"The NA Chairman has no grounds to reject the appeal by the "Country
of Law" faction, but there is no decision yet," speaker for the NA
Chairman Nairi Petrosyan told "A1+" today.

Let us remind that head of the "Country of Law" (OEK) Heghine
Bisharyan had appealed to the NA Chairman to include their faction
member Artsruni Aghajanyan in the PACE delegation instead of Zaruhi
Postanjyan.

The basis of the appeal is that since the ARF’s drop-out from the
coalition, the relationship between forces in the main group of the
PACE delegation hasn’t expressed the proportion of the parliamentary
forces.

If the NA upholds the appeal by "Country of Law" (OEK), member of the
"Heritage" faction, oppositionist Zaruhi Postanjyan will be included
in the substituting group and will be deprived of the right to vote
and will not have the opportunity to participate in the monitoring
sessions.

Why was it decided to take out Zaruhi Postanjyan from the main group
of the delegation and not the other oppositionist Armen Rustamyan? In
response, Nairi Petrosyan said: "The ARF faction is larger." According
to Nairi Petrosyan, they are going along with the PACE rules and
regulations.

In her conversation with "A1+", Postanjyan noted that she is being
taken out mainly by the initiative of the NA Chairman because "the
NA Chairman doesn’t need any additional comments, speeches. But the
people voted for me for me to represent their interests and defend
their rights," said Zaruhi Postanjyan.

Nairi Petrosyan informed that the member of the substituting group
is not deprived of the right to speak.

reconciliation, according to an Armenian expert.

"Over the recent years, Russia and Turkey have significantly improved
relations, especially economic ones. If the Armenian-Turkish border
opens, Yerevan can export electricity to Ankara, the energy sector
being under Russia’s control in Armenia," Artak Shakaryan told a news
conference in Yerevan.

Commenting on the meeting between the Russian and Armenian Foreign
Ministers, he said that Mr. Lavrov to all appearance briefed his
Armenian counterpart on the Jan. 13 Putin-Erdogan meeting.

The protocols aimed at normalization of bilateral ties and opening of
the common border between Armenia and Turkey were signed in Zurich
by Armenian Foreign Minister Edward Nalbandian and his Turkish
counterpart Ahmet Davutoglu on October 10, 2009, after a series of
diplomatic talks held through Swiss mediation.

On January 12, 2010, the Constitutional Court of the Republic of
Armenia found the protocols conformable to the country’s Organic Law.

New Astrophysics Research Reported From E.H. Nikogossian And Co-Auth

NEW ASTROPHYSICS RESEARCH REPORTED FROM E.H. NIKOGOSSIAN AND CO-AUTHORS

"Three new Herbig-Haro and 12 emission stars, mainly belonging to the
T Tau class, have been discovered in a study of the region of the GM
1-64 and GM 2-4 nebulae in the direction of the galactic anticenter.

GM 1-64 and GM 2-4 are typical cometary nebulae illuminated by emission
stars," scientists in Armenia report (see also Astrophysics).

"In GM 2-4 the central star is surrounded by a dense dust envelope and
is observed only in the IR. Two stellar-like sources which are bright
in the IR are found in this same region and can be regarded as young,
Class 1 stars. One of them (CPM 19) is surrounded by a compact group
of fainter PMS objects," wrote E.H. Nikogossian and colleagues.

The researchers concluded: "It is found that CPM 19 shows up clearly in
the optical range and undergoes large amplitude brightness variations."

Nikogossian and colleagues published their study in Astrophysics

Government introduced amendments to the Law on Passport System,
specifying time-limits of passport issuance procedures based of
state duties. The timeframes for issuing new passports were reduced
by 15 days.

Under another decision, Government specified the amounts of state
duties upon issuing new passports.

TEHRAN — The Melal Cultural Center will be holding a painting
exhibition by Armenia artist Arshalous Aghayan.

A total of 45 artworks including his early works and some of his
contemporary paintings will be on display during the event.

The exhibit aims to boost cultural ties between Iran and Armenia and
the Russian ambassador to Tehran Alexander Sadovnikov is scheduled
to attend the opening ceremony.

The exhibit will be held from January 16 to 21 at the center located
in Qeitarieh Park, off Sadr Highway.

