Armenia-Poland match referees known

The Armenia-Poland qualifying match of the 2018 World Cup is held at the Republican Stadium on October 5.

The match will be served by Slovenia Referee team headed by Matey Yug,  UEFA official website reports.

He will be assisted by Matey Zhunich and Manuel Vidal. The duties of the 4th official will be performed by Damir Skomina.

37-year-old Matey Yug was FIFA referee since 2007. At this stage of the 2018 World Cup, he has already directed two matches: Czech Republic – Azerbaijan and Belarus – Bulgaria. The Slovenian the referee once has pointed at 11m stroke and has warned eight times.

IUSY Delegation Arrive in Armenia; Will Visit Artsakh

YEREVAN – At the initiative of the Armenian Revolutionary Federation’s (ARF) Bureau Youth Office, about two dozen delegates representing International Union of Socialist Youth (IUSY) member organizations arrived to Armenia today as a part of a three day visit that includes a trip to the Republic of Artsakh.

Prior to departing to Artsakh, the delegates had the opportunity to meet with the Deputy Foreign Minister of Armenia, Shavarsh Kocharyan and ARF Bureau member and head of the party’s political affairs Giro Manoyan.

In addition, a joint press conference was held today that featured Gevork Ghukasyan, a representative of the ARF Nigol Aghpalian Student Association, Sarine Abrahamian, a representative of the ARF Youth Organization, the Armenian Youth Federation, Rosella Pera, an executive board member of the Italian Socialist Party, and Dimitar Mitev, the chairman of the Bulgarian Social Democratic Party.

“The International Union of Socialist Youth is the biggest political youth organization in the world, representing socialist and social democratic youth organizations,” said Gevork Ghukasyan at the press conference. “Today’s Yerevan visit has brought together delegations from Europe, U.S., the Middle East, and New Zealand. This gives an opportunity to make the future leaders aware of the Karabakh conflict and to create a more favorable political arena to discuss the issue,” stressed Ghukasyan.

In Artsakh, the European delegates will hold meetings with numerous political figures including the Human Rights Defender, as well as representatives of the Tumo Center for Creative Technologies, the Artsakh Foreign Ministry, and various Artsakh youth organizations. The agenda also features visits to historical monuments.

Mentioning that this is her first visit to Armenia, Pera attached great importance to the perception of the Karabakh conflict’s essence and sharing their knowledge with the European youth. She also expressed regret that many people are not aware of the Karabakh conflict and even the country’s existence.

Chairperson of the Bulgarian Social Democratic Party, Dimitar Mitev stated that this is his second visit to Armenia. While discussing the Artsakh conflict, he noted that after understanding all the facts, he realized that Artsakh is a free and independent state that has been populated by Armenians throughout its entire existence.

“Kosovo has been an independent state for already 17 years, whereas Karabakh, having a richer historical background, unfortunately remains unrecognized,” said Mitev during the press conference. “The country will be eventually recognized amid the pressure of the international community.”

Both Pera and Mitav were aware of the possibility of appearing in Azerbaijan’s blacklist when visiting Artsakh.

“We see who are the aggressors are and who are the victims of that aggression. We support our Armenian friends. It is not important for us to be blacklisted by an aggressive state like Azerbaijan. A more important thing is that the people of Artsakh continue to live a safe life,” Mitav added.

The Italian delegate Pera also assured the possibility of ending up in Azerbaijan’s blacklist does not frighten them.

27 delegates including representatives of socialist parties and NGOs from 17 different countries are in Armenia for the visit.

