200 territories around the world, Russian Foreign Minister Sergei
Lavrov said.

"The Russian leadership has never stated that it will recognize
Abkhazia and South Ossetia in case of Kosovo independence," he
said. "Russia perfectly understands what kind of consequences any
separatist process can have."

Lavrov said everything should be done to resolve the status of Kosovo
within the framework of international law, rather than assuming
independence would come, an approach he described as "defeatist",
the RF MFA press office said.

Blocking UN resolution on Kosovo providing for sovereignty under
international supervision, Russia insists on an agreement between
Belgrade and Pristina.

Meanwhile, Washington doesn’t conceal its intention to recognize
independence of Kosovo. The EU adheres to a similar position.

UF readies for Kevorkian

Speakers such as the doctor who assisted at least 130 suicides pose
security dilemmas.

GAINESVILLE – Sen. John Kerry gives a speech at the University of
Florida, and campus police Taser a disruptive student in the
audience.

Former Attorney General Alberto Gonzales visits months later, and a
young man dressed like a hooded Abu Ghraib prisoner hops on stage and
stands within inches of him.

So what’s in store when controversial assisted-suicide proponent Jack
Kevorkian comes to Gainesville Tuesday?

UF officials aren’t releasing many details on their security plans,
but the aim is to provide security for the speaker and attendees
without squelching free speech and the kind of rigorous public
discourse universities are known for.

UF officials are bracing for a large, potentially boisterous crowd,
but they say police will be brought in as a last resort.

"The staffing plan for this program is more like what we would do for
a basketball game or a concert," said Beth Waltrip, UF’s adviser to
ACCENT, the student-run speakers bureau that arranged for Kevorkian’s
visit.

"With the Gonzales program, we anticipated protests but didn’t
necessarily expect protesters to take the stage. So that led us to
think about future lectures differently in terms of security."

Gonzales spoke at UF’s performing arts center Nov. 19. As he began
his speech, a young man dressed like a hooded Abu Ghraib prisoner
hopped on stage and stood close to Gonzales. It was 30 seconds or so
before two UF police officers took him away.

Audience members weren’t searched for weapons before entering the
performing arts center. And the venue ushers who were supposed to
keep attendees off the stage didn’t at first, said UF spokesman Steve
Orlando.

It was a marked contrast to Sen. Kerry’s now-infamous visit just
weeks earlier. Student Andrew Meyer asked Kerry questions, then grew
belligerent and resisted officers’ attempts to escort him outside.
Cameras rolled as Meyer screamed "Don’t Tase me, bro!" from the back
of the lecture hall, where officers wrestled him to the ground.

If the Sept. 17 Taser incident was an example of campus police
overreacting, as critics contend, the officers’ handling of the Nov.
19 Gonzales visit could be called the opposite – police officers,
event organizers and venue staff members practicing extreme caution
in the midst of scrutiny over their security tactics.

"I think so," Waltrip said.

Police used last

UF spokesman Orlando said administrators aren’t releasing details on
the number of officers who will police Kevorkian’s speech, to be held
before a maximum crowd of roughly 5,000 at the O’Connell Center
basketball arena.

But given the intense emotions surrounding Kevorkian – and given the
national furor a few years ago over Pinellas Park hospice resident
Terri Schiavo’s right-to-die case – UF officials are bracing for a
large, potentially boisterous crowd.

Hundreds of e-mails have poured into UF president Bernie Machen’s
mailbox in recent days.

Those attending the free event cannot bring in bags or signs. Armed
campus police officers will respond only in the case of potential
violence or a major disturbance.

"If it’s somebody just being argumentative, but not being physically
violent or obstructing the program, then the O’Connell Center staff
would step in," Waltrip said. If things escalate, university staff
will step in, and last police, she said.

The goal, as Machen made clear following the Taser incident, is to
find a balance between safety and free speech. Kevorkian’s visit,
coming as the UF police department continues to re-evaluate its event
security policies, could pose the greatest challenge thus far.

