Judo Federation of Turkey has confirmed its application to participate
in Europe Judo Youth Championship in sport&concert complex after Karen
Demirchyan, Yerevan, on 11-13 September. According to the preliminary
application 5 male and 6 female sportsmen were presented, while
according to the new submitted application the number of sportsmen
is cut, Armenian Judo Federation reports.

Currently 3 male and 4 female sportsmen are presented accompanied by
5 coaches, 1 referee and 1 official who will chair the delegation.

/PanARMENIAN.Net/ Speaking about US Federal Appeals Court’s decision
prohibiting descendants of Armenian Genocide victims to sue foreign
companies for unpaid claims, it is still early to say what impact it
will have on Genocide recognition process, Arpi Vardanyan, AAA Regional
Director for Armenia and Karabakh, told a press conference in Yerevan.

"Court decision can be appealed within 30 days, so it’s still early
to speak about possible consequence unless that time-limit has expired.

But I am convinced that American court’s decision will be an advance
step towards preventing and condemning Genocide," AAA Regional
Director said.

Assembly, according to her, is going to send President Obama a letter
with a claim to declare that US Federal Appeals Court misinterprets
US position on Armenian Genocide.

On August 20, US Federal Court ruled that descendents of Armenian
Genocide victims cannot sue foreign insurance companies for unpaid
claims since US Government doesn’t officially recognize that an
Armenian Genocide occurred.

ArmInfo. Kentron and Nork-Marash District Court decided to extend
the detention of Haykakan Zhamanak Chief Editor Nikol Pashinyan till
November 1.

The court adopted the decision on the basis of the petition by
Special Investigation Service as well as taking into consideration
that Pashinyan’s lawyers petitioned for additional time.

Pashinyan is charged with Articles 316.1 and 225.1 of the Armenian
Criminal Code (organizing mass public disturbances, using force against
a representative of the state and violating the law regarding the
staging of public events). On August 4 part of the case on N. Pashinyan
was separated from the criminal case on the March 1 incidents.

Trdat Uzunyan — Armenian diocese representative, Yusuf Cetin —
Patriarch of Assyrian community, Yusuf Sag — Catholic Assyrian
community leader, Paisiy Kokinaki from Greek Patriarchate participated
at the meeting, Turkish mass media reports.

Sarkis Seropyan, Chief Editor of Agos daily published in Istanbul,
informed NEWS.am that Turks lay tables under the tents during Ramadan
holy month, inviting also other religious representatives. "Sometimes
Armenian clergy are present at the meetings too," Chief Editor added.

Armenians will be participating in the second annual "Solidarity
Express" project marking the 70th anniversary of the outbreak of
World War II, taking its participants to the historic salt mine of
Wieliczka, the former Nazi German concentration camp of Auschwitz,
Warsaw and Gdansk, where the first shots of the war were fired and
the Solidarity movement was born.

The participants include students of Cambridge, Oxford and Georgetown
Universities in Britain and the United States, NGO activists from
Amnesty International and the Montenegro Committee of the Helsinki
Foundation, young journalists from Belgium, and people from Armenia,
Cuba, Israel, Mexico, Turkey, Bulgaria, Romania and Moldova.

Poland has a 30-strong group.

In addition to the sightseeing, the programme includes meetings with
former president Lech Wa³esa, MEP Ro¿a Thun and the famous explorer
Marek Kamiñski.

Today’s issue of the Baltic Business News, picks up on an article that
appeared in last week’s edition of "Hetq" in which Chief Editor Edik
Baghdasaryan raises questions regarding the claim of GILD Arbitrage
Risk Capital Fund that it has invested 20 million Euros in the Armenian
mining sector. (See: Fact or Fiction? – GILD Arbitrage Risk Capital
Fund Claims 20 Million Euro Armenian Investment). The BBN article,
entitled GILD’s Armenian Letters, is as follows.

