of council members

YEREVAN, MARCH 11, NOYAN TAPAN. The regulations of the Public Council
and the appointment of the Council’s members were approved by the March
11 order of Armenian President Serzh Sargsyan.

As NT was informed by the RA presidential press service, Robert
Amirkhanian, Anna Asatrian, Lilit Asatrian, Karen Bekarian, Emil
Gabrielian, Anelka Grigorian, Astghik Gevorgian, Hayk Demoyan,
Hovhannes Zanazanian, Khosrov Harutyunian, Vazgen Manukian and Vladimir
Movsisian have been appointed members of the Public Council.

According to the regulations approved, the Public Council is an
advisory body that is formed by Armenian president and has 36 members.
The remaining 24 members of the Public Council will be elected by the
procedure and within the period envisaged by the regulations.

Baku ` APA. Commander-in-chief of Turkey’s Gendarmerie, Army General
Avni Atilla Isik met with Azerbaijan’s Defense Minister,
Colonel-General Safar Abiyev in Baku, Defense Ministry’s press service
told APA. They discussed the relations and development prospects
between Azerbaijan and Turkey in line with bilateral military
cooperation plan. They exchanged views on military-political situation
in the region and ways of solution to Armenia-Azerbaijan conflict.

Defense Minister Safar Abiyev told commander-in-chief of Turkish
Gendarmerie that Azerbaijani people were concerned over the media
reports about the expansion of relations and opening of borders
between Turkey and Armenia. Atilla Isik said Turkey would not take
even a step contradicting Azerbaijan’s interests.

Quirky, iconic Lieb House to set sail

The ’60s beach shack that narrowly escaped demolition will go by barge
to its new home.

After being stuck in limbo on a Barnegat Light, N.J., pier for nearly
six weeks, the iconic 1960s beach shack designed by Robert Venturi and
Denise Scott Brown is clear to set sail at high tide Thursday morning
for a new home on the exclusive north shore of Long Island.
The building, which is known as the Lieb House and is considered to be
among the Philadelphia architects’ most significant early works,
narrowly escaped demolition by a developer in January when Barnegat
Light officials agreed to let its adoptive owners store it in a
harbor-side parking lot. That reprieve gave them time to secure
permission to float the quirky house to their property in Glen Cove,
overlooking the Manhattan skyline.

The new owners, Deborah S. Sarnoff and Robert Gotkin, finally obtained
a crucial authorization last week from New York’s Department of
Environmental Conservation, clearing the way for the 95-mile ocean
journey from Long Beach Island to Long Island, said Jim Venturi, the
architects’ son, who is organizing the move on their behalf.

The state agency had sought assurances that the couple’s retaining
wall on Long Island Sound would not be damaged when the house was
transferred from barge to land. Once the agency gave its consent, the
town of Glen Cove quickly issued a building permit, the last of the
necessary approvals, said Gotkin, a plastic surgeon.

"All we need now is calm winds and calm waters," Gotkin added.

Jim Venturi said a moving team from Wolfe House & Building Co. planned
to launch the Lieb House on an ocean-class barge from the Barnegat
Light pier at precisely 9 a.m. Thursday to take advantage of high
tide.

Two tugboats will ease the 1,835-square-foot structure through the
Barnegat inlet, then head north along the New Jersey coast. After
spending the night docked in Staten Island, the shore house will get
its first glimpse of the Manhattan skyline just after dawn Friday.

Venturi has arranged an early-morning party at Manhattan’s South
Street Seaport so his parents and interested architecture buffs can
wave at the little house as it makes its way under the Brooklyn
Bridge, sometime between 7 and 9 a.m.

Most likely, the crowd will be able to see two of the house’s most
distinctive features: an immense black number 9 next to the front door
and a sailboat-shaped side window. Despite its architectural pedigree,
the house is famous for distilling the essence of a Jersey Shore house
into its boxy form. It is a curriculum standard in many architecture
schools.

Robert Venturi, who delighted in vernacular architecture, originally
described it as a "bold little ugly banal box." It took a while,
however, for Barnegat residents to take a liking to the plain design
and oversize graphic. Its original owners, Judith and Nathaniel Lieb,
sold it not long after it was finished in 1969, supposedly because of
disputes with their neighbors.

By the time developer Michael Ziman purchased the property as a
tear-down, the Lieb House was an antique by Long Beach Island
standards. Although it has four bedrooms, it is a fraction of the size
of the current crop of Shore mansions.

