Chairman of the Interdepartmental Commotion coordinating Armenia’s
cooperation with European countries, Secretary of the National Security
Council of Armenia Arthur Baghdasaryan received Representative of
the EU Directorate on Foreign Relations Aily Rybuls and the Head of
the EU delegation to Armenia Raul de Luzenberger.

The interlocutors discussed issues related to Armenia-EU cooperation.

Arthur Baghdasaryan noted that "the Armenia-EU Action Plan is being
successfully implemented, deep reforms are being carried out in
different spheres.

Aily Rybuls presented the plan of new institutional reforms within
the framework of the European Neighborhood Policy, which envisages
strengthening of administrative capacities of Armenia’s government
bodies ahead of the signing of the association, free trade and other
agreements.

/PanARMENIAN.Net/ Washington will host the second annual
"Armenia-Diaspora relations" forum from February 28 to March 2. The
prospects of the Armenia-Diaspora relations, challenges all Armenians
face will be in focus. The event, organized by the Policy Forum Armenia
(PFA), will bring together intellectuals, academics, politicians and
public figures. First Minister of Foreign Affairs of Armenia Raffi
Hovhannisian will address a special message to the forum participants.

The first Armenia-Diaspora forum of PFA was held on May 25, 2009 in
Yerevan. The event was attended by renowned economists from all over
the world, as well as well-known personalities from Russia, Turkey,
Ukraine and the UAE. Armenia was represented by experts in economy
and former prime ministers of the country.

Policy Forum Armenia is an independent, nonprofit organization that
aims to strengthen Armenian public policy discourse.

Armenia reduced ferromolybdenum output 3.4% in 2009 to 5,144 tonnes,
the National Statistics Service said.

Molybdenum concentrate production fell 2.4% to 8,559 tonnes, however
output grew 5.8% to 6,858 tonnes of converter copper and 23.9% to
88,339 tonnes of copper concentrate. Zinc concentrate production fell
6.4% to 6,989 tonnes.

OJSC Pure Iron told Interfax that it reduced ferromolybdenum (68%-moly)
5.7% to 2,764 tonnes and 53.3% to 16.4 billion dram (375.5 dram/$1
on Feb. 1).

Pure molybdenum (99.6% metal) output fell 47.4% to 3.3 billion dram.

The company said output fell due to the drop in world prices for
molybdenum and its alloys. The company, which is 51%-owned by Germany’s
Cronimet Mining, exports all of its output to Europe. It exported 2,874
tonnes of ferromolybdenum, up 2%, in 2009. Exports in value fell 48%
to 17.4 billion dram.

"Nobody rules Turkey, neither the Turkish nor the Kurdish. The only
thing ruling Turkey is horror," Turkish journalist Ece Temelkuran said
at Kurdish conference organized in European Parliament. Turkish Fırat
agency reported that Temelkuran said Turkish and Kurdish people need
to recognize each other better. Temelkuran deeply criticized Turkish
ruling party "Justice and Development." "The party decided to settle
Armenian and Kurdish problems which are coming from decades in a week.

The Turkish are scared of the situation they’ve created," the
journalist said adding that Turkish people are scared of having
Turkey split.

Preamble of the document on basic principles for the Nagorno-Karabakh
conflict settlement gained a common understanding of the parties. The
sides will develop their ideas and formulas for future rounds of
negotiations on items causing controversy, Russian Foreign Minister
Sergey Lavrov said after the trilateral meeting of leaders of Russia,
Armenia and Azerbaijan, Trend News special correspondent reported.

"The sides considered the specific proposals submitted by the OSCE
MG co-chairs," he added.

"There is a general understanding on the preamble of this document,"
Lavrov said. "Everyone considered existence of such a document useful,
as it provides an opportunity to talk not abstractly, but in relation
to the specific wording," he added.

"Today, the main result was an agreement on that despite ,there are
parts that are not subject to the consent of the parties, the sides
will prepare their specific ideas and formulas that will bem included
in the text," Lavrov said.

The Minister refused to specify the details of the document or at
least its preamble. "This is the subject of negotiations between the
parties," he explained.

Meeting of leaders of Russia, Armenia and Azerbaijan lasted more than
two hours. After the conversation, which took place in ski resort
Krasnaya Polyana presidents of Russia and Azerbaijan decided to make
a few runs on skis and continue informal contacts. After the talks,
President Serzh Sargsyan concluded his visit to Russia. Medvedev met
with the Armenian leader separately in Moscow last week.

