Turkish Foreign Minister Ahmet Davutoglu said the substance and
spirit of the protocols between Turkey and Armenia for normalization
of relations should be protected, reports Anadolu Ajansi.

Commenting on the Armenian Constitutional Court’s verdict on the
protocols at a press conference in Ankara Friday, Davutoglu said it
was natural for the Armenian court to elaborate on the protocols’
compliance with the Armenian constitution, adding, however, that
preservation of the substance and spirit of the protocols, was what
really mattered for Turkey.

"Restrictions on the protocols, attempts to divide them and give
precedence to certain parts over others, does not suit the substance
and spirit of these protocols," said Davutoglu.

He said Turkey set out with the perspective to normalize relations
with Armenia and displayed a strong political will to conclude the
process expressing Turkey’s expectancy from Armenia to be loyal to
the protocols.

Davutoglu said he communicated Turkey’s concerns to his Armenian
counterpart Edward Nalbandian over the phone. He said Nalbandian
reassured him that the court’s decision did not change what Armenia
agreed in the beginning.

"However, we expect to hear more unequivocal and clear statements on
this issue," said Davutoglu.

Davutoglu said he would call U.S. Secretary of State Hillary Clinton
and talk to Switzerland, who is mediating the talks, to voice Turkey’s
concerns.

Has the Constitutional Court of Armenia thrown a spanner into the
works of the "Zurich Protocol’s" that aim to normalize ties between
Armenia and Turkey? There are those on both sides who think (and hope)
so; and yet there are those think (and hope) that this is not the case.

The bottom line is that the court decided the protocols in question
are in compliance with the Constitution of Armenia. It added no
qualification to the key sentence spelling out this final decision.

But it still confused minds; because it hitched some conditions to the
protocols in the six-page text it issued later explaining the details
of its decision. Most notably, it declared that nothing done under
these protocols could violate Article 11 of the Armenian Declaration
of Independence.

That article makes it a duty for Armenia to try and get the world to
accept the events of 1915 as genocide. This angered Turkey, of course,
which said, "It violated the spirit and letter of the protocols."

Officials on the Turkish side were quick to point out that the
protocols foresee the establishment of an independent panel of
historians to look into the events of 1915.

They added that the court’s ruling prejudges what independent
historians may say.

As an aside here, it must be said the attempt by both sides to force
a particular interpretation of 1915 on each other is a dead-end-street.

No matter what an independent panel of historians say – and it is
unlikely they will come up with one view on the matter – Armenia will
not stop claiming a genocide happened.

Neither will Turkey stop denying that such genocide occurred. If
there is anyone on either side who believes that the process foreseen
in the protocols will finally and definitively vindicate one side
or the other as far as this complex historical issue is concerned,
they are dreaming.

The best that a panel of historians can do – and it must remembered
this is not a court panel – is provide as much information and
explanation about what happened in 1915. That way those who are
concerned with this historic matter can come out with their own views
on those events and the context in which they took place.

The Armenians side believes, of course, that this will "obfuscate" a
historical fact. For many on the Turkish side, however, what comes out
will not be "obfuscation" but "clarification" and "contextualization."

At any rate, there can be no end to this discussion.

To return to the main subject, Turkey says now the protocols have been
"wounded" because of the ruling of Armenia’s Constitutional Court. It
has not, however, declared the protocols "dead." But the whole question
is in a vacuum.

It is not clear if the court said the protocols are in compliance with
its constitution, and therefore their texts can stand as they are, or
if it said that the text will have to be changed following this ruling.

It is, of course, the texts of these protocols that are important
for the world at large. Both sides had, after all, poured months of
efforts, under the auspices of Switzerland, to work out its extremely
careful wording.

Compliance or non-compliance by the sides will therefore be ultimately
determined according to these texts, whether they are ratified and
enter the body of international law.

The protocols basically incorporate a detailed outline for establishing
not just diplomatic ties but also normalizing relations in every
sphere of human activity, according to a set of principles and
certain timetables.

If the court is now calling on the texts to be revised, then this
will effectively deem the protocols null and void and negotiations
between Turkey and Armenia will have to start from ground zero (if
indeed they can at all).

Whether the Yerevan government wants to go that way is an open
question. The court’s decision also shows it, too, was caught between
a legal and a highly emotional political issue, but could not openly
risk returning the Turkish-Armenian process to ground zero.

