Armenian Political Expert Skeptical about Pace Depriving Armenia of
Voting Right

YEREVAN, June 6. /ARKA/. The Parliamentary Assembly of the Council of
Europe (PACE) is not likely to deprive Armenia of the right to vote,
according to Alexander Iskandaryan, director of the Caucasus Mass Media
Institute (CMI).

Adopted this April, PACE Resolution 1609 on democratic institutions in
Armenia urges the country’s authorities to strengthen democratic
institutes by the summer session of the RA Parliament. Otherwise,
Armenia will be deprived of its right to vote in the Assembly.

The authors of the resolution, John Prescott and Georges Colombier,
call on Armenia’s authorities to step up their efforts to implement
political reforms, taking the opposition’s opinion into account. They
also urge Armenia to reform the electoral system and ensure
independence of mass media, as well as to guarantee the freedom of
assembly both by law and in practice. If Armenia fails to meet these
commitments, PACE will deprive it of the right to vote.

`It has not been specified in the document that the resolution must
honor the commitments of the resolution, and it would be strange if
PACE urged any country to do anything like that,’ Iskandaryan said.

What Armenia needs to do is to comply with these commitments and
obligations, according to the CMI Director.

Armenia could reject the resolution if it were to fulfill all the
commitments, he said.

As regards the opposition, it has to adopt the RA Constitution’s
decision (concerning the results of the presidential polls – ARKA),
according to the political expert. He was sure that the opposition will
not meet this commitment. -0–

Newest data bring no relief for concerns over wide Armenian external
imbalances. Indeed, according to data from the country’s National
Statistical Service and as reported by ARMNIFO, exports increased
by 4.4% year-on-year (y/y) over January-April, totalling $337US
million. Detailed data further show that, specifically, exports of
precious and semiprecious stones fell by 26.7% y/y to stand at $51US.4
million. At the same time imports soared by 37.2% y/y, reaching
$1US.19 billion, and bringing the trade deficit for the first four
months of the year to $857US million, which corresponds to some 38%
of the estimated GDP for the period. As first-quarter export growth
was earlier reported at 1.5% y/y (seeArmenia: 22 April 2008:), the
latest data suggest some speeding up of export gains.

On the other hand, coming after an increase of imports at 31.5% y/y
seen in the first quarter, they also point to further acceleration
in import growth in April in annual terms. However, month-on-month
(m/m) comparison provides somewhat moire balanced reading: exports
increased by 12.7% m/m in April, whereas imports rose by 13.5%
m/m. Finally, geographical trade data show that Armenia’s trade
deficit was widened by some 50% y/y with both the European Union (EU)
countries and economies of the Commonwealth of Independent States
(CIS), the respective gaps standing at $208US.1 million and $295US
million in January-April.

Significance:Armenia’s trade deficit for 2007 as a whole came in
at over $2US billion, widening by a massive 73% compared with 2006
(see Armenia: 25 January 2008: ) and this year has not started on a
very promising note regarding the possibility of a turnaround. The
trade gap is expected to stay fairly wide over this year, as export
potential to an extent remains dependent on the diamond trade. At the
same time, domestic demand seems to be holding up more persistently
than previously thought, and this is further reflected in persistently
very high import growth. In addition, the strength of international
commodity prices puts upwards pressure on import prices.

start large-scale investment projects in Armenia. This statement
was made at the meeting of Armenian Deputy Foreign Minister Arman
Kirakosian with the Vice-President of the European Investment Bank
Eva Schreiber, the Press Service of Armenian Foreign Ministry reported.

Schreiber introduced the first steps taken in the cooperation between
Armenia and the Bank after the signing of the agreement between the
Bank and Armenian Ministry of Finance.

Schreiber expressed hope that soon implementation of large-scale
investment projects will be possible in both public and private
sectors of Armenian economy. Among the priority fields mentioned were
transport, energy and ecology where large loans can be extended with
assistance of the Bank’s technical examination service.

Armenian Deputy Foreign Minister, in his turn, assured that Armenia
is interested in successful implementation of joint projects and
stressed importance to the Bank’s activities in the country.

European Investment Bank is an EU body founded in 1959 for support
to development, integration and cooperation through investment loans
extended at equal interest to ensure balanced loan management in
terms of debt repayment.

Council of Europe slams Armenia over violence probe

Moves by the Armenian authorities to investigate clashes between
opposition protesters and police in Yerevan on March 1 that claimed
ten lives had resulted in "only a few tangible results, " the Council
of Europe said on Wednesday.

Former Armenian president Levon Ter-Petrosian, one of the candidates
in Armenia’s February 19 presidential election, refused to recognize
the official results of the polls, which spelled defeat for him.

He and his supporters organized wide-scale protests, which grew into
clashes between them and the police in the Armenian capital on March
1, in which ten people were killed and more than 250 injured.

