On October 29, General-Lieutenant Levon Mnatsakanyan, Commander of the NKR MoD and Defense Army, received a group of well-known figures of science and culture of the Republic of Armenia, headed by Gegham Harutyunyan, who visited the Defense Army within the framework of the History and Culture Pages program.

At the meeting, the Commander of the Army considered such initiatives and programs demanded and necessary; he also thanked the guests for the lasting effective cooperation. At the request of the guests, Levon Mnatsakanyan also presented the situation on the Line of Contact, spoke about the current stage of the army building, RA MoD, DA report.

Meetings of the second round of A basketball league were held on weekends.

The far-reaching debate on Vigen Sargsyan’s military service was brought on by the post of the former Defense Minister Seyran Ohanyan’s wife, who spoke of a certain official who escaped from military service. Nikol Pashinyan stated that she referred to Vigen Sargsyan, and the Defense Ministry announced that Vigen Sargsyan had served in the army.

Hermine Naghdalyan, representative of the HHK (Republican) party justified Vigen Sargsyan’s not serving in the army, as he did not serve by law. “The operating laws have so far allowed some people not to serve in the army for this or that reason.”

Werder breaks the contract with the team’s chief coach Alexander Nuri

The German club Werder has broken the contract with the team’s chief coach Alexander Nuri, the official website of the club informs.

The dismissal of the 38-year-old specialist caused the team’s poor performance in the current season. Specifically, during yesterday’s match of Bundesliga the team was defeated by Augsburg (3:0) in its own field, and is now on the last, 17th place.

According to the source, Florian Cofield, head coach of the U-23 team, will prepare Werder for the upcoming match.

Human rights developments in Armenia interest French Ambassador

Arman Tatoyan presented to the Ambassador the priorities of the Human Rights Defender’s activities, as well as the new constitutional law on the “Human Rights Defender”, and the work conducted in the direction of their application.

During the meeting, the Ambassador was interested in the steps taken to address human rights developments in Armenia, and also highlighted the role of the Ombudsman’s institution in the protection of human rights in the country.

At the end of the meeting, the sides expressed their readiness to strengthen and expand cooperation.

Charge pressed against three more persons within criminal case on arson of trailer at area of “Dilijan National Park”

In the framework of the criminal case investigated in Dilijan Investigative Division of Tavush Regional Investigative Department of the RA Investigative Committee charge was pressed against three persons for criminal acts committed at the area of “Dilijan National Park”.

It was earlier informed that on October 13, 2017 at about 20:50 a group of people attacked the two employees of “Pantera Security” LLC conducting guard service at Shamakhyan area of “Dilijan National Park”, burnt the trailer which was the checkpoint of the company and escaped.

In the result of investigatory actions of great volume conducted in Dilijan Investigative Division of the RA IC Tavush Regional Investigative Department actual data were obtained on persons having committed the alleged crime, the persons who had burnt the checkpoint were identified.

Thus, pursuant to preliminary investigation data, on October 13, 2017 a group of people approached the trailer which was the checkpoint of the company carrying out guard service at the area of “Dilijan National Park” and expressed dissatisfaction on locating the trailer at the area, pulled from the collar of one of the persons carrying out guard service there. Then two of those involved in the incident bunt a wood and threw it inside the trailer through the entrance door thus violating public order by willfully damaging somebody else’s property.

On the base of the obtained evidence on October 27 charge was pressed against three persons according to the Point 1 of the Part 3 of the Article 258 of RA Criminal Code. Earlier charge had been pressed against one more person.

So, as of October 30, in the framework of the criminal case charge was pressed against 4 persons for brutal violation of public order by a group of people. Detention was chosen as a pretrial measure against 3 of them, signature not to leave was chosen as a pretrial measure against one.

Forensic fire technical, forensic chemical, forensic constructional and forensic merchandising complex examination was commissioned to find a number of circumstances significant for the criminal case the results of which have not been received yet.

Preliminary investigation is ongoing.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.



Recep Tayyip Erdogan: The Nagorno-Karabakh problem is a bloody wound both for us, and for Azerbaijan

Turkish President Recep Tayyip Erdogan, who left for Azerbaijan on October 30, gave an interview to the Turkish service of Trend news agency.

Turkish Superhaber, referring to the interview, mentioned that Erdogan, speaking of numerous issues, also had spoken about the Karabakh conflict.

