Last year, Armenia managed to resist the challenges of the global
economic crisis and preserve a stable macroeconomic situation in the
country. The results of January show some economic growth, and the
country has entered the stage of restoring its economy, said Tigran
Davtyan, Minister of Finance of Armenia at the International Forum
"Bridge".

In October 2009, Mr Davtyan marked that the critical bottom point of
the economic fall was overcome by Armenia, and since August a weak
upward trend was observed.

The Minister believes that at the crisis climax the financial and
banking systems of Armenia remained stable; moreover, the trust of
citizens to the Armenian banking system went up.

Mr Davtyan has reiterated that the country has entered the stage of
economy revival, and, in his opinion, it will happen much earlier
than many people think, the "PanARMENIAN.net" reports.

He believes that Armenia should aspire to create the regional
Armenian-Georgian market. According to his story, such market with the
10-million population (population of Armenia and Georgia together)
will be more attractive to global players than the only market of
three-million Armenia, the "ARKA" writes.

Under operative statistics, in January 2010 the GDP of Armenia went
up by 2.4 percent against January 2009.

In the years to come, among most serious challenges for Armenia’s
economy will be repayment of the state debt. To support the economy
during the crisis, the country had to take huge credits.

US Under Secretary discusses Nagorno-Karabakh and bilateral relations
with Azerbaijani students

Visiting U.S. Under Secretary of State for Political Affairs William
Burns met with students at the Azerbaijan Diplomatic Academy Friday to
discuss US-Azerbaijan ties and Nagorno-Karabakh conflict.

Burns told students that US appreciates good bilateral relations with
Azerbaijan and hails the country’s contribution to the regional and
world security and global war on terrorism. Burns described the
meetings he held here as constructive.

Under Secretary said US-Azerbaijan relationship is very effective.
According to him, Baku-Tbilisi-Ceyhan pipeline is a good example of
effective cooperation between the countries.

Burns said US makes every effort to ensure regional security in the
South Caucasus and participates, alongside two other OSCE Minsk Group
co-chairs, in a process of finding a long-term solution to
Nagorno-Karabakh dispute on the basis of such Helsinki principles as
territorial integrity, self-determination and non-use of force.

`Peace, stability and tolerance can bring benefits to all people in
the South Caucasus region,’ he said.

Critical Missing Woman

Los Angeles: The Los Angeles Police Department and the family of
51-year-old Anahit Shakhgulyan is asking for the public’s help in
locating Shakhgulyan, who has been missing since last Thursday.

Shakhgulyan was last seen on February 11, 2010, at around 4 p.m.,
at her residence in the 400 block of East 41st Street in LAPD’s
Newton Area. So far, she has not returned home and has not been in
contact with her family. Her family advised that Shakhgulyan speaks
no English, only Armenian and is also diabetic, and they are concerned
about her safety.

Shakhgulyan is described as a female Caucasian with gray hair and
brown eyes. She weighs approximately 160 pounds and stands about 5
feet 6 inches and has no teeth. Shakugulyan was last seen wearing
purple pants, a pink long sleeve shirt and gray shoes.

Anyone with information regarding the whereabouts of Shakhgulyan

ArmInfo.The Central Bank of Armenia (CBA) registered a Universal
Credit Organization "Housing for Young Families", Tuesday. The CBA
press-service told ArmInfo that the given decision was taken during
today’s sitting of the CBA Council presided over by CBA Chairman
Artur Javadyan.

To note, the new mortgage company was registered on the basis of the
bill on state target program on providing available housing to young
families. The bill was approved by the Armenian government on 29 Jan
2010. The program is socially-oriented.

Deputy Finance Minister of Armenia Aram Vardanyan has recently
told ArmInfo that the new mortgage company will be opened with an
authorized capital of 3 bln AMD. Under the state mortgage program,
loans for acquisition of housing will be provide all over Armenia. The
value of the property is not to exceed 16 mln AMD, and the requested
prepayment will range from 30% to 35% of the housing value.

The loans will be provided for up to 10 years at a subsidized interest
rate of 8-10% p.a. Contenders for loans under the given state program
are the family couples, whose summary age does not exceed 60 years. At
the same time, either of the persons is not to be older than 35. In
addition, a single parent under 30 may also make use of the program.

To receive a loan, the average monthly budget of young families
should be 300-380 thsd AMD, of them 35% (130-160 thsd AMD at the mean)
are to be monthly spent on redemption of the mortgage.