Hedge fund GILD Arbitrage refuses to disclose the companies which
have mining licence in Armenia and where they have invested EEK 300
mln of Estonian business leaders’ money through Melorama Holding,
a holding company registered to Cyprus, Äripaev reports.

Edik Baghdasaryan, an Armenian journalist, who investigated the
matter, said that Melorama Holding isn’t one of the direct owners
of mining companies. GILD says that there are about 30 companies in
Melorama group.

Investment to Armenian mining permits is third of fund’s total volume,
according to last year’s report.

Tõnno Vahk, the fund manager, don’t want to disclose the investments,
first due confidentiality agreement and secondly the investment isn’t
publicity’s, but investors’ matter.

Allan Martinson, one of the investors, doesn’t agree.

"I’ve heard rumors that there are disputes in Armenia, who owns the
licences in the fund’s portfolio. I want clarity whether the licences
exist at all," Martinson said.

"Is it a fact or fiction?" asked Edik Baghdasaryan, an investigative
journalist asked last week in portal Hetq Online.

He invested if and which licences for earth deposits does GILD have
through Melorama Holding.

"Melorama Holding doesn’t exist in the lost of owners of Armenian
mining companies," the government said in a letter to Baghdasaryan.

He added that this means Melorama’s subsidiaries haven’t been
registered in the mining area.

GILD explained that Melorama is a big group and doesn’t directly own
a single company in Armenia

GILD refused to publish the names of subsidiaries which are registered
to Armenia and have mining licences there.

Baghdasaryan writes in his article in Hetq Online that although
last year Armenia got investments for EEK 10 mln from Cyprus then
not a penny of it moved to the mining sector, according to local
statistics office.

GILD’s explanation is identical to previous one – since they invest
to mining through Armenian companies then it won’t leave a trace
to Cyprus.

Rain Tamm, managing partner of GILD Partners said that they invested
to Armenia by choice. This area was attractive in the spring of last
year and Armenian mining laws are vanwarder than in Estonia.

The global economic and financial crisis necessitates legislative
reforms in the banking system of Armenia Emil Soghomonyan, chairman
of the Union of Banks of Armenia and Chairman of the Board of the
Prometheus bank said.

The union made a number of legislative initiatives to streamline the
tax laws in the banking system and to settle problems related with
the pledge of movable property.

Mr. Soghomonyan reminded that the Armenian government has recently
submitted to the National Assembly a package of draft laws relating
to services provided by banks. Banking services are exempt from value
added tax, but there are some services that are subject to VAT. "There
is some misunderstanding and we appealed to the National Assembly to
settle those issues," he said.

According to Mr. Sogomonyan, taxation of services provided by not
residents of the country are also seem to be problematic. "This in
particular applies to the payment systems, such as SWIFT, MASTER CARD,
VISA CARD, which should not be subjected to double taxation and tax
payment should be part of the cost of services," he explained.

According to him, the problem of mortgage of movable property is
troublesome today. "Armenia does not have a single inventory for
movable property, which is particularly felt during the crisis,"
he said.

The next proposal is aimed at ensuring a clean field for commercial
banks’ activities, concerned the problem of banking risks, said Mr.
Soghomonyan.

ProPublica, an independent, non-profit newsroom that produces
investigative journalism in the public interest opens a window on
foreign lobbying. Among them was one country with a longstanding
image problem: Turkey.

The reports writes that from 1915 to 1923, as many as 1.5 million
Armenians perished, many at the hands of the Ottoman government,
but a precise description of the events has been an extraordinarily
sensitive subject in Turkey. The issue also has risen regularly in
Congress, thanks in part to American-Armenian groups that have pushed
for government affirmation that the killings amounted to genocide.

In October 2007, with elderly Armenian survivors from the era
in attendance, the House Committee on Foreign Affairs approved a
resolution that would do just that. The next step would be a vote
before the entire House, something Turkey wanted desperately to
avoid. On more than any other issue, Turkey, which has a U.S.-led
war in Iraq on its border, is seeking help in a longstanding effort
to join the European Union.

