Djulfa.com Calls on UNESCO Chief to Resign Over Corrupt Azerbaijani Payments to Her Husband

Djulfa.com has consistently criticized UNESCO Director-General Irina Bokova’s unflinching and hitherto inexplicable support of oil-rich Azerbaijan, despite the latter’s deliberate desecration of ancient archeological sites. As such, we are outraged yet unsurprised to learn from The Guardian’s September 4, 2017 report that Director-General Bokova’s husband has received over half-a-million-dollars as part of an all-too-obvious Azerbaijani ‘quid pro quo’ corruption and money laundering scheme.

In November 2013, four months after accepting a $5 million donation from Azerbaijan on behalf of cash-strapped UNESCO, Irina Bokova helped unveil the absurdly-titled “Azerbaijan: A Land of Tolerance” exhibit in Paris, where the organization is headquartered. She has since made several trips to the Azerbaijani capital for the ‘Baku World Forum on Intercultural Dialogue;’ praised president Ilham Aliyev for “fostering new forms of dialogue between cultures;” allowed Azerbaijan to appoint UNESCO staff as “loaned personnel;” and has given Aliyev a platform at the UNESCO Leaders’ Forum to lecture the world on tolerance and shift the blame of cultural genocide to Armenians.

That Azerbaijan, a top jailer of journalists ranked as the world’s 5th most-censored country, is no land of tolerance is widely-known, but few are aware of its state-sponsored eradication of the region’s vast medieval Christian heritage. Since inheriting the presidency from his father in 2003, and emboldened by Azerbaijan’s oil-revenues due to the 2005 launch of the Baku-Tbilisi-Ceyhan pipeline, Ilham Aliyev has spearheaded the complete destruction of Western Azerbaijan’s entire medieval Christian heritage – consisting of hundreds of churches and thousands of cross-stones – due to the latter’s association with the region’s indigenous Armenian civilization.

While Azerbaijan’s destruction of Armenian monuments started in 1988 following widespread calls for the return of Armenian-populated Artsakh (Nagorno-Karabakh) to Armenia as the Soviet Union was collapsing, the systematic eradication of every trace of medieval Armenian memory was launched and completed nearly two decades later under the current presidency. In December 2005, alone, over one-hundred Azerbaijani soldiers carried out a week-long operation to obliterate the world’s largest medieval Armenian cemetery – Djulfa, an archaeological wonder that also constituted Eurasia’s largest collection of historic Christian cross-stones. Despite eyewitness video and photo evidence, verified by the American Association for the Advancement of Science through satellite analysis, the Aliyev regime denied the destruction of Djulfa, claiming that the cemetery never existed in the first place.

According to Research on Armenian Architecture, a nonprofit institute that meticulously documents medieval monuments in the Caucasus, Azerbaijan has bulldozed and flattened 218 medieval Armenian churches in Nakhichevan – the region that includes Djulfa. In comparison, according to the Assyrian International News Agency, ISIS terrorists have destroyed a mere 16 churches in Syria, many of which may be subject to restoration upon liberation. Despite conclusive evidence to the contrary, the Aliyev regime proclaims that it preserves Armenian heritage by pointing to the physical existence of a state-confiscated 19th-century Armenian church in downtown Baku, while unfoundedly accusing the twin states of the Armenian homeland – Armenia and the internationally-unrecognized republic of Artsakh – for the systematic destruction of Islamic monuments.

While Irina Bokova has repeatedly and justifiably condemned ISIS vandalism of Assyrian, Christian, Islamic, Yezidi, and Hellenistic sites, she has failed to do so in the case of Azerbaijan’s state-sponsored, deliberate, and systematic targeting of medieval Armenian monuments despite UNESCO’s awareness of Djulfa’s destruction, as evidenced by its World Heritage Centre director Francesco Bandarin’s 2011 official correspondence with our organization.

General-Director Bokova’s general cooperation with a regime that has destroyed more Christian heritage than ISIS might have been necessitated by America’s 2011 defunding of UNESCO, an unfortunate circumstance brilliantly analyzed by former Daily Show correspondent John Oliver. But her husband’s personal acceptance of laundered money from Azerbaijan appears to shed a light on Irina Bokova’s intransigent refusal to acknowledge, let alone seek accountability for, Azerbaijan’s destruction of medieval Djulfa and other monuments of the region’s ancient Armenian civilization.

In light of her husband’s connection to the recently-revealed Azerbaijani money laundering scheme, we call on Director-General Bokova to resign before November’s expiration of her second and final term. Additionally, we call on Director-General Bokova to publicly oppose the Aliyev regime’s candidate for UNESCO director-general, Polad Bülbüloğlu, who was Azerbaijan’s Minister of Culture at the time of Djulfa’s destruction.

