quite effectively in the sphere of energy with the European Union, US and Iran,” Sharamazanov stressed. In his words, a good example of energy cooperation with US is the deal on Vorotan Cascade HPP.

Earlier, Heritage Party issued a statement, which calls for termination of the Armenian-Russian agreement on natural gas supply signed in 2018 in order to ensure the energy independence of Armenia and the existence of the alternative sources of energy. 

Iran interested in building bridges with EEU across Armenia – expert

Iran hails Armenia’s membership in the Eurasian Economic Union (EEU), treating its developing cooperation with the country as an opportunity to establish connections with the economic bloc, according to Aram Israelyan, an expert in Iranian studies.

“Iran and Armenia have already brought to life one very important project – that of the gas pipeline operating between the two countries. Yet, we need to keep also the Armenia-Iran railway construction plan on the agenda,” he told a news conference on Monday.

Israelyan noted that in the course of his recent visit to Armenia, Iranian President Hassan Rouhani considered the possible cooperation format with the EEU member states.

 

“Iran is trying to establish economic ties in all directions – whether with Russia, the EU, Turkey or Armenia – in an effort to resolve the existing problems in its economy,” he said, highlighting the country’s decreased turnover with Turkey over the past couple of years.

The Iranian Ministry of Roads and Transportation recently called upon Armenia freight carriers to select their country as a possible route for the delivery of their goods to Europe (instead of Turkey). “Hence, this too, is a very important factor, and I believe the Norduz-Meghri checkpoint plan is also aimed at that project’s implementation,” Israelyan added.

‘Armenia important to Iran’: what issues Meghri-Norduz checkpoint solves

Iran’s Parliament confirmed the agreement on “Meghri-Norduz border checkpoint joint usage” between the Republic of Armenia and Iran in days. That checkpoint is important to Iran to provide bilateral trade circulation and implement freight transportation.

Iranologist Armen Israelian informed that the primary objective of the agreement on the mentioned checkpoint usage is to bring to life the prospective programs achieved in the field of economy between the Republic of Armenia and Iran: “We speak of the increase of the volume of bilateral trade circulation, implementation of economic projects, freight transportation, and gas transit. This also means to attract international investors into the Republic of Armenia and Iran.”

According to the specialist’s characterization, a joint working group is going to be formed to organize the customs processes quicker and the freight forwarders to be served quicker as well: “Besides, a quick exchange of information on smuggling is going to be conducted for the issues occurred on the border to find a quick solution.”

As stated by Armen Israelian, in 2015, the volume of the trade circulation between the Republic of Armenia and Iran – non-oil products, has amounted to 130 million USD, and in 2016 a considerable growth has been noticed – 170 million USD: “That factor is given an importance to within the conclusion of this agreement. It is substantiated that the Republic of Armenia is important to Iran and the volumes of the trade circulation require an increase.”

Israelian expressed his conviction, implying that the Republic of Armenia should implement long and short-term projects, make preconditions for investments to deepen the economic partnership with Iran.

Turkey Handed Aliyev to Putin

The Russian president Putin met with Aliyev on Friday. There is nothing strange when Aliyev and Putin meet. Russia and Azerbaijan are declared strategic partners and a meeting of their presidents is not something strange. The question is what specific goals this meeting has, whether it is one in a series or an extraordinary meeting, that is an urgent need to meet has occurred. And who has had the urgent need? Putin and Aliyev may have different reasons to meet. From the point of view of Armenia, attention immediately goes on to the Armenian-Azerbaijani conflict, the issue of Artsakh. And it seems, at least to many, that only this issue would bring Putin and Aliyev to a meeting. However, the vectors of the Russian-Azerbaijani partnership vary and it is possible that at least one Putin-Aliyev meeting is not intended to discuss the Artsakh issue. At the same time, it is beyond doubt that whatever the reason to meet, the issue of Artsakh will be mentioned in the discussions. So, a question or concern occurs what place it will have and what influence it will undergo. In this sense, the relationship between Russia and Azerbaijan is more complicated now than before April 2016. In April the sides had to respond silently that at the end of the day the purpose of strategic partnership was to let each other down. Azerbaijan became convinced that Moscow’s purpose was to achieve military presence in Artsakh, letting Azerbaijan take several positions or heights at best and Moscow clearly saw that Baku’s goal was to get the right to war through Eurasian promises and take as much as it can through a blitzkrieg. And this mutual unmasking was basically ensured by the Armenian army, resisting, perhaps unexpectedly for both Russia and Azerbaijan, and pushing back aggression though being much less armed than Baku armed with Russia’s help. However, despite the “masquerade” revealed mutually in April, Moscow and Baku cannot do without partnership, everyone has their reason but they end up into a mutual necessity. Simply the lack of mutual confidence has made it rather complicated to come to terms. Turkey could be helpful to Russia unintentionally. Or rather, Turkey’s complicated issues with the West which have almost led to breaking relations with Germany. What developments will follow, will there be an escalation or a standstill? Time will show. However, one thing is clear that Turkey has serious issues with the West, which is also an issue for Azerbaijan. What should Baku do as it has to account to the West for its “big brother”? The situation is complicated for Aliyev indeed – he has to support Turkey morally and politically. This means being rejected by the West. Meanwhile, Aliyev is already half-rejected by the West. Not to support Turkey means to betray the elder brother. At the same time, Turkey will ask support for support. The situation is complicated indeed, and Aliyev may increasingly need Putin’s help who seems to be a relatively neutral option between the West and Turkey. Apparently with this in mind, the Azerbaijani president asked for a meeting with Putin in Sochi or Putin seized the moment and invited Aliyev. The question is how and in what direction Russia will guide Aliyev. Technically, Turkey is “handing” Aliyev to Putin for custody. It’s not clear if he expects to get him back or not.

