“We have a clear position on that issue and we have expressed it numerous times”, Mirzoyan said.

Referring to the question about Azerbaijan’s territorial claims from Artsakh, he clarified that according to the Constitution of Artsakh, no territory of Artsakh can have any other status. “All the territories of Artsakh have the same status and are an inseparable part of our country. We are guided by just this Constitutional provision”, the Foreign Minister of Artsakh concluded.

Administration Action Comes in the Wake of Strong Bipartisan Congressional Opposition
WASHINGTON—Responding to strong Congressional pressure, the Trump Administration has officially withdrawn its controversial proposal to allow the sale of U.S. semi-automatic handguns to Turkish President Recep Erdogan’s security detail, which, in May of this year, made international headlines by attacking peaceful American protesters in Washington, DC, reported the Armenian National Committee of America.

“We’re seeing the start of Turkey Arms Embargo 2.0,” said ANCA Executive Director Aram Hamparian. “We welcome today’s decision by the White House as a reflection of a growing willingness among policy-makers, diplomats, legislators from both parties, and the broader foreign policy community to openly challenge Turkey’s increasingly anti-American conduct.”

News of New Hampshire gun maker Sig Sauer’s proposed plan to sell $1.2 million in semi-automatic handguns and ammunition to President Erdogan’s bodyguards was first reported by The New York Times reporter Nicholas Fandos. The request for Congressional review of the matter was submitted on the eve of the May 16th attack in front of the Turkish Ambassador’s residence in Washington, DC, videotaped live by the ANCA’s Hamparian, which sent peaceful protesters to the hospital. To date, nineteen have been indicted for the brutal beatings, including 15 members of President Erdogan’s security detail.

Senate Foreign Relations Committee Ranking Democrat Ben Cardin (D-MD) and House Foreign Affairs Committee chairman Ed Royce (R-CA) were among the first to raise objections to the sale. Notably, Chairman Ed Royce (R-CA) formally communicated to Secretary of State Tillerson his strong opposition to the deal, calling the conduct of the Turkish guards “unprofessional and brutal.” Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ) and Dave Trott (R-MI) spearheaded a Congressional letter, cosigned by over 35 House colleagues, including Select Committee on Intelligence Chairman and Ranking Member Devin Nunes (R-CA) and Adam Schiff (D-CA) and House Foreign Affairs Committee Ranking Member Eliot Engel (D-NY), opposing the sale.

The U.S. House, in July of this year, passed the Trott Amendment, a measure strongly backed by the ANCA, against the arms sale. Following this vote, Rep. Trott, said: “We need to block this arms sale and once and for all point a finger in Erdogan’s chest and tell him that a strategic location does not place Turkey above the law.” Earlier this month, an amendment authored by Appropriations Committee members Senators Van Hollen (D-MD) and Leahy (D-VY) successfully amended a must-pass appropriations bill, at the committee level, with legislative language opposing this weapons transaction. Sen. Van Hollen told the Washington Post that the appropriations panel’s vote in support of the measure sent “a strong, bipartisan message: We are not going to let President Erdogan’s personal bodyguards attack peaceful American protesters on American soil—and we’re certainly not going to sell them weapons while they do it.” The Washington Post editorial board called for a block of the gun sale as a “more meaningful way to suggest there is a price to be paid for such brutality.”

According to the Associated Press, “a spokesman for Sig Sauer did not immediately respond to a request for comment.” The AP also reported that: “Lawmakers of both parties have asked the State Department to take extra precautions to ensure there’s not another violent incident this week by Turkish personnel during the U.N. gathering.”

At today’s Armenia-Diaspora Conference, one of the Diaspora Armenians askedEdward Nalbandyan, the Minister of Foreign Affairs “There is one word that scares especially the patriots of Marseille. That is the word compromise. I was asked to ask you: what do we have to rebate; and is the word compromise used during the negotiations?”

Edward Nalbandyan answered. “Someone tells me: You have to solve the Karabakh conflict, we cannot wait anymore. And I answer: Come and solve it. Don’t we want to solve the problem? What are we doing then? I am telling you about where we were and where we are now in the negotiation process and where the international community was and is now, in terms of understanding our positions and our approach. In my statement I have mentioned the amount of the announcements made by  Co-Chair countries, which say that yes, Azerbaijan violates, Azerbaijan, stop criticizing the Co-Chair countries! Stop trying to move the negotiation process to another format! Do you find any of the compromises are frightening? There are so many people in Marseille; I do not think that you are cowards there, in Marseille. I do not think that Azerbaijan would not accept the compromises they had found anything for their benefit.Why does not Azerbaijan accept then?”