Today, Sochi hosted this year’s first meeting of the presidents of
Russia, Azerbaijan and Armenia, Ilham Aliyev and Dmitry Medvedev and
Serzh Sargsyan on the Nagorno-Karabakh conflict.

Last year, the Presidents of Azerbaijan and Armenia met six times –
in Munich, Chisinau, Moscow, St. Petersburg, Prague and Zurich. The
meetings in Moscow and St. Petersburg were held in the trilateral
format.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s resolutions
on the liberation of the Nagorno-Karabakh region and the occupied
territories.

Palestinian cabinet attend Armenian Christmas celebrations in Bethlehem

Despite the inclement weather, Armenians of Jerusalem marked Christmas
through a number of ceremonies, starting with the solemn entry into the
Church of Nativity, on the 18th of January and ending on early morning of
January 19th, with an Episcopal epiphany Divine Liturgy, celebrated by His
Grace, Bishop Margos Hovhanisian. The ceremonies were presided over by His
Eminence Archbishop Nourhan Manougian, the Grand Sacristan of the Armenian
Patriarchate, who was delegated by His Beatitude Archbishop Torkom
Manoogian.

On the morning of January 18th, a motorcade of 50 cars left the patriarchate
accompanied by Israeli military and police escorts and reached the outskirts
of Mar Elias Monastery, where it was welcomed by the Mayors of Beit Jala and
Beit Sahoor and their entire town council members. After which four Israeli
cavalry policemen accompanied Archbishop Manougian’s car to the Palestinian
border, where he was received by the Mayor of Beit Sahoor and the town
council. Then the motorcade was escorted by Palestinian police motorcyclists
and cars to the Manger Square, where the Mayor of Bethlehem, Dr. Victor
Batarseh; the Governor of Bethlehem; Palestinian ministers; and the Police
Chief welcomed him. Then the procession of bishops, priests and seminarians
made their official entry into the Basilica of the Nativity Church, preceded
by Armenian scouts and their musical bands.

The Christmas Eve ceremonies started at 2:00 p.m. and ended at 6:00 p.m. In
the evening, the Armenian Patriarchate hosted a special reception, which was
held in the medieval basement building of the monastery. Once again,
President Abbas and Prime Minister Fayad were present, along with several
ministers, who arrived at 7:30 p.m. In his welcoming speech, Archbishop
Manougian dwelt on the millennial Armenian presence in the Holy Land,
thanked the Palestinian Authority for the impeccable organization of the
day’s events, and had words of praise for the wise leadership of President
Abbas. He ended his speech saying, "Our prayers will be directed to the
prince of Peace and Love, that a just and a lasting peace is established in
the region."

The President, in his turn, had warm words for the Armenian people, adding
that "we consider the Armenians as an indivisible part of this land."
Talking about his peace strategy, he said that the two people have no choice
but to pursue peace efforts.

The reception was attended by some 300 people, including dignitaries,
representatives of other churches and a sizable number of pilgrims from
Armenia, United States and Turkey.

The evening prayers started at 10:00 p.m. and the Nativity Church
reverberated with Armenian Christmas hymns. The entire midnight services
were televised by the Palestinian TV. At 11:30 p.m., His Excellency
President Abbas arrived surrounded by ministers of the Interior, Security,
Tourism, Religious Affairs and also of Antiquities. At midnight, Archbishop
Manougian, accompanied by the Palestinian officials, descended to the
Grotto, where he delivered his Christmas messages, in Armenian and Arabic.

It is noted that this year’s Christmas events were conducted with special
care and organization by the Palestinian Authorities who allocated extra
security personnel for the day, which is a testament to the important
position that the Armenian Patriarchate holds in the Holy Land.

Omaho, Nebraska, USA – It is not always every time that discussions
about New Year matter as they are this year. But when they do, those
discussions tend to improve the odds for many.

To me, the fuss goes a little something like this. Two thousand and
ten is no ordinary year for the world. Put bluntly, it is the year
the rest of the world is reloading to usher in the second decade of
the 21st century. For Africa, it is a major turning point since it
is the year the World Cup will be played on the continent for the
first time and who knows, if we shine during the games’ hosting in
South Africa the world may cede it as the African Century.

But even so, this year and the next are very pivotal for some. The
clock is ticking a little faster on the future of the African nation of
Sudan. We have reached the eleven-month warning for the two referenda
in Sudan. For the last half of a decade we the Sudanese were indulged
in what was certainly a banality to implement the comprehensive peace
in our country.

For ethnic killings in Darfur and deaths of over 2.5 million during
the north-south civil war, Sudan has earned its justifiable place on
the arc of history in terms of genocide: Armenia, Jewish Holocaust,
Rwanda, Cambodia, and Bosnia are already on the books.