It is clear, however, that these protocols are not moving. There is a
tangible reluctance and reserve on both sides in this respect. The
Recep Tayyip Erdogan government is not blameless either having
effectively slapped a "Karabakh condition" on the ratification of
the protocols by the Turkish Parliament.

Erdogan boasts that "his government is one step ahead of the Armenian
government," having sent the protocols to Parliament for ratification.

He argues that the rest is up to Parliament now.

In the meantime he keeps insisting that it is unlikely that Parliament
will ratify the protocols, unless there is movement on the Karabakh
front to Azerbaijan’s advantage.

This is completely disingenuous.

Erdogan is playing to the political gallery because he knows there
is serious opposition in Turkey to the protocols. If he wanted to
show real leadership, however, he could guide his party, which has
a majority in Parliament, to vote for the protocols without delay.

Some argue, of course, that many of Erdogan’s own deputies would vote
against the protocols given the sensitivity of all issues related to
Armenia and Armenians. If so, that begs an even bigger question. Why
did the Erdogan government initiate this process in the first place
then if it was not going to be able to complete it?

In the meantime, the confusing ruling of the Constitutional Court has
given a fresh argument for those in Ankara who are reluctant about
the Turkish-Armenian process.

Neither does there seem to be extreme enthusiasm in Yerevan over
the issue.

The government there has said it will only endorse the protocols if
the Turkish Parliament does and hence the current stalemate. It also
appears to be doing little to support the protocols in public against
harsh opposition and criticism.

Put openly, there is no will in Ankara or Yerevan at the present time
to find a way to move forward in their ties. If there was, that way
forward would be found regardless of the difficulties.

AND SPECIAL PROJECTS COORDINATOR

GLENDALE, CALIFORNIA – The Armenian National Committee-Western
Region (ANC-WR) is pleased to welcome long-time community activists
Tamar Yardemian Baboujian and Lerna Kayserian Shirinian to the ANC-
WR team as they gear up to meet the challenges of 2010 and beyond.

"The ANC is thrilled to have Lerna and Tamar join the ANC team as
full time staff," stated ANC-WR Chairman Vicken Sonentz-Papazian,
"Our latest additions bring an impressive resume of dedication,
skill and service in advancing the interests of the Armenian
American community and the Armenian Cause.

As the new Special Projects Coordinator, Mrs. Baboujian brings with
her nearly two decades of community activism. A member of the
Armenian Youth Federation – Western Region since the age of 8, she
served on numerous Central Committees as well as Executive member
of the San Fernando Valley Sardarabad Chapter. Mrs. Baboujian has
also attended AYF Summer Camp for 15 years, both as camper and
counselor.

Mrs. Baboujian is a graduate of the University of California –
Irvine with a degree in Studio Arts, Photography. Following the
completion of her undergraduate education, she received her
master’s in Public Policy from the University of Southern
California, with an emphasis in nonprofit management and
leadership.

"I am excited to continue building on past accomplishments of the
ANC-WR and working hard to advance the interests of the Armenian
American community," said Baboujian.

As the new Government Relations Director, Mrs. Shirinian brings
many years of hands-on experience in community and political
activism. She has been involved with the ANC-WR for nearly a
decade, serving both on the ANC Professional Network Executive
Committee and the ANC-WR Board of Directors. Mrs. Shirinian also
served as a Field Deputy for State Assemblymember Anthony
Portantino (D-44), where she advised the Member on immigration,
child care and foster care issues and was the point of contact for
outreach to the Armenian American community.

A graduate of the University of Southern California, Mrs. Shirinian
received her degree in Political Science, with an emphasis on Peace
and Conflict Studies. During her undergraduate years, she served as
an intern at Human Rights Watch in Los Angeles and in Armenia at
the Armenian Center for National and International Studies.

"I look forward to taking my activism to the next level as
Government Relations Director," said Mrs. Shirinian. "I am proud to
serve in this position and look forward to working with our elected
officials to advance our community’s Hai Tahd agenda."

The Armenian National Committee – Western Region is the largest
Armenian American grassroots community organization in the Western

Martirosyan, 23, (USA) spent his 27th professional fight and by a
unanimous decision of the judiciary won a victory over the former
world champion, Ugandan Kassim Ouma at the Hard Rock Hotel-Casino in
Las Vegas (US) on January 17.