Now the service of the front line servicemen has become safer – Defense Minister

The Armenian Armed Forces is in a rather intensive phase of arms acquisitions and modernization, Defense Minister of Armenia Vigen Sargsyan said during 6th Armenia-Diaspora conference. “You know that Azerbaijan has chosen arms race, but we do not conduct a policy of “quantity against quantity”. The Armenian Armed Forces is pursuing an effective management of arms”, Sargsyan said.

Vigen Sargsyan noted that following the April war serious works have been done to reinforce the front line and make it more secure.

“We have got a strong front line and following the April incidents it has qualitatively changed in terms of installing videotaping devices. Now the service of the front line servicemen has become safer. Of course, this does not mean there are no shootings. There are shootings and sometimes we suffer loses, but in such cases we retaliate 3 times stronger. This is a principle for us”, Vigen Sargsyan stated.

The Defense Minister also referred to Armenia-Russia military cooperation and the official visits paid by him. “I paid my first visit to Russia as a Defense Minister, and despite the existing rumors Russia was and remains our reliable ally”, he said.

He emphasized that Russia sells arms to Armenia with favorable conditions and is of key importance for Armenia’s arms acquisitions. “But this does not mean we have no other links. My second visit was to Greece. I have also been to neighboring Georgia and Iran, and in China recently”, Vigen Sargsyan said, adding that in the near future he plans to pay a visit to Canada.

Sarkisian Calls For Immigration, Investments From Armenian Diaspora

Armenia's government will encourage ethnic Armenians living abroad to
relocate to their historical homeland in an effort to address its
demographic problems, President Serzh Sarkisian said on Monday.
Sarkisian urged Armenian Diaspora organizations to assist in that
endeavor as he addressed hundreds of their representatives attending a
government-organized conference in Yerevan. He also renewed his calls
for greater Diaspora investments in the struggling Armenian economy.
"We note that demographic trends in our country are extremely
concerning and result from many objective and subjective factors of
the last 25 years," he said in a long speech delivered at the Sixth
Armenia-Diaspora Conference. "In the coming years, our efforts will be
aimed at speeding up the natural growth of Armenia's population and
substantially changing the emigration-to-immigration ratio.
"We have declared that our goal is to ensure that Armenia has at least
4 million residents by 2040. Obviously we would have trouble attaining
that goal only by increasing the birth rate, prolonging life
expectancy and taking other steps to improve the demographic picture."
The ambitious goal, he went on, also requires "achieving serious
indicators of immigration into Armenia" in the next 25 years. "In my
view, the realization of this objective will be the main subject of
the next Armenia-Diaspora conferences," he said.
"I believe that we are ripe for seriously discussing the issue of
organizing repatriation," declared Sarkisian.
There are an estimated 8 million to 9 million ethnic Armenians around
the world. Only up to 3 million of them live in Armenia. Most of the
others reside in Russia, the United States, Europe and the Middle
East.
Throughout Sarkisian's nearly decade-long rule, scores of Armenia's
citizens have continued to leave their country for primarily economic
reasons. Opposition politicians and other critics of the Armenian
government blame the emigration on what they see as the Sarkisian
administration's failed economic policies and unwillingness to enforce
the rule of law in the country.
Some participants of the forum were skeptical about Sarkisian's
statement, saying that the authorities in Yerevan should ease
socioeconomic hardship in Armenia and stop people leaving the country
before setting such demographic targets.
"I don't believe in utopias," said Stepan Hovakimian, a representative
of the Armenian labor unions in Los Angeles. "I only believe in real
work."
"Thirty thousand Syrian Armenians came to Armenia. How many of them
stayed here?" said Vasken Kasemjian, head of the Social Democrat
Hnchakian Party in Britain. "There are still problems in Gyumri. More
than 25 years have passed since the [1988] earthquake but there are
still homeless people there."
"Let them solve those problems before speaking of grandiose programs,"
he added.
In his speech, Sarkisian again called on wealthy entrepreneurs from
the Diaspora to invest in Armenia. "All necessary conditions for doing
that and the right business environment have been created in Armenia,"
he claimed.
Greater Diaspora investments in the Armenian economy have been
hampered by the country's flawed business environment. While some
wealthy ethnic Armenian entrepreneurs from Russia, the United States
and other parts of the world have set up shop in the country, many
others have been scared away by government corruption and a lack of
judicial independence.
Those problems are apparently not on the agenda of the
Diaspora-Armenia conference that got underway on
Monday.Representatives of Armenia's main opposition groups were not
invited to participate in the forum.
Nikol Pashinian, a leader of the opposition Yelk bloc, condemned the
snub. "This and several other facts prove that the event is meant to
be a PR stunt by Serzh Sarkisian," he claimed.
U.S. Congressman Visits Karabakh

