Turan Information Agency, Azerbaijani Opposition Sunday Azerbaijan Newspaper Threatens West and Recognizes Political Motives for Mehman Aliyev's Arrest Baku / 10.09.17 / Turan: The official state newspaper Azerbaijan published a lengthy editorial in its September 9 issue (Stereotypes of Obama Times in USA), which announced a "slander campaign" launched by "certain Western circles" against Baku. In particular, the article expresses dissatisfaction with the publications in the Western press of the investigations of the international journalistic network OCCRP about the involvement of Azerbaijani companies and officials in money laundering, the statement of the US State Department representative demanding the release of the director of the Turan news agency Mehman Aliyev, the initiative of US Senator R. Durbin to impose sanctions in relation to persons involved in the criminal prosecution of the journalist, and criticism of official Baku by international human rights defender organizations. As stated in the publication, "the Soros people and the Armenian lobby, taking advantage of this opportunity, went over to actions to undermine the US-Azerbaijan relations and strategic partnership". The Azerbaijan paper complains that "official Washington still cannot get rid of the stereotypes of the Obama era, when various lobbying groups influenced the official policy of the state with strong levers." The newspaper warns that "if the anti-Azerbaijani circles and the lobbying interests of the United States take the upper hand and the Global Magnitsky Act applied to Russia will spread to Azerbaijan, official Baku may review the policy of partnership with the West and take "adequate steps." It is recalled that despite the pressure of large regional actors, Baku preferred a multi-vector, balanced policy and developed a strategic partnership with the United States and the European Union. However, as stated in the article, "sanctions and similar erroneous steps can force official Baku to reconsider its foreign policy and give preference to a one-sided choice." "And this will be a serious loss for the United States and Western countries that have great interests in the region," the article continues. Another response of Baku, according to the editorial, may be repressive actions against activists and journalists, which the publication refers to as the "fifth column" (meaning traitors) and "friends" of the West. "Those who sanction a new campaign against Azerbaijan today, naively believe that in this way they will be able to defend the "fifth column" and their friends. Over the years, official Baku tried to turn a blind eye to the tyranny of Khadija Ismail, Mehman Aliyev, Emin Milli and other similar anti-national elements, NGOs and the Western media network, although Baku saw that they specifically fulfilled a well-known mission, and patiently treated them. However, when the activities of this network began to shake the foundations of the state, there was a need to take preventive measures, and appropriate steps were taken. And the new demarche of the West can create a serious basis for further deepening of these steps," the article says. The official newspaper actually confirms the political motives for the persecution of Mehman Aliyev. So, while according to law enforcement agencies Aliyev is accused of committing economic crimes, the Azerbaijan paper accuses the director of Turan news agency of an activity "shaking the foundations of the state", without specifying what it was. ARMENPRESS presents the full text of the remarks. “Your Holiness, Patriarch Kirill of Moscow and All Russia, Dear Sheikh ul-Islam Allahshukur Pashazade, We welcome you at this regular meeting of the regional spiritual leaders, which became possible due to the steady mediation efforts of our spiritual brother Patriarch Kirill. Six years have passed since our last meeting in this format, which took place in Yerevan in November 2011, convened on the occasion of the Presidium meeting of the CIS Interreligious Council. In the hope of establishing peace in the lives of our peoples, we direct our steps toward these meetings to discuss the ways through which the spiritual leaders can contribute to the peaceful settlement of the conflict in Karabakh. Unfortunately, today the results of the invested efforts are not significant, but the expectations of our people in this search for a peaceful coexistence are much greater and substantial. In this regard, we expect positive results from the organized meetings of the Presidents of Armenia and Azerbaijan, their Foreign Ministers, and the negotiations process. Despite the statements made during the meetings of the Armenian and Azerbaijani Presidents, and the calls and messages of the spiritual leaders, today, the ceasefire continues to be strained on the borderline, there are still soldiers killed and sometimes also peaceful residents of the border settlements. We find it particularly worrying the cases of shielding behind the civilian population and turning them into an intentional target. Militaristic appeals and statements on increasing armament do not stop beyond the border. All of this greatly endangers the efforts to build an atmosphere of mutual trust and understanding, and shatters the already fragile ceasefire, transforming a new reality of conflict expansion which