Intel and AMD corporations intend to release six-core processors in
the first half of 2010, Digitimes reports referring to sources from
motherboard makers.

Six-core desktop processors named Gulftown Intel will be launched in
March end. The first will be Core i7-980X costing over U.S. $1000.

AMD will release six-core desktop processors the Phenom II X6 1075T,
1055T and 1035T in May.

These are not first six-core processors produced by Intel or AMD.

Earlier Intel released Xeon processor in September 2008, whereas AMD –
Opteron in the middle of 2009, lenta.ru reports.

Turkey has appealed to the United States and Switzerland, the official
mediator between Ankara and Yerevan, to give written clarification
on the Armenian Constitutional Court’s recent decision on the
Armenian-Turkish Protocols.

"We will try to find a solution on the legal ground," said a Turkish
official, reports Hurriyet Daily News.

Turkey hoped to begin talks with Switzerland and the United States
to get legal clarification that the recent decision of the Armenian
court will not prevent a debate between Ankara and Yerevan on the
recognition of the Armenian Genocide.

"We can set up a commission of historians that can talk about
everything on the 1915 events, yet cannot discuss whether it was
genocide or not because the Armenian court ruled this is not an issue
open to discussion," said a Turkish official.

"We immediately asked for clarification from Armenia, the United
States and Switzerland," said the same official. Switzerland was the
mediator during last year’s talks between Turks and Armenians.

"We have asked Switzerland to give us a written guarantee," said the
Turkish official. Although the Swiss were unwilling to give the written
guarantee, the concerned sides decided to continue the dialogue.

"We will talk to Switzerland and the U.S. and try to find a solution
on legal grounds," the official added.

Armenian UN Association under the high auspices of the World Federation
of United Nations Associations (WFUNA) and with the assistance of
the UN Armenia House will take place in the UN Conference Hall on
January 29, 2010. The whole contribution through the WFUNA will be
addressed to the UN Central Emergency Response Fund (UNCERF) which
will be addressed for relief in Haiti.

The 2010 Haiti Earthquake was a catastrophic magnitude 7.0 Mw
earthquake centered approximately 25 kilometers (16 mi) from
Port-au-Prince, the capital of Haiti, striking at 16:53:09 local time
(21:53:09 UTC) on Tuesday, 12 January 2010. The earthquake occurred
at a depth of 13 kilometers (8.1 mi). The United States Geological
Survey recorded a series of aftershocks, fourteen of them between
magnitudes 5.0 and 5.9. The International Red Cross estimated that
about three million people were affected by the quake, and Haitian
authorities believe that up to 200,000 could be dead, exceeding
earlier Red Cross estimates of 45,000-50,000 people killed.

Real IP resource (real, public IP) addresses runs out, Armenian
Datacom Company network administrator Tigran Afrikyan told
NEWS.am-Innovation. According to him, ICANN – company engaged in
distribution of IP addresses already informed that IPv4 addresses
will shrink out probably by 2012.

"In the essence the matter is settled: IPv4 will be replaced by
virtually unfailing resource – IPv6 addresses. Presently, there are
2128 networks in IPv6 field operating under IPv6 protocol, that is
each Terran can have several millions IP-addresses. However, globally
there are few people in the world who shifted to this new IP version
and Armenia in this regard is not an exception. It goes on with IPv4
addresses, whereas shifting to the new version will enable to increase
information security level, as computer connected to the Internet will
have a real IP address. Presently, computers have real and private IP
addresses. Through real IP the computers get connected to the global
network, whereas private IPs are only for internally connected ones.

The latters can be connected simultaneously to Internet through one
PC connected to global network by real IP," the IT expert said.

According to him, it is advisable for all computers connected to
the Internet to have a real IP number that enables to immediately
detect the location in case of cyber-crimes. Even in U.S.- Internet
motherland, not each computer has real IP address, as their quantity
cannot fully meet the market demand. "When Internet was created,
no one could imagine that it would be so widespread and IP would be
in deficit. Moreover, presently there are much more PCs than IPv4
addresses," Afrikyan underlined.

