Some 100 taxi drivers staged a protest action near the Government
building at 10.00 today morning. They were stopped by policemen
and red-hats who promised to call and learn the answer to their
concern. But the drivers had got no answer till 1:00.

The police threatened the protesters to disperse the crowd by force but
regardless of their "painstaking" efforts the action didn’t break up.

The main reason for the protest was yesterday’s decision of the
Ministry of Transportation to place control on taxis without yellow
license plates. Private taxis were asked to stay indoors for at least
a month so that the Ministry could fix taxis with license plates.

The decision aroused burning indignation among private taxists. Almost
all of them have changed their cars and have to pay credits to banks.

Remind that under an April 1 decision of the Government private taxists
were to change their cars and pay all taxes. Today the Government
makes taxis pay another 25 000 drams for yellow registration numbers.

"We hardly make both ends meet and afford our bare necessities. What is
to become of us! How can we pay bank credits, pay for license plates,
taximeter, etc?" complained the drivers.

During the November 2 meeting, the Presidents Dmitry Medvedev of

pledged to intensify negotiations to end the Nagorno Karabakh conflict.

The declaration envisages resolution of the conflict on the basis of
principles and norms of the international law as well as agreements
and documents concluded in this framework.

"The presidents of Azerbaijan and Armenia decided to continue their
work – including at further high-profile talks – to agree on a
political settlement to the Nagorno Karabakh conflict," Medvedev
said. "They instructed their foreign ministers to activate the
negotiation process, in collaboration with the co-chairs of the OSCE’s

Los Angeles Unified School District officials voted to appoint the
district’s first-ever official liaison to the Armenian community
after 16 community representatives, including an Armenian speaker,
were laid off over the summer.

The district’s personnel commission voted 2-1 Monday to create a new
position for an Armenian-speaking parent- community facilitator.

The moves comes after the Armenian community complained about the
loss of the district’s only Armenian-speaking community representative
in July.

The person hired for the position was the same one laid off in July.

Commission chairman Joseph Paller cast the dissenting vote.

Paller said he agreed there is a need for an Armenian-speaking
community liaison, but said the timing was was poor following the
layoffs in July.

He further explained that by creating the position and rehiring a
laid-off employee, the district circumvented its own seniority policy
for rehiring laid-off employees.

The commission’s decision was at odds with the fairness and equity
concerns that the commission was meant to ensure, he said.

The decision was welcomed by three dozen community members who had
called for the position.

The commission began looking into the matter in September, prompted
by public outcry from the Armenian community over the decision to
cut parent-community representatives across the district.

Among those laid off was an Armenian-speaking facilitator who worked
with Armenian families in the East Valley for four years.

Nearly 6,500 LAUSD students come from homes where Armenian is the
primary language, according to a district survey.

More than half of those – 3,338 students – are in local District 2.

called for a peaceful resolution of their long-standing dispute over
the Nagorno-Karabakh enclave.

The two countries’ presidents issued a joint declaration following
Russia-mediated talks in Moscow, the first document to be signed by
the two countries on the issue in almost 15 years.

Ilham Aliyev and his Armenian counterpart, Serzh Sarkisian, pledged
to intensify negotiations to end the dispute.

Nagorno-Karabakh is a predominantly ethnic Armenian enclave within
Azerbaijan that broke away from Baku’s control in a war in the
early 1990s.

The talks were mediated by Russian President Dmitry Medvedev, whose
country — together with France and the United States — co-chairs the
Minsk Group, created by the Organization for Security and Cooperation
in Europe’s (OSCE) to broker a peace deal.

‘Activate Negotiation Process’

Medvedev read a joint declaration during a signing ceremony after
the talks.

"The presidents of Azerbaijan and Armenia decided to continue their
work — including at further high-profile talks — to agree on a
political settlement to the Nagorno-Karabakh conflict," Medvedev
said. "They instructed their foreign ministers to activate the
negotiation process, in collaboration with the co-chairs of the OSCE’s
Minsk Group."

The declaration, although merely reiterating previous positions,
is still a breakthrough. It is the first official document signed
by Yerevan and Baku on the issue since the 1994 truce that ended the
Nagorno-Karabakh war.

The presidents of Russia, Azerbaijan, and Armenia last met to discuss
a peace plan just over four years ago in Kazakhstan’s capital, Astana.

The meeting, which was held on the fringes of a Commonwealth of
Independent States (CIS) summit, had failed to jumpstart the peace
process. Subsequent diplomatic efforts to solve the dispute also
proved fruitless, including June talks between Aliyev and Sarkisian

Breakthrough ‘Possible’

The region has drawn increased diplomatic interest since Russia and
Georgia went to war in August over another frozen conflict area,
Georgia’s breakaway South Ossetia.

During a visit to Yerevan on October 17, U.S. Assistant Secretary
of State Daniel Fried said a breakthrough on Nagorno-Karabakh was
"possible" by year’s end.

