The OSCE mediators brokering a settlement to the Upper (Nagorno)
Garabagh conflict believe the situation on the Armenia-Azerbaijan
frontline remains tense and plan to monitor the area for ceasefire
violations.

"The ceasefire violations have become regular during the past few days
and necessitates holding an urgent crisis monitoring," Matthew Bryza,
the US co-chair of the OSCE Minsk Group (MG) said.

Bryza told a Monday news conference in Yerevan, which reviewed the
group`s visit to the region, that continuing ceasefire violations
were alarming and clarification of what is occurring is necessary.

Andrjej Caspzyk, the OSCE chairman`s special envoy, did not rule out
that this monitoring would begin within days.

Caspzyk recently told the press that during the past year 25 people
have been killed on the frontline between Azerbaijani and Armenian
troops as a result of ceasefire violations. He did not specify which
side was responsible for the clashes.

Armenia and Azerbaijan waged a war over the mountainous region
in the early 1990s, which claimed some 30,000 lives and displaced
about one million Azerbaijanis. Armenia has been occupying over 20%
of Azerbaijan`s internationally-recognized territory since then. The
ceasefire accord was signed in 1994, but Armenian armed forces have
been repeatedly breaching the ceasefire along the frontline.

The purpose of the co-chairs` visit to the region was to discuss with
the parties those issues stemming from the November 2 declaration
and to map out further steps toward reaching a solution to the
long-running dispute.

The mediators met with President Ilham Aliyev and Foreign Minister
Elmar Mammadyarov last Thursday. Upon completing talks in Baku,
they left for the Armenian capital Yerevan, followed by their visit
to Upper Garabagh on Saturday. On Monday, the diplomats again headed
to Yerevan where they met with President Serzh Sarkisian.

Bryza said the co-chairs` visit to the region was successful and
constructive, adding that the environment of "mutual understanding and
mutual respect" was increasing between Presidents Aliyev and Sarkisian.

The diplomat said a positive atmosphere was emerging, which the
co-chairs should capitalize upon. He added that the key objective now
was to avoid factors that could potentially harm the road covered in
the peace process so far and derail efforts aimed at easing tension
in the relations between Baku and Yerevan.

Timing of ministerial set A date has been set for the next meeting
between the Azerbaijani and Armenian foreign ministers to discuss
the Garabagh settlement. Elmar Mammadyarov and Eduard Nalbandian will
hold talks on the eve of the OSCE Foreign Ministers Council meeting,
to take place in Helsinki December 4-5, the Russian co-chair, Yury
Merzlyakov, announced.

Merzlyakov said the mediators hoped they would also be able to arrange
a meeting between the two countries` leaders, but the venue and timing
of the presidential talks were unknown at this point.

He emphasized that "no one was trying to artificially prolong" the
process of resolving the Garabagh conflict. He expressed disappointment
that the dispute has remained unresolved since Azerbaijan and Armenia
signed a ceasefire accord in 1994.

"But I am hopeful that we will now be able to reach the goal that
hasn`t been accomplished over 14 years," he said, adding that the
negotiating process would be accelerated while avoiding hastiness.

Regarding the outcome of the mediators` talks with the leader of the
self-proclaimed Upper Garabagh republic, Bako Saakian, Merzlyakov
said that without the participation of the Armenian community of the
region it would be impossible to set the stage for a settlement to
the conflict.

Also, French co-chairman Bernard Fassier, said the Upper Garabagh
regime was not estranged from peace talks. Armenian media quoted
Fassier as saying that in the current course of negotiations the
self-proclaimed republic was contributing to efforts aimed at reaching
a solution.

"At times, people think that Upper Garabagh has been alienated from the
process. What does this mean? The reasons for our frequent visits here
are not just to try the highly-appreciated Garabagh cuisine or drink
mulberry vodka. We come here to work with your leadership," Fassier
told reporters in Khankandi, the center of the occupied republic.

Territorial integrity The US co-chair has refuted his earlier statement
that Armenia must return Azerbaijan`s territories.

During a news conference in Yerevan, Matthew Bryza did not refrain
from using degrading rhetoric against the Azerbaijani media.

"The media in Azerbaijan interprets everything in a one-sided manner,
whether it is politics or agriculture.

