AZERBAIJANI JOURNALIST CALLS FOR USING POTENTIAL ON CREATION OF ATMOSPHERE OF CONFIDENCE

YEREVAN, JULY 10, NOYAN TAPAN. Distrust existing between the Armenian
and Azerbaijani peoples is the biggest problem in the settlement
of the Nagorno Karabakh conflict. Alekper Aliyev, free journalist,
writer-publicist from Azerbaijan, declared at the international
conference titled "European Integration as a Factor Contributing
to the Settlement of the Nagorno Karabakh Conflict" held on July 10
in Yerevan.

According to him, mutual demonization, growing military expenditures
and cases of violation of the cease-fire agreement becoming more
frequent are evidence that time "assigned" for the peaceful settlement
is expiring. Aliyev mentioned that it is necessary to "impose a ban"
on the mutual propaganda of hatred and to use the potential on creating
an atmosphere of confidence between the peoples. In the Azerbaijani
journalist’s opinion, the parallel process will play a great role
in this respect: namely, there are supporters of a dialogue in the
civil societies of the conflict sides. Especially as the NGO sector
representatives do not bear the burden of being accountable to Moscow,
Washington or Paris.

Alekper Aliyev emphasized the necessity to implement programs aimed
at improving mutual understanding and tolerance, especially among
the representatives of the civil society and journalists. Measures
on extension and deepening of democratic processes in both countries
could play a great role in achieving a compromise.

"The situation will improve when the compromise loses the negative
meaning it has for both countries at the moment and in this case the
sides will consider the Nagorno Karabakh settlement as an integral
part of these countries’ integration to the European Union," the
Azerbaijani journalist declared.

As for the frame agreement proposed by the OSCE Minsk Group Co-chairs,
he declared that Azerbaijan agrees to the referendum in Nagorno
Karabakh after 10 years and only after the return of the refugees.

Yerevan, June 29: The document on the principles of settling the
Nagornyy Karabakh conflict which is on the negotiating table is
comprehensive, Armenian Foreign Minister Vardan Oskanyan said in an
interview with ArmenPress news agency. He was commenting on the 22
June statement by the OSCE Minsk Group co-chairmen.

He said that the document covers every principle that might impact on
the settlement process, mainly the status of Nagornyy Karabakh, the
return of territories, refugees, security issues, the deployment of
peacekeepers and other issues, necessary for achieving a long-lasting
settlement.

Having reached agreement on all these issues, the sides in cooperation
with the OSCE Minsk Group co-chairs will start drafting an agreement
on the settlement of the Nagornyy Karabakh conflict, the implementation
of which demands time.

Touching upon the issue of the "redeployment of Armenian troops from
Azerbaijani territories around Nagornyy Karabakh", Vardan Oskanyan
noted that such a formula has two aspects – one is the issue of Lacin
District "which must become a corridor connecting Nagornyy Karabakh
with Armenia". As far as Armenia is concerned, Lacin must have the
same status as Nagornyy Karabakh.

"The second stage applies to Kelbajar District. As far as Armenia is
concerned, everything is clear here – due to security reasons Kelbajar
can be retu rned only after a referendum and after determining the
status of Nagornyy Karabakh. The sides have failed to reach agreement
on these issues as well and this is what the co-chairmen referred
to in their statement, and their wording is very similar to that of
Armenia’s, the minister stressed.

Speaking about who will take part in a referendum on determining the
status of Nagornyy Karabakh, Vardan Oskanyan quoted the statement as
saying that it would be the population of Nagornyy Karabakh to vote.

Apart from that he noted that the co-chairmen stressed in their
statement the significance of international involvement in the
settlement process as it is an important issue for the Nagornyy
Karabakh people.

As regards Armenia’s assessment of the document, Vardan Oskanyan said
it was not perfect. However, it is sufficiently sound and balanced,
and contains provisions for equal compromises and "we are confident
that talks can be continued on the basis of these principles", the
minister stressed. He noted that Azerbaijan continues to make bellicose
statements which surprises the Armenian side, because there is a real
chance of solving all the issues, including the refugee issue.

Azerbaijan must start thinking more realistically and not cherish
such dreams. "We hope that Azerbaijan will realize that there is a
chance to resolve the conflict and achieve a lasting peace," Vardan
Oskanyan said.

Istanbul Beyoglu Prosecution Office has decided to open an
investigation against author Elif Safak for her book "Baba and Pic –
literally Father and the Bastard".

Ultra-rightwing Turkish Lawyers Association Chairman Kemal Kerincsiz,
infamous for filing charges against journalists and authors, filed
a complaint against author Elif Safak.

Kemal Kerincsiz, who has prosecuted novelist Orhan Pamuk and
ethnic-Armenian writer Hrant Dink, accused Elif Safak of ‘insulting
Turkish character’ – for her inclusion of remarks made by Armenian
characters in her latest book.