YEREVAN, FEBRUARY 16, NOYAN TAPAN. At present Armenia is making
its proposals over the Nagorno Karabakh settlement, an agreement
about which was reached at the tripartite meeting of Presidents
of RF, Armenia and Azerbaijan in Sochi. RA Foreign Minister Edward
Nalbandian declared at a February 16 press conference. In his opinion,
Azerbaijan will also make such proposals, after which the discussions
will continue.

Commenting upon Azeri Foreign Minister Elmar Mammadiarov’s statement
that the renewed variant of Madrid Principles is acceptable for Baku
E. Nalbandian mentioned that the Madrid Principles have been on the
negotiations table since 2007 November. In his words, almost over a
year Azerbaijan refused at all to accept that variant as a basis for
negotiations, even denied its existence.

ArmInfo. The National Competitiveness Foundation of Armenia is going
to invest 200 thsd EUR in pilot projects on promoting Armenia as a
tourism direction in Germany and Great Britain, Executive Director
of the Foundation Bekor Papazyan told journalists, Tuesday.

According to him, Germany and Great Britain, as well as France
and Italy are considered as the priority markets for travelling to
Armenia. These countries show a big demand for the products that
Armenia can offer. "The tourists there want something new. This means
that some of them will probably choose not a trip to the seaside,
but travelling to Armenia, for instance, in search of impressions from
national cuisine",- said Papazyan. For her part, Head of the Tourism
Department of the Foundation Hasmik Antonyan said that "the tourism
of cuisine" is now one of the most intensively developing fields of
tourism industry. "This is not just visiting a restaurant, but also
participating in food making, studying of the recipe, and ingredients.

According to our assessments, such impressions are in a quite big
demand in the West, and a number of countries are visited for such
impressions",- said Antonyan. Papazyan pointed out that the specified
funds will be directed to the market research and work with German
and British partners. "We are already taking such measures in Berlin,
with participation of approximately ten tour operators, which will
work directly with their clients. As you understand, 100 thsd EUR is
not such a big amount, therefore, these are pilot projects. But we
want to show the expedience of such investments",- said Papazyan.

The National Competitiveness Foundation of Armenia operates as a
joint project of the state in person of the Armenian government and
representatives of the private sector from the USA, Russia,, Europe
and Near East. The Foundation works out and coordinates investment
programs to enhance the foreign competitiveness of Armenia. The
Foundation focuses on education, healthcare and tourism.

Sydney: The Next Power Players

Shadow ministers Gladys Berejiklian and Mike Baird are being talked
about as future premiers, writes Andrew Clennell.

For Mike Baird, the call to enter politics seemed to come from a
higher power. Well, two higher powers. Having left his Deutsche Bank
job in Sydney in 1995 to spend a year at bible college in Canada,
to the amusement of colleagues Baird was required to write a "life
paper" to explain why he wanted to become a man of the cloth.

His tutor at Regent College in Vancouver, Loren Wilkinson, read the
paper and, after Baird’s last line "that I’m looking forward to a
future as a church minister", Wilkinson wrote a postscript in red ink:
"or in Australian politics".

For Baird, his tutor’s suggestion, at the age of 27, was enough to have
him rethink his path. Wilkinson, the professor of interdisciplinary
studies at the college, explains: "You don’t have to be a minister
to serve God. I have given that [sort of] advice pretty often."

Baird returned to Sydney and resumed life in the banking world but
ran for Liberal preselection for the seat of Manly in 1998. On this
occasion God apparently wasn’t on his side. He lost.

In 2006, Baird decided to have another crack at Manly; he took six
months off his job at HSBC and threw himself into a tough preselection
against Michael Darby, who was backed by the right-wing powerbroker,
David Clarke. At the time, Baird’s father Bruce, the then federal
and former state politician, tried to dissuade him, to no avail.

Bruce had seen the downside of politics. He received death threats
over the M2 as transport minister. On the night of his 25th wedding
anniversary, police relocated him and his family, including Mike,
to a hotel.

Just four weeks away from the vote, with his chances of winning
preselection appearing all but lost, Baird received a lucrative job
offer from his bank – which was already paying him $400,000 a year –
to relocate to Hong Kong for big money. Baird and wife Kerryn agreed
to sleep on it.