"I don`t remember what language my interview was in – Russian
or English. But my words were translated at least twice, or
re-translated," Bryza said.

According to Bryza, the status of Upper Garabagh cannot be determined
unilaterally and the positions of both parties to the conflict should
be taken into account in dealing with the issue.

"It is possible that a vote will take place in Garabagh at some point,
but it may never happen – I just don`t know. The presidents have to
come to an agreement on the matter. As a co-chair, I can`t dictate
when this will happen and on what conditions," Bryza said.

As for the possible stationing of Russian peacekeepers in the conflict
zone, the US diplomat said this was unlikely.

"Neither side currently wants this. On the other hand, the following
principle has always been in place: if peacekeepers are stationed in
the region, they cannot be pulled in from co-chairing or neighboring
countries."

Center, presented "The Armenian Economic Trends: 2007 Annual Report"
with a detailed analysis of the republic’s macroeconomic development.

"This report offers a possibility to take a detached view of Armenia’s
economy development. We are thankful to AEPLAC for assistance,"
Tigran Davtyan, the RA Minister of Economy said during the ceremony.

The report traditionally provides an in-depth analysis of the main
macroeconomic developments of Armenia in the course of 2007 using
both extensive international comparisons for a number of indicators
and considering their trends ad developments during recent years.

"This report is important for Armenia. It was a pleasure to work
with AEPLAC," said Raul de Luzenberger, Head of European Commission
Delegation to Armenia.

The 2007 report fixed a GDP 13% growth, thus bringing Armenia to the
6th position in the world chart.

round-the-clock water-supply in Armenia’s capital within the next
few years.

The company’s press service reports that the reforms carried out by the
company over the last one year (personnel policy, structural changes)
resulted in the appointment of Pascal Royet Director General of the
company on November 1.

Over the last two years and a half the company has carried out
large-scale work to improve manageability and water-supply as well
as implement development programs.

Specifically, a zoning program was implemented early this year,
which enabled the company to improve water supply and reduce losses
in a number of neighborhoods of Yerevan.

The zoning work is under way in the communities of Malatia-Sebastia,
Arabkir and Nor-Nork, with other communities to be involved in the
program soon.

The repair of local pumping stations, sewerage systems as well as
the higher-quality services rendered by the company will facilitate
the accomplishment of the task.

The Yerevan residents will see the results of the measures being
implemented now.

The company is sure that it will be able to fulfill its commitments
and meet clients’ expectations.

The Yerevan Jur CJSC is a resident of Armenia. It was founded by
Generale des Eaux (France), which w in a WB-announced tender for the
10-year management of YerevanWaterSewerage in 2005.

Azeri reporters distort Mattew Bryza’s words, said the OSCE Minsk
group Co-chairman Matthew Bryza after his meeting with the President
of Nagorno Karabakh Bako Sahakyan rejecting the news spread by the
Azeri media. Note that according to Azeri mass media the American
co-chairman said that Nagorno Karabakh should return back the
territories to Azerbaijan.

"The reporters in Azerbaijan are very "creative" and somebody wants
to use my words under the interest of this or that side. I have
mentioned that if a contract is signed it should be a balanced
one and should express the interest of both Armenian and Azeri
sides. Yes, we do hope that the troops will be drove out of there but
a corridor should remain," said the American co-chairman and added:
"All the international norms and principles which are included in
the declaration should be taken into account in the agreement. I mean
not only one principle but some others too, and you could ask Azeri

"Currently, the security of the Karabakh people is ensured both by
Nagorno Karabakh and Armenia, on par with a strong resistance from
the Azerbaijani side", said French co-chair of the OSCE Minsk Group
on the Karabakh conflict settlement Bernard Fassier.

"In the future there is a plan to form complex measures to ensure
security of the Karabakh people and international guarantees under
consent of Azerbaijan regarding these issues", Fassier said at a
press conference on Monday.

The US co-chair of the OSCE Minsk Group Matthew Bryza noted in turn
that the co-chairs have never stated the need to demilitarize the
region.

"The Nagorno Karabakh people must be secured from physical influence
and economic pressure, which does not mean demilitarization",
said Bryza.

"In case of existence of adequate replacement, including international
guarantees of security of the Karabakh people on which the efforts of
the co-chairs are aimed, the said lands can be returned", said Fassier.