"This is a much broader issue with more controversy," Orlando said.
"We’ve heard from people who say they’ll be there to make their
opinions known, and we’ll work to make sure no one is squelched."

He and other UF officials have been fielding calls and e-mails from
supporters and protesters around the country ever since they
announced they would pay Kevorkian $50,000 in student fees to speak
about assisted suicide. He was originally scheduled to make UF his
first public lecture stop, with an October appearance, but UF
officials postponed it because of the national controversy following
the Taser incident.

Schiavo case in mind

Dubbed "Dr. Death," the 79-year-old former pathologist was released
this summer from the Michigan federal prison where he served eight
years for the second-degree murder of a terminally ill man. He
assisted in at least 130 suicides before his 1999 conviction, which
came after he sent to 60 Minutes a videotape of himself with a man
dying of Lou Gehrig’s disease. Kevorkian no longer practices
medicine.

"ACCENT has been bringing controversial people to UF for years," said
Waltrip. "Part of what has changed is the level of emotion, and the
lengths people will go to in trying to disrupt a program."

Some of those expected Tuesday are assisted-suicide supporters.

A student group, Pro-Life Alliance, plans to protest.

They might be joined by some of the same people who stood vigil
outside Terri Schiavo’s assisted living facility in Pinellas Park for
weeks in early 2005, Orlando said.

Mark LaBelle, chairman of activism for the Pro-Life Alliance, said
his group doesn’t intend to disrupt the speech.

"As for Andrew Meyer, he just went too far," LaBelle said. "Our
purpose for protesting is not to make anyone feel threatened or to
cause a scene, as Meyer did."

dated to the first anniversary of Agos editor Hrant
Dink’s slaying.

in memory of killed Christians in Turkey, a picket at
the Turkish embassy in Moscow, round table discussions
titled Truth Makes Us Free, screening of a film
dedicated to Hrant Dink.

A statement calling on the Turkish authorities to stop
prosecution of Turkish publisher Recep Zakaroglu, who
can face a 3-year imprisonment for `insulting
Turkishness’ will be adopted. A resolution will be
also developed and sent to EU, U.S. and Turkish
leaders.

The regional national and cultural autonomy of
Assyrians of Moscow will also participate in the
events. A month ago lecturer of the Swedish University
of Assyrian descent Orebro Fuad Deniz was killed by
unknown radicals. Deniz was universally known for his
publications about the Assyrian genocide in the
Ottoman Empire in early 20th century.

LORD MCCLUSKEY APPOINTED ADVISOR TO GB PRIME MINISTER

The Trustee of the John Smith Memorial Trust, Baron
John Herbert McCluskey, also known for his
pro-Armenian political orientation, has been appointed
Advisor to the Prime Minister of Great Britain. A
former solicitor general in Harold Wilson’s
government, Lord McCluskey conducted the loudest
criminal cases. To note, Lord McCluskey was the
counsel of Paul McCartney, one of the members of the
Beatles rock band. In 1974-1979 Lord McCluskey with
his close friend, Labor Leader John Smith elaborated
and navigated the legislation of Scotland’s autonomy
through the parliament. The legislation became a
cornerstone in Great Britain’s history.

In the recent years Lord McCluskey headed the John
Smith Memorial Trust, which is one of the best known
and rating organizations in the international arena
for disseminating democratic values. Within the frames
of the Trust’s activity the Lord has visited Armenia
practically every year. He is expected to visit
Armenia again in autumn 2008.

KARABAKH IS THE SAME STAGE-BY-STAGE PLAN PLUS TALKS ABOUT REFERENDUM

on the peaceful settlement of the Nagorno Karabakh conflict should be
based on the document, which is on the negotiations table today, and on
the logic of the situation formed around the negotiations. First RA
President Levon Ter-Petrosian stated at the January 11 press
conference, touching upon the issue of his first steps on the
settlement of the conflict in case of being elected President.