Ziman told Jim Venturi he could have the house for free if he arranged
to move it off the site by the Feb. 2 closing date. Venturi initially
despaired of finding someone to foot the moving bill, but at the last
moment, he found a near-perfect match in Gotkin and Sarnoff.

The couple, who run a Park Avenue dermatology and cosmetic-surgery
practice, not only live in a house designed by the elder Venturi and
Scott Brown – the Kalpakjian House – but they also own enough land to
accommodate a second structure. They intend to use the Barnegat beach
shack as a guest house.

"It’s getting a sibling," said Jim Venturi.

"When Jimmy called, I really thought it was a joke," recalled
Sarnoff. She readily agreed to help preserve the house, even though
she had no idea of the complications ahead. "I thought we’d split it
in half and move it by truck," she said.

The couple soon learned that the house was too tall to fit under the
overhead telephone cables. But they persevered, even as the costs and
complexity mounted.

Sarnoff said she had learned to love the work of Venturi and Scott
Brown. About 10 years ago, she stumbled upon the Kalpakjian house and
fell in love with it, even though she knew nothing then about the
architects. She was devastated when she lost a bidding war for the
property, which was completed in 1986. She bid at two more sales
before she succeeded in buying the house, which sits on a 2.5-acre
promontory with spectacular views of Manhattan and the Long Island
Sound.

Now, she and Gotkin will own two houses by the Philadelphia
architects, representing two distinct periods in their career. While
the Lieb House still shows the modernist influence of Le Corbusier,
the Kalpakjian House takes its cues from America’s shingle-style,
ocean-front villas.

Both structures clearly have salt in their bones. Because they were
designed to take advantage of water views, their living rooms are on
the second floors. So even though the Lieb House will lose its iconic
address of 9 E. 30th St., it will continue to exist in a seaside
environment.

"It’s not the same context," acknowledged Denise Scott Brown. "But
it’s a wonderful context."

experts, the value of a dollar was to be at 360-380 drams in Armenia,
and it was necessary to ensure stored supplies of dollar and goods for
the shift to a floating exchange rate, the chairman of the RA State
Commission for Protection of Economic Competition Ashot Shahnazarian
stated at the March 6 briefing. In his words, the Armenian government
considered it expedient to conduct a floating exchange rate policy at
the time when "we are ready in all respects and have necessary stocks",
while for small countries it is correct to shift to a floating exchnage
rate at once.

A. Shahnazarian noted that Armenia will benefit from the shift to a
floating exchage rate in terms of job creation and the export and sale
of local products. According to him, the production and export volumes
of local commodities will increase by 20-22%.

host an exhibition of works by Prosecutor General Aghvan Hovsepyan.

Oil paintings and photos taken by Aghvan Hovsepyan during the past
years will be displayed.

Agvan G. Hovsepyan was born January on 7, 1953 in Yerevan. He got
his higher education at the Law Faculty of Yerevan State University,
which he graduated from in 1974.

His professional experience started from 1974, working as an
investigator in Segeja District of Karelian Autonomic Republic.

He served as RA Prosecutor General in 1998-1999, as Deputy Prosecutor
General of RA in1999-2004

On March 7, 2004, by the Decree of the President of the Republic of
Armenia he was appointed as the RA Prosecutor General.

A Heavy Penal Court has overruled the decision of the Ankara
prosecution to dismiss proceedings in the case of the campaign of
apologising to Armenians.

The Sincan 1st Heavy Penal Court in Ankara has opened the way for a
prosecution of the signatories on the Internet campaign apologising
to Armenians for the events of 1915. The controversial Article 301
has been cited.

The Heavy Penal Court has overruled the dismissal of proceedings by
the Ankara prosecution.

The Internet campaign was started in December 2008 and has resulted
in nearly 30,000 supporters putting their names under the text:

"My conscience does not accept the insensitivity showed to and the
denial of the Great Catastrophe that the Ottoman Armenians were
subjected to in 1915. I reject this injustice and for my share,
I empathize with the feelings and pain of my Armenian brothers and
sisters. I apologize to them.

Ankara residents Hasan Huseyin Satır, Sabahat Ozgur, Mehmet İnal
Kolburan, Huseyin Erdogan, Serdar Orhaner and KurÅ~_at Karacabey
had prepared a complaints campaign and had demanded the trial of
the signatories of the apology campaign for "denigrating the Turkish
nation", i.e. an indictment under Article 301.

