Swiss violinist I.Vetstain will perform today with chamber orchestra
Serenade at the Yerevan Chamber Music Hall. The concert is organized by
the State Symphony Orchestra of Armenia with assistance of Armenia’s
Ministry of Culture and will be conducted by artistic director of the
State Symphony Orchestra, Honored Artist of Armenia Edward Topchyan.

The concert programme comprises Mozart, Wolfgang Amadeus: A Little
Night Music – KV 525, 1. Satz: Allegro, and Spielplan, Schwebende
Zentren, Wendepunkt by Swiss composer Alfred Knuzeli.

Association’s "Extrude the corruption" project was launched in RA
with USAID assistance," Deputy Head of Armenian Public Relations
Association Arman Saghatelyan told a news conference in Yerevan.

According to him, the program aims at raising information awareness of
society, business and media representatives through developing interest
protection mechanisms in case of corruption risk. He also noted that
media-campaign, involving 20 reporters from Armenian TV companies
and information agencies, will be conducted within program frameworks.

According to Association’s Deputy Head, project’s target group is
comprised of small and medium business representatives.

The 6-month project will cover 15 corruption-related court sittings
and 4 media briefings. "Upon project’s termination the reporters will
be granted a fee, and 4 of them awarded prizes for excellent work,"
Saghatelyan stated.

ArmInfo. Only one third of demand for investments in the renewable
energy sector is satisfied in Armenia, Tigran Jrbashyan, Ameriabank
Development Director, told media on Tuesday. Renewable energy,
he said, is considered as the most attractive and reliable sector
as compared to other economy sectors for investing, risk management
and acquisition of income. The regulation of this sector, sustainable
demand and comparative predictability is not less important, either,
he said. These are the very prerequisites, Tigran Jrbashayn said, that
became an impetus for Ameriabank to actively finance the renewable
energy sector.

Asked if it is reasonable implementing a new program in conditions of
the global financial crisis, Ameriabank expert said that Armenia is
deep in the crisis now. The specific terms of overcoming the crisis
depend on many factors, in particular, on the situation in the global
markets and efficiency of programs implemented by the Government
of Armenia.

As regards parameters of crediting, the expert said conditions
of lending to potential borrowers are unique and the bank gets an
opportunity to choose the best projects since demand in this sector is
high. T. Jrbashyan said maturity of the credits provided under this
program will be 8 years and at low annual interest rates – starting
from 11%. In addition, the bank will charge only interests during
3 years of grace period for credits. He said in case the project is
profitable, Ameriabank may participate also in the capital stock of
newly-created small HPPs.

After the recent signing of protocols envisaging the development
of diplomatic relations between Turkey and Armenia and before the
background of the interior discussion about the democratic initiative,
we talked to Turkish Armenians about issues such as the opening of
borders and the democratic process. Today we talked to TABDC co-chair
Kaan Soyak.

and Armenia are closed, the trade volume between the two countries
exceeds $ 200 million. Behind this success stands the Turkish-Armenian
Business Development Council (TABDC), which does not only deal with the
business side but also with cultural and humanitarian delegacies. We
talked to TABDC co-chair Kaan Soymak about the council’s activities
and how trade brings the two countries closer together. Since Soyak
was on a business trip in Armenia, he answered our questions by email.

What was the idea behind establishing the Turkish-Armenian Business
Development Council?

In 1996 we had the idea of aiming direct trade between Turkey and
Armenia, instead of trading via a third country as it was still
the common way back then. Like that, we targeted to bring business
people together. Still, business would be done via a third country
but this time the middle country would not profit from the business
but would only be used for the documentations. In 1997 the countries’
presidents Demirel and Petrosyan met within the framework of the
Black Sea Economic Cooperation and decided to establish this Business
Council. I became co-chair on the Turkish side and Arsen Ghazarian
is my colleague on the Armenian side respectively.

How many members belong to TABDC, from which countries and sectors
do they come?

Our members prefer not to publish their names and companies, because
in this case Azerbaijan would put them on their black list right away.

But I can say that we have a large number of supporters from business
councils and business people in Istanbul and Anatolia. Our members
come from almost all business sectors.

"Also Diaspora started trading" What is the TABDC’s contribution to
business opportunities between Turkey and Armenia?

