RA Minister of Finance Tigran Davtyan, Economy Minister Nerses
Yeritsyan, Chief of RA Government Staff David Sargsyan, Adviser to
RA Premier Aram Gharibyan, Deputy Finance Minister Vardan Aramyan,
Deputy Transport and Communications Minister Artashes Avetisyan,
Deputy Culture Minister Arev Samuelyan, First Deputy Head of State
Revenue Committee Karine Minasyan submitted applications to join
Republican Party of Armenia, RPA Press-Secretary Edward Sharmazanov
informed NEWS.am.

According to him, Nov. 28 RPA convention will be held where the
board of the party-chairman and executive body will be elected. The
frontrunner of the elections is RA President Serzh Sargsyan. The board
consists of 12 members, however Sharmazanov did not rule out that
this number is likely to change, particularly party’s constitution
does not include restrictions on this point. Most probably, RA Prime
Minister Tigran Sargsyan and Mayor of Yerevan Gagik Beglaryan will
be among the new members of the party.

The Turkish government’s decision to open the border with Armenia
contrary to Baku’s interests could cost Turkey the loss of Azerbaijan,
an Azeri presidential administration official said.

"The policy, pursued by Azerbaijan, has never challenged Turkey’s
interests. We, too, want Turkey not to go against Azerbaijan’s
interests. But if it does, this government will lose Azerbaijan,"
Ali Gasanov, a senior presidential advisor, told representatives of
the Azeri and Turkish communities in Germany on Saturday.

Azerbaijan does not oppose the opening of all borders in the region,
he said. But this must only be done after Armenian troops pull out
from Azeri territory, Gasanov said.

YEREVAN, NOVEMBER 24, NOYAN TAPAN. Until the passions calm down
in connection with the Armenian-Turkish protocols in Armenia the
authorities are not going to sign any document to avoid a strong
wave of protest and power shift. RA NA Zharangutiun (Heritage)
faction member and Board Chairman of the party of the same name
Armen Martirosian expressed such an opinion at a November 24 press
conference. Speaking about the negotiations on settlement of the
Nagorno Karabakh conflict he said that according to his information,
the issue of returning the liberated territories to Azerbaijan is
discussed, at that, all territories except Lachin corridor should
be ceded. "Zharangutiun is against such an approach," the deputy
declared adding that the liberated territories are Karabakh’s
"integral part and only the NKR authorities are able to solve the
problems of delimitation."

Speaking about the RA 2010 draft state budget A. Martirosian mentioned
that "it has nothing in common with real life." According to his
estimation, Prime Minister’s last speech on the state budget was
well-composed but it repeated the theses of the New Year speech.

According to A. Martirosian, there is an apprehension that the
provisions of Prime Minister’s speech will remain on paper and will
not be moved to the practical sphere. "Though the government says that
it will continue paying attention to the social sphere, nevertheless
no increase of salaries is expected next year," the Zharangutiun
representative said. Besides, in his words, the government pins
its hopes on the mining sphere and monetary transfers received from
abroad, while the very two spheres first of all suffer from economic
fluctuations and the whole economic system is damaged.

On November 21-22, Yerevan will host Armenian Cup Tournament
(including Kata and Docando championships), organized by RA Full
Contact Karate Federation.

Over 400 sportsmen participated in November 21 championship.

According to RA Full Contact Karate Federation president Hayk
Vardanyan, the increased number of Docando fighters was registered
over the year 2009.

International Full Contact Karate Federation president Gor Vardanyan
gave high assessment to tournament arrangement and qualification of
sportsman participating.

Young sportsmen above the age of 6 qualify for ëata championship.
Championship winners over 10 will be accepted for Grand Ship
participation, Gor Vardanyan’s sports school director Karen Karapetyan
told a PanARMENIAN.Net reporter.

Bonus prize of $1000 will be awarded to Grand ship winner.

The All Armenian fund raise aimed at restoration of Shoushi is going
on in Artsakh. According to the information received from the
republican headquarters regulating the action, by 17.00 o’clock on
November 20, at the corresponding account opened in "Artsakhbank" by
"Hayastan" All Armenian Fund 2mln 298 thousand 346 drams were
transferred. The size of the declared amount formed 79 mln 579
thousand 215 drams, and the number of donators 33 thousand 91 persons.
The republican headquarters on national donation appeals to the
people of Artsakh to actively participate in the current action for a
common cause of socio-economic progress of the NKR.

introduced to Madrid Principles on Karabakh conflict settlement,
it is necessary to believe him, FM Edward Nalbandyan told a joint
news conference with his Lithuanian colleague Vygaudas Usackas.

"Probably, those document should have been introduced to official
Stepanakert by OSCE MG rather than Armenia," said Nalbandyan.

Commenting upon Azerbaijani side’s statement on Azeri refugees’
return issue being included in negotiation agenda, Armenian FM said,
"The issue in broader context – I mean the return of over 400 Armenian
refugees – may be resolved after final settlement of Karabakh conflict
when the country has relevant security guarantees. "

RA public prosecutor’s office accuses "Sagl" company of underpaying
AMD 371 million to state budget, considering accusation for major
tax evasion well grounded.

According to preliminary investigation, within 2006-2008, S. Markosyan
was supplying products and materials to 15 business entities, violating
RA laws on VAT and income tax and registering distorted data.

An accusation was brought against S. Markosyan in accordance with
part 2, art .205 of RA Criminal Code, RA public prosecutor’s office
official website reported.

format", Russian Foreign Minister Sergey Lavrov said in a press
conference after meeting with his Kazakh counterpart Kanat Saudabaev.

France will no more take refugees from Armenia, Turkey and Serbia. This
decision was made in the French Office for the Protection of Refugees
and Stateless People (OFPRA) based on the fact that the mentioned
states are already safe for living, CNNTurk reports.

Thus, all citizens from these countries applying for asylum will be
rejected and applications studied more thoroughly. According to the
source, Georgia was excluded from the list of safe countries.

The refugees’ issue was included in the agenda upon the demand of
Turkish Youth Party leader Cem Uzan who also claimed political asylum
in France.

Yerevan (Yerkir) – ARF Bureau representative Hrant Margaryan delivered
a speech at the rally that was held in Paris on November 15 against
the Armenian-Turkish protocols. The event was organized by the ARF
and the Ramkavar Party.

Margaryan explained why the party first joined the ruling coalition
and then left it, saying that the ARF’s concerns that the ruling
coalition could shift from the national course eventually came true.

Margaryan then criticized a recent speech made by the Armenian National
Congress leader Levon Ter-Petrosyan.

"The balanced stance of the ARF in the Armenian-Turkish relations,
as well as the political steps that followed, have put the Armenian
Pan-National Movement in a desperate state," Margaryan said.

Margaryan concluded his speech by saying that the ARF will fight on
against the protocols.
