Add Me to Your Blacklist, Serj Tankian Tells Azerbaijan

YEREVAN (PanArmenian.net) System of a Down frontman Serj Tankian is encouraging Baku to add him to the list of all the individuals who have been banned from Azerbaijan for visiting Nagorno Karabakh (Artsakh).

“Add me to that list as I’ve been to Artsakh more than once. Make it a +3 as I was w/ Atom Egoyan, Arsinee Khanjian & Eric Nazarian last time,” the world famous Armenian-American musician said in a tweet.

Tankian’s comments come after Baku banned celebrity chef Anthony Bourdain visited Armenia and Karabakh for an episode of CNN’s “Parts Unknown.”

“To be blacklisted by a country led by a despotic oil magnate is a badge of honor,” Tankian said in another tweet.

Bourdain thus joined a plethora of other celebrities, diplomats and ordinary citizens who have visited Karabakh.

SAN FRANCISCO, Calif. – Hawaii Congresswoman Tulsi Gabbard (D) offered an overview of her recent trip to the Republics of Armenia and Artsakh (Nagorno Karabakh) and discussed the imperative of U.S. reaffirmation of the Armenian Genocide in a public forum hosted by the Armenian National Committee of America – San Francisco (ANCA-SF) on October 9th.

“Through all the visits and meetings, really the strength and resilience of the Armenian people came through loud and clear,” stated Rep. Gabbard, who had joined Bay Area U.S. House Members of Armenian descent Jackie Speier (D) and Anna Eshoo (D), as well as Representatives Frank Pallone (D-NJ), David Valadeo (R-CA) and James Sensenbrenner (R-WI) on the trip, which coincided with September 21st Armenia Independence Day celebrations.  The Congressional Delegation visited with elected officials, leaders of civil society and industry throughout their stay, exploring opportunities to expand the U.S.-Armenia political and economic relationship.

Commenting on her visit to an Artsakh vocational school in Shushi and subsequent meetings with elected officials and parliamentarians in Stepanakert, Rep. Gabbard noted: “It was great to see everywhere that we went, how focused people are — and they literally are … it’s not a figure of speech to say that — on building a bright future. Literally, that is what is happening, with their hands, and with their feet, and with their hearts.”  Rep. Gabbard decried Azerbaijan’s destabilizing role in the region, noting that Aliyev’s “continuous acts of aggression along the border have undermined the whole [peace] process and all the work that has gone in for decades to be able to try to reach this agreement.”  She noted that in 2016, Hawaii became one of several U.S. states to have recognized Artsakh independence.

During her remarks, Rep. Gabbard shared her discussions with Armenia’s leaders regarding the modern-day imperative of U.S. reaffirmation of the Armenian Genocide, explaining, “it is not about recognizing something in the past just for show. This has a very real impact on what is happening in the region and the world today and unless this is recognized and condemned, we will continue to see history repeat itself.”

Rep. Gabbard discussed the need for a reassessment of the U.S.-Turkey relationship “given all that is happening under Erdogan’s leadership – that is, both directly and indirectly supporting terrorist groups in Syria and other places, and how Turkey’s objectives in the region are very often counterproductive for our objectives – for the United States – for the safety and security of our people, in our efforts to defeat these terrorist groups that continue to threaten us.”

Asked about the May 2017, beating of Washington, DC protesters by Turkey’s President Reycip Tayyip Erdogan’s security detail, Rep. Gabbard stated, “the response from the Administration and State Department was too late and too weak and the tough recourse and action that should have been taken, frankly hasn’t”.

Rep. Gabbard was introduced by ANCA Western Region Legislative Consultant and ANCA San Francisco Board Member Haig Baghdassarian. Baghdassarian thanked the Congresswoman for her participation in the Congressional Delegation, as well as her support for H.Res 220 (Genocide Prevention Resolution) and the Congressional Caucus on Armenian Issues. The ANCA SF Chapter presented Rep. Gabbard with a gift of a photo of the Armenian-American float at the San Francisco 4th of July parade in 1918.