Founded in 2007 by Denver-based educator and activist Simon Maghakyan, the Djulfa Virtual Memorial and Museum – Djulfa.com partners with institutional and individual cultural rights defenders across the world to document, publicize, and pursue accountability for the intentional destruction of the largest medieval Armenian cemetery at Djulfa, originally called Jugha and often spelled as Julfa or Culfa, as well as other monuments of the earliest Christian civilization in the Azerbaijan Republic’s formerly-Armenian exclave of Nakhichevan, today known as Naxçıvan.

Transparency International: Politicians and Businesses Paid to Launder Azerbaijan’s Image Using Slush Fund Must Be Sanctioned

Transparency International, the global anti-corruption organisation, is calling for politicians, banks and businesses that helped to launder the reputation of Azerbaijan across Europe to be investigated and, if appropriate, for the perpetrators to be sanctioned.

The anti-corruption organisation will launch national and international advocacy campaigns targeted at strengthening anti-money laundering practices, identifying individual wrong-doing and calling for international organisations, including the Council of Europe, to investigate allegations of inappropriate behaviour and take corrective action.

This follows an investigation carried out by journalists in six countries (Czech Republic, Denmark, France, Germany, United Kingdom and United States) into a shady financial network that appears to have funnelled money from a US$2.9 billion Azeri slush fund to pay decision-makers and prominent individuals across Europe.

“It is shocking to see that some politicians at respected bodies like the Parliamentary Assembly of the Council of Europe are up for sale and are willing to turn a blind eye to corruption and human rights abuses for cash. They must be sanctioned and we will put pressure on the authorities to take action. The story does not end here,” said José Ugaz, Chair of Transparency International.

The investigation names, Danske Bank, a prominent bank in Denmark and specifically its branch in Estonia as the centre of the financial network. It also identifies four shell companies set up in the UK with secret offshore owners that received money from the slush fund. In addition, individuals and businesses are reported to have received payments from these companies in Germany and the UK.

The reports describe how politicians and consultants who received the money were in a position to influence decisions about Azerbaijan’s human rights record at the Parliamentary Assembly of the Council of Europe (PACE). The purpose of the payments appears to have been to limit the effects of damaging information regarding human rights and election fraud that would have brought the country into greater disrepute.

“These investigations show that even in countries where corruption risks are considered low like Denmark, which ranks at the top of Transparency International’s Corruption Perceptions Index, the regulatory bodies are still behind in enforce anti-money laundering legislation,” added Ugaz.

Transparency International, as part of a partnership with the Organised Crime and Corruption Reporting Project that broke the story, will pressure the appropriate authorities to ensure that any wrongdoing is both investigated and punished, and that regulatory loopholes are closed.

As first steps, Transparency International will:

Present evidence to the special corruption investigative group at PACE on 7 September and ask for a full, transparent investigation

Provide a dossier relating to the investigation with the US authorities since the International Bank of Azerbaijan is based in the United States.

The slush fund also supported the lavish lifestyles of the ruling family of Azerbaijan and a crony network of accomplices, including business leaders and politicians both in Germany and elsewhere. The investigations uncovered that the money was used to buy a football club, jewellery and major real estate in the Czech Republic.

Transparency International will also:

Call on the authorities in the Czech Republic, Denmark and Germany to investigate the role of shell companies with secret ownership and push for public registers of beneficial ownership

Call on the authorities in those countries to tighten and implement anti-money laundering procedures

Call for full investigations into those receiving “dirty money” at the international, regional and national levels

Ask citizens across Europe to write to their parliamentarians who attend the Parliamentary Assembly of the Council of Europe to adopt stronger integrity standards in light of serious allegations of corruption and manipulation.

The Council of Europe is the leading forum in Europe tasked with monitoring human rights, democracy and the rule of law in its 47 member states.

“Look, that’s God,” says 9-year-old Erik, looking at the portrait of Mona Lisa.

He then starts jumping, and his sisters join him. Sadness is present in the children’s eyes, and even when they jump, they don’t shout joyfully.

“Erik, you say it’s God?” smiles his grandmother, then her smile disappears and she lets the other grandchild, one-year-old Edmon, off her arms. All of us look at the picture. The grandmother sighs and murmurs, “Erik, Erik, he says it’s God.”

Christine, a mother of six, is silent: she watches her children play and wipes her wet eyes. The conversation is not an easy one to start. The children sitting on the bed look at their mother.

We start talking about the picture hanging in the room with cracked walls. Cristine quickly wipes her eyes. She says they got the picture as a gift, and they like it very much. Then she smiles. Her smile changes the atmosphere of the room.