At the same time that the opinion of the Karabakh population about
such approaches has not been specified yet and it is early to speak
about their positions.

disagreement between Turkey and the new U.S. administration, namely
Cyprus, Iraq, Afghanistan and the Armenian Genocide, Hurriyet Daily
News quoted a senior Turkish Foreign Ministry official as saying on
condition of anonymity.

In relation to the Armenian Genocide, Turkish diplomats think the
recent rapprochement between Ankara and Yerevan may not be enough
to stop the Armenian Diaspora’s efforts in the United States to have
the 1915 events officially recognized as genocide.

"Both Obama and Biden promised their Armenian voters to press for
recognition. There could be attempts early next year," the official
said, adding, "But we have already launched preventive measures. In
our early contacts with Obama and Biden’s advisers, we were clear
about the sensitivity of the issue."

Meanwhile, during a meeting with former U.S. Secretary of State
Madeleine Albright, visiting Turkish Prime Minister Recep Tayyip
Erdogan discussed the possibility of Turkey’s mediation between the
United States and Iran and also referred to the Armenian Genocide
issue.

initiative on Nagorno Karabakh.

"I congratulated the Russian Federation on the occasion," French
President Nicolas Sarkozy told a news conference in Nice. "A similar
approach should be found to the South Ossetian problem."

"Russia’s proposals on the forthcoming G20 summit in Washington
are very constructive and coincide with European ones," he said,
RIA Novosti reports.

During the November 2 meeting, the Presidents Dmitry Medvedev of
Russia, Serzh Sargsyan of Armenia and Ilham Aliyev of Azerbaijan
pledged to intensify negotiations to end the Nagorno Karabakh conflict.

The declaration envisages resolution of the conflict on the basis of
principles and norms of the international law as well as agreements
and documents concluded in this framework.

Serzh Sargsyan and Ilham Aliyev also instructed their foreign
ministers to activate the negotiation process, in collaboration with
the co-chairs of the OSCE’s Minsk Group.

ARMENIANS SHOULD REMAIN VIGILANT TO COUNTER TURKISH PRESSURES ON OBAMA

Now that Sen. Barack Obama has been elected President,
Armenian-Americans need to remain vigilant in order to counter Turkish
pressures on the President-elect and his inner circle.

Already, the Turkish government has embarked on a full-scale campaign
to influence the next administration on a variety of critical issues
for Turkey, such as the Armenian Genocide, Cyprus, the Iraq War,
and the Kurds.

Only a few days before the presidential election, Turkey’s Prime
Minister Recep Erdogan sent two top officials to Washington to meet
with close aides of Senators Obama and McCain to make sure that
whoever is elected President would not make decisions against Turkish
interests. Several American lobbying firms hired by Ankara are also
hard at work to convince the President-elect and his advisors to
support Turkey on a variety of issues.

Clearly, the Turkish government is alarmed by Sen. Obama’s repeated
promises to recognize the Armenian Genocide. Prime Minister Erdogan,
in his letter of congratulation, went as far as expressing the hope
that Obama as President would not carry out the promises he made as
a candidate to the Armenian-American community.

Moreover, Erdogan requested a meeting with Sen. Obama, presumably to
dissuade him from acknowledging the Armenian Geno cide. The Turkish
Prime Minister is one of the leaders of 20 countries who are invited
by Pres. George Bush to the White House Economic Summit later this
week. The President-elect’s aides should reject Erdogan’s request for
a meeting, reminding him that last January he insulted Sen. Obama by
calling him ®an amateur in politics¯, just because the presidential
candidate had issued a statement on the Armenian Genocide. As I had
written in a column at that time, ®Erdogan’s insulting words about
Obama may haunt him after the election¯.

Despite the Turkish government’s intense lobbying efforts, it may be
easier for Armenian-Americans to push their agenda forward during the
Obama Presidency. Armenians have several significant advantages with
the incoming administration over the outgoing one:

1) Both President Obama and Vice President Joe Biden have been staunch
supporters of Armenian issues;

2) The new Congress is more likely to pass legislation favorable
to Armenians, since there will be a sizeable Democratic majority in
both the House and Senate, joined by a large number of pro-Armenian
Republicans in both Houses;

3) The Departments of State and Defense would be less likely to
oppose a congressional resolution on the Armenian Genocide, given the
likelihood that the White House would either support the measure or
at least not oppose it;

4) Although it appears some high-ranking pro-Turkish offici als will be
serving in the Obama administration, they are likely to be outnumbered
by those who are either sympathetic or impartial on Armenian issues.

