Members of the Armenian Government traveled to Syunik marz to hold
the recurrent sitting in Kapan. After the Marzpet presented a report,
members of the government started discussing the regional issues on
the agenda.

Minister of Economy Nerses Yeritsyan presented the project of turning
Tatev into a tourism center. The project envisages reconstruction of
the Tatev Monastry in Syunik marz.

Deputy Minister of Territorial Administration Vache Terteryan presented
the program of development of Syunik region in 2010-2013, which will
promote the development of agriculture, industry and tourism.

Minister of Justice Gevorg Danielyan informed that the prisons in
Goris are under the threat of collapse. He suggested to build a new
jail outside the city.

ERICSSON IS BRINGING HIGH-QUALITY, INTERACTIVE TV TO VIEWERS IN ARMENIA THROUGH A DEAL WITH OPERATOR UCOM, ROLLOUT TO START IN JULY 2009

Ericsson is bringing high-quality, interactive TV to viewers in Armenia
through a deal with operator Ucom. Ericsson will deliver its IPTV
solution including GPON technology in the first contract of its kind.

Ericsson press-service told ArmInfo that IPTV allows viewers to
experience the same type of interactivity on their televisions as they
are used to on their PCs, with personalized features such as chat,
e-voting, web TV and access to social media networks. The IPTV solution
for Ucom will also give viewers access to a flexible, customized
portal that offers a wide range of broadcast channels, video on demand,
an electronic program guide and personal video-recording capabilities.

The IPTV services will be delivered via the latest fiber-access
technology, known as Gigabit Passive Optical Network (GPON),
supplied by Ericsson. GPON allows the consumer to watch several HDTV
channels, download large files from the internet and place voice
calls simultaneously without service disruptions. Rollout will start
in July 2009.

Hayk Yesayan, President of Ucom, says: "We are proud to be the
first operator in Armenia to offer IPTV, and are convinced it will
be popular with our customers. We chose Ericsson’s market-leading
technology and services, and capability to help us bring this new
offering to market quickly and efficiently."

Jan Campbell, Head of Eastern Europe and Central Asia, at Ericsson,
says: "This deal reflects Ericsson’s ability to deliver innovative
multimedia solutions. We are delighted to partner with Ucom and help
them provide customers with a truly personalized, interactive and
high-quality TV experience."

Ericsson’s IPTV solution for Ucom includes IPTV middleware; a
content-distribution platform; the customized consumer portal and
GPON technology. The agreement also includes systems integration of
operational management tools and consultancy services.

Ericsson’s GPON fiber-access solution, EDA 1500, provides the
highest bandwidth capacity on the market and supports a wide range of
applications and services, in particular bandwidth-demanding services
such as unicast and broadcast video and TV.

Mr.Hovhannisyan, how would you comment on the opus of Azerbaijani
propaganda as an interview expressing Vice Speaker of Georgian
Parliament Paata Davitaya’s discontent with the situation in Javakhk?

To start with, I do not quite understand Mr.Davitaya’s discontent. He
is displeased with the fact that Javakhk residents express their
concern about their own situation to the Armenian president. Moreover,
Davitaya considers this inadmissible as there is no institute of dual
citizenship in Georgia.

But the institute of dual citizenship has nothing to do with it
because otherwise one will suppose that Georgian authorities constantly
directing similar complaints to various instances of European Union and
the USA are citizens of not only Georgia, but also European Union. In
this context, it is quite clear why Javakhk residents are concerned
about the processes developing in Georgia.

What about the so-called "hand of Yerevan" in the processes developing
in Javakhk?

Yerevan or any other capital city of the world has nothing in common
with it. People are simply concerned about the fact that regularly
changing leading regimes of Georgia did not try to come cl oser to
resolving of vital problems of Javakhk. At the same time, to connect
these problems only with the economical difficulties is incorrect as
they mean the fact that till today Georgia has not fulfilled decisions
of the Council of Europe about the regional languages practically
banning the use of the Armenian language as an official language at
schools and other educational establishments of Javakhk. Georgia has
not yet signed the Convention ‘On national minorities’. Naturally,
this also causes anxiety of the Armenian population of Javakhk. The
plans of Georgia about population of Turk-Meskhets at the territories
historically populated by Armenians cannot but cause anxiety
either. Certainly, all this anxiety stands out against the background
of the terrible economic and social situation in this region.