Rep. Tulsi Gabbard was elected to serve Hawaii’s 2nd Congressional district in 2012. She is one of the first two female combat veterans to ever serve in the U.S. Congress, and its first Hindu member.  Now in her third term in Congress, Gabbard serves on both the House Armed Services Committee and the House Foreign Affairs Committee.

1 trillion 307 billion AMD revenue to be ensured under 2018 state budget

It is expected to ensure 1 trillion 307 billion AMD revenue under the 2018 state budget draft of Armenia, first deputy finance minister Atom Janjughazyan said during the discussion of the 2018 state budget draft in the Parliament.

“Moreover, majority of the revenues, about 97%, will be ensured by domestic resources and only the 3% in the form of grants”, he said.

The first deputy minister also clarified that the grants are divided into two groups. The first group includes budget support grants, and the next one are grants for targeted programs.

Due to the Soviet Union’s policy of divide and rule, the dissolution of the U.S.S.R. unleashed devastating wars over disputed territories. The longest running territorial dispute in the post-Soviet space has been over Nagorno-Karabakh (NKR or Artsakh) between Armenia and Azerbaijan. This conflict is unique because it is not a proxy war between Russia and the West, and it’s fascinating considering America’s posture during its early stages, experts on Caucasus Movses Ter-Oganesyan and Suren Sargsyan wrote in an article in Forbes magazine.

“Nagorno-Karabakh had a 90% Armenian population, but Josef Stalin transferred it to the rule of Soviet Azerbaijan to sow ethnic unrest, making both groups easier to control. In 1991, NKR held a referendum and declared its desire to become an independent state. Unable to stomach the overwhelming support for secession, the Azeri government began the indiscriminate shelling and blockade of the civilian population of the enclave. This episode was preceded by bloody pogroms of Armenians in the Azeri cities of Baku, Sumgait, and Kirovabad, as well as state sponsored deportations called Operation Ring”, the article says.

The authors underscore that Armenia did not remain idle after witnessing Azerbaijan’s targeting of NKR’s civilian population, with many fearing that the Azerbaijani belligerence was a prelude to yet greater violence akin to the Armenian Genocide, perpetrated by Ottoman Turkey at the turn of the 20th Century.

While Artsakh was receiving support only from Armenia, Azerbaijan was receiving support from Turkey, Afghan mujahedeen and Chechen Islamists.

Due to Armenia’s victories on the battlefield against Wahhabi and Azerbaijani extremists, the landlocked country of 3 million is blockaded by Turkey and Azerbaijan.

Due to this blockade, U.S. Congress passed Section 907 of the FREEDOM Support Act in 1992, banning direct aid from the U.S. to Azerbaijan unless Azerbaijan takes demonstrable steps to cease all blockades and other punitive uses of force against Armenia and NKR.

“Azerbaijan thus became the only country in the post-Soviet space slated to not receive U.S. aid.

This policy remained unchanged until just after the 9/11 terror attacks. President Bush requested a waiver of 907 to allow Azerbaijan to receive aid. Every year since then, the president has waived 907 allowing this oil-rich nation on the Caspian Sea to receive $20 million in American aid.”

The authors also reminded that April 2016 saw the biggest explosion of violence along the Line of Contact between NKR and Azerbaijan since the 1994 ceasefire agreement signed by Armenia, NKR, and Azerbaijan.

In launching these attacks, Azerbaijan violated the preconditions set by Section 907.

In an obvious violation of the ceasefire terms, Azerbaijani Army officers trained by the U.S. Army as part of the U.S. aid to Azerbaijan were found killed in action in the Armenian village of Talish during the fighting in April. Colonel Vugar Yusifov was trained at the U.S. Army Intelligence Center at Fort Huachuca, Arizona in 2007. On the night of April 3, 2016, he commanded the Special Forces Unit that attacked the village. Lieutenant Colonel Murad Mirzayev attended the Defense Language Institute in San Antonio, TX in 2005-6. He also completed Marine Corps officer training courses in Quantico, VA and Fort Lejeune, NC.