Many countries try to solve the issues on information security
differently, by mere controlling internet-clubs where cyber-crimes are
usually committed. "Abroad, IDs are a must to enter the internet-clubs,
and inform the hours the customers used the Internet.

This method is pretty efficient and Armenia can use it too for
information security level increase," Afrikyan concluded.

is interested in the development of tourism in Armenia, specifically,
Akhtamar Island.

As RA Chamber of Commerce and Industry CEO Araik Vardanyan told a news
conference in Yerevan, Van province Chamber of Commerce and Industry
offered to establish active collaboration in the sphere of tourism,
even before Armenia-Turkey rapprochement issue is given political
resolution.

Commenting on Armenia-Turkey border opening consequences, Araik
Vardanyan disagreed with opinion that cheap Turkish goods will littler
the Armenian market. "Armenian market is very small, so the goods,
capable of working it up have already done so. Price decrease is more
likely in case of border opening," he said, adding in this context that
product turnover between Armenia and Turkey comprises USD 300 million.

As Araik Vardanyan informed, in February 2010, RA Chamber of Commerce
and Industry chairman Martin Sargsyan scheduled a visit to Istanbul.

During his visit, the chairman will meet representatives of a major
Turkish company in order to sign collaboration agreement.

In October, 2001 National Assembly of RA passed the Law on Chambers of
Commerce and Industry establishing for the first time in the history
of Armenia, Chamber of Commerce and Industry new legal organizational
mode, distinctly regulating Chamber of Commerce and Industry systems
(Chambers), Chamber of Commerce and Industry of the Republic of Armenia
and the Regional Chamber of Commerce and Industry (Regional Chambers)
activities. By the aforesaid Law, Chamber goal and objective subjects
included the protection of businessmen rights in the matters relating
to economic activity, coordination of interrelation between Government
bodies and businessmen, upgrading necessary business personnel,
peaceful settlement of disputes caused by businessmen and respective
organizations. The Law provides CCI RA with exclusive rights in the
settlement of business issues, including situation with insuperable
obstacle (force majeure) as well as Statement on Reliability of trade
companies. According to the Government Decree, CCI RA was granted
with a number of privileges to organize exhibitions in Armenia,
particularly, in respect of International Exhibitions and Trade Fairs,
which are organized in Armenia by the Chamber. Mainly, some batches
of goods imported to Armenia for exhibition purposes are duty free.

In April 2002, CCI RA convened its first founding meeting and in
May 2005, the second meeting was convened subsequently. The latter
provided a well-grounded evaluation on CCI RA activities for the
period covered and set objectives for future action aimed at the
improvement of business related issues, international cooperation.

In June 2005, the Law "on making alterations and supplements in the
Law on Chambers of Commerce and Industry" was adopted, providing
Chambers with a number of supplementary liabilities. Particularly,
the liability duration of CCI RA President and Regional Chambers
as well as the Presidium members was established 5 years instead of
previously decided 3 years. CCI RA Presidium has acquired the right
to express non-confidence to the President of Regional Chamber for
the violation or default of Charter requirements.

In 2006 semi annual, CCI RA and Regional Chambers held special sessions
where following the provisions of RA Law on making alterations and
supplements in the Law on Chambers of Commerce and Industry, new
edition of regulations was endorsed.

YEREVAN, JANUARY 26, NOYAN TAPAN. The Unites States welcomed the RA
Constitutional Court’s ruling that the Armenia-Turkey protocols do not
conflict with the Constitution of the Republic of Armenia. "We view
the court decision as a positive step forward in the ratification
process of the normalization protocols between Turkey and Armenia,"
U.S. Assistant Secretary of State Philip Gordon told Radio Liberty.

According to him, "the court decision permits the protocols, as they
were negotiated and signed, to move forward towards parliamentary
ratification, and does not appear to limit or qualify them in any
way." P. Gordon expressed confidence that Turkey and Armenia "take
their commitment to the protocols seriously" and called for timely
ratification of the protocols by both countries.