According to him, the process of negotiations is a system having
different stages. Today the process of negotiations is at an absolutely
different stage than it was ten years ago when he was President. L.
Ter-Petrosian stated that he is acquainted with the current proposals
of the Co-chairs. However, not being an official person, he does not
comment them. Meanwhile he mentioned that the content of the current
document is the same stage-by-stage plan plus talks about the Nagorno
Karabakh status and holding a referendum on that issue.

According to Levon Ter-Petrosian, the settlement of the Nagorno
Karabakh conflict should be the basis of the possible normalization of
Armenia’s relations with Azerbaijan. According to his estimation, the
current Armenian authorities have held a non-constructive policy to
Azerbaijan so far, which was aimed at failing the settlement of the
Nagorno Karabakh problem.

As regards the issue of normalization of the relations with Turkey, in
Ter-Petrosian’s opinion, Turkey will open the border in case of the
settlement of the Nagorno Karabakh conflict. At that, according to him,
achievement of a final settlement of the Nagorno Karabakh problem is
not obligatory in this respect, achievement of a perceptible progress
in the process of negotiations on the conflict’s peaceful settlement is
enough.

As regards the relations with Russia, Ter-Petrosian mentioned that in
the years of his presidency these relations distinguished themselves by
a high extent of mutual respect, correctness, and mutual profit. "There
were no relations of a suzerain and a vassal then. I am sure than in
case of my returing to power these traditions will be continued," L.
Ter-Petrosian stated.

Armenian Foreign Minister Vardan Oskanyan states that the Garabagh
and Kosovo conflicts have several common features.

Nagorno Garabagh and Kosovo conflicts have something in common,
as reported by Armenia’s Foreign Minister Vardan Oskanyan during a
press conference on Wednesday.

"Each conflict is specific in nature, but at a definite stage the
legal and ethnic features of the conflicts are similar. The Garabagh
and Kosovo conflicts also have common features", the Minister noted.

According to him, ethnic cleansing and crimes are among the common
features of the Garabagh and Kosovo conflicts.

Oskanyan added that the international community declined the proposal
to return the status quo to Kosovo due to these ethnic cleansing
and crimes.

"While ethnic cleansing and crimes have been prevented in Kosovo by

negative impact in areas covered with water because of a rise in
the level of Lake Sevan. Areas of a total of 95 ha will be cleaned,

environmental protection.

80 million drams will be provided for replenishment of endemic fish
types of the lake. In 2007, 30 million drams was allocated for this
purpose.

84 thousand of young fishes weighing over 4 grams and 15,200 young
fishes weighing over 40 grams of the total cost of 20 million drams
were released into Lake Sevan in April 2007. Young trout fishes
weighing over 1.5 grams (59,400 Gegharkun trouts and 15,500 summer

on January 14-15 according to preliminary data, a reliable source
told ArmInfo.

The mediators are expected to meet the country’s leadership. The key
topic of the meeting will be the document on the basic principles of
Karabakh peace process submitted to the parties in Madrid.

Azerbaijani media report, the mediators will visit Baku on January
13 before arriving in Armenia. They co- chairs will leave Yerevan

president Levon Ter-Petrosian confessed that he does not understand
anything concerning economy. However, as the first secretary of the
Communist Party of Armenia (CPA) Ruben Tovmasian told NT correspondent,
this political figure, who has admitted his insufficient knowledge,
is now trying to give an assessment of the economy and industry of
the Soviet Armenia.

"A man who has never been in a factory, a man who has never seen a
construction process, never heard the sound of a machine-tool and
spoken to a workman and who has advanced just by reading books was
supposed to have such mentality," R. Tovmasian said. In his words,
the whole world used to admire the powerful economy of the USSR,
Armenia exported various goods even to developed countries, and
denying all this "does no credit to this well-educated man".

In the opinion of R. Tovmasian, the current authorities are
criticizing L. Ter-Petrosian, accusing him of robbing and selling
the country. According to the first secretary of the CPA, there is
an impression that they are offended because little has been left
for them to sell. The current authorities have not done anything to
disclose the offences of the Armenian National Movement, whereas,
in the words of R. Tomvasian, law envisages punishment not only for
those who commit offinces but also for those concealing them.