Armenia-Kurdistan Flights Continue For Now

Weekly flights from Armenia to Iraq's Kurdistan region continued on
Friday despite the Iraqi authorities' decision to close the region's
airspace to foreign airlines in retaliation for its vote for
independence.
A plane belonging to a private Armenian airline flew from Yerevan to
Kurdistan's capital Erbil just hours before the ban imposed by Baghdad
was due to come into effect.
The ban followed the Kurdistan Regional Government's refusal to hand
over control over the airports in Erbil and another regional city,
Sulaimaniya. The Iraqi Civil Aviation Authority sent a notice to
foreign airlines telling them that international flights to both
cities will be suspended at 1500 GMT on Friday and only domestic
flights will be allowed.
The Yerevan-Erbil flights operated by an Iraqi company were carried on
Saturdays. According to the Armenia Airline carrier, the latest flight
was brought forward by one day at the request of its Iraqi partner.
The airline's deputy director, Gevorg Khachatrian, said the company
has no plans yet to suspend the service. "We have received no
notifications, and as of now there are no changes in our flight
schedule," he told RFE/RL's Armenian service (Azatutyun.am).
Armenia's Directorate General on Civil Aviation did not clarify
whether it will order the company to suspend the flights. "If the
airspace is closed, we will obviously decide whether or not to
continue the flights," said a spokeswoman for the government agency.
Neighboring Iran and Turkey have already said that the will comply
with Baghdad's ban on flights to and from Kurdistan. Reuters reported
that as of Friday morning two European carriers, Lufthansa and
Austrian Airlines, kept at least one flight still scheduled after the
deadline.
Iraq's Kurds overwhelmingly voted for their autonomous region's
independence on Monday in a referendum strongly condemned by the Iraqi
central government as well as Iran and Turkey.
Armenia reacted cautiously to the referendum. Foreign Minister Edward
Nalbandian expressed hope on Wednesday that Kurdistan and Baghdad
"will avoid tension and find ways of solving existing issues."
Yerevan has maintained cordial relations with both sides. It formally
decided to open an Armenian consulate general in Erbil in March
shortly after Nalbandian held fresh talks with Massoud Barzani, the
Iraqi Kurdish president, in Germany.
Armenia's trade with the Kurdish region and other parts of Iraq has
grown considerably in recent years. Armenian exports to the Middle
Eastern nation account for the bulk of bilateral trade which stood at
$138 million last year.
Turkish Intellectuals Risk Arrest After Trip To Karabakh

Authorities in Azerbaijan have issued an international arrest warrant
for four prominent Turkish intellectuals who visited Nagorno-Karabakh
last week.
Former Turkish parliamentarian Ufuk Uras, writer and political
commentator Ali Bayramoglu and two scholars, Sait Cetinoglu and Erol
Katircioglu, travelled to Karabakh via Armenia on a trip organized by
a Yerevan-based group called the National Congress of Western
Armenians.
They met with Karen Mirzoyan, the Karabakh foreign minister until this
week, in Stepanakert on September 22. Mirzoyan's press office said he
briefed them on "the history and origins" of the Armenian-Azerbaijani
conflict and the Karabakh Armenian leadership's efforts to resolve it.
Azerbaijan's Office of the Prosecutor-General said late on Thursday
that the Turks illegally crossed Azerbaijan's internationally
recognized border and will be prosecuted under a corresponding article
of the Azerbaijani Criminal Code. It said it has asked Turkish
law-enforcement authorities to arrest and extradite them to Baku.
The Turkish ambassador to Azerbaijan, Erkan Ozoral, strongly condemned
the trip on Friday. But he did not explicitly say whether Uras,
Bayramoglu, Cetinoglu and Katircioglu will be arrested in Turkey. "We
respect the legal system," Ozoral told the Azerbaijani APA news
agency.
Successive Turkish governments have strongly and unconditionally
backed Azerbaijan in the Karabakh conflict. Turkish Defense Minister
Nurettin Canikli reaffirmed that stance and called for "the liberation
of Karabakh" on Thursday when he visited Azerbaijan to attend joint
exercises held by the air forces of the two Turkic states.
Baku similarly issued international arrest warrants for three
pro-Armenian members of the European Parliament who travelled to
Karabakh and monitored a constitutional referendum held there in
February. None of them has since been arrested.
The three lawmakers -- Frank Engel of Luxembourg, Eleni Theocharous of
Cyprus and the Czech Republic's Jaromir Stetina -- had already been
declared personae non grata in Azerbaijan because of their previous
trips to the Armenian-populated territory. The Azerbaijani government
has also blacklisted more than 600 other non-Armenian foreigners for
the same reason.
Earlier in February, Belarus controversially handed over to Azerbaijan
Alexander Lapshin, a Russian-Israeli blogger detained in Minsk in
December. An Azerbaijani court sentenced Lapshin three years in prison
in July. He was pardoned by Azerbaijani President Ilham Aliyev and set
free on September 14. The blogger called for continued Armenian
control over Karabakh the following day.
First Major Solar Plant Built In Armenia