PRELATE’S NEW YEAR AND CHRISTMAS DINNER CULMINATES WITH GREAT SUCCESS

On the evening of January 6th, 2010, the Feast of the Nativity and
Theophany of our Lord, hundreds of Prelacy supporters and friends
gathered at `Bagramian’ Hall of Montebello’s Holy Cross Cathedral for
the annual Prelate’s Traditional New Year and Christmas Dinner.
H.E. Archbishop Moushegh Mardirossian, Prelate, expressed
his thanks and appreciation to all the sponsors and donors for their
continued support and encouragement. The Prelate then stated that
among the evening’s surprises was a special announcement; Dr. and
Mrs. Vatche and Shoushig Cabayan of San Francisco had donated $500,000
to Holy Martyrs Elementary and Ferrahian High School in memory of
their mother Mary Cabayan. On behalf of the Executive Council, Board
of Regents of Prelacy Schools, and the school’s administration and
board, the Prelate officially announced that the elementary section
will be renamed `HOLY MARTYRS MARY CABAYAN ELEMENTARY SCHOOL’.

CELEBRATION OF THE FEAST OF THE NATIVITY AT THE PRELACY

Throughout this past week, the Feast of the Nativity and Theophany of
our Lord was ceremoniously celebrated at Prelacy Churches with Divine
Liturgy, the blessing of water, and the Prelate’s Traditional New Year
and Christmas Dinner.
The celebration began with Divine Liturgy on Tuesday,
January 5th, 2010, the eve of the Feast of the Nativity.
H.E. Archbishop Moushegh Mardirossian, Prelate, celebrated Divine
Liturgy and delivered the sermon at Holy Martyrs Church in Encino.
On Wednesday, the Prelate celebrated Divine Liturgy at
St. Mary’s Church in Glendale on the Feast of the Nativity and
Theophany, where he also delivered the sermon and conducted the
blessing of water ceremony.
On Thursday, January 7th, Memorial Day, requiem services
took place at Forest Lawn Hollywood Hills Hall of Liberty and Forest
Lawn Glendale Church of the Recessional, presided over by the Prelate
and with the participation of clergy members.
On Friday, January 8th, in keeping with tradition,
Christmas Divine Liturgy was celebrated at Ararat Home in Mission
Hills. The day began with morning prayers in the nursing facility,
presided over by the Prelate and with the participation of clergy.
The blessing of water also took place and residents were offered Holy
Communion. The service concluded with the collective singing of
`Giligia’.
Divine Liturgy was then celebrated at the Ararat Home
Chapel. The celebrant was Rev. Fr. Ardak Demirjian.
The Prelate commended the administration and staff and
conveyed his well wishes for a healthy and prosperous new year to them
and to the residents.
Following the service, the clergy were hosted to a
reception with the administration and residents.

Two bishops announce their candidacies for Patriarch of Constantinople

/PanARMENIAN.Net/ As the Armenian Patriarchate in Istanbul tries to
designate a `co-patriarch’ in light of the illness of Patriarch Mesrob
Mutafyan or Mesrob II, two religious leaders have announced their
candidacies for Patriarch of Constantinople.

One candidate is Bishop Sebouh Chuljyan, the primate of the Gougark
diocese in Armenia. Another is the German Armenian’s leader, Bishop
Karekin Bekjyan. Both are qualified since they were born in Turkey as
required and have impressive religious qualifications. Among six
candidates, the two replied positively to the Armenian patriarchate’s
letter asking whether or not they would put themselves forward as
candidates. Bishop Karekin is expected to meet the Armenian Orthodox
community in Istanbul soon as he will travel to Turkey following the
Armenian Church’s New Year on Jan. 6.

The Turkish Armenian community recognizes Mesrob Mutafyan as their
community’s spiritual leader until the end of his life, Today’s Zaman
reported.

An announcement on the patriarchate’s Web site in December stated that
they had submitted an application to the relevant authorities toward
the selection of a co-patriarch. The statement noted that until the
emergence of health problems, Patriarch Mesrob II had served in his
position for 11 years and that on Dec. 24, 2008, the patriarchate
decided that he would be the community’s spiritual leader until his
death.

The application was accepted by Istanbul Governor Muammer Guler and
has been forwarded as required to the Ministry of the Interior, the
patriarchate added.

A Brief Look at Armenian-Turkish Relations in 2009

The year 2009 was rich with political and economical events that had a
big importance not only for Armenia, but for the whole region as well.
One of them ` not an event but a process ` is, of course, the first
steps to the normalization of Armenia-Turkey relations.

Armenia and Turkey ‘ two neighboring countries that didn’t have any
diplomatic relations since 1993 when the border between these
countries was closed by the initiative of official Ankara. If we try
to follow the history of this issue, it will take us to the year 1915,
which is well-known because of the event that shocked the whole
civilized world: the genocide of the Armenian people in the Ottoman
Empire, where millions of Armenians were murdered, while a multitude
of cultural, historical and religious monuments were destroyed.