We provide a significant contribution. When we initially established
the council the trade volume via the third countries added up to $
50 million, whereas nowadays the trade volume amounts to more than
$ 200 million. Furthermore, sellers and buyers got to know each
other. The most important achievement is the Armenian Diaspora
participating in the trade between the two countries. A part of
the Diaspora Armenians also support the opening of the borders
now. That way they would be able to do business themselves. While
many Turkish people formerly did not even venture to enter Armenia,
nowadays you see Turkish business people in Yerevan doing business
on different scales. It had a crucial effect on business relations
that the TABDC broke this taboo. Apart from that we receive dozens
of messages every day from business people from either countries. We
provide them with information related to their sector and introduce
them to "prospective" business partners. We are the first and still
only institution to provide that kind of service.

What are the other activities of TABDC? What is the situation in the
Armenian branch?

We are actually in charge of anything that comes to mind within the
context of Turkish-Armenian relations because there is no other real
authority that could deal with those issues between the two countries.

We have to be much more than an ordinary business group. We also
support projects such as concerts, theatres, films, or books. We guide
the Turkish and Armenian media. We introduce business people belonging
to the same sectors to each other. We work as one team together with
our Armenian branch. We are not doing anything different, we bring
everything into fruition together.

What is the current trade volume between Turkey and Armenia? How is
this going to change if the borders are opened?

Even though the borders are closed, the annual trade value reached $
200 million. Once the borders are open this figure can triple within
a short time. In particular, trade in the railway sector will start.

Shipments from the Mediterranean to the Middle East will entirely be
done via Turkey. Turkey is excluded from the transport business right
now since the borders are closed. The goods were sent via Georgia.

Now, Turkey will have this trump card in hand. This means an additional
$ 200 million revenue for Turkey.

What are the current challenges for business development between
Turkey and Armenia?

We already know that there is a business potential. However, for an
improvement we must begin with positive diplomatic relations and the
border must be opened. Visa and tax procedures should be reviewed.

These are the fields we have to work on.

What would an opening of the Turkish-Armenian border would mean to
the TABDC? Does the council support this? Which initiatives have been
launched by the TABDC for an opening of the border so far?

It has always been the TABDC’s wish and request to open the borders
ever since we have been founded. Of course we absolutely support this
process. The TABDC played an important role when this question was
initially introduced to the public. We are affiliated with diplomats
on either sides, we have very good relationships with the foreign
affairs…

Direction of trade approach What are the responses to the TABDC’s
activities in Turkey, Armenia and Azerbaijan?

The activities of TABDC are supported on either side. It is currently
problematic to turn the Council into an institution but we believe this
will be solved. We are very well aware of the fact that peace cannot
settle in this region without Azerbaijan and we keep emphasizing this.

What is the opinion of the Armenian branch on the opening of the
borders?

As the TABDC we have the same ideas in general. We do not pursue
different opinions as Turkey or Armenia. If it was like that we could
not have come together in the first place. They support the opening
of the border just like us.

Where do you see the role of trade in solving the problems between
the two countries? In your opinion, is an approach via trade possible
despite historical and political problems?

Trade is a very popular and successful field on either side. Trade
brought the two people, who used to live on the same soil, closer
together and made them meet again. We will solve historical and
political problems by converging towards each other. When people come
side by side and get to know each other and even more important,
when they can do business together, they manage very well to leave
historical and political obstinacy aside. (BM/EU/VK)

to Armenia Masaharu Kono (residence: Moscow) submitted his credentials
to President Serzh Sargsyan.

Congratulating the diplomat on his new appointment, Mr. Sargsyan said
he was interested in deepening multilateral cooperation with Japan.

Armenian leader expressed his gratitude to Japanese government for
assisting in development programs.

With regard to bilateral economic cooperation, President noted that
much was to be done in the sphere. Mr. Sargsyan also attached much
importance to RA Foreign Minister’s visit to Tokyo, noting that meeting
would help proceed with political dialogue and extend relations in
various spheres.

Japanese leader noted in turn that he would do his utmost for
consistent development of bilateral ties.

Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) and New
Jersey Republican Frank LoBiondo were joined by dozens of their House
Colleagues in urging Senate and House Appropriations Committee leaders
to maintain $48 million in U.S. assistance to Armenia, increased
aid to Nagorno Karabagh, and continued military assistance parity to
Armenia and Azerbaijan in the fiscal year (FY) 2010 foreign aid bill,
reported the Armenian National Committee of America (ANCA).