Armenia's first-ever major solar power plant went on stream on Friday,
with a senior government official predicting the country's growing
reliance on renewable sources of energy.
The 0.5-megawatt plant has been built by a private company, Energo
Invest Holding, in Tsaghkadzor, a resort town 60 kilometers north of
Yerevan.
"Today is a historic day for Armenia as the first solar power plant
has been connected to Armenia's electricity networks," the Armenpress
news agency quoted Deputy Minister of Energy Infrastructures Hayk
Harutiunian as saying at the inauguration ceremony.
Harutiunian said 11 more such facilities with a combined capacity of
10 megawatts will be constructed in the country by 2019. "Besides, we
are holding a tender for the construction of a big solar plant with a
55-megawatt capacity," he added, according to the ARKA news agency.
Solar and wind power currently make up only a tiny share of
electricity produced in Armenia. The Armenian government has declared
the spread of these renewable sources of energy a priority.
In July, Prime Minister Karen Karapetian attended the official opening
of Armenia's first factory manufacturing solar panels used for power
generation. The government exempted equipment and raw materials
imported by its private owner from customs duties earlier this year.
The Tsaghkadzor plant is equipped with German-made solar
panels. Energo Invest Holding claims to have invested about $500,000
in its construction.
"This is a pilot project," a senior Energo Invest executive, Liana
Lobasian, told reporters. She said her company plans to build larger
solar plants that will absorb "large-scale investments."
Energo Invest is part of the Tashir Group of Samvel Karapetian, a
Russian-Armenian billionaire businessman. The Russian-headquartered
business conglomerate owns Armenia's national electric utility and
largest thermal power plant. It is also expected to start managing
soon country's state-owned power transmission network.
Karapetian was the driving force behind the recent creation by three
dozen Russian businesspeople of Armenian descent of a
multimillion-dollar investment fund that pledged to finance various
business projects in Armenia. The fund is said to be particularly
interested in hydropower and solar energy.

"Zhoghovurd" says that the head of the European Union Delegation in
Yerevan, Piotr Switalski, may again find himself at loggerheads with
the Armenian authorities following his latest statements on changes
which they need to make in order to make Armenians eligible for
visa-travel to the EU. The paper claims that Switalski referred not so
much to visa-related changes as broader reforms needed in Armenia.
"Haykakan Zhamanak" reports and comments on a government forecast that
economic growth in Armenia will reach 4.5 percent next year. The
government expects economic recovery in Russia and higher
international prices of copper will contribute to that growth. "That
our economy and the population's living standards are painfully
dependent on the copper price and remittances from our compatriots
working abroad is not a revelation," the paper says. "All we have to
clarify is what depends on our government."
"Chorrord Ishkhanutyun" reports that a new government bill on freedom
of information has provoked strong criticism from Armenian journalists
and non-governmental organizations. The paper says that the Justice
Ministry, which drafted the bill, appears to be postponing its
submission to the government and the National Assembly for
approval. It says ministry officials have so far been unable to make
it more acceptable to the critics in line with an instruction issued
by Justice Minister Davit Harutiunian.
"Hraparak" says that President Serzh Sarkisian's decision to pardon
Vazgen Khachikian, the former head of Armenia's state pension fund who
was jailed for corruption in 2012, has not gone down well with many
people. "The extent of criticism and resentment is so high that even
sensible people did not dare to counter that at least this plunderer
spent five years in jail," the paper says. "There are so many
plunderers that remain at large, occupy posts, wreak havoc on the
state budget and get away with that."

Armenian president thanks French ambassador for development of economic component in interstate relations

YEREVAN, September 29. /ARKA/. President Serzh Sargsyan received Friday French Ambassador to Armenia Jean-François Charpentier, who is completing his diplomatic mission in the country, the presidential press office reports. 

Sargsyan thanked the Ambassador for his tenure-long efforts towards strengthening between Armenia and France, which is our country’s faithful friend and ally, as well as for the fact that his effective activities in this short period contributed specifically to the development of the economic component of interstate relations.

Sargsyan said that in addition to the active political dialogue, Mr. Charpentier made substantial efforts to boost the activities of the French Development Agency in Armenia, promote the involvement of French capital in different programs, among which the construction of Vedi Reservoir, the activities of Veolia company, etc.

He wished Ambassador Charpentier every success in his future activity and expressed confidence that he would leave the country with vivid impressions and warm memories, and will remain a friend of Armenia.

The ambassador thanked the president for appreciation and kind remarks, assuring that in his person Armenia will always have a faithful friend. Jean-François Charpentier said to be highly honored to have been entrusted with the highly responsible mission of Ambassador to the Republic of Armenia. He stressed that the past three years were filled with memorable and significant events that further strengthened the relationship of France with friendly Armenia.