A member of the U.S. House of Representatives visited Nagorno-Karabakh
on Monday about two weeks after helping to ensure continued
U.S. government funding for humanitarian demining operations conducted
there by a British charity.
Representatives of the HALO Trust reportedly briefed the congressman,
David Valadao, on their land-clearing activities in Karabakh that
began 16 years ago.
The organization has since cleared around 90 percent of the
territory's minefields dangerously close to civilian areas. It has
destroyed more than 11,000 anti-personnel and anti-tank landmines
mostly left over from the 1991-1994 Armenian-Azerbaijani war. The
U.S. Congress has financed the effort as part of its direct
humanitarian assistance to Karabakh allocated over strong Azerbaijani
objectives.
Earlier this month, the House of Representatives accepted Valadao's
proposal to allocate another $1.5 million to the HALO Trust's demining
program in Karabakh. The measure was also strongly backed by several
other pro-Armenian lawmakers, notably Ed Royce, the chairman of the
House Foreign Affairs Committee.
"It is a grave reality that families in Nagorno Karabakh live under
the very real threat of landmine accidents each and every day,"
Valadao said on September 7. "However, with the funding secured in my
amendment, I am optimistic significant strides will be made to ensure
the region is landmine free by 2020."
A Republican from California, Valadao is a member of the congressional
Armenian Caucasus. His constituency is home to a large number of
Armenian Americans.
The congressman travelled to Karabakh together with Raffi Hamparian,
the chairman of the Armenian National Committee of America (ANCA), a
Washington-based lobbying group.
An ANCA statement said Valadao will join five other U.S. lawmakers on
Thursday in attending official ceremonies in Yerevan to mark the 26th
anniversary of Armenia's independence.
Anti-Government Activist Again On Hunger Strike In Jail

firing gunshots outside a court in Yerevan, 12Jun2014.
A maverick activist controversially jailed in Armenia has again gone
on hunger strike in an apparent show of defiance against the
authorities.
The 33-year-old man, Hayk Kyureghian, was arrested in June 2014 and
sentenced the following year to 9 years in prison for firing gunshots
to protest against the trial of 14 other activists that staged a
violent anti-government demonstration in Yerevan.
Kyureghian fired from an air pistol towards police officers guarding a
court building in Yerevan after expressing indignation at what he saw
as an unfair trial of those men. He was overpowered and detained by
the policemen. The Armenian police said afterwards that the gunfire
left several officers lightly injured.
The harsh punishment handed to Kyureghian was denounced as unfair and
politically motivated by his family, friends and human rights
activists. He has repeatedly gone on hunger strikes since his arrest.
Kyureghian again began refusing food in his Armavir prison cell on
September 13. Nikol Pashinian, a leader of the mainstream opposition
Yelk alliance, said after visiting the activist on Monday that his
latest protest is timed to coincide with Armenia's approaching
independence anniversary. Kyureghian described the hunger strike as
"resistance against enemies of our independence," Pashinian wrote on
his Facebook page.
Gor Ghlechian, a spokesman for a Justice Ministry division managing
Armenia's prisons, said Kyureghian was moved to a special cell
immediately after notifying the prison administration about the hunger
strike. He gave no reason for the protest, Ghlechian told RFE/RL's
Armenian service (Azatutyun.am).
Kyureghian'stwo brothers were among three dozen members and supporters
of a fringe opposition group that seized a police station in Yerevan
in July 2015. The gunmen laid down their arms after a two-week
standoff with security forces which left three police officers
dead. They went on two separate trials in June.