The Sudan People’s Liberation Movement has over the years held up
the mirror to decades of monumental injustices in Sudan and, with
the Comprehensive Peace Agreement expected to expire in 2011, it is
needless to remind ourselves that the window is closing and it is
closing fast!

Although the SPLM, looking back on 2009, did show some spine by
thankfully becoming itself again, after closing the year with some
victory in key laws on the referenda for Abyei and Southern Sudan,
including the agreement on the Popular Consultation in Southern
Blue Nile and Nuba Mountains, too much uncertainty still exists. The
remaining laws on border demarcation are in no measure small to be
ignored given how crucial they are for the fate of both Referenda.

Some in the international community are rightly warning of the CPA
nearing a fault line. We in the South are caught wondering whether
we should focus on bucking stereotypes that are ongoing or win the
fight that is impending. First it was Egypt declaring southern a
failed state, even before the agreement affords this poor region
a chance at nationhood. Then the same declaration was picked up by
foreign actors-individuals, nations and think tanks-who exploited it
for some good and selfish reasons.

Perhaps for Southern Sudanese and all the marginalized people of Sudan,
the Biblical themes of the March around Jericho need to be summoned
during this eleventh hour when the search for freedom enshrined in
the CPA continues to be met with cascades of sabotage and ringing
opposition from the purveyors of the National Islamic Front aka the
National Congress party.

Biblical scholarship tells us that in the late Bronze Age when the
Israelites were closer to their freedom, they were faced with greatest
uncertainties as obstacles multiplied in their hour of need-their fears
almost took toll on the final journey as they saw fortified walls
of the city of Jericho, and their leader, Joshua, wondered how they
would enter the Promised Land. But God first tested the character,
faith, trust, courage and obedience of His people by ordering them
to march in silence around Jericho for 6 days and 7 times on the 7th
day. After show of faith and obedience through what was an embarrassing
and tiresome march, the greatest walls of Jericho came tumbling down,
allowing the triumphant entry into Canaan by the people of Israel.

The Bible remains the Greatest and most enduring book of all time which
has guided suffering people in moments of despair and celebrations;
it offers encouragement and we are told Moses who led the Jewish people
out of bondage used his charismatic ,assertive leadership qualities and
courage to explain to his people that freedom and laws were inseparably
linked. In the history of revolutionary politics few societies have
echoed and dared to walk in Moses’ shoes amid own tribulations.

In their decades of untold suffering, the marginalized people of Sudan
have shown great resolve by sticking with their movement and I know
they saw in their leader John Garang the same leadership qualities
that Moses had -of faith, courage and ability to inspire –and even
during his untimely passing in 2005, the wailing masses did not lose
hope because they intoned that their Joshua Salva kiir would take
them home. Those were shades of people triumphing over despair.

Despite the uncertainty before us now, people should have reasons
to hope by turning to their own inner selves and start believing in
ourselves like Israelites did in their final hour of need, and at
this journey’s end, we will realize that what we have been doing all
a long is a walk around walls of injustices—the monument to peace
walks should start in the run up to April elections and end with the
final walks on January 2011 when we march to the polls.

Owing to heritage of faith and resolve, the marginalized can plan
the 21st century Jericho March around walls of injustices in Sudan by
putting to use all modern communication devices: cell phones, media,
and Diaspora outreach to drum up support for the elections in April
2010 and step up the March leading up to January 2011.

The lesson here is it is times like these when people are tested
and I believe if we don’t allow our belief to be shaken, if we do
not allow ourselves to be distracted by forces antithetical to our
destiny, we can be certain of triumphs over tyranny and uncertainty
and guarantee freedom for the people of southern Sudan and all the
marginalized communities.

Official Baku has again undertaken an anti-Karabakh action caused
this time by a program of Nizhniy Novgorod State TV and Radio Company
telling about the intention of the Armenian community of Nizhniy
Novgorod to render humanitarian assistance to the people of Nagorno
Karabakh, within the action "From Brother to Brother". The formal
reason of the Azerbaijanis’ attacks was the statement made during the
TV program that the ancient name of Nagorno Karabakh was Artsakh, due
to which the TV Channel’s leadership was attacked by numerous letters,
including from Azerbaijani historians, professors, and scholars,
indignantly urging the TV Company’s leadership to give corresponding
explanations. Surely, the campaign was supported by the officials,
in particular, irreplaceable in similar cases Press Secretary of the
NKR MFA Elhan Polukhov who tried once again to misinform the public.