Forbes: Firms of 5 Armenian tycoons among the largest in Russia

Forbes has published a list of 200 largest private companies of Russia in 2017, which includes five firms belonging to businessmen of Armenian origin.

The second spot of the ranking is taken by Sergey Galitsky’s (formerly Harutyunyan) Magnet, with a revenue of 1.75 trillion rubles in 2016.

Samvel Karapetyan’s Tashir Group is on the 34th position with an annual revenue of 195 billion rubles.

The company Rosgosstrakh belonging to Danil Khachaturov boasts an annual revenue of 140 billion rubles and is placed the 52nd.

Nikolai and Sergei Sarkisov’s RESO Group and Kamo Avagumyan’s Avilon come in the 92nd and 159th, respectively.

OSCE PA members honor memory of Armenian Genocide victims

Members of the OSCE Parliamentary Assembly’s Committee on Political Affairs and Security visited the Armenian Genocide memorial in Yerevan on Friday, September 29, the Armenian parliament said in a statement.

Accompanying the guests was Armenian lawmaker Khosrov Harutyunyan.

The OSCE delegates laid flowers at the eternal fire and paid tribute to the memory of 1.5 million innocent victims with a moment of silence.

Also, the guests toured the Armenian Genocide Museum-Institute (AGMI) to learn more about the tragedy and watch the exhibits displayed there.

Some three dozen countries, hundreds of local government bodies and international organizations have so far recognized the killings of 1.5 million Armenian in the Ottoman Empire as genocide. Turkey denies to this day.

Armenian Assembly of America urges congressional investigation of worldwide Azerbaijani corruption scheme

The Armenian Assembly of America (Assembly) sent a letter to the House Oversight and Government Reform and House Select Committees on Intelligence expressing concern regarding the undue influence of Azerbaijan’s caviar diplomacy, especially given a recent report revealing the “Azerbaijani Laundromat.”

In their letter to House Oversight and Government Reform Chairman Trey Gowdy and Ranking Member Elijah Cummings alongside House Intelligence Chairman David Nunes (R-CA) and Ranking Member Adam Schiff (D-CA), Assembly Co-Chairs Anthony Barsamian and Van Krikorian stated: “We are writing to bring to your attention our serious concerns regarding Azerbaijan’s attempts to undermine western democratic values and institutions, and the most recent revelations that it ‘operated [a] secret $3bn slush fund,’ in Europe,” as reported in a September 5, 2017 BBC article.

“We should not turn a blind eye to Azerbaijan’s out of bounds and corrupt influence on American democracy. Congress is familiar with the reasons why the Aliyev autocracy is trying to whitewash its human rights record, resolve the Nagorno Karabkah conflict by wiping out the Christian Armenian population, and ally itself against United States values. Azerbaijan’s unprecedented April 2016 attacks against Nagorno Karabakh and Armenia, where its ISIS-style mutilations and beheadings of Armenians have gone without consequence, speak for themselves. The recent revelations only confirm the vast amounts being spent to corrupt officials from doing what their electorates expect,” Assembly Co-Chairs Barsamian and Krikorian said.

Armenian government to allocate AMD 1 billion for improvement of living standards in border villages

YEREVAN, September 29. /ARKA/. Armenia’s government will earmark AMD 1 billion for improvement of living standards in border villages in 2018, Davit Lokyan, Armenian territorial administration and infrastructures minister, said Thursday at a regular cabinet meeting. 

At this meeting, the government upheld a program aimed at development of border areas. 

Lokyan said the money will be used to provide compensations to these areas’ residents for some social expenses. 

In particular, their utilities bills for electric power, natural gas and irrigation water will partially be paid from the government budget and their land and property taxes will be fully paid by the government. ($1 – AMD 478.32). –0—

Russia’s position on Karabakh conflict settlement remains unchanged: spokesperson

Russian Foreign Ministry Spokesperson Maria Zakharova touched upon the settlement of the Nagorno-Karabakh conflict at a weekly briefing on Thursday.

She commented on the statement by the OSCE Parliamentary Assembly’s Special Representative on the South Caucasus, according to which the composition of the OSCE Minsk Group can be reviewed, as well as the recent U.S. proposal on dissolving the positions of the Special Representatives of the OSCE Minsk Group engaged in Karabakh conflict settlement. “I have no information regarding the changes. I will check it out and present a more detailed information,” the spokesperson said.

Speaking about Russia’s stance on the Karabakh conflict settlement, she said. “The basics of Russia’s position on NK conflict settlement have not changed.”