 

“Christine is delicate, she’s probably crying because she’s happy that you’re here,” her mother says, and Christine nods her head in agreement.

Christine Karapetyan’s family of eight lives in a forgotten dormitory in Malatia district of Yerevan. Her husband, Manouk Kharatyan, isn’t home. He’s a laborer and earns 3-4,000 drams a day. The family receives a state allowance of 63,000 drams ($132) per month for the children.

 

“Manouk’s salary is mostly spent on food for little Edmon. Baby food is expensive – 2,550 drams. Sometimes, when we buy it, the others stay hungry. When we get the allowance, we pay off our debts, ” says 33-year-old Christine, mentioning that they have many debts.

She says she would definitely go to work if she didn’t have health issues. Her mother confirms,”Christine has neurosis: there are moments when she turns into stone.” She hasn’t visited a doctor since she doesn’t have money.

 

Christine’s mother, Teresa, lives in the same dormitory, on the third floor. Two of the children stay with her overnight, since the family doesn’t fit in one room. The grandmother helps the family, washing dishes at a restaurant twice a week for 3,000 drams. She used to clean houses, but she doesn’t have any more clients.

“I would work if my health allowed. I used to sell greens at the Malatia market when I was still at school,” says Christine. It’s been eight years since they’ve conducted business there. The rent for a spot is too high.

Christine and Manouk met at the dormitory. They fell in love and got married. Teresa says, “I didn’t agree with it at first, since he was poor.” Christine contradicts, saying that love is the most important: Manouk, hardworking, lost his mother at the age of five. There were six children in the family.

 

Now, Manouk has his own six children. Three of them go to school. 11-year-old Anahit dreams of becoming a policewoman. Christine proudly says that Anahit has decided to buy school uniforms for Edmon with her first salary.

They have no water in the dorm room, since they have to pay 50,000 drams for the installation of a water meter. They take water from their neighbors. There is no gas in the building. In winter, they buy firewood, but the small room doesn’t get warm. The cracks in the windows are large, and when it rains, the water comes in from the damp ceiling.

Scorpions are permanent residents of the building, and sometimes they manage to get to the bedroom. Christine falls silent after talking about scorpions, and the children look at her again. “My six children are the ones who give me strength,” Christine adds.

Azerbaijani Slush Fund Linked to Safarov Extradition

BUDAPEST, Hungary—An investigation by a Hungarian news agency reveals that Azerbaijan has used a $3 billion slush fund to facilitate the release and extradition Azerbaijani ax murder Ramil Safarov, who brutally murdered an Armenian soldier, Gurgen Markarian, with an ax during NATO exercises in Hungary in 2004.

An investigation by the Hungarian news site Átlátszó.hu revealed that several bank transfers – totaling more than $7 million – were made to an MKB bank account in Budapest right around the time the Hungarian government handed over Safarov to the Azerbaijan.

According to Átlátszó.hu, the Budapest bank account belonged to an offshore company owned by the son of an influential Azeri politician and got an infusion of more $7 million in 2012 around the time of the Safarov release and extradition.

The existence of the almost $3 billion slush fund used by high-level Azerbaijani officials to launder money and bribe politicians in European countries was revealed on Monday by the British The Guardian newspaper, which is a news outlet partnering with the Organized Crime and Corruption Reporting Project that published an extensive investigation, entitled “The Azerbaijani Laundromat.” The OCCRP report detailed that over a two-year period, more than $2.9 billion had passed through certain UK-0based shell companies – Polux Management LP, Hilux Services LP, Metastar Invest LLP, and LCM Alliance LLP – that “are part of a larger constellation of companies set up by unscrupulous agents to launder and steal large amounts of money” on behalf of Azerbaijan’s ruling elite.

The MKB Bank account belonged to a Velasco International Inc., which received the $7 million infusion of cash from Metastar Invest LLP, one of the shell companies used to hide the slush fund identified by the OCCRP report.

Velasco International was incorporated in the Virgin Islands and is owned by Azerbaijani deputy prime minister Yacub Eyubov’s son, Orhan Eyubov, whose name is continuously referenced in “The Azerbaijani Laundromat.”

In June 2012, when Hungarian Prime Minister Victor Orban visited Azerbaijan, he was greeted by the elder Eyubov before meeting with Azerbaijani President Ilham Aliyev . “The Azerbaijani Laundromat” report said that “there is ample evidence of its [the slush fund’s] connection to the family of President Ilham Aliyev.”