It was mentioned that this repsonse of the U.S. State Department
followed a phone conversation between U.S. Secretary of State Hillary
Clinton and Turkish Foreign Minister Ahmet Davutoglu. The Anatolia
news agency reported that A. Davutoglu reiterated Turkish claims
that the RA Constitutional Court’s ruling contradicts the "essence
and substance of the protocols".

growth, 30% loan portfolio volume and 10% capital increase.

"Capital increase will be conditioned by current income index,
forecasted to comprise AMD 2 billion," Ameriabank director general
Artak Anesyan told a news conference in Yerevan.

At the same time, he added that in 2010, the bank will keep the level
of non performing assets in total loan portfolio at 1% -2%. As of
December 31, 2009 NPL comprised 0.17 % of the total loan portfolio.

Ameriabank subsidiary chain expansion is scheduled in 2010. New
subsidiaries will be opened in Dilijan, Vanadzor or Gyumri, as well as
in the centre of Yerevan. "The subsidiary will be servicing physical
persons. An increase in physical person’s number among bank’s clients
was observed in 2009, and we expect similar growth rate this year,"
Artak Anesyan noted.

In 2009, Ameriabank launched subsidiaries in Yervan, Karabakh and
Kajaran.

Ameriabank CJSC is am investment bank offering various package
services. Being a strategic partner of Moscow-based Troika Dialog
since August 2007, the bank has two branches in Yerevan, one in
Kajaran and one in the Nagorno Karabakh Republic.

Dashnak official warns of war if Azeri, Armenia talks fail

A deadlock in peace talks between Armenia and Azerbaijan might lead
to new conflicts in the region, warned a senior official from the
far-right Armenian Revolutionary Federation, or Dashnaktsutyun Party.

While praising the international negotiators for their active role in
talks, Giro Manoian said that neither Armenia nor Azerbaijan now desire
to engage a new war. His warning came a day after the presidents of
Azerbaijan and Armenia held their fifth meeting for a peace agreement
in the Russian resort city of Sochi, as Moscow pushes the sides to
resolve their longstanding conflict over the Nagorno-Karabakh region.

Nagorno-Karabakh is an enclave in Azerbaijan that has been occupied
by Armenian forces since the end of a six-year conflict that left
about 30,000 people dead and 1 million displaced before a truce
was reached in 1994. The region’s unilateral independence is not
recognized by the international community. The presidents of Armenia
and Azerbaijan have been negotiating on the issue under the OSCE,
but little progress has been made in the talks.

When reminded of the positive picture drawn on the solution to the
Karabakh problem in previous months, Manoian said he believed that
was done to mislead the public. He also said that Turkey perceived
the Karabakh problem differently than Russia, the United States
and other Western nations. "When a solution to the Karabakh problem
is mentioned, Turkey perceives it as returning the whole Karabakh
to Azerbaijan. However, Russia and the United States are aware of
the sensitivity of the problem," he told the Hurriyet Daily News &
Economic Review in an e-mail interview.

Armenia’s Constitutional Court recently published a decision affirming
the constitutionality of the protocol, angering Ankara because the
decision stipulated that the agreements must not violate a part of
Armenia’s declaration of independence that calls for recognition of
the deaths of Armenians in 1915 as "genocide."

According to Manoian, Turkey has tried to use the court’s ruling
for its own good. "[Turkey] is not genuine on normalizing ties with
Armenia. It is trying to build an image of a country that moves toward
consensus. That is all."

recorded only one draw. Anna Hayrapetyan and Narine Gasparyan
signed a peaceful alliance. Lusine Karapetyan took victory over
Naira Movsisyan. Siranush Andriasyan took a victory over Varduhi
Kalashyan, Lia Martirosyan over Anahit Kharatyan and Ani Khachatryan
over Marianna Gasparyan.