“What makes these violations more brazen are the heinous crimes (multiple beheadings, and the execution and mutilation of three elderly civilians) attributed to the regiments commanded by these men. The crimes prompted bipartisan calls for Leahy Law investigations by House Foreign Affairs Committee Chairman Ed Royce (R-CA), and Ranking Democrat Eliot Engel (D-NY).

Lest the international community wait for Azerbaijan to engage in large scale military adventurism as witnessed in April 2016, America needs to rethink its position of providing aid to an already wealthy aggressor which violates U.S. law”.

Hostage taker in Armavir presents personal demands – Police

Press service officer of the Police of Armenia Martun Simonyan has presented new details over the hostage taking case in a kindergarten in Armenia’s Armavir Province.

Martun Simonyan told the reporters at the scene that the Armavir’s Police Department received an alert at 16:25 that a man armed with a knife has entered the kindergarten. “The operative group of the regional department immediately left for the scene, where they found out that the man armed with a knife has locked in a room with a 3-year old child and presents personal demands”, he said, adding that other police divisions, including the General Department on Combating Organized Crime have arrived at the scene.

Martun Simonyan added that the law enforcement officers are conducting negotiations with the man on the release of the child. He noted that he cannot confirm the media publications that the armed man demands meeting with his wife who is an employee of the same kindergarten. “We will present the demands of the man later for the benefit of the investigation. For now I can only say that he has presented only personal demands”, the Police officer said.

As a result of the operation of the law enforcement bodies of Armenia the child taken hostage at “Manushak” kindergarten in Armavir Province has been set free.

Shootings were heard before the child was taken out of the building.

The man who had taken a three-year old child hostage has been hospitalized,  Head of Police press service Ashot Aharonyan informed.

“On October 30 at 16:25 Armavir Department of the Police received an alert that a man armed with a knife has entered “Manushak” kindergarten of Armavir city. The man kept a 3-year old child hostage. Law enforcement representatives conducted negotiations with the man. During the negotiations the police officers were able to take the child out of the room without any injuries, after which special means were applied by the police. The hostage taker attempted to harm himself, but the act was prevented by the police. He has been taken to hospital where he receives treatment at the moment”, Aharonyan wrote on his Facebook page.

Ashot Aharonyan has also posted footage where the father of the child thanks the participants of the operation.

Rules must be same for everyone, says finance minister

The rules of gameplay must be equal for all businessmen, finance minister Vardan Aramyan said during parliamentary debates of the 2018 state budget draft.

“Especially business entities which have dominant positions in the market will be under our spotlight. If you pay attention, the main tax collection of 2017 was from major taxpayers, moreover in conditions when tax inspections were significantly reduced. This means that conduct has changed”, Aramyan said.

He added that regardless if the businesses are dominant or not, the rules must be the same for everyone, and everyone must pay their taxes.

The government is very careful in order to keep administration towards businesses within the legislation, because it very well realizes that causing negative expectations among businesses will affect economic growth. “We understand this very well. And in this context I must say that the objection platform institution is functioning very well. This platform is functioning under the PM, where the state revenue service is entitled to vote. The ministries of finance, justice and economic development and investments also vote here, as well as NGOs”, Aramyan said.

The finance minister says they cooperate with the state revenue service in order to improve legislations.

“The changes which we have initiated with the tax code will help to get rid of various misinterpretations and to create a normal life for our businesses, so that they invest”, he said.

