A US-based Fletcher School of Law and Diplomacy is to hold a
Symposium on Reassessing the Nagorno-Karabakh Conflict in Medford,
MA on Sept. 26.

The conference is aimed to discuss the ways of adjusting the conflict
with the participation of US, Armenian and Azerbaijani experts and
officials.

Among the main matters of discussions are the challenges and prospects
of the Nagorno-Karabakh peace process in the context of new regional
realities, the Nagorno-Karabakh conflict in the aftermath of the
Russia-Georgia war.

Symposium co-sponsors are International Negotiation and Conflict
Resolution Program, School of Law and Diplomacy Southwest Asia and
Islamic Civilization Program, Fletcher School of Law and Diplomacy
and Program on Negotiation at Harvard Law School Imagine Center for
Conflict Transformation, Trendnews reported.

YEREVAN, SEPTEMBER 17, ARMENPRESS: At the invitation of the Armenian
President Serzh Sargsyan Senior Minister of Singapore Li Kuan Yu
will pay a three-day visit to Armenia September 17-19. The visit will
take place with the support of the Armenian National Competitiveness
Council.

Foreign Ministry Media and Information Department told Armenpress
that during the visit the minister will meet with the President of
Armenia Serzh Sargsyan. Singapore senior minister will visit Holy
See of St. Etchmiadzin where he will meet with Catholicos Karekin II.

Li Kuan Yu will take part in the session of the Armenian National
Competitiveness Council anchored by Armenian Prime Minister Tigran
Sargsyan.

The guest is also expected to meet with Armenian businessmen.

RUSSIAN MILITARY DIGS IN FOR THE LONG TERM IN GEORGIA’S
TERRITORIES

On September 15 in Moscow, Defense Minister Anatoly Serdyukov
signed agreements on military cooperation with the "defense ministers"
(Russian citizens Kishmaria and Tanayev) of Abkhazia and South Ossetia.
On the same occasion Russia’s Border Guard Service command, subordinated
to the Federal Security Service (FSB), announced that border guard units
have been fully deployed to Abkhazia and South Ossetia; and that the
Russian coastal guard is taking over the protection of Abkhazia’s
maritime "border" in the Black Sea.

These agreements and deployments defy the French-brokered,
European Union-endorsed armistice documents of August and September
2008, which had required the withdrawal of forces to positions they held
prior to the outbreak of the war. Russia, however, has violated the
armistice de facto through the continued stationing of substantial
forces in both territories. The September 15 agreements, moreover, endow
those violations with a Russian "legal" veneer (and even an Abkhaz and
South Ossetian "legal" veneer, from Moscow’s standpoint). Russia’s
Defense Ministry has provided summaries of the agreements for Russian
media (Interfax, Itar-Tass, September 15).

The military cooperation agreements with Abkhazia and South
Ossetia will run for 49 years, with automatic prolongations by
successive five-year periods afterward. Under these documents, Russia
shall "build, use, and improve bases and other military infrastructure"
in Abkhazia and South Ossetia. The Russian ground troops’ strength will
amount to 1,700 in South Ossetia and another 1,700 in Abkhazia, apart
from border troops and the coastal guard. Additionally, the Russian
military will be in charge of "air space security and control" (which
Russia had imposed already by June 2008 de facto).

The main bases and headquarters will be located [as they already
are] in Tskhinvali and Gudauta. (Russia had accepted in 1999 an
obligation to evacuate the Gudauta base in 2001, but the OSCE failed to
ensure its implementation). Russia will also be in charge of "organizing
inter-state military transportation" (apparently denoting Russian
discretionary use of the railroad, ports, and roads for military
purposes).

The Russian military will also be in charge of "coordinating
confidence-building measures." This point seems to imply Russian
supervision of Abkhaz and South Ossetian responses to the E.U.-proposed
confidence-building measures along the respective demarcation lines.

The Russian military will create "joint groups of forces" (a
Soviet/Russian term denoting minor allies under Russian command) in the
two territories, in peacetime and wartime. Russia will equip and train
Abkhaz and South Ossetian troops, as well as seconding Russian military
and technical specialists to serve with those local troops. Under this
framework agreement, Russia will enter into follow-up agreements with
Abkhazia and South Ossetia regarding "military-technical cooperation"
(i.e., arms deliveries) and other technical aspects.

