Dilgam doesn’t want to write letter – ICRC representative

The International Committee of the Red Cross (ICRC) regularly visits the prisoners that are linked to the Karabakh conflict, Communication officer of the ICRC Mission in Nagorno-Karabakh, Eteri Musayelyan, informed Artsakhpress  while commenting on the statements by the relatives of Azerbaijani citizen Dilham Askerov, who is serving a prison sentence in the Republic of Artsakh.

“According to its mandate, the ICRC visits persons under arrest to conduct a monitoring of their prison conditions, the conduct toward them, as well as with the aim that they are given the opportunity to establish contact with relatives,” noted Musayelyan. “However, the prisoner himself decides whether or not to make use of the opportunity given to him to always reply to the relatives’ letters. So, there are cases when the prisoner may not wish to write letter, and the ICRC respects the prisoner’s wish.”

Dilham Askerov’s brother on Monday complained that they have no information on Askerov since March.

“They’re telling us that Dilgam doesn’t want to write letter, speak via video link,” he noted.

Dilham Askerov was charged under 7 articles of the NKR Criminal Code and Shahbaz Guliyev – under 5 articles.The defendants are charged by espionage, illegaly crossing of protected state border performed by organized group without proper documentation and approval, illegal carrying of firearms and ammunition as an organized group, kidnapping by means of violence, which puts in danger life or health, the use of weapons against a minor performed by organized group, murder interfaced to kidnapping performed by organized group, motivated by ethnic hatred. Dilham Askerov is also charged with a murder of two persons performed by organized group, motivated by ethnic hatred.



The Minister is not Satisfied with the Construction of North-South Highway

Today, Minister of Transport, Communication and Information Technologies Vahan Martirosyan announced that the cost of building North-South highway can exceed $ 2 billion.

He stated that the 11-meter-long concrete pavement has already been installed in the left-hand part of the Ashtarak-Talin road section, and another 15 km is planned to be installed by the end of the year.

“North-South highway is very important for Armenia, since it will be a high-speed way that will connect the north to the south. Also, this road will contribute to the growth of the flow of tourists,” the minister said.

Shane Rosenthal, the representative of Asian Development Bank, announced that the construction cost of the Ashtarak-Lanjik section will reach $ 3.5 million. And Minister Vahan Martirosyan, referring to this statement, said that the Asian Development Bank finances the construction only partially.

Moreover, the minister added that he is not satisfied with the work of the companies making the construction. So, the government intends to finish the construction of the highway.

The minister also informed that the Ministry of Transport, Communication and Information Technologies plans to provide a unified bus park this year in the republic, which will be available for all the regions and will provide a joint ticket idea.

Vahan Martirosyan also noted that several options with neighbor states are being discussed in order to build an alternative route for Larsi.

Armenian Armed Forces conduct live-fire exercises using SMERCH multiple rocket launchers

The Armenian Armed Forces conducted live-fire military exercises with SMERCH heavy multiple rocket launchers. Zinuzh, the official TV program of the defense ministry, will air a special broadcast about the exercises on September 30.

The system is designed to defeat personnel, armored, and soft targets, targets in concentration areas, artillery batteries, command posts and ammunition depots etc.

The launchers can fire various types of rockets.

Armenia had acquired the systems from Russia.

Azerbaijan Blacklists Three Members of Congress for Visiting Artsakh

BAKU, Azerbaijan (RFE/RL) – On September 22, the Azerbaijani Foreign Ministry called a recent visit to the Artsakh Republic by three US lawmakers a “provocation” and said it had blacklisted them, Russian news agency Interfax reported.

Earlier in the week, Azerbaijan’s state-run APA news agency said the ministry had threatened to blacklist the three members of the U.S. House of Representatives. During their visit to Armenia, Frank Pallone, David Valadao, and Tulsi Gabbard all made a side trip to Artsakh and met with various officials.

“Pallone, Valadao, and Gabbard paid an illegal visit to the occupied Azerbaijani territories, thus breaching Azerbaijani law,” Azerbaijani Foreign Ministry spokesman Hikmet Hajiyev told Interfax. “All three are added to the list of undesirable persons in Azerbaijan.”

The legislators’ visit was “a provocation aimed at undermining efforts of the co-chairs of the OSCE Minsk Group, including the United States, in settling the Nagorno-Karabakh conflict,” he told Interfax.