It is pretty long time that Azerbaijan has  appealed and keeps on appealing  to various international structures with requests and even demands to close the Armenian nuclear power plant in Metsamor.  Will this lead to the emergence of raising   another resolution on the type of “Sarsang”, for example, in the PACE and what steps should you take in the direction of preventing such a scenario?

 

 

Official Baku will consistently continue its activities, oriented  to inflict maximum political, economic and military damage to Armenia. Metsamor NPP is very convenient to attack  from this point of view. It is quite obvious that, with  the given current military and political situation in the region, Armenia’s refusal to use nuclear energy is absolutely impossible. Only in case of establishment of guaranteed long-term peace in the zone of the Azerbaijan-Artsakh conflict and complete eradication of the causes of interethnic hostility, and a serious conversation held can be a way  to start developing alternative energy, with a gradual abandonment of nuclear energy. At the moment there is no progress in this direction and it can not be. Metsamor NPP operates in accordance with all IAEA standards, in close cooperation with this authoritative international profile organization, and at this point it is possible to put an end to this. For Armenia, it is important to continue the operation of the unit, which is being modernized, and to prolong its operation. And then we have to start building a new, modern nuclear power unit, and –  here it is impossible  for the acting Armenian authorities to show inadmissible inertia.

 

 

Various, Azerbaijani experts close to the authorities repeatedly voiced the threat of missile strikes on the Armenian nuclear power plant as a response to the bombing of Azerbaijani territories. Is it possible to exclude such madness completely, if the big war becomes a reality and the regime in Baku faces the threat of losing power?

 

 

To exclude the fact that such an idiotic thought can come to someone in Baku is impossible. In any case, the leakage of radioactive substances into the atmosphere can cause irreparable damage to the environment of the region, to its entire population. It’s just that those who today are vigorously discussing this issue should keep in mind that a number of local climatic features indicate that radioactive emissions into the atmosphere are likely to be swept towards Nakhchivan and further along the Araks River channel towards the Caspian Sea. But who knows, maybe Baku authorities for some reason liked spitting  against the wind.

 

 

In Armenia and Artsakh, it is customary to assess Azerbaijani propaganda as a provocative laugh and directed solely at domestic consumption. Meanwhile, serious experts in their assessments, say about its rather noticeable external influence. First of all, on international structures. What kind of assessment will you give to  the “caviar”, “clumsy” and real Azerbaijani diplomacy-propaganda?

In my opinion, Baku has achieved certain successes, and a disdainful attitude towards the efforts it makes is a sign of limitation and groundless bravado. You can scornfully call their diplomacy “caviar” or “clumsy”, but it sometimes works. But  – a la guerre comme  a la guerre,  and if the means they use work, it is already an indicator of efficiency. As an example, I would like to recall the story of the murder of our officer Gurgen Margaryan in Hungary – for today the killer Safarov is walking loose and is the hero of Azerbaijan, we have lost our officer and quarreled with Hungary, we broke diplomatic relations with this country-member of the EU. The situation can be quickly rectified, if you seriously take the case.