After all, being a victim of the August war, Georgia managed to receive
4 bln USD to restore its economy and social infrastructure. Naturally,
Javakhk residents fairly think that certain part of these funds
should be directed to their region. Certainly, all these complaints
were first of all directed to the authorities of Georgia many times:
to the local and regional authorities, to the parliament, government
and finally to the Georgian president. And when after dozens of such
applications there was no reply, naturally, Armenians of Javakhk are
trying to be understood by their compatriots in Armenia. They apply
to President of Armenia20Serzh Sargsyan not for mediation. On the
contrary, the only thing they ask about is to raise these problems
against Mikheil Saakashvili who is going to visit Yerevan. This is
legal and normal, and Davitaya’s opposition colleagues many times
directed similar complaints to European and American officials before
their visit to Georgia. They also asked to put this or that question
against the president of Georgia. Armenian population of Javakhk is
doing the same at present, and they have a right to do that. This does
not at all require introduction of the dual citizenship in Georgia. I
thought the vice speaker of Georgian parliament would understand this.

What role does the Russian factor play in Javakhk?

Practically no role as the Armenian population of Javakhk, being
the overwhelming majority there, voted for Saakashvili during the
presidential election in Georgia. Those in Georgia are mistaken if
think that the Armenians of Javakhk were unaware of the anti-Russian
mood of Saakashvili.

They were perfectly aware of that, nevertheless, they voted. So no
secret service capable to change the public opinion of the Javakhk
Armenians actually exists like no separatist movements do. As a counter
to this, there is normal legal movement in Javakhk for the civil rights
of the national minority, although it is somewhat unlawful to call
the Armenians of Javakhk the minority. So, in this case, I will use
just the internationally recognized term. As regards the comparison
of Javakhk and Nagorno-Karabakh, which is not quite correct, let Mr.

Davitaya know that the people’s liberation movement in Nagorno-Karabakh
started after Azerbaijani riot squad tried to exterminate the Armenian
population of Nagorno-Karabakh by means of USSR armed forces and
Azeri gangs, and Karabakh people defended themselves. We are sure
that nothing of the kind may happen in Georgia.

Actually, all this fuss about Javakhk, in which the vice speaker of
Georgian parliament has already been involved, is nothing but another
result of Azerbaijani agitation trying to connect Javakhk and Karabakh,
is it?

Certainly, it is. Unfortunately, the Georgian elite has no
understanding of the fact that today Javakhk is the only territory
where Georgians and Armenians are historical neighbours over
millenniums until they live side by side. A Turkic component is wedged
in the rest length of Armenian-Georgian border. Unfortunately, the
Georgian elite doesn’t realize that if vacuum is formed somewhere in
the Caucasus, it is immediately filled by not Georgians and Armenians,
but Turks. And if some Georgian political forces or circles are trying
to force Armenians from Javakhk, they should know that having forced
Armenians, they will lose Javakhk. Therefore, the Javakhk Armenians
should be made faithful citizens of Georgia observing their national
and civil rights, and there is just no other way.

With in the frames of the territorial integrity of Georgia…

There are currently no political forces in Armenia which make the
territorial demands to Georgia.

The Opposition Changes Strategy

The Armenian National Congress has changed the strategy it declared
about at the last rally. The opposition will not wait until September
18 and will hold the next rally next week, representative of the
Armenian National Congress David Shahnazaryan told a press conference
today.

The change in programs is connected with the release of the persons
arrested after the events of March 1 and 2. The day of the meeting
has not been fixed so far.

David Shahnazaryan noted today that what happened cannot be called
amnesty even using the most diplomatic language.

According to the calculations of the opposition, the general pardon
will not apply to 20 persons deprived of their liberty in relation
to the events of 1 and 2 March 2008. The play titled "amnesty"
was staged for PACE, Shahnazaryan said, noting that the objective
has been achieved. "No sanctions will be applied against Armenia,
but the country will remain under monitoring," he noted.

As for the cooperation on the opposition field, particularly the
negotiations on the 12-point platform, Shahnazaryan said there was
no progress in that regard. The Armenian National Congress has always
cooperated with the "Heritage," while the issue of ARF Dashnaktsutyun
is quite different, he noted.

"What does cooperation mean? How many times c an we repeat that
Dashnaktsutyun is not opposition? It’s very simple. If they
struggle against the current regime, there will naturally be some
cooperation. What cooperation can we speak about if they show no
signs of struggle?" Shahnazaryan said.

leaders, Ezids’ World National Union President Aziz Tamoyan said he
considered amnesty humane step. "As leader of the largest minority
community in Armenia, I request Government and President to extend
amnesty to a larger group of people."

Armenia is facing political tension, and amnesty will help mitigate
the situation, Tamoyan stressed, adding that people under investigation
should also be included in amnesty list.

The Union of Azerbaijani Intelligentsia considers it possible to create
a joint commission out of Azerbaijani and Armenian intelligentsia
or the Union of Elders for implementation of public diplomacy in the
solution to the Nagorno-Karabakh problem.

"The main condition is that both sides really need to make efforts to
solve the problem. The contribution to the solution of this problem
can make not only intelligentsia but also people sincere acting in the
interests of the people. These people regardless of their nationality
do not trample justice," Chairman of the Union Eldaniz Guliev told
Trend News on Thursday.