While in Artsakh, the U.S. legislators, who are members of the U.S. Congressional Armenian Caucus, met with Nagorno-Karabakh legislators and visited the Shushi Arts College and a cathedral.

Pallone said the legislators’ goal was to learn and educate the American public about the region.

“We try to learn about the military situation on the border and what measures are being taken to eliminate the consequences of the April war,” Artsakh Press quoted Pallone as saying. He was referring to a sharp uptick in violence in the region that occurred in April.

“One of the goals of our work is to contribute to the activity of the OSCE Minsk Group, and we believe that the people of Artsakh should have the right to self-determination and have security mechanisms,” Artsakh Press quoted Pallone as saying.

Representatives Gabbard and Pallone traveled to Artsakh on September 20, while Rep. Valadao was in Artsakh a few days prior. During his visit, Rep. Valadao reviewed the  life-saving HALO Trust de-mining programs that he helped fund as a leading member of the House Appropriations Committee.

Artsakh President Meets with Philanthropist Alec Baghdasaryan

Deepening Armenian-French commercial ties is priority: President Sargsyan receives MP Olivier Dassault

President of Armenia Serzh Sargsyan on September 26 received member of the French National Assembly (lower house of the parliament) Olivier Dassault.

Welcoming the guest in Armenia, President Sargsyan said interparliamentary cooperation plays a key role on strengthening the Armenian-French unique ties. He said with satisfaction that the relations between the two friendly states are effectively developing in all spheres, stating that the deepening of Armenian-French commercial ties is among the priorities of the bilateral agenda making it in line with the high level political relations.

President Sargsyan and the French MP attached importance to the productive activity of Armenia-France interparliamentary friendship groups aimed at strengthening the centuries-old friendship between the two peoples and the interstate ties, as well as the close cooperation within the frames of international organizations.

Highlighting the role of Olivier Dassault and his family in France’s public-political life, the Armenian President expressed hope his visit to Armenia will contribute to further intensifying and developing the Armenian-French friendly ties.

Russia’s healthcare minister visits Armenian Genocide Memorial in Yerevan

Russia’s healthcare minister Veronika Skvortsova and members of her delegation visited the Armenian Genocide Memorial in Yerevan on September 25. The Russian delegation was accompanied by Armenia’s healthcare minister Levon Altunyan and several officials.

The officials laid flowers in memory of the victims of the Armenian Genocide, and later visited the Genocide Museum.

After touring the museum, the Russian minister signed the guestbook: “I am shocked, and greatly hopeful that mankind will never again repeat such madness”.

Turkish Foreign Minister Visits 2 Men Jailed in the US for May Brawl

WASHINGTON – Turkish Foreign Affairs Minister Mevlüt Çavuşoğlu recently visited two Turkish American men charged with the infamous May 16 attack in Washington, D.C. and showed his solidarity.

Cavusoglu visited the two men during his trip to the U.S. to attend the United Nations General Assembly.

He tweeted that he visited Sinan Narin and Eyup Yildirim late Saturday and said he passed on “our nation’s love and greetings.” The men were photographed in orange jumpsuits with the minister.

The two defendants are among 19 suspects accused of attacking protestors outside the Turkish ambassador’s Washington home in May during a visit by President Recep Tayyip Erdogan, which left at least nine peaceful protesters injured.

Narin and Yildirim were arrested in June and charged with multiple counts of assault. The indictment also accused 15 bodyguards, including the head of Erdogan’s security detail.

Yildirim, an owner of a construction company in New Jersey, was a very visible participant in the brawl. He was seen yelling at the protesters prior to the attacks. During the attacks, he was seen on video rushing towards a female protester who had been pushed to the ground during the blitz. Yildirim then kicked the woman, Lucy Usoyan, multiple times while she laid curled up on the ground.

Narin, a 45 year old Virginia resident, who was another active participant, also kicked Usoyan when she was on the ground.

Yildirim and Narin were arrested on June 14 by U.S. Marshals. The next day, Washington, D.C. Metro police announced charges against Yildirim and Narin, along with 14 others involved in the attacks.

Narin was charged with felony aggravated assault and misdemeanor assault or threatened assault in a menacing manner, while Yıldırım was charged with felony assault with significant bodily injury, felony aggravated assault, and misdemeanor assault or threatened assault in a menacing manner.

According to CNN Turk, Yildirim and Narin have been visited frequently by Turkish consular officials.

Two Turkish-Canadian men have also been charged, as have 15 security personnel who were protecting Erdogan.