The prosecutor decided to investigate the book for certain statements
quoted from the Armenian characters.

"Baba and Pic" describes the relationship between an Armenian and
two Turkish families.

Elif Safak, who also writes for Zaman daily, said that the remarks
of Diaspora Armenians in her book were wrongly attributed to her.

The liberation of both Kalbajar and Lachin regions has been the
topic of discussions from the very first day and will be discussed,"
Azerbaijani deputy Foreign Minister Araz Azimov told journalists while
commenting on the statements released by Armenian sources regarding
the returning of the entire Lachin and some part of Kalbajar not
being discussed (APA).

The deputy minister said Kalbajar and Lachin should surely be liberated
like other regions adjoined to Nagorno-Garabagh province of Azerbaijan.

"Armenia’s attempts to take any territory as hostage will be
prevented. As coming to the issue on Lachin, there is one way
that connects Azerbaijan, Armenia, Armenians and Azerbaijanis
in Nagorno-Garabagh as well as inseparable part of Azerbaijan,
Nakhchivan. The full use of this way would promote to solve the Lachin
problem. Armenia’s main argument- the claim on establishing reliable
and direct contact with Nagorno-Garabagh Armenians can be ensured
by mutual using of this way, I think. As coming to Kalbajar, I must
say the one, who claims Kalbajar being a special problem, is wrong,
because the roads connecting Kalbajar with Nagorno-Garabagh will
be controlled. International contingent can be deployed there and
there will be no security problem. I don’t know why those speaking
of security of Armenians in this region do not touch on that of
Azerbaijanis. The demilitarization in the conflict zone cannot possibly
be one-sided. In general, the demilitarization of this zone would help
provide the security of both sides. It is impossible to disarm the
Azerbaijani side only but not Armenia," Mr.Azimov said. He recommended
the opposite side to a little bit renounce their claims.

CENTRAL PLACE DURING CONSULTATIONS BETWEEN RA AND RF FOREIGN
MINISTRIES

MOSCOW, JUNE 30, NOYAN TAPAN – ARMENIANS TODAY. Regular consultations
between the RA and RF Ministries of Foreign Affairs took place in
Moscow on June 29. The RA Foreign Ministry’s delegation participating
in the consultations was headed by Gegham Gharibjanian, the RA Deputy
Foreign Minister, and the Russian side’s delegation was headed by
Grigory Karasin, State Secretary – RF Deputy Foreign Minister.

Issues on agenda of the Armenian-Russian bilateral relations were
discussed during the consultations. The sides particularly touched
upon issues relating to political dialogue between the two countries,
ways of bilateral cooperation in the affair of providing regional
security and safety, holding the year of Armenia in Russia.

As Noyan Tapan was informed by the RA Foreign Ministry’s Press and
Information Department, the issue of violences committed towards RF
citizens of Armenian origin during the recent period occupied the
central place on the agenda of the consultations. Crimes committed in
the RF on the ethnic basis were bilaterally condemned.

The RA Deputy Foreign Minister again expressed the Armenian side’s
serious anxiety relating to that problem, emphasizing that those
tragic events found serious response among wide circles of the society
of Armenia. G.Gharibjanian also attached importance to the necessity
of regularly informing the Armenian side about steps taken by the RF
authorities in the direction of revealing those crimes.

In its turn, the Russian side informed the RA Foreign Ministry’s
delegation about the means undertaken by the RF authorities in the
affair of calling culprits to account. The Armenian side got the
Russian side’s assuarances that all the necessary steps were taken in
the direction of preventing in future repetition of similar phenomena.

The sides also touched upon issues concerning bilateral relations in
the sphere of migration. It was mentioned bilaterally that amendments
to be made to the legislation regulating the legal status of foreign
citizens in RF will allow to make easier the order of getting
permission for temporary living and work activity in the RF for
citizens of the CIS member-states.

European Union is Greece’s demand to open Cypriot sea- and airports
for Greek vessels and planes, ARF Bureau’s Hay Dat and Political
Office Director Kiro Manoian stated in an interview with
PanARMENIAN.Net. In his words, the stagnant reformation of the
legislation that doesn’t meet European standards is the second
danger. `Even the amendments that have been introduced into the
Turkish Penal Code are far from European demands,’ Manoian remarked.

He also added that Erdogan’s Islamic party is most of all interested
in Turkey’s European integration. `Be Erdogan elected President or
not, the demand to normalize relations with Armenia and open the
border will remain on the agenda. If Turkey open the border with
Armenia Azerbaijan will remain without support in the Nagorno Karabakh
conflict settlement,’ Manoian underscored.

Inquiry told Arturs’ travelled with fake documents

It emerged today that the Artur `impostors’ have been travelling on
several occasions using a similar passport issued in United Socialist
Soviet Republic which does not bear their real names and photographs.