The war there claimed an estimated 30,000 lives and forced about 1
million people from their homes, most of whom are still unable to
return. The two sides are still technically at war because no peace
treaty has been signed and crossborder skirmishes are still common.

The talks outside Moscow, which were proposed last month by Medvedev,
are widely viewed as a renewed Kremlin effort to consolidate its
influence in the energy-rich Caspian after its brief war with Georgia
raised tensions throughout the region.

Iranian Foreign Minister Manouchehr Mottaki has expressed the Islamic
Republic’s opposition to the accession of Georgia to NATO.

"We believe that NATO involvement would lead the region to
militarization and create undesirable interference," the minister said,
speaking at a press conference in Istanbul on Friday.

Mottaki’s remark came after US President George W. Bush supported
Georgian and Ukrainian membership of NATO last week.

"Today I reiterate America’s commitment to the NATO aspirations of
Ukraine, Georgia,¦" said Bush.

Russia, however, strongly opposes NATO membership for the two former
Soviet republics, which are presently allies of the US.

Mottaki said, "The United States should not interfere in the issue of
South Ossetia and Abkhazia, two separatist provinces of Georgia whose
independence is recognized by Russia.’

"Washington should not be present in this issue. In the second day of
the conflict [between Georgia and Russia in August], the US signed an
agreement with Georgia to provide the country with missiles," added the
minister.

"We believe that the involvement of extra-regional powers in the
Caucasus will complicate the situation and create rivalries. This will
negatively affect the process of talks," he continued.

Mottaki expressed Iran’s support for regional initiatives aimed at
resolving crises in the region.

Kerkorian steps up Ford retreat;

BILLIONAIRE investor Kirk Kerkorian has sold another slug of shares in
carmaker Ford as he turns his back on the struggling company.

The 91-year-old Armenian- American sold 26.4 million shares for an
average price of $2.01 a share some $53 million (£34 million) having
offloaded a smaller stake for about $18 billion last week.

He now owns 4.89% of the company, having spent more than $1 billion
building his stake when shares were worth more than $7 each.

The likely sale of the rest of his holding would be a costly retreat
for the activist investor as well as the company.

Kerkorian took his stake in Ford above 6% in June in what was seen as
a vote of confidence in the firm and its turnaround strategy.

However, the shares have crashed since then on fears for the future of
the US car market.

His decision to pull out means Ford has lost a potential source of
funding at a time when car sales are plummeting..

Will be settled, if…

Armenian President Serzh Sargsyan went on a surprise visit to Nagornyy
Karabakh on Friday [24 October] evening to take part in military
manoeuvres, according to official interpretations.

However, for many officials of the Nagornyy Karabakh republic [NKR],
Sargsyan’s visit was unexpected, moreover, no information was released
regarding Sargsyan’s visit to Karabakh on Friday or
Saturday. Pro-government TV channels are also silent about the visit,
and in Nagornyy Karabakh, according to our information, journalists
were forbidden to ask Sargsyan questions from the first day of his
visit – the reason was that a news conference would take place the
next day. However, no news conference took place, and in general there
is very little information on Sargsyan’s surprise visit to
Karabakh. There is an impression that the manoeuvres were organized in
haste, at least that a few NKR officials were not informed in advance
that manoeuvres would be held there and that Serzh Sargsyan would also
take part in those is an expressive fact in itself.

The visit, in general, was accompanied by such irregularities because
it was not a usual one and a necessity emerged to find substantiation,
portray it as an official visit and so on, which was done through
manoeuvres and opening of a new building. The whole issue is that, as
our NKR sources say, Sargsyan had to go to Stepanakert [Xankandi] the
day before to meet the NKR top brass as representatives of the latter
had demonstrated serious concerns and anxiety regarding the recent
developments in the Karabakh issue, Sargsyan’s behaviour and, in
particular, regarding the promises to return the occupied territories
[seven districts around Nagornyy Karabakh under Armenian control].

So, according to our information, Sargsyan dispelled the anxiety of
the Karabakh generals in the following way: he assured them that no
dangerous circumstance had emerged in the process of the Nagornyy
Karabakh settlement and that the conversations about ceding
territories were just diplomatic methods. Sargsyan’s assurances most
probably were not quite convincing, as NKR president Bako Sahakyan
stated after the manoeuvres: "The NKR’s state independence and
security cannot be subject to bargaining or speculations." This
statement of Sahakyan indirectly refers to Sargsyan, moreover, to
concerns which emerged due to the actions of the latter in Nagornyy
Karabakh. If the NKR president says that the independence and security
of the NKR, that the territories, which are the NKR’s security belt,
cannot be subject to bargaining, this means that he did not
unambiguously accept Sargsyan’s explanation that the conversations
about it were only diplomatic methods.