Concurrently with the defense ministry’s signing ceremony,
Russia’s coastal guard command made public some of its ongoing
activities and plans for Abkhazia. Lieutenant-General Viktor Trufanov,
Deputy Head of the Russian Border Guard Service and head of its coastal
guard, announced that more than 1,000 border troops are currently
serving in Abkhazia (a similar number is reported for Russian border
troops in South Ossetia). Trufanov’s briefing focused on the maritime
mission for Abkhazia, which is now getting under way there.

Ships and boats from the Russian coastal guard’s Black Sea-Azov
Sea division have been assigned to protect "Abkhazia’s waters." Their
declared role is to intercept and detain "intruder ships from Georgia,
off the coast of Abkhazia" as part of a general mission "to guarantee
the security of the Russian state and the Abkhaz state." The Russian
side claims to be "acting in accordance with the law" (unspecified).
However, Russian law does not apply here; Abkhaz law cannot exist; and
international law recognizes Georgian sovereignty.

The Russian command intends to complete by November the basing
arrangements for coastal guard ships and boats at Ochamchire, in the
southern part of Abkhaz-claimed territory. It also plans to install a
shore-based radar with 100 percent coverage of the waters. Work to
upgrade the Soviet-era naval base at Ochamchire had begun last October,
but was delayed by underfunding when the economic crisis hit (Itar-Tass,
Interfax, September 15).

In mid-August, a Georgian coastal guard boat intercepted a Turkish
commercial vessel bound for Abkhazia with a contraband cargo of fuel
products. The incident was resolved in early September with Turkey
through diplomatic channels. Moscow and Sukhumi reacted vociferously to
the Georgian move and continue to protest to this day, although the
interception took place on the high sea. In this light, Russia’s stated
goal to fend off Georgian ships "in Abkhaz waters" sounds implausible
and misleading. Russia’s real goal appears to be protection of
third-party shipping engaged in illegal trading with the unrecognized
Abkhaz authorities.

Foreign Minister Ahmet Davutoglu meets with three opposition parties
to discuss the reconciliation process with Armenia and urge them to
support the two proposed protocols in the upcoming parliamentary vote

Foreign Minister Ahmet Davutoglu consecutively visited three opposition
parties Tuesday afternoon to urge them to back the two agreed-upon
protocols related to the Armenian reconciliation process.

His tour started with the Welfare Party, or SP, which is known for
its pro-Islam line. Prime Minister Recep Tayyip Erdogan and his allies
shared the same roots with the SP before they set up the ruling Justice
and Development Party, or AKP. SP leader Numan Kurtulmus, however,
seemed to be unconvinced based on his remarks after the meeting.

"It means an obvious concession. Turkey mustn’t open the
border gate unless Armenia withdraws from the occupied lands of
Nagorno-Karabakh. In order to make new friendships and gain credit
in the international scene, we don’t have the right to upset our
Azerbaijani brothers as the Azerbaijani-Armenian dispute has been
ongoing for more than 17 years," he told reporters.

With hopes of ending century-old hostility between two neighbors,
Davutoglu continued his meetings at the headquarters of the main
opposition Republican People’s Party, or CHP.

CHP leader Deniz Baykal also seemed unconvinced, criticizing that
the protocols are "too ambiguous," except for the article on the
border opening. "There are no signs of ending the occupation in
Nagorno-Karabakh and recognizing the Kars Agreement [which defines
the eastern Turkish border]. Nothing is clear yet how the so-called
genocide claims will be solved or what sort of academics should
convene with what authority," Baykal said.

"Only the border-opening article depends on a timetable. There
is legal binding in one hand and hopeful and wishful waiting in
the other," he said, referring to the long-awaited European Union
promises. Turkey had inked an additional protocol and agreed to open
its ports to new-EU member Cyprus in 2004 as a result of promises to
end isolation over northern Cyprus.

Davutoglu completed his tour with talks with the Democratic Left Party,
or DSP. DSP leader Masum Turker confirmed that it was a productive and
informative meeting. Davutoglu underscored how a national consensus
is important and reiterated his call on opposition leaders to look
closely at the protocols and provide maximum contribution to the
normalization process.

