On September 8th, at around 2 am, the Racha region of Georgia was hit
by a rather sizable earthquake. Armenian sources report the quake as
measuring 6.8 on the Richter scale. The USGA report it as 6.2. Georgian
sources only know that it happened on a Tuesday.

Racha is a mountainous region in northwest Georgia. On its eastern
border is the volatile separatist state of South Ossetia. On the
north is Vladimir Putin’s volatile Russia.

In 2001, Racha was hit by a magnitude 6.8 shaker, which killed
approximately 200 people. In the regions largest city, Oni, buildings
damaged in that quake still remain unrepaired. Although Georgia is
seismically active, earthquakes above 6.0 are rare. Racha’s 2001
shaker is the largest to have hit the region.

Georgian authorities report no fatalities in Tuesday’s
quake. However, one woman broke a leg after jumping from a
second floor balcony. Nonetheless, it is reported that over
1,000 homes have been damaged and around 400 families have
been left homeless. Notwithstanding, Georgia’s Messenger Online
(messenger.com.ge) reports minimum damage in the region and instructs

The earthquake hit western Georgia, causing no casualties and no
major destruction.

On September 8 President of the National Assembly Mr. Hovik
Abrahamyan received Head of the Armenia office of the World Bank (WB)
Mr. Aristomene Varoudakis.

Greeting the guest the President of the National Assembly highly
assessed the cooperation of the Armenian authorities with the WB and
expressed readiness of the National Assembly to promote it. In that
context he highlighted the implementation of control functions set
out by the Constitution of the Republic of Armenia to the parliament,
in particular, in respect of using the financial-credit means allocated
to Armenia in the best way possible.

During the meeting the interlocutors discussed the world
financial-economic crisis and its influence on Armenia’s
economy. During the talk they also touched upon the perspectives of
possible cooperation in the sphere of the development of specialized
and technical capacities of the National Assembly of the Republic of
Armenia by the assistance of the World Bank.

Vice President of the National Assembly Mrs Arevik Petrosyan also
attended the meeting.

is undermined, said Hayk Demoyan, director of Armenian Genocide
Museum-Institute.

"The process of normalization of the Armenian-Turkish relations affects
three countries – Armenia, Turkey and Azerbaijan. I do not rule out
that there is a kind of agreement on prevention worsening the situation
in Baku. But even if such agreement exists, the embarrassment of the
Azeri society is evident," Mr. Demoyan told a news conference today.

"Baku has eyed Turkey as an elder bother for 17 years. But "one nation,
two states" Turkish-Azeri formula is unacceptable, specifically for
a country wishing to join the EU," he said,

Azerbaijan Army ready to free occupied land – Defense Ministry

The Azerbaijani Army is ready to free the occupied territories if the
negotiations on the settlement of the Nagorno-Karabakh conflict fail,
said Azeri Defense Ministry spokesman Eldar Sabiroglu.

"We are hoping for results while the political negotiations
continue. Otherwise our army will fulfill its function [to free the
land] at a moment when our state founds it necessary," Sabiroglu told
a press conference in Baku on Friday.

"No one should doubt that," he said, adding that he is not saying
these words for the sake of propaganda. "I am saying this taking into
account the equipment of our military units with modern types of
weapons and the high level of our troops’ combat preparedness," he
said.

The Defense Ministry official reiterated that the Azerbaijani Army
will continue to be strengthened.

In 1991, he was one of the most active opponents of Serzh Sargsyan,
who demanded his resignation together with Andranik Margaryan and other
RPA members, down to presenting Robert Kocharyan with an ultimatum.

At present, however, Galust Sahakyan offered journalists to call on
the people to "pray for Serzh Sargsyan not to resign."

At the Pastark (Argument) discussion club, when asked if the third
countries may force Serzh Sargsyan into signing a solution that would
be unfavorable for the Armenian side, Sahakyan, with emotion typical
of clergymen, stated: "No one can pressure Serzh Sargsyan in this
matter. He is not a person to be pressured. We must teach the people
to pray for Serzh Sargsyan never to think about resignation. We will
find ourselves in such wind and weather…"

It is a pity Mr. Sahakyan did not explain whom he meant by "we" –
Armenia or himself and the Repablican Party of Armenia (RPA).

Giving to the Armenian language a status of "regional language"
in pre-dominantly ethnic Armenian-populated region of Javakheti,
along with some other steps, will help "to strengthen friendship"
between the two countries, Armenian President Serzh Sargsyan said.

In a speech, transcript of which is posted on the Armenian President’s
website, at a meeting with Armenian diplomats on September 1,
Sargsyan outlined his country’s foreign policy priorities and said
that Yerevan would continue "mutually beneficial" relations with two
of its immediate neighbors – Georgia and Iran.

"We should take serious efforts to provide assistance to the Armenian
community of Georgia," he said while speaking about relations with
Georgia.