The Monitoring Committee of the Council of Europe Parliamentary
Assembly (PACE), meeting in Kyiv on Tuesday and Wednesday, "welcomed
the initiatives taken by the Armenian authorities to address the
issues contained in Resolution 1609 (2008) on the functioning of
democratic institutions in Armenia," the Council of Europe said in a
statement posted on its website.

"However, [the committee] is concerned that, to date, these
initiatives have led to only a few tangible results regarding
compliance with the demands of the Assembly as set out in this
Resolution," the statement said.

In Resolution 1609, PACE threatens to suspend the voting rights of the
Armenian delegation to the Assembly at its June 2008 part-session
unless Armenia has made "considerable progress" by then on revoking
its recent amendments to the Law on Conducting Meetings, Assemblies,
Rallies and Demonstrations, has started "an independent, transparent
and credible inquiry into the events of 1 March and the circumstances
that led to them, [and has released] the persons detained on seemingly
artificial and politically motivated charges or who did not personally
commit any violent acts or serious offences in connection with them."

PACE also demanded that "an open and constructive dialogue between the
political forces in Armenian society" be initiated.

"The committee is seriously concerned about the lack of any noticeable
progress on the opening of an independent and credible enquiry. The
format envisaged, of a parliamentary ad hoc committee to carry out the
inquiry into the events on, and leading to, 1 March, will lack the
requisite independence and credibility demanded by the Assembly,
unless the participation of extra-parliamentary opposition, civil
society and international experts is guaranteed. The committee also
regrets that no progress has been made regarding the release of
persons detained on seemingly artificial and politically motivated
charges," the statement said.

Two PACE rapporteurs are to visit Armenia on June 16-17.

"The committee is convinced that, though time is limited, it is still
possible for the Armenian authorities to address the requirements of
the Assembly in time for the visit of the co-rapporteurs of the
committee in the week before the June part-session," the statement
said.

"Therefore, the committee instructed its Chair to ask on its behalf
for a debate under urgent procedure during the June 2008 part-session
of the Assembly if the co-rapporteurs, following their visit to
Armenia on 16 and 17 June, conclude that insufficient progress has
been achieved by then," it said.

Toronto board told Ukrainian famine should be part of genocide course

On the eve of Ukrainian President Viktor Yushchenko’s visit to
Toronto, the public school board is under pressure to include the
Ukrainian famine in a high school course on genocide.

The course will be offered next year to grade 11 students and will
focus on the Holocaust as well as the Armenian and Rwandan genocides.

Irene Mycak of the Ukrainian Canadian Congress says there’s no reason
for the school board to exclude what Ukrainians call Holdomor from the
genocide course.

In 1932-33, the Soviet government under Josef Stalin systematically
starved and killed anywhere from three million to 10 million people in
Ukraine.

"All food stuff was literally removed from people’s homes. Borders
were closed so no one could run elsewhere to look for food," said
Mycak.

On Tuesday, while Yushchenko was on his first official trip to Canada,
Prime Minister Stephen Harper expressed support for a private member’s
bill that would recognize the Ukrainian famine as an act of genocide.

Mycak is hoping that will help influence the Toronto District School
Board.

"Living in Canada, a country which promotes multiculturalism, we
believe that the way the course is structured, it defeats the entire
purpose of the Canadian mosaic," she said.

Darryl Robinson, a human rights lawyer who was on the independent
committee that reviewed the genocide course, recommended excluding the
Ukrainian famine.

Robinson says the recommendation was not politically motivated. "The
course already had three case studies. We thought it was better to go
in-depth with these three case studies. They’re from three different
eras and three different regions."

Officials with the TDSB aren’t commenting on the course until the
curriculum is finalized.

The board is holding a meeting next week to hear submissions from
Ukrainian supporters, as well as appeals from people of other ethnic
backgrounds.

departments.

Interview with the advisor to the President Garnik Isagulyan.

`Three weeks back you announced that all the pre-conditions are
provided to form a Public Palace under the President. What are the
principles based on which this new representative body will be formed?’

`After getting President Serge Sargsyan’s recommendation to form a
Public Palace we firstly addressed public applications to our society,
social organizations, political parties and intellectuals. Our purpose
is to clarify the principles, goals and problems of forming the Public
Palace, based on their proposals, and to understand how our society
views the structure and the staff of this newly formed body.

We have never had similar institution in Armenian reality, but similar
bodies with consultative competences formed by the public
representatives function in many countries in the world. Particularly
in the Russian Federation, Kazakhstan, Belarus and Georgia similar
structures already function.

In Russia for example the activity of the public-representative body is
regulated by the law, but in all the other countries the formulation
process is still on. Each of those structures has chosen its own method
of representing the opinion of the society.

We thought that it would be better if the representatives of our
society give their opinion on how they see the Public Palace. The
public must express their preferable way of the cooperation between
society, the state institutions and local self-governmental bodies. We
attach great importance to the assessment of the society given to the
decrees to be signed by the President, bills discussed in the National
Assembly, decisions taken by different administrations, which are going
to have significant impact on the public life.’