Then came the intervention of the second higher power – the Prime
Minister. John Howard at that time was not the biggest fan of Bruce
Baird – the troublesome backbencher had been the bane of his existence
with his stance on asylum seekers. But Howard invited Bruce to his
office and told him to give Mike the message that "he needs to keep
going, we need people like him in politics".

On the strength of Howard’s intervention, Baird decided not to pull
out. He won, 75 to 62.

FOR BAIRD’S senior shadow ministerial partner in crime, Gladys
Berejiklian, the call to serve came from a somewhat lesser power: the
former Liberal leader, Peter Collins. Her association with Collins
began in 1991 when, as a 20-year-old university student, she walked
into the then Attorney-General’s Willoughby electorate office and
begged for a job. She faxed his office every day for three weeks. "I
stalked his office," Berejiklian readily admits.

Finally, she was offered a part-time job. She went on to work for
Collins when he was the state’s treasurer and formed a friendship
with now federal shadow treasurer Joe Hockey.

After the Liberals lost power in NSW in 1995, Berejiklian worked for
federal finance minister Helen Coonan. But Berejiklian did not like
Canberra and came up with an exit strategy. "Having badgered Peter
Collins’s staff to get me a job, I then identified a person in the
Commonwealth Bank who I thought should employ me and badgered her
and after six months she offered me a job. I just knew I wanted to
go into banking."

She rose quickly, finishing up in charge of the Commonwealth Bank’s
entire youth market – two million accounts. When the offer came from
Collins for her to replace him in Willoughby for the 2003 election,
it was a difficult decision.

Berejiklian sounds almost wistful as she explains: "I think very few
people would do politics for the money. I honestly thought that when
my chance had come to run for politics, I would jump at it. But when I
had to make the decision it was by far the most difficult professional
decision I made in my life."

She won the seat against the local mayor Pat Reilly by just 144 votes.

BAIRD AND Berejiklian are the future of a Liberal government in NSW –
two former bankers who decided to throw in the big dough for a shot
at the bearpit in the hope they would end up senior ministers in the
first Liberal government in 16 years.

As they currently stand, Baird would be the state’s next treasurer
and Berejiklian transport minister and perhaps deputy Liberal leader.

Both are already being talked about as future premiers, especially in
the wake of what is being seen as a lacklustre effort as opposition
leader by Barry O’Farrell. Baird has been mentioned more as a contender
but senior Liberals argue people should not discount Berejiklian;
she has more parliamentary and political experience than Baird.

Says Joe Hockey: "This is the new generation. This is the leadership
of NSW for the next decade."

Ironically, the Herald has confirmed Hockey seriously considered
entering state politics to challenge Barry O’Farrell after several
approaches two years ago but decided not to after he was promoted to
the federal shadow treasurer’s job.

There are similarities between Baird and Berejiklian – their
backgrounds in banking, the fact they both had to fight hard
elections against independents to win seats – but there are also
great differences.

Baird, 42, is white-bread son of a politician from the leafy north
shore, via stints in New York and Canberra when his father was a
diplomat. Berejiklian is of Armenian descent, daughter of a boilermaker
from Ryde.

Baird has the wife and three kids, having married at 21; Berejiklian,
39, is single. She jokes that she recently read Denis Thatcher’s book
and does not mind that she may have to endure the sort of flak that
Julia Gillard copped or indeed, Bob Carr, for not having children.

"You can’t always plan out the way your life turns out," she says.

"I think people just take you for who you are and what you are. I
think if I do get married, if I do have kids, that’d be great, for me,
[but] I don’t find the need to have a handbag, put it that way."

The feeling within Coalition ranks, with O’Farrell being a pragmatic
politician, is if there is serious reform should the Liberals get
elected as expected next year, it will be these two, and perhaps
National Party leader Andrew Stoner who will drive it.

Berejiklian says her plans for transport involves turning Sydney into
a city where people do not feel "forced to get into the car". She
says Sydney has a "rump of a system which only services some parts
of the community during peak hour" and is in danger of becoming a
Los Angeles-style city.

The government’s metro proposal should be junked, she says.

"My personal preference is to improve the system we’ve got. I
don’t want to say we would never build a metro but why would you
build another all-stops system when you have an all-stops system? I
think we should be looking at fast trains [like Sydney to Canberra]
or Sydney to Penrith via Homebush."

Baird says he genuinely believes there is waste in government which, if
eradicated, could enable more money to be freed up for infrastructure.

And he gives this chilling warning to those who remember the
opposition’s promise at the last election to cut 29,000 public
service jobs.