Thus, after the 4th round the tournament list lead Lia Martirosyan
and Siranush Andriasyan with 3 points each. They are followed by
Ani Khanamiryan, Lusine Karapetyan and Narine Gasparyan. Marianna
Gasparyan and Anahit Kharatyan are in the 6-7 places with2 points
each. Anna Hayrapetyan has received 1.5 points and Naira Movsisyan
1 point. Varduhi Qakashyan has no points yet and is on the bottom of
the tournament list.

Le génocide de 1915 et le conflit du Haut-Karabakh ralentissent le
processus de réconciliation.

TURQUIE Les résistances turques à la reconnaissance du génocide de
1915 continuent d’entraver le rapprochement entre la Turquie et
l’Arménie. Une référence indirecte à ce pan sombre de l’histoire par
la Cour constitutionnelle arménienne a déclenché la colère d’Ankara,
qui juge qu’elle « altère l’objectif et l’esprit des protocoles »,
signés en octobre par les deux pays afin de normaliser leurs
relations.

Le 12 janvier, la Cour a validé ces accords, tout en mentionnant un
article de la déclaration d’indépendance de l’Arménie qui soutient «
les efforts pour la reconnaissance internationale du génocide arménien
(…) dans la Turquie ottomane et en Arménie occidentale ».

Le premier ministre turc a estimé que cette mention des massacres
commis par l’Empire ottoman, dont la Turquie nie le caractère
génocidaire, était « inacceptable ». La réconciliation entre Ankara et
Erevan « sera remise en cause à moins que cette erreur ne soit
corrigée », a déclaré cette semaine Recep Tayyip Erdogan.

« La Turquie exagère »

à l’automne dernier, Arméniens et Turcs avaient franchi un pas
important pour mettre fin à près d’un siècle d’inimitié en s’engageant
à établir des relations diplomatiques, à rouvrir leur frontière
commune et à mettre en place une commission d’historiens. Mais, plus
de trois mois après leur signature, les accords n’ont toujours pas
franchi la dernière étape indispensable à leur entrée en vigueur et
attendent d’être approuvés par les Parlements des deux pays.

L’enlisement de la dynamique enclenchée en octobre est essentiellement
dû à la partie turque, qui a clairement conditionné la ratification Ã
des progrès dans les négociations sur le Haut-Karabakh, une province
azerbaïdjanaise à majorité arménienne et occupée par Erevan. Mais ce
conflit, hérité de la chute de l’URSS, est gelé. Un accord de paix
n’est pas espéré à court terme et aucune avancée substantielle n’est
attendue lors de la rencontre, le 25 janvier, entre les chefs d’Ã?tat
arménien et azerbaïdjanais, qu’a préparée le groupe de Minsk
(coprésidé par la France, les �tats-Unis et la Russie). En choisissant
de soutenir l’Azerbaïdjan, son allié turcophone et surtout l’un de ses
principaux fournisseurs de gaz, Ankara se retrouve donc bloqué. La
semaine dernière, à Moscou, le premier ministre Vladimir Poutine a
profité d’une visite de son homologue turc pour désapprouver les
exigences d’Ankara de subordonner la normalisation de ses relations
avec l’Arménie au sort de l’enclave disputée, jugeant cet « unique
paquet » fortement contre-productif.

« La Turquie exagère car le protocole avec l’Arménie ne fait pas
référence au Karabakh », commente Aybars Görgülü, coordinateur des
recherches turco-arméniennes à la Fondation turque des études
économiques et sociales. Le gouvernement turc utilise la décision de
la Cour arménienne « comme une excuse et cherche à faire porter la
responsabilité du blocage du processus à l’Arménie », selon ce
spécialiste. L’équation se complique d’autant plus pour Ankara que le
24 avril, date de commémoration des massacres de 1915, se profile et
que, à cette période de l’année, la diaspora arménienne fait
traditionnellement pression sur l’Administration américaine pour
qu’elle reconnaisse le génocide.