‘Mr. Isagulyan what are the responses, how are the preparation works
going on?’

`We expect that the political parties, social organizations, and the
citizens will continue to send their standpoints and proposals. In the
Presidential staff the assistants to the President Vigen Sargsyan,
Sevak Lalayan and me are involved in the group coordinating this work.
We have given our telephone numbers and e-mail address.

Especially social organizations and individuals are very active. We
have received hundreds of applications, proposals and messages. And
telephone calls are practically non-stop. To make the public
involvement complete and taking into account the existing internal
political tension, we decided to appeal to the political powers not
represented in the parliament. We have especially appealed to the
pro-oppositional powers to express their standpoints.

We are very much interested in the active participation of those social
organizations that have critical attitude towards us.

It is well known that the number of the parties officially registered
in our country is too much but most of them don’t function and our
telephone calls and letters remain unanswered.

We are especially consistent to have the opinion of those parties,
regarding the Public Palace, that didn’t overcome the 5% barrier during
the last Parliamentary elections. We have appealed to the offices of
the ex Presidents and the presidential candidates who participated in
the last presidential elections.

We have called the office of Armenian Pan National Movement, first
President Levon Ter-Petrosyan, and the offices of the movement
`Impeachment’. We have done everything so that no one will feel ignored.

May 30 is the deadline to get answers to our applications. We expect to
understand from those answers, which parties and organizations have
desire to become part of the Public Palace, and which – to become
candidates. By the way the list of those who have already expressed
desire is rather big.’

Tracinda Corporation, is still standing his ground in connection with
Ford Motor’s stock.

In spite of dropped shares he offers $170 million, or $8.50 a share,
for up to 20 million shares of the company’s stock.

The validity of the purchase initially was based upon the condition
that Ford’s stock stay within 10% of its closing level of $8.20 a
share on May 8. But the company’s stock constituted $6.76 midday
Friday.

A foreign policy expert consulted by presidential hopeful Barack Obama
has accused members of the American Jewish establishment of
"McCarthyism" in its attitude towards critics of Israel.

Former national security adviser Zbigniew Brzezinski says that the
pro-Israel lobby in the US is too powerful, while the slur of
anti-Semitism is too readily used whenever its power is called into
question.

Presenting a solution for the Middle East, he listed historical
compromises that had to be made by Israelis and Palestinians but
accused the American Israel Public Affairs Committee (AIPAC) — the
largest and most influential lobby group — of obstructing peace
efforts.

Intimidated

He said: "AIPAC has consistently opposed a two-state solution and a lot
of members of Congress have been intimidated and I don’t think that’s
healthy."

He added that other country-specific lobbies, such as the
Cuban-Americans, the Armenians and the Irish, had also exerted undue
influence in Washington.

Mr Brzezinski, who served under former US president Jimmy Carter, was a
key player in the 1978 Camp David Accords and remains an important
voice in the US foreign policy establishment. An active author and
analyst at 80, he is close enough to Mr Obama that his remarks may feed
fears in the American-Jewish community that he will soften America’s
traditional pro-Israeli stance.

This perception has been created in part by his professed willingness
to talk to Iran and partly by other foreign policy associates.

He has been accused before of being "anti-Israel" by some Jewish
academics, writers and bloggers after criticising Israel for excessive
use of force and unwillingness to compromise.

Last year, censure of him reached new heights when he defended
academics John Mearsheimer and Stephen Walt. They had criticised the
pro-Israel lobby and were accused of questioning the state of Israel’s
existence.

"It’s not unique to the Jewish community — but there is a McCarthy-ite
tendency among some people in the Jewish community," he said, referring
to the Republican senator who led the anti-Communist witch hunt in the
1950s.

"They operate not by arguing but by slandering, vilifying, demonising.

They very promptly wheel out anti-Semitism. There is an element of
paranoia in this inclination to view any serious attempt at a
compromised peace as somehow directed against Israel."

Although Mr Brzezinski is not a formal day-to-day adviser to Obama
campaign, he said that he talks to Mr Obama.

He wholeheartedly endorses the Illinois senator, lauding him as "head
and shoulders" above his opponents. And he says he is the only
candidate who understands "what is new and distinctive about our age".

In turn, Mr Obama has praised Mr Brzezinski as "someone I have learned
an immense amount from", and "one of our most outstanding scholars and
thinkers". They share very similar views on the folly of the Iraq war.

Middle East expert Robert Malley recently quit as an Obama adviser
after it emerged he was talking to the militant Palestinian group Hamas
as part of his work for the International Crisis Group.

Republican Senator John McCain — Mr Obama’s opponent for the White
House once he wraps up the Democratic nomination — is set to focus on
the 46-year-old senator’s lack of foreign policy experience and
supposed weakness towards enemies.

In recent weeks, Mr Obama has courted the Jewish vote and, on Israel’s
60th anniversary, underlined the need for the US to show "unshakeable"