"It is nave, to say the least, to think that if Serzh Sarkisian does
not become prime minister [in April] the [government] system will face
a collapse and the opposition will be able to step in," writes
"Zhamanak." "On the contrary, the fact that the opposition is again
targeting a single person means that basically the opposition itself
does not know what to do and is again doing something that will at
best leave it with an illusion of victory."
"Zhoghovurd" says that a series of shootings that outraged many in
Armenia in recent weeks were mainly revenge killings. The paper says
many are now also wondering whether Armenian law-enforcement bodies
were really unable to disarm those criminal groups beforehand. "If
they were not, then this is a tragedy for any state," it says. "It
would mean that there is no law-enforcement system as such. And if the
law-enforcers do control the situation and do not even try to take
away illegal weapons from criminal elements then it's a tragedy too."
"Haykakan Zhamanak" claims that such criminal groups have a government
"license" to act with impunity. "In return for that, they assume one
key obligation: to earn the [ruling] HHK votes during the elections,"
writes the paper. "That is also an additional source of revenue. The
center provides large sums of money for the distribution of vote
bribes. Part of it does not get distributed and is channeled into new
villas and expensive cars for local chieftains." The paper likens such
individuals to "gladiators whose only aim is to stay alive."
"Hraparak" speculates that European Union officials are now somewhat
worried that Armenia may not sign the Comprehensive and Enhanced
Partnership Agreement (CEPA) with the EU as planed in November. "The
fact that Armenia dropped out of a [U.S.-led] military exercise in
Georgia at the last minute created fertile ground for those worries,"
the paper says. Armenian pundits, meanwhile, are confident that
Yerevan will not walk away from the deal with the EU this time around.

Film: ‘Women of 1915’ to Make Rhode Island Premiere on Oct. 14

The award-winning documentary “Women of 1915” will make its Rhode Island premiere on Oct. 14, at 5:30 p.m., at Rhode Island College’s newly renovated and beautiful Gaige Auditorium. The event is presented by the Armenian Relief Society’s (ARS) Providence Ani and Arax Chapters, along with the Rhode Island Hamazkayin Educational and Cultural Society.

The filmmaker, Bared Maronian, will be in attendance for the premiere and will be available for questions following the screening. Admission is $20 per person and includes refreshments following the film.

“Women of 1915”

“Women of 1915” is a documentary film that unearths the story of the gender that was left behind to experience the worst kind of torture yet display the most heroic form of resilience. Through the movie, the audience bears witness to women who defied gender expectations by fighting back with the same strength and spirit that they have passed down to future generations of women and men alike. The stories of these women, along with the lasting impact they had on the lives they created and touched, will have viewers feeling both heartbreak and admiration.

Azerbaijani Press: Karamanukyan: Armenia loses to Azerbaijan in Uruguay

According to news.am, the due statement came from director of “Radio Arax” in Uruguay, journalist Diego Karamanukyan.

According to him, Baku has recently stepped up its activity in Uruguay, while the Armenian community in the country is in crisis, and its role is gradually weakening.

“In general, the community is experiencing a period of uncertainty. The active participation of the Armenian community in the life of the continent is gradually decreasing, and the role of various kinds of organizations is increasingly limited. Time abroad works against the Armenian diaspora and dictates its terms,” Karamanukyan explained, adding that this is manifested in the reduction in the number of Armenian schools and organizations in the country.

Azerbaijan will never allow a second Armenian state to be created in its sovereign territory, Hikmat Hajiyev, spokesperson for the Azerbaijani Foreign Ministry, told APA.

 

Peace will not be established in the region unless Armenia withdraws its troops from Azerbaijan’s occupied territories, Hajiyev said, commenting on Armenian President Serzh Sargysyan’s remarks at the 6th Pan-Armenian Armenia-Diaspora Conference that the Armenian army is allegedly committed to stability and peace.  

 

He underlined that the presence of Armenian armed forces in Azerbaijan’s occupied territories remains a direct threat to the regional peace.

 

“No one knows for sure what principles Armenia’s head of state is talking about,” the spokesman said,” the spokesman said. “The principles concerning the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict are mentioned in UN Security Council resolutions 822, 853, 874 and 884 which condemn the occupation of Azerbaijani territories, reaffirm Azerbaijan’s territorial integrity, sovereignty and border inviolability, and call for an immediate, complete and unconditional withdrawal of Armenian forces from the occupied Azerbaijani territories.”

 

“There is no expiry for the UN Security Council resolutions which are on the agenda as long as they remain unfulfilled,” added Hajiyev.

