citizens, Armenian President Robert Kocharian told a news conference
in Yerevan.

"That is why restricted emergency rule to the provisions fixed in the
decree. We tried to cause minimum inconvenience to Yerevan residents,"
the President said.

Asked about further actions of the authorities, the President said,
"We are concerned not about the rallies as such. Some demonstrators
started looting shops. This perfectly proves what kind of people are
involved in this chaos. Of course, there are people who follow their
ideology, but there are also those who pursue their own interests."

President Robert Kocharayn today had a phone conversation with the
Secretary General of the Council of the European Union and the EU
High Commissioner for Common Foreign and Security Policy Javier Solana.

RA President’s Press Office informed "Radiolur" that Mr. Solana was
interested in the situation in the country after declaration of a
state of emergency.

Mr. Solana expressed his support to the President and people of Armenia
and noted that his special representative will soon visit Armenia to
familiarize with the situation.

became known in the Boxing International Olympic Rating Tournament
being held in the Italian city of Roseto degli Abruzzi. Only Andranik
Hakobian (75 kg, Etchmiadzin) among seven sportsmen of Armenia has
remained in the competition. In the quarter final he beat Nikolay
Veselov (Belarus). In the half final, on February 29, he will compete
with Naim Terbunja (Sweden).

Derenik Gizhlarian was defeated in the quarter final and did not
qualify.

ARF Bureau member Vahan Hovhannesian offers an agenda of negotiations
in order to overcome the created crisis. It will weaken the tension
and be a start of a new process of deep democracy in the country.

According to Hovhannesian, a new system of elections is needed
to be formed that will exclude the possibility of all types of
infringements and sharply heighten self-confidence of people in
formation of the authorities at their own will, secondly, to create
real conditions for freedom of expression and speech in the country,
i.e. "Formation of National Commission of TV and Radio and leadership
of Public TV with participation of the political forces", thirdly,
to create conditions for the opposition providing full guarantees of
acting in the political system.

In this sense one of the various steps may be corresponding change
in the Regulations of National Assembly. Vahan Hovhannesian offers
to concentrate on these problems and with involvement of influential
political forces to start negotiations renouncing maximalism and
nowhere leading confrontation.

this national movement, "Europe will betray itself, the principles
it advocates, democracy, legal state, Voltaire, Diderot, Goethe,
Beethoven, the European and Western civilization," the former
presidential candidate Levon Ter-Petrosian stated at the February 28
rally in Freedom Square.

According to him, widespread arrests and searches are being formulated
as disclosure of a coup d’etat led by him. "They find two cartridges
in the house of Seryozha Siradeghian, put them on my pre-election
programs, take photos, and it is clear that Seryozha’s house is the
most important headquarters of a coup d’etat of L. Ter-Petrosian,"
the first Armenian president said.

In his words, the authorities are terrified at "our mobilization and
movement which is unifying day by day, and all arrests and searches
pursue only one purpose". However, according to him, the authorities
cannot do anything because "our people is mad and the more people
are arrested, the more will come to rallies". "I am the maddest
person. No native of Karabakh can be a rival to a native of Musa Ler,"
L. Ter-Petrosian stated.

ArmInfo. Armenian ex-deputy prosecutor general Gagik Jangiryan and his
brother Vardan Jangiryan have been presented accusation. To recall,
the Jangiryans brothers were detained on 23 February.

As press-service of the Armenian Police informs, Gagik Jangiryan
was presented accusation according to part 1 of 235 clause (illegal
keeping of weapon) and part 1 of 316 clause (violence towards the
power representative) of Armenian Criminal Code. Vardan Jangiryan
was presented accusation according to part 2 of 316 clause.

Press Center of National Security Service reported yesterday: "
Operative data has been received by RA National Security Service,
saying that the supporters of RA presidential candidate Levon
Ter-Petrosyan, have discussed their plan of occupying the Public TV
and Radio, to be able to spread information regarding their illegal
activities, on live airtime.

In the framework of article 300, of RA Criminal Code (confiscation
of power), on February 25 the investigation department of RA National
Security Service interrogated a Real Estate broker, born in 1971 Karen
Jerment Ter-Stepanyan, who confessed that they were going to organize
a demonstration march towards the Public TV and considering the fact
that the TV station is not well guarded, only two three policemen
stand there, they would have managed to enter the territory of the
TV Station and demand live airtime for Levon Ter-Petrosyan.