we witnessed in April 2016 when large-scale military operations were unleashed by the Azerbaijani armed forces. Everyone knows the chronology of those days, which was also documented by the international community, soldiers killed in battle as well as the tortures committed against peaceful civilians; atrocities and violence caused losses and destruction. Remembering these incidents, a natural question arises: how can stability and peace of the situation be preserved when the efforts made in that direction are unilateral. How can we achieve peace when efforts and measures are not spared to instigate hatred and enmity among their own population against the neighboring Armenian people in all possible and impossible ways; and to counteract the fair and objective assessments of the Armenian side and the international community with unjustified accusations. There is no alternative to peace in our region, as well as the settlement of the conflict in Karabakh exclusively through negotiations. There is also no alternative to the free and independent life of our faithful people in Artsakh It is imperative today to display will and commitment in solving the problem solely on the negotiating platform, and prevent acts of ceasefire violations, remove snipers from borders - to stop the continuous firing and not become a reason for families misfortune in ceasefire conditions; keeping the life of our military children safe. Each bullet that is released against God's creature is also against God. Here we see the mission of our spiritual leaders: to exhort and preach; together form the consciousness and the atmosphere of mutual understanding and tolerance, under which conditions the progress of the process of the peaceful settlement of the conflict should become possible. At the same time, we should convey our daily appeal to our military servants to maintain the ceasefire and avoid provocations. We attach great importance to the role of the international community, particularly the mission of the OSCE Minsk Group in the use of surveillance mechanisms at the line of contact and the investigation of border incidents. We express our gratitude to Patriarch Kirill and the Russian Orthodox Church for the caring and mediatory efforts displayed since the very first day of the conflict. God is pleased with those who are walking the path of justice and peace, because there is His love and blessing, shelter and mercy, and as the Holy Bible states: “Butthe fruit of righteousnessin peace is sown forthemthatmake peace” (James 3:18). Therefore, let's unite our efforts and walk this road together. We all have a responsibility in this process. MSPO 2017: Azerbaijani export license a ‘matter of technicality’
The Orbiter 1K loitering munition, manufactured by Israel-based Aeronautics, was on display at the MSPO exhibition and conference just days after an export license to Azerbaijan for the platform had been suspended.
Azerbaijan was reported to be keen to procure the UAS, with claims recently stating that it had been used in a targeted strike against Armenian forces during live demonstrations.
Officials at the show in Kielce told Shephard that they had no comment to make, other than to say that checks were being undertaken by the Israeli Ministry of Defence, and that it is ‘just a matter of technicality’.
As reported earlier, with its unmanned systems deployed by Polish armed forces for more than 12 years, Israel-based Aeronautics looks to be adding increased emphasis in its operations in country by showcasing the Orbiters 3, 4 and 1K.
Polish forces have used the Orbiter 2 for several years and Aeronautics officials said that the country would have no problems in integrating newer systems should Poland look to fill a portion of its huge demand for unmanned systems with their platforms.
Of the Orbiter 1K, Dany Eshchar, deputy CEO, said that they believed it was ‘a good solution for special forces’ and was ‘combat proven’.
Proven long-standing relationships could also assist in future procurement programmes. ‘Once a customer is satisfied, it is ours to lose if they choose not to [procure our systems].’
Eschar added that he believed that the range of systems Aeronautics can provide to customer such as Poland makes it a cost-effective solution that doesn’t need to be adapted to NATO or non-NATO operators.
Described by Aeronautics as a ‘multi-mission platform’, the Orbiter 4 has been designed to fit a range of payloads dependent on mission requirements.
This includes maritime patrol radar, cellular interception sensor, satellite communication, synthetic aperture radar and Controp’s XR EO payload.
The latest model from the Orbiter line is based on the legacy Orbiter 3 system but with upgraded capabilities such as endurance of more than 24 hours, dual mounted payloads and flight ceiling of 18,000ft.
Dirk Lorenz talks Armenians’ stubbornness and definite “yes”
German Dirk Lorenz, who served as Head of the Political, Economic, Press and Information Department of the EU delegation in Armenia for around 4 years, left the country in recent days. He moved to Brussels to work as Deputy Head of Division for the Eastern Partnership Countries in the European External Action Service. Dirk Lorenz talked to Mediamax before leaving and told us about peculiarities and challenges of living and working in Armenia.