Market Traders In Yerevan Protest Against New Tax Rules

Several dozen market traders rallied outside the Armenian parliament
on Tuesday to protest against new government rules that require them
to pay more taxes.
The traders mainly selling clothing at open-air markets in Yerevan
have paid fixed monthly taxes until now. Citing Armenia's new Tax
Code, the State Revenue Committee (SRC) informed them recently that
they will now be taxed under a different mechanism that will measure
their business turnovers. For that purpose, the government agency has
introduced standard accounting rules and other extra paperwork for
them.
The small business owners gathered outside the parliament building in
Yerevan after a series of meetings with SRC officials that attempted
to address their concerns. They insisted that the new rules are too
cumbersome and they cannot afford paying more taxes as a result.
"I would have to hire an accountant to write all that stuff," one of
them told RFE/RL's Armenian service (Azatutyun.am).
The SRC chief, Vartan Harutiunian, dismissed these complaints,
accusing the protesters of trying to evade taxes. Harutiunian claimed
that they have rejected SRC offers to provide them with free
accounting services. "Everyone must pay taxes in a manner defined by
the law," he told reporters inside the parliament building.

Harutiunian also claimed that the traders' discontent is fomented by
unnamed well-to-do individuals. He did not name any of them. He only
made clear that he did not refer to Gagik Tsarukian, one of the
country's richest men who owns a market where most of the protesting
traders sell goods.
A figure close to Prime Minister Karen Karapetian, Harutiunian pledged
to crack down on widespread tax evasion in Armenia after he was named
to run the SRC one year ago. The SRC reported a nearly 10 percent
increase in various taxes collected in the first nine months of this
year.
In Harutiunian's words, large companies accounted for as much as 85
percent of the government's tax revenue. He asserted that tax fraud is
now more widespread in retail trade than among wholesale trading
firms.
The SRC chief has made no secret of his and his family's business
interests. In particular, his two young sons are major shareholders in
a new agribusiness firm that was granted import tax breaks by the
government earlier this.
Harutiunian angrily denied journalists' suggestions that this amounts
to a conflict of interests. "My sons are building greenhouses and
fruit gardens," he said. "Why shouldn't they? Don't they have a right
to live in this country?"
Defense Minister Again Denies Draft Evasion

Defense Minister Vigen Sargsian urged Armenian media on Tuesday to
stop questioning his past military service, reiterating that he had
never evaded conscription.
The issue came under the spotlight during last week's parliamentary
debates on a Defense Ministry bill that will essentially abolish draft
deferments enjoyed by male students of state-run
universities. Opposition lawmakers who voted against the bill said
that the authorities must first ensure that senior government
officials and their relatives are no longer able to wriggle out of the
two-year service.
Some of those lawmakers as well as media outlets critical of the
Armenian government specifically cast doubt on official records
showing that Sargsian technically served in the armed forces in
2000-2003 when he was an assistant to then Defense Minister Serzh
Sarkisian.
The wife of Sargsian's predecessor Seyran Ohanian added to the
controversy over the weekend, attacking an unnamed "high-ranking
official" who evaded draft in the 1990s.Ruzanna Khachatrian's claim
was widely construed as reference to the current minister who replaced
her husband one year ago.
An Armenian Defense Ministry spokesman responded on Monday by
implicitly warning that Khachatrian could risk being held accountable
for slander and "false denunciation."
Khachatrian doubled down on her attacks later on Monday, however. In
another cryptic Facebook post, she claimed that with his potbellied
physique the official in question resembles a "woman who is seven or
eight months pregnant" and "his lips are like Kim Kardashian's lips."
Sargsian would not say on Tuesday when he thinks Ohanian's wife
referred to him. "I don't know," he told reporters. "I guess you
should ask her."
"Why don't you close this topic?" the 42-year-old minister went on. "I
repeat that I served in the armed forces in a manner defined by the
law and I'm very proud of that. I don't blame those people who don't
realize that there are different types of military service and that
the proposed legislation opens up such opportunities for many young
people."
"I think that our discourse has to change and you should play a role
in changing it," he said.
Armenian Military Inaugurates U.S.-Funded Facility