It was one of the best fights in Martirosyan’s career. The Freddie
Roach trained Martirosyan, a 2004 Olympian, mixed his shots, moved
smartly, and stayed focused on the way to a unanimous decision. The
scores were 97-92, 97-93, 97-93.

Beating Ouma, the Armenian boxer, defended his NABF and NABO titles.

Vanes Martirosyan is an Armenian professional boxer in super middle
weight. In professional boxing he held 27 fights, and in all the
battles won victory (17 KOs). NABF and NABO title holder. His family
moved to Glendale, CA, when he was four years old, he started boxing
when he was seven. Martirosyan was taken out of junior high school by
his father and became home-schooled when it was obvious that he needed
to keep his son’s fighting confined to the ring. In 2004 by winning
a match against Haiti’s Andre Berto in the 1st AIBA American 2004
Olympic Qualifying Tournament in Tijuana, Mexico he secured a spot in
the US Olympic Team. He represented the U.S. at the 2004 Olympics as
a Welterweight. He finished his amateur career with 120 wins, and 10
losses. All losses except to Nick Casal and Aragon, have been avenged
in rematches. At the age of 20, he turned professional at 154 pounds
with Top Rank (of Bob Arum). Vanes is co-managed by Shelly Finkel,
who also manages or advises IBF super middleweight world champion Jeff
Lacy, former world champions Manny Pacquiao and Fernando Vargas, and
others. Vanes was trained by Freddie Roach. , who was voted 2003 and
2006 Trainer of the Year by the Boxing Writers Association of America.

He later switched to Ronnie Shields and won his last fight with
Dan Wallace by a knockdown, at the first round. At the beginning of
February 2008 he is 19-0. On January 4, 2008, Super Welterweight Vanes
Martirosyan won a 6 round unanimous decision versus Clarence Taylor.

Judges Lou Filipo, Max DeLuca and Marty Denkin scored 60-54, for
Vanes. In his latest fights, Vanes beat Billy Lyell (18-7, 3 KOs),
Harrison Cuello(18-9-2), and Andrey Tsurkan (26-4-0). Vanes was the
victor in all of those fights staying undefeated. On December 19,
Vanes defeated WIllie Lee fighting out of New Orleans by way of
knockout in the 3rd round. Vanes advances to a record of 26-0.

Kassim Ouma is a boxer from Uganda. Former IBF Heavyweight. In
professional boxing held 35 fights, 26 victories (7 KOs), 7 fights
were lost (1 KO).

January 17, 2010 NKR President Bako Sahakyan received OSCE MG
U.S. Co-Chair Robert Bradtke and accompanying him officials, NKR
Presidential Press Service informed NEWS.am.

Issues on the current stage and prospects of Azerbaijan-Karabakh
conflict were discussed at the meeting.

President Sahakyan outlined that the position of official Stepanakert
on the settlement of relations with Azerbaijan remains unchanged. The
conflict cannot be settled in the absence of a direct dialogue between
Azerbaijan and Artsakh. Within this context, Sahakyan noted Azerbaijan
should refuse non-constructive and aggressive approaches. At the
same time the President underlined that independence and security of
Artsakh are not subjects to any speculations and any attempt to ignore
this will make impossible comprehensive settlement of the conflict.

Robert Bradtke in his turn underlined that any scenario of military
solution to the conflict is absolutely unacceptable.

Armenia-Turkey relations were discussed at the meeting as well. It
was mentioned that Armenia-Turkey and Azerbaijan-Karabakh relations
were separate and unrelated processes.

accredited to the Holy See on Monday morning for what some call `the
state of the world address.’ Gathered in the Sala Regia of the
Apostolic Palace, the diplomats to the Vatican heard a message that
reiterated the Pontiff’s hope for a new consciousness that pursues
peace in the world through the protection of creation.

The Pontiff also referred to a number of successes in reaching
peaceful agreements in 2009 in various nations of the world, notably a
rapprochement between Columbia and Ecuador and re-established
diplomatic relations between Armenia and Turkey.