Sargsyan probably himself realizes that he has not managed to dispel
the suspicions of the Karabakh people and that it has become clear
that the latest developments in the Karabakh issue have been
unfavourable for Armenia. Sargsyan tried to dispel concerns also in an
interview with Armenian Public TV in Karabakh. "The settlement of the
Karabakh issue is possible if Azerbaijan recognizes the right of the
Nagornyy Karabakh people to self-determination, if Nagornyy Karabakh
has a land border with the Republic of Armenia, and if international
organizations and leading countries guarantee the security of the NKR
people," Sargsyan said in the interview. Thus, he spoke once again
about "the Madrid principles" proving that the conversations about the
return of territories were not diplomatic methods at all, at least
diplomatic methods do not occur in interviews for domestic consumption
given in one’s own country.

"If Azerbaijan recognizes the right of the Nagornyy Karabakh people to
self-determination," Sargsyan said. If we expand on it, this would
mean if Azerbaijan consents that a referendum on Nagornyy Karabakh’s
status is held, and the Nagornyy Karabakh people determine their
status in this way. "If Nagornyy Karabakh has a land border with the
Republic of Armenia," Sargsyan said. If we expand on it, this would
mean if we come to an agreement with Azerbaijan regarding the Lacin
corridor [the only land route between Armenia and Karabakh]. "If
international organizations and leading countries guarantee the
security of the Nagornyy Karabakh people," Sargsyan said. And if we
expand on it, this would mean if international organizations and
leading countries come to an agreement about deploying peacekeeping
forces in the occupied territories that are to be returned to
Azerbaijan, because if the territories are not returned to Azerbaijan
then the Nagornyy Karabakh has a buffer zone, as is the case today,
and the security of the Nagornyy Karabakh people is guaranteed.

In his interview Sargsyan also commented on the statement of Turkish
President Abdullah Gul who said that the initiator of Turkey’s
mediation in the Karabakh issue was not him but Serzh Sargsyan. "As
for the interpretation of President Gul’s statement, I would like to
say in the first place that as you may have noticed, I do not have a
habit of interpreting what other figures say, especially that parts
taken out of the context are published in our press," Sargsyan said,
adding that "the Karabakh settlement is being mediated by the OSCE
Minsk Group on the basis of the Madrid principles, there are no other
mediators – the only mediators are the co-chairs of the OSCE Minsk
Group, and the confusion, which someone is attempting to create, is
not assisting us in any way". "Armenia has never asked any country to
play the role of a mediator," Sargsyan said.

Armenian president notes "active phase" in Karabakh peace process

Yerevan, 27 October: Armenian President Serzh Sargsyan has said that
an "active phase" has started in the process of the settlement of the
Nagornyy Karabakh problem.

The head of state said this when answering questions from Armenia’s
Public TV.

"The intensification [in the peace process] is conditioned by two key
factors. First, presidential elections have been held in Armenia and
Azerbaijan. Second, events that have taken place in the region have
once again convinced everyone that there is no military solution to
the problem," the Armenian president said.

"Settlement of the Karabakh problem will be possible if Azerbaijan
recognizes the right of the people of Nagornyy Karabakh to
self-determination, if Nagornyy Karabakh has a land border with
Armenia and if international organizations and leading countries come
forward as guarantors of the security of the people of Nagornyy
Karabakh," Serzh Sargsyan said.

He stressed that the settlement process was continuing within the
framework of the OSCE Minsk Group and on the basis of Madrid proposals
made by the mediators in December 2007.

"There are no other mediators in addition to the OSCE Minsk Group
co-chair countries. Armenia has never asked other countries to
mediate," the president said. At the same time, Serzh Sargsyan said "I
am confident that Turkey can help the settlement process". He also
said that the "recent visit by the Turkish president to Yerevan and
the continuation of Armenian-Turkish talks are good examples of
tackling complicated tasks".

"I am confident that if Turkey opens the border and establishes
diplomatic ties with Armenia, it will in this way render great
assistance to the process of Karabakh settlement," the president said.

Commenting on the proposal to hold a trilateral meeting of the
Armenian, Azerbaijani and Russian presidents in Moscow, made by
Russian President Dmitriy Medvedev, Serzh Sargsyan called it "natural"
because "Russia is one of the OSCE Minsk Group co-chair countries".

The Armenian side has attained the removal of the regulation,
inadmissible for Armenia, from the CIS model law "On resistance to
extremism", said vice speaker of Armenian parliament Griyr Karapetyan.

He said during the session of the Commission of Defense, Security
and Internal Affairs of the CIS Parliamentary Assembly held in
Saint-Petersburg on October 21-25, the Armenian side states the
inadmissibility of a regulation, according to which any activity,
targeting the territorial integrity of any country, is considered
extremist.

"We met with lieutenant-general Viktor Voytenko, the chairman of
the commission, and announced that the model laws must not contain
regulations, inadmissible for any country", said Karapetyan, who
attended the session of the commission.

He said after the talks the commission chairman decided to remove
this regulation from the draft law.