While testifying at the Kiruki-led commission Friday afternoon, the
Assistant Principal Immigration Officer based at JKIA shocked the
commission when he said that they never detected the anomaly until
June 9th when the Armenians were deported.
John Cheruiyot produced documents showing how the USSR passport
bearing the name of Arthur Gevorkyan was used at several occasions by
different individuals. He was led in his evidence by State Counsel
Dorcas Oduor.
CHERUIYOT: We didn’t have this information at the time of deportation
and someone brought the passport and said it belonged to Gevorkyan.
And the issue hand here was to deport this people because of the
threat they posed. After looking at these records, I realized that
some thing went wrong somewhere.
DORCAS: Something did what?
CHERUIYOT: It appears they played a trick on us.
DORCAS: They did what?
CHERUIYOT: I think two might have been using the same passport.
Cheruiyot further shocked the commission when he revealed that the
Immigration department does not have any documents showing that the
two Artur brothers were deported.
DORCAS: Is that deportation captured in your system.
CHERUIYOT: The deportation is not captured in our system.
DORCAS: So for these two, if I go through your system would I see
that they were deported on the 9th?
CHERUIYOT: Our systems do not capture that.
DORCAS: Did they fill any exit cards?
CHERUIYOT: On deportation they are not required to fill.
DORCAS: Where do you put the list of prohibited immigrants?
CHERUIYOT: We put it in the system as well.
DORCAS: So are they in that list:
CHERUIYOT? They are in that list.
More damning revelations emerged when Nairobi businessman Raju
Sanghani revealed that he is the man who brought the controversial
Armenian brothers to Kenya.

Sanghani who appeared as the third witness at the commission today
narrated how he invited the Artur brothers to Kenya after he was
introduced to them by a friend when he visited Mumbai May last year.

He was led in his evidence by his lawyer Jayant Rach.

RAJU: I was introduced your honour to this two people, by the name of
one Artur and one James.

RACH: How were introduced to them?

RAJU: That they are from a royal family back home in Armenia and that
these are the people who do a lot of business and investment in so
many other countries.

Raju says he later invited them to the country where they stayed
until June 9th when they were deported back to Dubai.

While in Kenya, Raju says he introduced them to several investment
opportunities and even sold them 3 Toyota Harries he had imported
from Dubai.

An incident happened between Azerbaijani and Armenian deputies during
the discussions of prevention of forest fires in Europe at the
session of PACE on June 30. The issue that during PACE summer session
the Azeri delegation raised the question of Armenian’s burning the
forests in occupied territories of Azerbaijan dissatisfied Armenian
delegation, the special correspondent of Trend in Strasburg reports.

Therefore, at the beginning of the discussions, Armenian
representatives Tigron Torosyan and Germini Nagdalyan declared that
Azeri delegation speculate with this question.

Then, the members of the Azeri delegation Gultakin Hajiyeva and
Ganira Pashayeva stated in their appearances that Armenians try to
hide the facts of vandalism.

Pashayeva stressed that Armenia is eager to intensify the
Nagorno-Karabakh conflict. According to Pashayeva, Armenian president
Robert Kocharyan on May 8 of each year sends a congratulation letter
to regime of separatists on the occasion of occupation day of Shusha.
`Besides, Armenian prime-minister Andanik Margaryan and defense
minister Serj Sarkisyan come and deliver a report before
separatists,’ Pashayeva added.

Then, the discussions continued with bilateral accusations.

State commission okays Russian Expo Arms 2006 in Nizhny Tagil

YEKATERINBURG

A state commission gave a go-ahead on Friday to the Russian Expo Arms
2006 international exhibition of arms in Nizhny Tagil.

Already on Saturday, first exhibits will start arriving to the
territory of the exhibition center at the Nizhny Tagil Institute for
Metals Testing, spokesman for the regional ministry for energy,
industry and science Yevgeny Kharlamov told Tass.

According to the information department of the Nizhny Tagil
administration, over 24,000 square meters of open areas have been
prepared for the exhibition. Viewing stands will be able to
accommodate over 2,500 spectators. Over 400 enterprises of the
Russian military-industrial complex from 35 regions will present
about 2,500 exhibits.

Sixty-two units of military hardware will be used in a parade at the
unveiling of the exhibition. According to the regional minister for
international and foreign economic relations, 46 foreign delegations
will take part in the exhibition.

Official confirmations have come from the Czech Republic, Poland,
Germany, Switzerland, Venezuela, Sweden, Armenia, Tajikistan, Egypt,
Great Britain, Spain, Iran, Bulgaria, Mozambique and some other
states.

The most representative delegations will arrive from India, China and
Kyrgyzstan. Over 600 journalists from Russia, the USA, Japan,
Slovakia and South Korea will cover the event. The main events of the
exhibition will be shown on the Internet online.

The Itar-Tass, the Arms-Tass and the Rossiyskaya Gazeta are the
general sponsors of the exhibition, which will take place from July
11 to 15.