Meanwhile, Metastar Invest LLP is the company that reportedly paid Luca Volonte, a member of the Parliamentary Assembly of Council of Europe, known as PACE, who is facing prosecution in Italy for allegedly accepting 2.4 million euros to defend Azerbaijani interests in Italy and within PACE. In 2013, Volonte vocally defended the Hungary’s new constitution, which curtailed people’s individual rights, and accused those who criticized official Budapest of carrying out a “witch hunt.”

On Wednesday, Hungary’s Foreign Minister Péter Szijjártó categorically rejected the allegations by Átlátszó.hu, the Hungarian investigative journalism organization.

“In the firmest possible way, I reject any inference or insinuation which make a connection between the Hungarian foreign policy decisions and the aforementioned international criminal actions,” Szijjártó said. “I really hope we uncover the truth of what happened very soon.”

On Tuesday, after “The Azerbaijani Laundromat” was published, Aliyev’s press secretary accused the “Armenian lobby” of working with American billionaire George Soros, to wage ”a smear campaign against the president of Azerbaijan and members of his family.”

“Beautiful handmade art of Tohoku” is a travelling exhibition, which has been held in 19 countries during 5 years. Armenia is the 20th.

According to the words of the Ambassador, the exhibition was established in 2012, after the horrible nuclear disaster of Fukushima. It has its symbolism. Touring around the world and exhibiting its traditional art, Japanese people wanted to show that disasters come and go, but they resist and move forward.

The Ambassador also touched upon the further development of Armenia-Japanese relations. IT sector, agriculture, tourism- these are the fields, according to the Ambassador, in which they are more interested. Visa liberalization will promote development of tourism. The Ambassador also touched upon the upcoming cultural programs. Japanese film festival, concerts with Japanese folk instruments, festival of eastern martial arts will be held in Yerevan.

The exhibition will be open until October 8.

After this exhibition, on October 11-15, exhibition of Armenian-Japanese modern art will be held in the same center.

The new FIFA 18 ratings are slowly beginning to drip through, andLiverpoolfans aren’t happy about one aspect of them in particular.
 
With the new game due out on September 29, EA Sports are revealing the ratings for the top 100 players day-by-day, and the fact that Manchester United’sHenrikh Mkhitaryanis ranked ahead of Liverpool’s Sadio Mane hasn’t exactly gone down well with Reds supporters according to our friends at theManchester Evening News.
 
Mkhitaryan, who is rated at 85, has registered five assists in his first three Premier League games of this season, while Mane, at 84, has scored in all three of his league appearances.
 
The ratings are based on the players’ last footballing year and Mkhitaryan is also ranked higher than Manchester City’s Bernardo Silva, Tottenham playmaker Dele Alli and Real Madrid’s Marco Asensio.
 
Former Manchester striker Radamel Falcao has returned to the top 100 after a prolific campaign with Ligue 1 champions Monaco and one-time United target Raphael Varane is rated the same as Mkhitaryan.
 
A number of other United players are expected to feature in the top 80. Zlatan Ibrahimovic and David de Gea were rated 90 last year while Paul Pogba received 88.
 
Romelu Lukaku could receive a higher rating following an impressive campaign with Everton, which preceded his £75million switch to United.
 
Mane, who joined Liverpool last year, helped the Reds a top four finish last season, while Mkhitaryan helped United win the Europa League and League Cup during his debut campaign in England.
 
But Liverpool fans, and others, are in no doubt about who should have been rated higher.

Henrikh Mkhitaryan will match the achievements of Thierry Henry and Cesc Fabregas if he assists for a teammate against Stoke City on Saturday, Septemner 9.

The Armenia international has started the new season brilliantly, and has already set up five goals in just three matches as United have stormed to the top of the Premier League.

In Premier League history only Arsenal legend Henry and current Chelsea star Fabregas have recorded six assists in their first four appearances.

Henry kick-started the 2004 campaign with six assists in Arsenal’s games against Everton, Middlesbrough, Blackburn and Norwich.

While Fabregas set up teammates six times in Chelsea’s first four games against Burnley, Leicester City, Everton and Swansea City back in 2014.

Sports: Beach Volleyball Eastern Europe Championship kicks off in Yerevan

Armenia’s capital Yerevan will host on September 8-10 the Men’s Eastern Europe Volleyball Championship. The chairman of the Volleyball Federation of Armenia informed 15 countries, including, Russia, Belarus, Ukraine, Georgia, Lithuania, Poland and Israel applied for participation in the Championship.

“The Armenian team is represented by Razmik Hakobyan-Arman Miskaryan and Ashot Balabekyan – Andre Simoni pairs. Our boys are ranked the seventh among the 15 teams. I hope we are able to reach the quarter-finals. The tournament is important for being a qualification ahead of the 2010 Summer Olympic games,” Karen Asmaryan has told the press service of the National Olympic Committee.