"We want to thank Congressmen Pallone and Lobiondo for leading
this bipartisan outreach to members of the State-Foreign Operations
Subcommittee – and also to express our appreciation to our friends
serving on this panel, including Nita Lowey, Adam Schiff, Mark Kirk,
Steve Rothman, and Jesse Jackson – for their work in support of the
pro-Armenia provisions in the FY2010 foreign aid bill," said Aram
Hamparian, Executive Director of the ANCA. "We are hopeful that the
conference committee, which will be called to reconcile the Senate
and House versions of this legislation, will approve the higher
House figures for aid to Armenia and Nagorno Karabagh, endorse the
House’s decision to maintain military aid parity between Armenia and
Azerbaijan, and support the House language reaffirming Section 907
of the Freedom Support Act."

Earlier this year, both the House and Senate adopted their versions
of the FY 2010 foreign aid bill, with the House adopting higher
figures for Armenia and Nagorno Karabagh and including new language
reaffirming Section 907 restriction on U.S. assistance to Azerbaijan,
due to that country’s ongoing blockade of Armenia.

In an October 26th letter to the Chairs and Ranking Republicans of the
Senate and House foreign aid subcommittees, the House Members cited the
"approximately $680 million loss resulting from the Russia-Georgia
conflict. We are reminded that Armenia provided humanitarian,
diplomatic and economic assistance to Georgia, facilitated the safe
transit for U.S. and international officials, and helped rebuild
damaged Georgian infrastructure."

In expressing its support for $3.45 million in military assistance
to Armenia, the Congressional letter stated: "Armenia’s cooperation
in anti-terrorism efforts and its deployment of forces to both Iraq
and Kosovo are pivotal to U.S. interests. Armenia has entered into a
NATO Individual Partnership Action Plan (IPAP) and has worked closely
with both NATO and the Defense Department on a range of bilateral
and multilateral agreements, joint training programs, and military
exercises."

situation in South Caucasus, Caucasus Institute Director, politologist
Alexander Iskandaryan told a news conference in Yerevan.

"Establishment of Armenia-Turkey relations will signal serous changes
in the region. Obviously, the role of a Georgia as a transit country
will be diminished and some of projects planned subjected to risks,"
Alexander Iskandaryan said.

According to him, Iran’s presence in the region will become more
significant. Azerbaijan’s position will considerably weaken in case
of Yerevan -Ankara ties normalization, the politologist noted.

During the press-conference in Izmir, Consulate General of Azerbaijan
in Istanbul, Sayad Aran, said that brotherly relations between Turkey
and Azerbaijan are undermined by U.S. "Those U.S.-based forces that
hinder strengthening of Turkey and Azerbaijan, intensively work at
exacerbating of relations between Azerbaijan and Turkey. We shouldn’t
give them that opportunity."

This statement made by former writer is curious as so far it was
assumed that "those destructive, undermining forces" are from Russia
and their chief goal was to consulate Azerbaijan and Russia. And
surprisingly, the Azerbaijani diplomat blames U.S. now.

"In fact, that is exactly U.S. the state which makes major efforts
for reconciliation between Armenia and Turkey and opening the border.

Washington especially insists that Turkey abandoned preconditions
related with Karabakh."

Musavat.com comments this situation saying that there are reasons to
think so, however, it’s quite curious that such a statement is made
by a diplomat.

Turkish State Minister and Deputy Prime Minister Bulent Arinc, in
his part, said that Russian forces are interested in exacerbating of
relations between Azerbaijan and Turkey.

"There are forces which wish to create difficulties in the relations
between Azerbaijan and Turkey. We have information about such
activities in Azerbaijan," he told journalists after meeting of the
Government of Turkey and pointed that he is "upset by Azerbaijan’s
position related with recent developments."

"Everyone knows that there are forces in Azerbaijan which are
interested in closing-in with Russia and estrangement from Turkey.

Despite this, however, we believe that Heydar Aliyev’s son and
successor Ilham Aliyev will be more attentive to Turkey," said Bulent
Arinc adding that "Baku will account if Azerbaijan continues its
negative relation to Turkey."