The Union of Journalists of the Nagorno Karabakh Republic expresses
its gratitude to Manager of Nizhniy Novgorod STRC Nazariy Zeleniy
who didn’t yield to the provocations and informational terror
by Azerbaijan and displayed professional and civil adherence.We
are also pleased to note that the editorial staff of the Nizhniy
Novgorod informational-analytical digest Kamurj (Bridge) addressed
the NKR Permanent Mission to Moscow and Institute of Ethnology
and Anthropology of the Russian Academy of Sciences for giving
corresponding explanations on the admissibility of using "Artsakh"
as the ancient name of Nagorno Karabakh, as well as suggested the
NGO leaders and editors of the Armenian publications and mass media
to cover and comment on this situation. The response, in particular,
emphasized that "all the historical, archeological, and architectural
monuments since the ancient period up to the modern times testify
that Artsakh (Nagorno Karabakh) has been part of Armenia throughout
the multi-thousand history of the Armenian people".

We are regretfully stating that Nizhniy Novgorod STRC is not the
single mass media, which has recently undergone similar blackmail
by official Baku. CNN, Euronews, and BBC TV Companies, Moheet.com
Egyptian informational website, and Inter Ukrainian TV Channel –
this is not far the entire list of the mass media, the fair articles
of which about the present Nagorno Karabakh Republic (Artsakh) caused
a storm of indignation in Azerbaijan.

Unfortunately, the generator of the anti-Karabakh actions is often the
Azerbaijani MFA, which should deal with the issues of the Karabakh
conflict settlement instead of aggravating the tense situation in
the region still more.

January 30, 2010, Turkish President Abdullah Gul had a phone
conversation with his Russian counterpart Dmitry Medvedev, Turkish
Beyazgazete website reports.

The Turkish leader voiced his concern over the RA Constitutional
Court’s decision on the Armenian-Russian Protocols. According to
him, Armenia’s steps run counter to the spirit of the Protocols. He
asked RF President to step up the efforts in this process to prevent
negative consequences.

Russia views Turkey’s efforts to establish peace in the Caucasus and
neither side is going to deviate from the Protocols, the Russian
leader said. He promised his Turkish counterpart that Russia will
thoroughly discuss the issue with Armenia.

The Kremlin press service reports, the Presidents discussed
Russian-Turkish cooperation and international affairs.

Referring to the situation in Transcaucasia, President Gul expressed
his appreciation of Russia’s contribution to the international efforts
to achieve progress in the Nagorno-Karabakh conflict settlement. The
two leaders confirmed the agreement on the RF President’s visit to
Turkey this May.

There are 170,000 Armenians living in Turkey, of which 100,000 are
illegal immigrants from Armenia, said Turkey’s Prime Minister Recep
Tayyip Erdogan on Turkey’s public TV station.

"Of those Armenians, around 70,000 are our citizens; the rest are
illegal residents. We turn a blind eye to all that because we don’t
want to create tension. That means that those people have come to
our country prompted by need. We have also spoken with them; they
have asked different things of us," said Erdogan, adding, "We don’t
see positve approaches in response to the steps that we’ve taken. We
opened up our air space, reconstructed Aghtamar’s Sourp Khatch [Holy
Cross Armenian] church. We have accepted this many Armenian as illegal
residents; however, no one’s speaking of all this."

It’s not the first time that the Turkish PM has referred to illegal
Armenian residents living in Turkey: recently, he had said that "There
are 40,000 Armenians [from Armenia] living in Turkey illegally. We are
not deporting them. However if there’s a need, we’ll send them back.

But we don’t consider that to be humane."

Later, ruling Justice and Development Party MP and Turkey’s Grand
National Assembly EU Integration Committee Chair Yasar Yakis announced
that the number of illegal residents from Armenia was closer to
70,000 and repeated Erdogan’s "if there’s a need, we’ll send them
back" rhetoric.

In 2009, Turkish daily Radical published an interesting study on
the number of illegal residents from Armenia living in Turkey. Alin
Ozinyan, who was administering the Eurasia Foundation project,
studied official records of Armenian citizens entering Turkey from
2000-2008 and found that 6,000 of those Armenian citizens didn’t
return to Armenia – Ozinyan figures the number of illegal residents
from Armenia living in Turkey is 12,000 at most.

Furthermore, in December 2009, RA Ministry of Territorial
Administration’s Migration Agency Director Gagik Yeganyan announced
that over the last 8 years, there have been 294,000 individuals
from Armenia who have entered Turkey, of which 288,000 returned to
Armenia; that is, during those years, there has been, all in all,
6,000 individuals who did not return to Armenia.