Armenia is a European country in the scheme of things. That’s why it was quite easy for us to settle in here. We had but a few strange or challenging moments. Armenia is a very beautiful country, the climate is nice and warm, and the fruit and vegetables are delicious.

When I just came to Armenia, driving was a big challenge for me. I first thought there were no rules on the road and the mirrors served for refreshing make-up, not watching the traffic. Some time later I realized there were rules, actually, I just had to get used to them. I can say proudly I didn’t have a single accident in these four years.

Working with Armenians is very interesting and not so easy at times. They can be very uncompromising and stubborn, but if you manage to find common ground with them, they open to dialogue and discussion.
If Armenians befriend you, it’s a friendship for years.
Armenians are very honest and reliable as friends. If an Armenian says “yes”, it’s a definite, clear “yes”.

There’s a big difference between the capital and rural communities. I visited almost all nearby and borderline villages. In some places, the poverty rate is worrying. I was shocked by living conditions that people endure in certain parts of Shirak marz. Many years passed after the earthquake but housing remains a huge problem for some people.

Armenia is a wonderful country but it can be better. I wish it were easier to visit Armenia and the touristic infrastructure were more developed. There are so many beautiful places here, why keep them hidden from the world?
I think Armenia should present itself to the world in all areas. Believe me, not everyone knows where Armenia is on the map or what a wonderful, curious country with a rich history it is.

The development of Armenia’s digitization agenda kicks off
The workshop was organized by Armenian government’s Center for Strategic Initiatives with the support of EU-financed “Development and Strategic Studies” project.
The workshop is aimed at announcing the start of Armenia’s digitalization agenda and preparing the draft of the agenda.
The workshop will last 2 days. The first day will be dedicated to the international digital strategy trends and the opportunities of their application in Armenia. The meeting will cover digital strategies of different countries and their localization in Armenia.
On the second day, the representatives and experts from the Armenian government will work on the draft of “Armenia’s digitization agenda”.
The draft is set to be finished until the yearend.
PACE Monitoring Committee’s report outlines ‘Money laundering processes by Azerbaijan’ One of the main topics of the fall session of the Parliamentary Assembly of the Council of Europe (PACE), to be launched in Strasbourg on October 9, will be the report on Azerbaijan’s obligations. Recently the PACE Monitoring Committee has confirmed that report in Paris. During the discussion at the Commission meeting, some formulations in the document were toughened. “Aravot” asked Hermine Naghdalyan, a member of the Armenian delegation to the PACE Monitoring Committee, whether what toughening and new provisions are included in the report in particular, Mrs. Naghdalyan said: “The commitments undertaken by Azerbaijan, as a country under monitoring, are spoken about in the report presented by co-rapporteurs Austrian Stefan Schennach and Romanian Cezar-Florin Preda. There were also controversial opinions. Perhaps the most important thing is as Dutch delegate Tony Cox said that these are the obligations and commitments that every country voluntarily assumes when joining the Council of Europe. However, their fulfilment, according to the delegate, remained in the form of a dream in case of Azerbaijan”. Let us also note that in one week the co-rapporteurs will again visit Azerbaijan, after which the report will be supplemented, which will be put to a vote in the October session. But there were also claims to include the names of human rights defenders and journalists who were subjected to pressure in the resolution. Georgia’s Defense Ministry officially stated that Armenia had confirmed its participation in Agile Spirit 2017 exercises back in July. SUT.am reports. In particular, in response to Radio Liberty question Georgian Defense Minister Levan Izoria said that on February 2 Georgia had sent invitations to participate in military exercises to different countries including Armenia. After receiving the invitation letter, on July 10-13 two representatives of Armenian Armed Forces took part in final programming conference in Georgia and confirmed participation of three Armenian officers in the international exercise. Thus, Georgian Defense Minister denied the Armenian side’s information that Yerevan officially did not confirm its participation in the exercises. As is known, on September 3, the day before the start of exercises, the Georgian side informed that Armenia refused to participate in the exercises although it had confirmed the participation before. In response, RA Deputy Defense Minister Artak Zakaryan stated that Armenia had not officially confirmed its participation in the exercises. It turns out that in fact Defense Minister of Georgia presents all these statements of RA officials as false.