 

At a meeting in Baku, Azerbaijani and Turkish Foreign Ministers Elmar Mammadyarov and Mevlut Cavusoglu noted “Armenia’s aggression towards Azerbaijan and the continuation of its occupation” as a serious threat to regional peace and security and assessed the Azerbaijani-Turkish cooperation as a stabilizing factor. What at,  according to your estimates, is regional and not only Baku-Ankara cooperation aimed  in reality, what are its prospects?

 

The Turkish-Azerbaijani strategic cooperation, advertised at such a high level in the South Caucasus, is not limited to military, political and economic pressure on Armenia. In fact, one can confidently say that official Ankara and Baku quite cleverly disguise their joint economic and ethno-cultural expansion in the region by the need to counteract the Armenian military threat. Turkey and Azerbaijan together successfully promote their interests in Georgia, and the territory of the latter at the moment is no longer just a transit corridor for these countries, but also a kind of potential military bridgehead. Turkish private business is well established and rooted throughout the Black Sea coast of Georgia, as well as along the main transport corridors leading from the Turkish-Georgian border to the Georgian-Azerbaijani border. At the same time our neighbors and accomplices try to curtail the possibilities of the Armenian-Georgian political, economic, cultural and military cooperation in every possible way. It is noteworthy that simultaneously the Turkish side is increasing the level of trade and economic penetration into Abkhazia. I believe that the Turkish-Azerbaijani tandem sets itself a wide range of tasks and the neutralization or liquidation of the Armenian factor in the South Caucasus can only be a part of much more ambitious plans.

Free trade zone on Iranian border to boost bilateral trade – Armenian expert

The plan to launch a free trade zone on the Armenian-Iranian border with Iran border will be a mutually advantageous project potentially increasing trade turnover, an expert in Iranian studies said today, sharing his positive expectations of the idea.


Speaking at a news conference, Armen Israelyan also highlighted the economic benefits of the Meghri-Norduz joint customs checkpoint plan which he said is aimed at boosting longer-term partnerships, particularly for the operation of a road corridor connecting the Persian Gulf with the Black Sea. He added that they intend to attract also investors through the project.

“The bill has been several times debated in the Iranian parliament, and was approved just a few days ago. The agreement applies to both transit transportation of flight and the increase in bilateral trade turnover, as well as the transit delivery of energy resources,” Israelyan said.  

To speed up the customs procedures, the expert proposed creating a joint working group to deal with the existing problems.

He added that the two countries have also expressed committment to facilitate information exchange in dealing with smuggling cases.

Russia deepens partnership with Azerbaijan while tightening grip on Armenia – expert

Despite its deepening relations with Azerbaijan, Russia will continue flexing its muscles against Armenia in an effort to pursue its interests in the region, says Gevorg Melkyan, an expert at the Armenian Institute of International and Security Affairs.


Commenting on the recent meeting between the two countries’ presidents, Melikyan highlighted the existing mutual interests which he said cover also such strategically important areas as military industries, transport, energy and trade.

“In [building the partnership] with Armenia, Russia puts the emphasis more on the political and military cooperation. The other sectors are more restricted due to objective, as well as subjective reasons – as opposed to Azerbaijan which has a direct land and sea border with Russia and hence naturally benefits from its geographic position to maximum deepen the relations,” he told Tert.am.

As another sign of the continuing partnership, the expert highlighted also the existing mutual investments interests. But he ruled out any direct impact on Armenia, pointing out only to the strategic ally’s decreasing significance.

“Some people may treat this as a positive development in the sense that Armenia will see a relaxing dependence upon Russia, but my opinion is that despite Russia’s deepening relations with Azerbaijan (whom it treats as a substitute of Armenia in certain respects), Russia will keep tightening the grip on Armenia to push ahead with its interests in the region,” he added.

As for the Nagorno-Karabakh (Artsakh) conflict, which was part of Presidents Vladimir Putin and Ilham Aliyev’s agenda, Melikyan said he thinks that it was discussed as just an intermediate issue and a mutual concern on which the parties did not focus much as a pivotal problem.            

“The Russia-Azerbaijan relations are so in-depth today that any discussion on Karabakh would be of a secondary or even tertiary importance. That certainly concerns the conflict settlement, not the weapons supply,” he expert noted.

He further shared his forecasts on possible political and economic re-arrangements in the region, highlighting in that context Russia’s desire to check Azerbaijan’s positions.

“What we see are very in-depth processes, absolutely serious regional re-arrangements, particularly when it comes to Iran, the Syria-Iran-Qatar triangle and plus Turkey. So Russia needs to understand what position Azerbaijan will take in all these developments,” he added.