Responding to an Azerbaijani journalist’s question on the Karabakh conflict, he particularly said:

“The Nagorno-Karabakh problem is a bloody wound both for us, and for Azerbaijan. As long as Armenia does not put an end to occupation of Azerbaijani lands, this problem will not be solved. The occupation must be stopped immediately on the basis of the territorial integrity, sovereignty, and inviolability of the borders of Azerbaijan. We condemn Armenia’s provocations, targeting the peaceful population. Such attitudes will never help to establish peace in the region. And the Minsk Group, as well as the international community should work more actively to settle the Nagorno-Karabakh conflict. We will continue to stand by Azerbaijan in any issue.”

To remind, Erdogan will participate in the opening ceremony of the Baku-Tbilisi-Kars railway in Azerbaijan.

Gevorg Petrosyan: The people are tired of these illustrated pictures

Today at the Standing Committees of the National Assembly, Gevorg Petrosyan, a member of the Tsarukyan Alliance, addressed the Minister of Finance Vardan Aramyan at the discussion of the RA draft law on State Budget of the Republic of Armenia for 2018: “Mr. Minister, I attentively look at these graphics, beautiful pictures: round, octagon, oval, and so on, but believe me, the people are tired of these illustrated pictures. I, as a representative of the political force, chosen by the people, want to make a specific question and expect a concrete answer, without maneuver, do you claim that this project will affect the people’s standard of living in a visible and reasonable time-frame?”

Vardan Aramyan answered: “I treat you with great respect and I am of great opinion of you, but I want to say that we never try to maneuver it, it is the most dangerous thing that one could do, we are trying to present to the public the right impressions on where we stand and where we should go. It is very hard. We constantly say that we will not touch social spending as we have a problem. If you tell me what you mean by saying life quality changing and with which tool you measure it, then I’ll tell you whether we give a guarantee or not.”

Gevorg Petrosyan said that he had meant the neutralization of existing threats: poverty eradication, emigration rates. “Mr. Aramyan, I do not want to dispute your honesty, but the people are tired of this painting.”
Gagik Minasyan, Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs, was involved in the conversation. “Mr. Petrosyan, you had better ask questions… Speak less from the name of people.”
Vardan Aramyan said: “Mr. Petrosyan, I assure you that you are not the only one who thinks about the people. I assure you that everything we do is for the sake of the people. As regards the improvement of living standards, then in 2017, the GDP per person was $3698, and in 2018, it will become $3984.”

Armen Ashotyan Delivers a Speech at Meeting of Euronest PA Committee on Political Affairs in Kiev

On October 30, the Chairman of the RA NA Standing Committee on Foreign Relations Armen Ashotyan delivered a speech at the meeting of the Euronest PA Committee on Political Affairs, Human Rights and Democracy in Kiev, where he touched upon Armenia-EU relations, as well as the current phase of the negotiation process of Nagorno Karabakh problem settlement.

In his speech the Chairman of the RA NA Standing Committee on Foreign Relations highlighted the signing of the RA-EU Comprehensive and Enhanced Partnership Agreement in the Eastern Partnership Summit scheduled in Brussels. In this context Armen Ashotyan has noted that the Agreement to be signed supposes qualitative rise of the level of the RA-EU relations, which in its turn will create an opportunity for more active cooperation. Armen Ashotyan has noted that the political part of the Agreement is almost the same, as of the associate countries, and in this connection has underlined that within the framework of the principle ‘more for more,’ Armenia expects from the EU political support in the rise of the judicial system efficiency, the improvement of the democracy institutes and protection of human rights.

In his speech Armen Ashotyan has also referred to the current negotiation process of Nagorno Karabakh conflict peaceful settlement and has noted that now the negotiations greatly go on in the re-launching of the very negotiation process for the peaceful settlement. Regarding the issue Armen Ashotyan has noted that the peaceful settlement of Nagorno Karabakh conflict has been and remains within the framework of the OSCE Minsk Group Co-Chairs’ joint efforts and format, has also underlined the position of the European Parliament relating to the issue that all the conflicts in the Eastern Partnership countries are of unique character and require differentiated approach.

In relation with the future of the Eastern Partnership Armen Ashotyan highlighted the creation of the new approaches in the context of the new qualitative relations after the Summit and, perhaps, also Eastern Partnership + format, aiming to find uniting new solutions for further effective cooperation of the Eastern Partnership countries.