«I am pleased by the accord between Armenia and Turkey for the
re-establishment of diplomatic relations, and I express my hope that,
through dialogue, relations will improve among all the countries of

The protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by
Armenian Foreign Minister Edward Nalbandian and his Turkish
counterpart Ahmet Davutoglu on October 10, 2009, after a series of
diplomatic talks held through Swiss mediation. On January 12, 2010,
the Constitutional Court of the Republic of Armenia found the
protocols conformable to the country’s Organic Law.

HIGHLIGHT: RUSSIAN FOREIGN MINISTER SERGEI LAVROV VISITED YEREVAN,
ARMENIA; Foreign Minister Lavrov: Armenia is Russia’s strategic
partner and ally.

President of Armenia Serj Sargsjan received Russian Foreign Minister
Sergei Lavrov, yesterday. Lavrov met with his Armenian opposite number
Edward Nalbandjan as well. The two ministers called the bilateral
relations quite cordial. Indeed, Armenia is the first country the
Russian foreign minister is visiting this year. "Armenia is our
strategic partner and ally," Lavrov said.

Nalbandjan in his turn praised Russia and its leadership for
"incessant efforts to facilitate Nagorno-Karabakh conflict
resolution". He pointed out that the process continued at a steady and
quite intensive pace, considering that the presidents of Armenia and
Azerbaijan had met on nine occasions in 2009. "There is no stagnation
in the process indeed," Lavrov agreed. He added that Russia was
promoting no objectives within the context of Karabakh conflict
resolution efforts save for that of finding a solution to the problem
that would suit the peoples of Armenia and Azerbaijan. Lavrov said as
well that the opinion of Karabakh population had to be taken into
account in the work on the legally binding peace treaty. "Exactly how
it is to be taken into account will have to be discussed, of course,"
he said.

The hosts in the meantime thanked Russia for support of the Armenian
efforts to normalize relations with Turkey. "The sooner they are
normalized, the better," Lavrov said. He said that when Armenia and
Turkey were "ready", Russia would be happy to promote this
normalization through realization of infrastructural projects.

Lavrov denounced the assumption that his trip to Yerevan had anything
to do with Turkish Prime Minister Recep Tayyip Erdogan’s visit to
Moscow. "Matter of fact, the date of my visit here had been set over a
month ago and the Turkish premier expressed willingness to come to
Moscow just a few days ago. Believing that they are connected is like
believing that there is a connection with the recent earthquake."

Neither did official Moscow perceive any connection between Karabakh
conflict resolution efforts and the process of the Armenian-Turkish
normalization, Lavrov said.

Speaking of the Armenian-Turkish protocols on establishment of
diplomatic relations and normalization of bilateral relations,
Nalbandjan announced that procedures of parliamentary ratification in
Armenia were more complicated than in Turkey where the protocols had
been submitted to the parliament for ratification in October 2009. In
Armenia, ratification by the parliament is to be preceded by the
verdict of the Constitutional Court the documents are submitted to for
verification. The Armenian Constitutional Court verified the protocols
as legitimate earlier this week. "It ruled that the protocols comply
with the Constitution," Nalbandjan said. "That was a signal to
Turkey." The minister added that it was the Turks’ turn now and that
they should facilitate the proceedings.

Iran, Russia, Armenia to hold joint meeting in Yerevan

Moscow, 16 January: Armenian Minister of Transport and Communication
Gurgen Sargsyan met with the Iranian ambassador to Yerevan and stated
that a trilateral meeting among Iran, Armenia and Russia will be held
late January in Yerevan to discuss the construction of Iran-Armenia
railway.

IRNA news agency quoted Armenian prime ministers office as reporting
Saturday [that in the meeting between Sargsyan and Ali Saqqa’ian, the
Armenian official pointed out that last April an MOU was signed
between the two countries to build a railway.

He added that the cost of the railway was estimated to be 1.4 billion
dollars of which Iran said it would pay 400 million dollars.

Armenian prime ministers office reported that the Iranian ambassador
expressed Iran’s firm willingness to construct highways in Armenia,
adding that Iranian banks are keen to finance transportation projects
in that country.

Education as the Attorney General of Massachusetts

BOSTON, Mass.-Massachusetts Senate candidate Martha Coakley’s pledge
to advocate on behalf of the views and values of the Bay State’s
vibrant Armenian American community was welcomed today by Armenian
National Committee of Massachusetts chapters.

Coakley, who currently serves as the Commonwealth’s Attorney General,