Despite such a favorable balance of forces, the final outcome of any
pro-Armenian legislation in Congress still hinges on two important
prerequisites:

1) The Armenian-American community’s vigilance and implementation
of a full-scale grassroots and media campaign to counter all Turkish
threats against the U.S.;

2) The Armenian government’s postponement or preferably cancellation
of a planned joint Armenian-Turkish historical commission that would
have been exploited by the Turkish government to undermine efforts
to acknowledge the Armenian Genocide in the U.S. and other countries.

Those in the Armenian community who remain skeptical about the
next U.S. President keeping his campaign promise on the Armenian
Genocide and/or support a Congressional resolution on this issue,
should know that, no matter how justified their skepticism, they
should not create the false and harmful impression that it is
impossible for a U.S. President to acknowledge the Genocide. After
all, a very prominent former President – Ronald Reagan – did issue a
Presidential Proclamation back in 1981, which mentioned the Armenian
Genocide. Pres. Obama would be simply repeating what was already
stated 27 years ago by Pres. Reagan!

Similarly, those who say that the House of Representatives would never
pass a resolution on the Armenian Genocide, should be reminded that
the full House did pass such a resolution twice, once in 1975 and
a second time in 1984. Thus, House Speaker Pelosi would be simply
reaffirming what was already adopted by the House twice before!

To be sure, Turkey’s denialist leaders can be expected to issue empty
threats against the U.S. and repeat last year’s charade by recalling
their Ambassador from Washington for a brief period. They would then
send their envoy back to Washington after realizing that Turkey needs
the United States more than America needs Turkey!

If Armenian-Americans want the Obama administration to support their
cause, they should more energetically support their political friends
and counter their foes. The incoming administration, on the other
hand, should show moral courage in the face of bullying tactics by
Turkey, a third world country that should not be allowed to muzzle
the U.S. Congress and the President of the United States.

Q: We saw these yellow thistle-like flowers in late summer and took
this picture. Can you tell us what it is?

SW: It’s funny how this, of all plants, seems to capture people’s
attention. You are not the first to ask me about it. Its name is
Centaurea macrocephala and it also is known as the Armenian basket
flower. It has canary-yellow flowers and grows three or four feet
high in full sun and prefers average, well- drained soil.

It starts to flower in mid-summer and continues blooming into
September. It is very hardy and is a good plant for cold-climate
gardens such as ones in the B.C. interior and the Prairies.

Q: I was given about two dozen calla lilly corms. Should they be
planted now or in spring? Can they stay in the ground or do they
need to be lifted for winter storage? What makes the best display –
five corms to a hole or all in a row? Will they flower the first year?

SW: It really depends on what kind of calla lily corms your have been
given? Some callas are hardy, others are tender and won’t survive
outside in the garden over winter.

There’s the hardy water arum (Calla palustris), which grows only
eight inches high and is able to survive in a protected spot in the
garden. And then there are the more tender callas (Zantedeschia)
with tropical colours.

The hardiest cultivar of calla lily, the one most likely to do well
in coastal gardens, is ‘Crowborough’.

I suggest you divide your corms and sow them in two containers
and keep them in a frost-free place over winter. See what happens
in spring. Don’t plant all the corms in the same hole; spread them
around, close but not touching.

You’ll be able to identify the kind of callas more accurately by the
flowers when you see them, then you can make a decision about whether
to leave it in the pot or put it into the garden.

Q: I was in Tofino in July and bought a lovely little plant called
Streptocarpus ‘Veronica.’ I can’t find out too much about it. Can I
plant it outside?

SW: Streptocarpus is native to South Africa and is sometimes called
the Cape primrose.

Cultivars are tender exotics that are grown indoors most of the
year and can be moved outside in the summer. They are disease- and
pest-free plants that like fast- draining soil and good light.

I have not heard of ‘Veronica’ but ‘Black Panther’ is a popular kind
with purple flowers. The rule with streptocarpus is not to overwater
and to give plants good indirect light.