"There’s a simple message to everyone in the public service: anyone
that rolls their sleeves up and wants part of something that’s
exciting in turning NSW around they will have a job … if someone’s
not prepared to work hard, how can we say they deserve to remain part
of the team?"

Both rule out challenging O’Farrell before the election and cite Jeff
Kennett and Howard as leaders who struggled in opposition but proved
very successful in government.

Asked if he would be premier, Baird says: "You can’t rule anything
out forever because it’s just not sensible."

He says there is "no doubt" he can see Berejiklian as leader.

She is more cautious: "I haven’t thought about it that much … I
always think about the job I’ve got in politics and the next one I
want, and the next one I want is to be minister for transport."

Baird, despite coming across as a goody-two-shoes type, has a ruthless
streak as his old friend from church youth group days, Graham Stanton,
now head of the Youthworks bible college in Sydney, recalls ruefully.

"He went out with a girl who was my ex-girlfriend so we had a bit of
a falling out … at high school. I don’t know whether he stole her
but it’s true she went out with me first."

Berejiklian is another sometimes painted as pure as snow but the former
state president of the Young Liberals has always been a factional
player and central to deals with the Right faction. She is known as
the leader of the moderates faction in Parliament.

After the last election, she made it clear to former opposition
leader Peter Debnam that she would be moving her support to O’Farrell,
effectively ending Debnam’s hopes of staying on.

Says Stanton of Baird: "I don’t think he’s owned by anybody. He’s
owned by the Lord Jesus, I think I’d say that."

Says Hockey: "With Gladys, I think the people of NSW would be very
proud to have her as premier. She’s not motivated by her own personal
needs. She’s not obsessed with … power or profile. I think we’ll
see great reforms in NSW under Gladys."

Protocols Submitted To RA Parliament

The Protocols "On the Establishment of Diplomatic Relations" and
"On Development of Relations" between Armenia and Turkey are already
submitted to the RA National Assembly, RA Presidential press secretary
Samvel Farmanyan told NEWS.am.

According to him, RA Foreign Minister Edward Nalbandian will act as
President’s representative at the hearings in RA Parliament.

Under the procedure, within two day RA Parliament Speaker Hovik
Abrahamyan should appoint a commission to consider the Protocols,
RA National Assembly press service informed NEWS.am.

Speaking in the Chatham House-Royal Institute of International Affairs
in London, RA President Serzh Sargsyan said that he would instruct
his staff to submit the Armenia-Turkey protocols to the Armenian
National Assembly for the ratification process to be initiated.

President also noted that RA CC judgment was in the President’s
Office, and the whole package of documents ready for submission to
the Parliament. "I reiterate that I rule out any possibility of the
Armenian Parliament failing to ratify the protocols in case Turkey
ratifies the protocols without preconditions, as agreed," he said.

[Presenter-read report over video of meetings] Queen Elizabeth II has
received [Armenian President] Serzh Sargsyan at Buckingham Palace
within the framework of his working visit to the United Kingdom
of Great Britain and Northern Ireland. Prospects for developing
Armenian-British bilateral ties, the process of Armenia’s European
integration, and normalization of Armenian-Turkish relations were
discussed.

At his London residence, the [Armenian] president received UK
Secretary of State for Foreign and Commonwealth Affairs David
Miliband. Sargsyan said that our country attaches great importance to a
further expansion of political dialogue and development of economic and
trade relations with the United Kingdom and is interested in expanding
cooperation in different areas. Regional security, normalization
of Armenian-Turkish relations and the process of Karabakh peace
talks were discussed. Miliband welcomed the efforts of the Armenian
president aimed at normalizing relations with Turkey and noted that
the United Kingdom backs this process and is interested in the cause
of strengthening of peace in our region.

The president met Prince Charles at Windsor Palace. Sargsyan
attended a reception on the occasion of the launch of the Yerevan –
Im Ser [Yerevan – My Love] project initiated by Prince Charles and a
former Armenian prime minister, Armen Sargsyan, and the concert that
followed it.

Sargsyan also held a separate meeting in London with Armenian
businessmen and well-known Armenian public figures who had arrived

strengthening of ties with motherland and in the cause of preservation
of Armenian identity within Armenian communities in the diaspora was
invaluable. Sargsyan expressed confidence that it would be possible
to overcome problems by joining forces and to decisively advance on
the path of implementation of national wishes.