US envoy reiterates his support

U.S. Ambassador to Ankara James Jeffrey expressed his support for the
Armenia-Turkey reconciliation process on Tuesday after his talks with
Parliament Speaker Mehmet Ali Sahin.

"As expressed before, we support this process and hope it will
continue," Jeffrey told reporters.

Avoiding further comments, he said: "The subject is between Turkey and
Armenia, so you will decide. We politically back and seek peace and
stability throughout the Caucasus. We play a key role in the Minsk
Group [to solve the Azerbaijani-Armenian dispute] and especially
support the process between Turkey and Armenia."

purchase 32 thousand tons of grape, which is 1000 tons more compared to
previous year, YBC Executive Director Ara Grigoryan told journalists
in Yerevan. "Investment planned for this purpose will amount to 4
billion Drams" he said.

The company had previously intended to purchase 31 thousand tons of
grape, but considering the country’s social situation it decided to
purchase 1000 tons more, Executive Director said. According to him,
there is currently demand for 60 thousand tons, but company is not
technically capable of purchasing that quantity.

"Recognizing its responsibility and role of a sphere leader, YBC
remains true to its 5000 grape growers," Grigoryan said. Grape purchase
campaign will start on September 16 in Armavir branch and then continue
on September 18 and 28 in Aghavan and Tavush branches. Established
prices per kilogram is AMD 130 for Armavir and Aygavan regions and AMD
120 – for Tavush branch. As noted by Executive Director, per kilogram
price in 2008 comprised AMD 140 in Armavir and Aygavan branches and AMD
130 – in Tavush branch. "Grape purchase is a commercial transaction
where price depends on volumes. Market currently offers AMD 100-110
per kilogram. Considering our responsibility to farmers as well as
the social factor we offer our partners a higher price," he noted.

ArmInfo. Business Software Alliance Office in Armenia has surveyed the
local computer market and revealed that only 20% of computer shops in
Armenia offer licensed software, BSA Legal Adviser Narine Lazarian
said at press conference on Thursday. The survey involved 20 shops
(selected in a random way) offering computers. The surveyors visited
each shop by 5 times under pretense of customers. Only 4 of the 20
shops offered licensed software and refused to install unlicensed
one. A number of shops failed to offer licensed programs. N. Lazarian
said that customers were just offered not to install licensed
software. "We are not going to cast doubt on the authority of companies
and privates. We are trying to raise public awareness of the necessity
of acquiring licensed software as well as to support the shops offering
legal products," she said.

She mentioned that International Intellectual Property Alliance (IIPA)
estimated piracy in Armenia at 92% basing on the ratio of the sold
computers and licensed programs in the country. The survey results
will be submitted to the state authorities, including to the Agency
for Protection of Intellectual Property in Armenia at the Economy
Ministry. "Our further cooperation with the state department will
further be based on the precedents of copyright violations, including
use of Armenian fonts without consent of the authors as well as illegal
copying of intellectual property of show business representatives,"

Armenian Central Bank Lowers Refinancing Rate To 5% From 5.25%

The Central Bank of Armenia lowered the refinancing rate 0.25
percentage points to 5% on Tuesday, the bank’s PR department said.

The new refinancing rate takes effect immediately.

The Central Bank decided to lower the rate in an attempt to pick up
the economy due to a continued decline in GDP. The decision "does
not threaten price stability," the bank said.

The refinancing rate was lowered by 0.25 percentage points to 5.25%
on August 11.

The latest reduction is the seventh since March 3, when the Central
Bank announced it was returning to the policy of a floating exchange
rate and raised the refinancing rate by 1 percentage point to 7.75%.

Some 14,523 Armenian holiday-makers have traveled this year by train to
Batumi, the capital of Georgia’s autonomous region of Ajaria, a popular
holiday destination for Armenians, the press service of the South
Caucasian Railway (formerly Armenian Railways) company said to ARKA.

The railway link between the Armenian capital and the Georgian
resort town on the Black Sea coast reopened in 2006 after 14 years
of halt. The train from Yerevan makes stops in Gyumri, Vanadzor and
Sanahin stations in Armenia before crossing the border into Georgia.

Comfortable trains with double and four-passenger compartments are
running between Yerevan and Batumi from June 15 to September 15.

The South Caucasian Railways was placed under the concessional
management of Russian Railways company for a term of 30 years. The
agreement can be prolonged for another 10 years given the accord of