The genocide question split U.S. leaders. All eight living former
secretaries of state at the time sent a letter warning Congress
that offending Turkey could have serious diplomatic consequences for
the United States. Both Barack Obama and his chief opponent for the
Democratic presidential nomination, Hillary Rodham Clinton, were in
the Senate; Clinton backed a resolution recognizing the genocide,
and Obama made it a campaign pledge.

Turkey’s lobbyists made contact with the executive branch 100
times to enlist help pressuring congressional leaders to squash the
resolution. The Livingston Group worked Congress. The firm’s lobbyists
contacted the office of Rep. Adam Schiff, D-Calif., author of the
resolution, four times on Oct. 4 to arrange a meeting with Turkish
Ambassador Nabi Sensoy. A few weeks later, Sensoy was withdrawn in
protest of the House’s consideration of the measure.

Turkey didn’t lobby just Congress – the country hired foreign agents
to promote the cause with people outside the administration, too. Noam
Neusner, who served as a speechwriter for President George W. Bush,
worked the powerful Jewish lobby, meeting with an array of groups
including the influential American Israeli Public Affairs Committee
a combined 96 times to persuade them to oppose the resolution,
FARA records show. Turkey was the first Muslim country to recognize
Israel, and relations have been generally positive; but in the end,
AIPAC supported the resolution.

On Oct. 26, 2007, some sponsors of the resolution backed off a full
floor vote, and the legislation never advanced. FARA records quantify
the effort Turkey’s lobbyists put into the issue: 673 contacts in a
single month, and more than 2,200 in the filings overall – the most
of any country.

In all, records show, Turkey spent $4.2 million to mobilize its
lobbyists to influence a resolution that hinged on the single word
— genocide. Some $1.9 million of that went to DLA Piper, a top-50
U.S. law firm that operates globally and has taken on such high-profile
cases as the defense of imprisoned Nobel Peace Prize laureate Aung
San Suu Kyi in Myanmar. The dispute demonstrates the power of labels –
and the lengths to which a country will go to protect its world image.

The FARA data show the deep reach that even small foreign governments
can have on Capitol Hill. The biggest spenders in foreign lobbying
aren’t always America’s closest allies or its biggest trading
partners. Interests in Dubai, Morocco and Equatorial Guinea were among
the top spenders on lobbying and public relations campaigns. Smaller,
poorer countries also weighed in on issues such as debt relief and
human rights.

grew in the 2Q of 2009 which resulted in 16.3% reduction of the real
GDP. Armenian Central Bank Council made a relevant resolution on August
11, CB press-service told ArmInfo.

CB Council called the unprecedented fall in construction and industry
sectors the key reason of the falling GDP.

Armenian National Statistical Service reported that in Jan-Jun 2009
construction sector fell 53.5% to 125 bln drams or $358 mln and
industrial sector fell 11.5% 6to 281.5 bln drams or $808.7 mln.

Smbat Lputyan Turkey Didn’t Apply To FID

Yesterday Armenian "Haylur" program, using the Turkish sources has
spread information that the chess federation has applied to the FIDE
with an official letter demanding to delete the observations about the
Genocide from the publication of Armenia which is on their official
webpage. FIDE as if has refused showing his attitude towards the issue.

Our reporter turned to Smbat Lptunyan, the vice president of the
Armenian chess federation, for finding out whether the information
is correct or not. Smbat Lptunyan too was informed about the spread
news, but he announced that if there would be such a thing he would
certainly know. "At this moment I do not have any official information
about Turkey sending a letter to FIDE. Naturally, the world chess
organization would not refuse something that didn’t exist.

"These news do not correspond with the reality", – stressed he.

Jefry Brog, who is trade vice president of FIDE and who is in Jermuk
these days also doesn’t know about it.