"Logic of our policy toward Javakhk [Javakheti] should rest on
the principle of ‘integration without assimilation’. In this case,
integration should presume strengthening of the Armenians in Georgia
as dignified and respected citizens of that country. I believe that
recognition of the Armenian as a regional language [in Javakheti],
registration of the Armenian Apostolic Church, steps to protect
Armenian monuments in Georgia will only strengthen Armenian-Georgian
friendship and enhance the atmosphere of mutual trust," Sargsyan said.

"We should take a delicate approach to all of these issues, but
[should] also be persistent and principled," he added.

The Armenian President also said that Yerevan continued "political
dialogue" with Georgian on "the highest level". He praised "intensive
works" on building of Gyumri-Akhaltsikhe-Batumi road, which he said,
would ease Armenia’s access to the Black Sea.

President Serzh Sargsyan had a meeting with the President of the
Armenian General Benevolent Union, Perch Sedrakyan.

President Sargsyan appreciated the involvement of the AGBU in solving
issues of pan-Armenian importance.

AGBU President Perch Sedrakyan presented the current and future
programs of the Union. The parties referred to the latest developments
in the Armenian-Turkish relations.

According to Perch Sedrakyan, the Armenian General Benevolent Union
cannot be indifferent to national-political issues and closely follows
the process.

He said the AGBU supports the last protocols targeted at the
normalization of relations between Armenia and Turkey and attaches
importance to the fact that the negotiations include no preconditions.

On Monday, 31st August, Armenia and Turkey, under the aegis of the
Swiss diplomacy, announced that they agreed to start internal political
consultations in order to sign and swiftly ratify two protocols aiming
at normalising their relations.

According to the joint press release, the two parties claim that they
will complete the consultations on the "protocol on the establishment
of diplomatic relations" and on the "protocol on the development of
bilateral relations" in six weeks, further to which they pretend to
quickly reach a ratification "in line with their constitutional and
legal procedures". These documents were made public

A close examination of the protocols (attached herein) clearly reveals
that the purview of these documents – historically unprecedented
between the two neighbouring states – goes far beyond the mere
"normalisation" and border-opening issues being discussed between
Armenia and Turkey over many years. These protocols embrace, in a
fundamental way, the full scope of unresolved issues between Turkey and
the Armenian people worldwide, including those involving the legitimate
rights of the European Armenian communities. Through the protocols,
and mobilizing immense resources of international pressure, Turkey
has indeed imposed its prec onditions, which Armenia had categorically
rejected so far.

The European Armenian Federation considers these protocols a dangerous
retreat from Armenia’s time-honoured policy of welcoming normalisation
of relations with Turkey, but without any pre-conditions. The
Turkish government’s pre-conditions violate the core principles of
international law as they involve acceptance by Armenia of the terms
and conditions of old and illegitimate treaties long pre-dating the
existence of independent Armenia.

They involve the abandonment by Armenia of all efforts toward the
international recognition of the Armenian Genocide. They also involve
complete capitulation by Armenia to Azerbaijan’s terms in the Karabagh
negotiations, as re-iterated by Minister Davutoglu on the very day,
i.e.

September 1st, of the announcement of the protocols. Furthermore, the
tri-lateral announcement fails to recognize the fact that the people
of Nagorno Karabagh and the communities of the Armenian Diaspora –
therefore the European Armenians – are legitimate parties to any
"political consultations" involving these issues.

"Turkey should not be permitted to abuse these bilateral negotiations
"packaging away" its historic national liabilities in border-opening
agreements with Armenia, its economically vulnerable neighbour. The
international community must reject Turkey’s most recent practice
of imposing its policy of denial of the Armenian=2 0genocide through
such biased bilateral deals. And the Swiss government should be more
vigilant in its assessment of the moral implications of its mediation
initiative given Turkey’s questionable record in all these issues,"
stated Hilda Tchoboian the chairperson of the European Armenian
Federation.

"For decades, the European Armenian communities fought all forms
of genocide denial, advocated for the right to self-determination
of the people of Nagorno Karabagh, and defended the heritage of
the Armenian people in all of its aspects, having by their side the
unwavering support of the European society to their Just Cause. Today,
we reaffirm our commitment to defend the legitimate rights of our
People with the same determination," concluded Hilda Tchoboian.

Senator Edward Kennedy, last of 3 Kennedy brothers, passed away on
August 26, at age 77. Edward Kennedy was US Senator since 1962. He was
Chair of Senate Committee on Health and Education.

Edward’s eldest brother ` US President John Kennedy – was assassinated
in Dallas on November 22, 1963. Middle brother ` Senator and Justice
Secretary Robert Kennedy – was murdered in 1968 during presidential
campaign.

WB Board Approves US $36.6mln Loan For Armenia

WB BOARD APPROVES US $36.6MLN LOAN FOR ARMENIA

On August 27, the WB Board approved an additional, US $36.6mln, loan
to the Republic of Armenia for the Lifeline Roads Improvement Project
(LRIP).

The WB press service reported that this additional loan will help
mitigate the impact of the financial crisis by creating temporary jobs
in road construction. The additional loan will finance the scaling
up of the project’s activities through rehabilitating an additional
140 kilometers of the lifeline road network. The work is to get under
way late this September.

The WB has allocated a total of US $1bln to Armenia over the last
17 years.