Many countries have already accepted the events of 1915 as genocide
and condemned it. Official Ankara continues denying it.

The other reason for such complicated relations between Armenia and
Turkey is the fact that Turkey supported Azerbaijan in the Karabakh
conflict.

The improvement of the relations between Armenia and Turkey started in
2008, but the real steps in this direction were made in 2009. On
February 21, 2008 the president of Turkey Abdullah Gul congratulated
the newly elected Armenian President Serge Sarkisian and said that it
was a good opportunity for improving Armenia-Turkey relations.

To improve relations you must first have relations to improve. But
official Yerevan began to like that idea, and soon, on July 5, 2008,
Serge Sarkisian invited Abdullah Gul to Yerevan, to watch the FIFA
World Cup qualifier football match between the Armenian and Turkish
teams. The invitation was accepted, and on September 6 the Turkish
president came to Armenia. After these events that were later called
`football diplomacy,’ the relations between Armenia and Turkey began
to develop, and rather quickly, but not without difficulties.

One of these difficulties was, of course, the Karabakh problem and the
relations between Armenia and Azerbaijan that were being connected
with the improvement of Armenia-Turkey relations. On April 3, 2009,
Turkish Prime Minister Tayyip Erdogan said that `It is not possible
for us to make a sound decision regarding Armenia before a solution to
the Karabakh issue.’

On April 22, the foreign ministers of Armenia and Turkey came to an
agreement on a `roadmap’ that would improve the relations between two
countries.

On October 10 in Zurich, Switzerland, in the presence of Hillary
Clinton, EU’s High Representative for the Common Foreign and Security
Policy Javier Solana and the foreign ministers of Switzerland, France
and Russia, the foreign ministers of Armenia and Turkey, Eduard
Nalbandian and Ahmed Davutoglu, respectively, signed an accord to open
the borders between the two countries and to set diplomatic relations.

On October 14, `Football Diplomacy 2′ took place: President Serge
Sarkisian accepted the invitation of the Turkish president and went to
Turkey to watch the Armenia-Turkey football match.

It was supposed that the Armenia-Turkey border would be open by the
end of 2009, but the Turkish parliament hasn’t ratified the agreement
yet. Turkish officials in their speeches continue to connect
Armenia-Turkey relations with the solution of the Karabakh conflict,
despite the fact that the representatives of the negotiating countries
and official Yerevan claim that no preconditions must exist to improve
Armenia-Turkey relations.

Azerbaijani team beats Armenia in world chess championship

The world team chess championship has kicked off in Bursa (Turkey).

According to News.Az, in the first round the Azerbaijani team beat
Armenian team 2.5:1.5. The game on the third board where Shahriyar
Mammadyarov beat Armen Pashikyan was crucial. The rest three games
with participation of Vugar Hashimov, Teymur Rajabov and Rauf Mammadov
ended in a draw.

Today the Azerbaijani team will have to play against Turkey that lost
to the US at the start ` 1:3.

The results of the remaining games of the first round are as follows:
India-Greece – 2.5:1.5, Russia-Brazil – 2.5:1.5, Egypt-Israel -1:3.

A recently released report has shown that the Turkish prime minister
was covered more than any other politician in the country in media
coverage in 2009.

The report, drafted by the Media Monitoring Center (MTM), determined
the most popular public figures in the country by looking at the
number of news stories in which they are mentioned. The center divided
the `Champions of the Media in 2009′ into several categories,
including politics, sports and social life.

Prime Minister Recep Tayyip ErdoÄ?an was mentioned in 421,251 separate
news stories in the media, maintaining his popularity in media
coverage in 2009. The prime minister appeared most in news stories
covering the government’s Kurdish initiative, several coup attempts,
the country’s normalization process with Armenia and his walkout from
a Davos panel discussion after the moderator gave him less time to
speak than was allowed Israeli President Shimon Peres.

The ruling Justice and Development Party (AK Party), the report says,
ranked first as the political party with the most media coverage last
year. The AK Party appeared in 379,066 news stories carried by Web
sites, newspapers, weeklies and TV stations, 7 percent more than that
in 2008.

The ruling party was not alone, however. Turkish media interest in the
main opposition Republican People’s Party (CHP) also increased in
2009. News related to the CHP rose by 60 percent in the last year,
totaling 325,748 news stories making mention of the CHP.

The Nationalist Movement Party (MHP) came in third, the report
indicates. A particular increase was observed in the number of news
about the MHP in July, when 58 party members resigned from their posts
in the party to demonstrate their dissatisfaction with the party’s
uncompromising stance towards the government’s Kurdish initiative.