 

He stressed that Azerbaijan will never allow a second Armenian state to be created in its sovereign territory.

 

“The territorial integrity and sovereignty of Azerbaijan must be ensured within its internationally recognized borders. The sooner the Armenian leadership realizes this, the sooner the peace will be restored in the region, and the Armenian population, living in property, will be able to benefit from the opportunities for regional cooperation,” Hajiyev said.  

 

The Nagorno-Karabakh conflict entered its modern phase when the Armenian SRR made territorial claims against the Azerbaijani SSR in 1988.

 

A fierce war broke out between Azerbaijan and Armenia over the Nagorno-Karabakh region of Azerbaijan. As a result of the war, Armenian armed forces occupied some 20 percent of Azerbaijani territory which includes Nagorno-Karabakh and seven adjacent districts (Lachin, Kalbajar, Aghdam, Fuzuli, Jabrayil, Gubadli and Zangilan), and over a million Azerbaijanis became refugees and internally displaced people.

 

The military operations finally came to an end when Azerbaijan and Armenia signed a ceasefire agreement in Bishkek in 1994.

 

Dealing with the settlement of the Nagorno-Karabakh conflict is the OSCE Minsk Group, which was created after the meeting of the CSCE (OSCE after the Budapest summit held in December 1994) Ministerial Council in Helsinki on 24 March 1992. The Group’s members include Azerbaijan, Armenia, Russia, the United States, France, Italy, Germany, Turkey, Belarus, Finland and Sweden.

 

Besides, the OSCE Minsk Group has a co-chairmanship institution, comprised of Russian, the US and French co-chairs, which began operating in 1996.  

 

Resolutions 822, 853, 874 and 884 of the UN Security Council, which were passed in short intervals in 1993, and other resolutions adopted by the UN General Assembly, PACE, OSCE, OIC, and other organizations require Armenia to unconditionally withdraw its troops from Nagorno-Karabakh.  

Azerbaijani Press: Turkish Envoy says Nagorno-Karabakh conflict one of biggest problems for Turkey

The Nagorno-Karabakh conflict is one of the biggest problems for Azerbaijan just as much as for Turkey, Turkish envoy Erkan Ozoral said on September 15.

He made the remarks at an event dedicated to the 99th anniversary of the liberation of Baku by the Islamic Army of the Caucasus from the Bolshevik-Dashnak occupation.

The ambassador noted that Turkey and Azerbaijan have always been brotherly and friendly countries.  “Turkey has always supported and will support Azerbaijan,” he added.

Ozoral said that graves of Turkish soldiers can be found in many parts of Azerbaijan. 

“Preservation of these graves to this day became possible thanks to the Azerbaijani people. Even during the Soviet times, Azerbaijanis preserved these burials as the graves of their relatives and brothers,” he noted.

In 1917, after the collapse of the Russian Empire, the Azerbaijani people had a real chance to gain national statehood. However, Armenian chauvinists with the support of the Bolsheviks under different pretexts unleashed a massacre and embarked on interference, threatening the independence of Azerbaijan.

Atrocities, committed by Bolsheviks and Armenians against Azerbaijanis in 1918 forced leaders of the Azerbaijan Democratic Republic to turn to fraternal Turkey. Whereas Turkey was defeated in the WWI, but it did not spare help to its brothers and, therefore, Caucasus Islamic Army of Turkey under the command of Nuru Pasha was sent to Azerbaijan. Thus, on September 15 Turkish troops liberated Baku from the occupation.

Turkey also became the first state to recognize Azerbaijan, which declared its independence in 1991. Turkey contributes to efforts aimed at the resolution of the Nagorno-Karabakh conflict within Azerbaijan’s territorial integrity and sovereignty through peaceful means.

Ankara has repeatedly stated that the OSCE Minsk Group needs to intensify the search for solutions to the Nagorno-Karabakh conflict and offered its assistance in this matter.

Ozoral also touched upon joint military exercises of Azerbaijani and Turkish Air Forces titled TurAz Qartalı – 2017. He stressed that these drills show once again that the Azerbaijani-Turkish cooperation is developing also in the military sphere and is at the highest level.

The exercises that will last until September 30 involve up to 30 aircrafts of the Air Forces of Azerbaijan and Turkey, including MiG-29, F-16, Su-25, C-130 Herkules, CASA CN-235 aircrafts, as well as Mi-35, Mi-17 and Sikorsky S-70 helicopters.