Operative investigation activities have been initiated, in association
with the Police, towards the initiators of the before mentioned
act. Due to those investigations a huge amount of arsenal, as well
as poisonous stuffs and explosives have been confiscated.

Some people are arrested the works in the framework of the proceeding
is in process. Later we will inform you about the results."

ARF Supreme Body made a statement on February 25 mentioning their
candidate did every possible thing in 2008 presidential elections
to keep the competition in programmatic and ideological course and
continue the development of the country in a healthy atmosphere,
but the approach didn’t find a wide response. During the whole
campaign ARF candidate Vahan Hovhannesian took an attitude of
principle genuinely presenting ARF Dashnaktsutyun. "But during the
whole campaign mutual hostility and hatred, intolerance and menaces
were predominant. The society was divided in two and polarized. From
one side the fanaticism the previous to come to power and from the
other side the aspiration of the present authorities to protect their
personal position at any cost. The main elections also were accompanied
by different infringements. Our citizens’ assessment of the elections
is not unequivocal, and today public tension is available and the
country is confronted by the necessity to prevent the post-election
polarization and recover the atmosphere of solidarity. In present
situation we are ready to take the role of serving as a bridge".

Summarizing the reports received from the provinces and polling
stations, the results published by Central Electoral Commission and
mainly the positive response of international society ARF Supreme
Body does not dispute the final results of the elections and wishes
good luck to the newly elected president Serge Sargsian.

Faithful to the cooperation agreement signed in 2007, we express our
readiness to renounce the portfolios that the party holds and apply
to the political coalition to stop the cooperation", the statement
says. At the same time, it is proposed to study all the facts of
infringements impartially and completely and punish the trespassers,
to take urgent steps to strengthen the international authority of
Armenia, to ease inner tension, to provide real freedom of speech and
expression, full possibilities for the activities of the opposition
in political system, etc.

YEREVAN, February 26. /ARKA/. Armenian authorities should reconsider
their surroundings, member of ARF Dashnaktsutiun Vahan Hovhannisian
said.

"The authorities should see who they are resting upon. The authorities
should ask what they have done if so many people support the
opposition-minded ex-president Ter-Petrosian. It means something is
wrong and one should acknowledge this," Hovhannisian said.

According to him, on the one hand the authorities are responsible for
most part of the election frauds, but on the other hand the opposition
should admit that most part of its supporters are the authors and
the designers of these violations.

The same Gagik Jangirian (former Deputy Prosecutor General – ARKA)
is an engineer of an advanced machine of election irregularities,
whereas today this man is speaking of justice vigorously, Hovhannisian
said. Both approaches are exacerbated, he added.

He also stressed that Levon Ter-Pettrosian and his surroundings are
the main authors of the crime when the presidential elections of
1996 were rigged and that they were the ones who started the election
fraud machine they are trying to fight against now.

Since February 20 rallies, sit-ins and student walkouts have been
held by the ex-president-led opposition in the center of Yerevan. The
initiators and participants of the opposition actions protest against
the results of the February 19 presidential elections published by
the Central Electoral Commission.

According to the final results of the elections published by the
Central Electoral Commission on February 24, Serge Sargsian with
52.82% of the votes is the winner followed by the ex-president of
Armenia Levon Ter-Petrosian who obtained 21.5%.

concerning a web site that targets minority groups in Turkey by
publishing telephone numbers and full addresses of many Armenian,
Jewish and Greek schools, places of worship and publishing houses,
independent French journalist Jean Eckian told PanARMENIAN.Net.

The web site , today inaccessible, provides
information on how to make Molotov cocktail bombs and how to avoid
getting caught by the police.

It also gives detailed information on how and when to attack a building
and encourages those who share opinions to meet through the web site’s
chat room.

According to the site, the targets are Armenians, Jews, Assyrians
and Ataturkcu Dusunce Associations (ADD) that support the opinions
and reforms of Turkey’s founder, Mustafa Kemal Ataturk.

The targets indicated by the ultra nationalists related to the
Armenians of Turkey, but also of the activists in Europe and on the
American continent.