Senior Armenian and U.S. military officials inaugurated on Tuesday the
newly renovated training center of an Armenian army brigade that
contributes troops to NATO-led missions in Afghanistan and Kosovo.
The main three-story building of the Zar Military Training Facility
has been refurbished and equipped as part of the first stage of the
renovation mostly financed by the United States.
Speaking at a ribbon-cutting ceremony held there, Defense Minister
Vigen Sargsian and Brigadier General Dawne Deskins of the
U.S. military's European Command hailed the development as another
milestone in U.S.-Armenian defense cooperation. Sargsian said that the
center will be further expanded and modernized in the coming years.
The reconstruction work was officially launched in March this year in
the presence of Sargsian, U.S. Ambassador to Armenia Richard Mills and
high-ranking officers of the U.S. Army Corps of Engineers.
The Armenian army's Peacekeeping Brigade has received considerable
financial and technical assistance from the U.S. and other NATO member
states since it was set up in the early 2000s. NATO assigned a higher
degree of combat readiness and interoperability to the brigade after
monitoring a four-day exercise held by it at Zar in 2015.
More than 130 soldiers of the brigade are currently deployed in
Kosovo, Afghanistan as well as Lebanon.
U.S. - Armenian soldiers are trained at a Kansas National Guard
facility in Salina in July 2017.
"We greatly appreciate Armenia's participation in international
peacekeeping operations and NATO-led and other multinational
exercises," U.S. President Donald Trump said in a September 21 letter
to his Armenian counterpart Serzh Sarkisian.
Armenia plans to join more peacekeeping missions abroad with
specialized medical and demining units in the near future. They will
undergo U.S. training before such deployment.
In October 2016, Sargsian and Mills inaugurated a new paramedic school
of the Armenian armed forces. U.S. military instructors trained the
first group of Armenian teaching personnel for the school in August
2015.
Mills said in July Armenia's military and political alliance with
Russia does not prevent it from forging closer security ties with the
U.S. "The cooperation between the United States and Armenia in this
area has moved forward and deepened in recent years," he said.

"Zhamanak" says that Monday's shock hostage taking at a kindergarten
in the town of Armavir was a consequence of the exiting
"social-psychological atmosphere" in Armenia which the paper blames on
the increased number of suicides. "Out of desperation, people see
violence as a solution because they see no other ways out," it claims.
"The more we speak of violence, pass laws aimed at preventing
violence, open criminal cases as part of a fight against violence, set
up non-governmental organizations, build shelter for victims of
violence, the more violence occurs," writes "Hraparak." The paper says
that the Armavir incident only underlined the urgency of passing a law
against violence that has been drafted by the Armenian Ministry of
Justice.
"Zhoghovurd" speculates that the signing of Armenia's Comprehensive
and Enhanced Partnership Agreement (CEPA) with the European Union,
widely expected during an EU summit in November 24, is still not a
forgone conclusion. "The thing is that Serzh Sarkisian is going to
leave for Russia on November 15 on a working visit during which he
will participate in the opening of Armenian Culture Days in Moscow,"
says the paper. "That means he will be in Moscow before the [EU]
summit in Brussels, presumably to ascertain some issues."
"Zhoghovurd" notes that Sarkisian announced his unexpected decision to
join the Russian-led Eurasian Economic Union at the expense of
Armenia's Association Agreement with the EU right after a September
2013 meeting with Russian President Vladimir Putin. The alternative
deal with the EU might be scuttled in a similar fashion, it says.

The only water source of Poqr Ayrum brings with it “every kind of garbage” (video)

The villagers of Poqr Ayrum are not satisfied with the water quality of the village’s only water source.

Recently, villagers notice silt and other things in the water; for example, the animal’s hair or threads, or as they say, “every kind of a garbage.”

There are views that some animals are entering the water or some villagers are washing clothes there. In any case, after 11 am, the water is clean.