At the initiative of Ambassadors of Azerbaijan and Armenia to Russia –
Polad Bulbuloglu and Armen Smbatian- intelligentsia of both countries
visited Khankendi, Yerevan and Baku, in June 2007. The composition
of the Azerbaijani delegation was composed of Polad Bulbuloglu,
Farhad Badalbeyli, Kamal Abdulla, Azer Pasha Nemat and Ilham
Fataliyev. Another visit is planned for July this year.

According to Guliyev, the fact that Armenia does not follow
international legal norms and does not make a compromise, taking
steps that do not correspond to common sense, obviously. "But on the
other hand, the conflict can not last forever. There are refugees and
internally displaced persons who suffer from this conflict," he said.

According to him, if the conflict between the two countries can not
be resolved, then intelligentsia and other active members of society
must increase their efforts towards settling this problem. "In this
case, it would be possible to move forward," Guliev said.

The Movement of Azerbaijani Intelligentsia was established in 2003. In
2007, it was to be officially registered in the Ministry of Justice
as an association of intellectuals in Azerbaijan. The purpose
of the organization is to protect the rights of intellectuals of
Azerbaijan and achievement of reconciliation between opposition and
the authorities.

market value, said Armen Melikyan, Director General of NASDAQ OMX
Armenia.

"The market value of any issuer of securities is evidence of investors’
attitude to the entity’s activities," Melikyan said at the workshop
on investor relations management yesterday.

He pointed out that investor relations are of importance as they
mean relations not only with prospective investors, but also with
actual stockholders.

He expressed hope that the workshop will be of benefit to all the
market participants that will hold consultations in the future.

Geoffrey Mazullo, Director of the "Partners for Financial Stability"
(PFS) program, pointed out that investor relations programs may be
effective if companies are able to provide all individuals and legal
entities with the information they need to decide on investments.

The pointed out two types benefits – internal and external benefits –
entities can get from effective investor relations.

Among the internal benefits are discipline, competent internal
management, authority and risk management.

As regards external benefits, he pointed out the possibility of
companies’ entering markets of goods and services, bonds and shares,
as well as stock and bond liquidity.

The semin ar was organized by the PFS program launched by USAUD and
East-West Management Institute jointly with NASDAQ OMX Armenia.

The seminar was aimed to demonstrate the importance of investor
relations in the present-day corporate world, ways of forming relations
with investors, introduce international experience.

Narek Khublaryan of the Financial Supervision Department, Central
Bank of Armenia (CBA), presented the information requirements set to

YEREVAN, JUNE 16, ARMENPRESS: President of Armenia Serzh Sargsyan
received today co-rapporteurs of the PACE Monitoring Commission John
Prescott and George Colombie.

Presidential press service told Armenpress that the goal of the
visit of the co-rapporteurs is to get acquainted with the pace of
implementation of PACE Resolutions 1609, 1620, 1643 by Armenia before
the June session of PACE.

Armenian President highly assessed partnership of Council of Europe
with Armenia and said that "I think this period of time showed that
out country is ready to implement its commitments."

The sides pointed out to the effective cooperation formed for the
solution of the existing issues.

The interlocutors also highlighted the registered progress. The
co-rapporteurs greeted the initiative of the president on granting
amnesty. They were also interested in the procedure of granting pardon,
its time and involvement.

The co-rapporteurs said that they will present their observations in
the coming plenary session of PACE.

President Of Syria And His Wife To Visit Armenia

PRESIDENT OF SYRIA AND HIS WIFE TO VISIT ARMENIA

ArmInfo.President of Syria Bashar al-Assad and his wife Asma al-
Assad will pay a two-day official visit to Armenia on June 17 on
invitation of President of Armenia Serzh Sargsyan.

As the Armenian presidential press service reports, the official
ceremony of greeting of the Syrian president will be held on the
same day in the residence of the Armenian president to be followed
by face-to-face meeting of S. Sargsyan and B. al-Assad. Afterwards,
an extended meeting of the official delegations and signing
of intergovernmental and interdepartmental documents will be
held. The presidents of Armenia and Syria will also conduct a joint
press-conference. An official supper will be served in honour of the
Syrian president and his wife on behalf of S. Sargsyan and the First
Lady Rita Sargsyan in the evening , June 17.

Within the frames of the official visit, Bashar al-Assad will meet with
Armenian Parliament speaker Hovik Abrahamyan and Prime Minister Tigran
Sarkisyan. The Syrian president will be also received by Catholicos
of All Armenians Garegin II. The programme of the visit of the Syrian
president also includes visit to the Institute-Museum of the Ancient
Manuscripts Matenadaran.

A ceremony of opening of the Armenian-Syrian business-forum will
be held on June 18 under participation of the Armenian and Syrian
presidents. The delegation headed by the president of Syria will
leave Armenia on June 18.