On 26 January 2009, the Ankara prosecution had decided that "even
opposite opinions are protected under the concept of freedom of
expression in democratic societies" and had dismissed proceeding. By
overruling this decision, the Heavy Penal Court has made a trial

President of Armenia, President of the Chess Federation of Armenia,
Serzh Sargsyan received the President of the International Chess
Federation, President of Kalmikia Kirsan Ilyumzhinov and his
delegation.

Serzh Sargsyan noted with appreciation that every visit of the
President of the World Chess Federation to our country marks the
start of a new program.

He said it’s high time to call to life the agreements reached during
the 38th World Chess Olympics in Dresden.

Kirsan Ilyumzhinov once again congratulated President Sargsyan on the
brilliant victory of the Armenian team in the Dresden Olympics and
added: "Achieving champion’s title is difficult, but keeping it for the
second consecutive time is twice as hard. It evidences that an acting
system has been established." He welcomed the efforts of the Armenian
authorities targeted at the development of chess in the country, noting
that "there are serious results, when there is serious attention."

President of the world Chess Federation presented the steps FIDE
takes in the direction of development and popularization of chess. In
this context the interlocutors discussed the idea of building a Chess
Palace in Yerevan, which was generally approved. Reference was made
to the preparation of the international Grand Prix championship to
be held in Yerevan in August.

The Co-Chairs of the OSCE Minsk Group, Yuri Merzlyakov (Russia),
Bernard Fassier (France) and Matthew Bryza (USA) assess their meetings
in Armenia, Azerbaijan and Nagorno Karabakh as rather informative
and substantial.

Bernard Fassier told reporters today that their meetings with
Presidents Serzh Sargsyan, Ilham Aliyev and Bako Sahakyan, Foreign
Ministers Edward Nalbandian and Elmar Mammadyarov, as well as
representatives of about 20 non-governmental organizations of Nagorno
Karabakh evidence that the negotiation process continues. He expressed
hope that the meeting between the Presidents of the two countries
will take place within the coming months.

Asked to what extent the negotiations are complete, and how effective
the activity of the Co-Chairs is, if Nagorno Karabakh is not included
in the process, Bernard Fassier noted that at a certain point it will
be necessary to involve all parties in the negotiations. He found it
hard to note concrete dates, saying it does not depend on them.

Russian Co-Chair Yuri Merzlyakov stated that the format of talks
is different today. According to him, the Minsk Group did not exist
in the current format before and no meetings were taking place on a
high level.

"When they started, we felt that the negotiation process was getting
greater impulses from=2 0those meetings than it would be if NKR also
participated. If you think Nagorno Karabakh could act as one of the
conflicting parties, the issue should be considered on a different
level," Yuri Merzlyakov noted.

Turning to the issue of Azerbaijani Armenians, US Co-Chair Mathew
Bryza said the issue of refugees is one of the most important
ones when solving any conflict. "The issue of return of refugees
is among the most important ones during any discussions on the
Karabakh settlement. In Stepanakert we met with representatives of
NGOs representing the interests of the refugees, and I think that
no matter what nationality they are, they have rights and needs and
their question should be discussed," he said.

NKR President Bako Sahakyan met the Co-Chairs of the OSCE Minsk Group,
Matthew Bryza (USA), Yuri Merzlyakov (Russia) and Bernard Fassier
(France), Central Information Department of the Office of the NKR
President reported.

A wide range of issues related to the Karabakh conflict settlement
were discussed at the meeting.

Bako Sahakyan underlined that without restoration of the full-fledged
format of negotiations and direct participation of the Nagorno Karabakh
Republic in all stages of the process it will be impossible to reach
comprehensive settlement of the conflict.

The Co-Chairs, in turn, also stated that without the consent and
participation of Nagorno Karabakh and its people it will be impossible
to settle the conflict.

The Head of the State touched upon the anti-Armenian and militaristic
rhetoric of Azerbaijan, saying it’s one of the main obstacles on the
way of the peaceful settlement process.

WASHINGTON – U.S. Congressman Robert Wexler, Co-Chair of the Turkish
friendship group in the U.S. House of Representatives, said Friday
that Turkey-Armenia relations were at a historic turning point,
noting that there was chance for normalization of relations.

Wexler, who visited Ankara and held meetings with Turkish officials
last week, talked about Turkish-Armenian relations at the Foreign
Affairs Committee.

Wexler said it seemed relations between Turkey and Armenia were
at a point of historic opportunity, noting that relations could be
normalized and border gates between Turkey and Armenia could be opened.
