Current May 27 the "Zov Mrava" ("Mrav’s Call") conference devoted to
the history and fate of the territories of the contemporary Shahumian
region of the Nagorno-Karabagh (Artsakh) northern region will be held
in Moscow, at the Central House of Writer.

According to the information DE FACTO received at the Yerkramas,
the newspaper of Armenians of Russia, the measure had been initiated
by the NKR Representation in RF, Union of Armenian Youth "Mitq"
("Thought"), Russian-Armenian Commonwealth (ARFD Hay Dat Moscow
office). The conference is targeted at wide audience’s acquaintance
with ethnography, culture and historical events that have influenced
on the fate of the contemporary Shahumian region.

INFORMATION: Mrav Mountain is on the territory of the Shahumian region,
in the Nagorno-Karabagh’s northern region. It is the land’s symbol,
just like Ararat is Armenia’s symbol. The Shahumian region has been
controlled by Azerbaijan since 1992.

Presidents of Georgia and Azerbaijan achieved agreement on the Davit
Gareji monastery located on the Georgian-Azeri border. In particular,
"Interfax" informed that Saakashvili said the strategic territory of
Gareji monastery will remain to Azerbaijan, while the very monastery
complex will totally remain to Georgia. At the same time, new 9
frontier points are being built on the Georgian border with Chechnia.

"Regnum" informed that this way, Russia secures the safety of its
own borders with Georgia.

appropriate decision I will run for President in 2008," member of the
RPA council, Armenian Prime Minister Serge Sargsyan told reporters
May 16. He also said after May 12 parliamentary election the Armenian
government will undergo personnel shifts.

When commenting on the election process, Mr Sargsyan said "there were
some omissions but no state can hold an ideal election." "There are
no discontent if there are no losers. The Republican Party is content
with the outcomes and will do our outmost to hold the next election
in absolute accord with the law," he said.

The RPA garnered 32,8% of votes in the parliamentary elections.

The RA PM excluded possibility of pre-term presidential election. He
did not support the idea of coalition government either. "We are
ready to cooperate with all forces, but it’s too early to speak of
coalition yet," he said, IA Regnum reports.

The Armenian presidential election is due in early 2008.

Tom Casey said that "we do congratulate the Armenian people on their
parliamentary elections and share with the international observers
who were present the view that the election infrastructure has been
greatly improved and that this is a step in the right direction
towards meeting international standards".

Tom Casey said this adressing a briefing in Washington D.C., Mediamax
reports.

"We do hope, however, that the Government of Armenia will aggressively
investigate allegations that are there of electoral wrongdoing
and prosecute people in accordance with Armenian law. So all and
all, I think this is an improvement over past elections; though
certainly if you look at what the observers said, it did not fully
meet international standards", U.S. Department of State Deputy
Spokesman said.

"There’s still some ways to go before you would have an election that
fully meets all the international standards", he noted.

YEREVAN, MAY 15, NOYAN TAPAN. The relatives of Levon Gulian, who
died at the Criminal Investigation Department of RA Police, are not
going to carry out his burial intil they receive true conclusion from
forensic expertise. They reported this at the May 15 press conference,
among the initiators of which was first RA Ombudsperson, Executive
Director of Against Legal Self-Will NGO, Larisa Alaverdian.

AccordIng to the official report of Police, Levon Gulian fell down
from the window of second floor of building of Criminal Investigation
General Department on May 12 and died on the spot. He was invited
to the department that day as a witness, for giving testimony
in connection with the fact of murder of criminal authority
S. Vardanian. However, the relatives and lawyer of Gulian affirm
that 31-year-old Levon Gulian was just thrown out by the high-ranking
policeman who had cruelly beaten him.

Gulian’s relatives also reported that they have sent applications to
RA President, Prime Minister, offices of New York’s Ombudsperson and
OSCE. RA Ombudsperson Armen Haroutiunian promised to pursue disclosure
of circumstances of Levon Gulian’s death. Representatives of several
NGOs who were present at the press conference are also going to pursue
disclosure of real reasons of L. Gulian’s death and those guilty of
it and demand that RA authorities and Police disclose those guilty of
Gulian’s death within 24 hours. In their words, Chief of Police Hayk
Haroutiunian, Deputy Head of Criminal Investigation Department Hovik
Tamamian are equally responsible for the incident, the Prosecutor’s
Office carrying out preliminary investigation on the case should also
give an irrefragable answer.

"A man died in the building of state body as a result of being
tortured," a representative of Institute of Civil Society NGO stated
adding that if it is not this way, let them prove the opposite. It was
also mentioned that the Police even did not consider it necessary to
inform Gulian’s relatives about the incident, after looking for him
for a long time they found his corpse in the morgue.

Representatives of interests of victim’s legal successor, lawyers
Artur Grigorian, Ruben and Narine Rshtunis refused to carry out their
service. Victim’s relatives are going to involve a new representative.

Advocates consider unreal the police version about Levon Gulyan’s
death.

Levon Gulyan, born in 1976, was invited to the police to give
testimony on the Stepan Vardanyan murder case, committed on 9
May. According to the investigation data, Vardanyan was killed not far
from Gulyan’s "Pandok" restaurant.

For this reason Gulyan was called to the police for talk. According to
the official version, Gulyan asked for water over the talk and
remaining alone in the room was trying to run away. , press-release of
the police says. Such an option of the incident causes doubt of the
Gulyan’s lawyers – Narine and Rouben Rshtuni and Artur Grigoryan. The
latter told Arminfo correspondent that Gulyan himself willingly came
to the police to have a talk. In that case, why he was trying to run
away at the risk of his life. was let to go and take part in the
election, after which he came back to the police. The fact that Gulyan
himself came back to the police causes doubt regarding the statement
that he was trying to run away. Maybe Gulyan was forced to run away
because of being beaten and of tough treatment>, – Grigoryan said.

Barman Ayk Melkumyan and waitress Marine Grigoryan are also witness on
Vardanyan’s murder. They were also invited to the police to give
testimony. Melkumyan said he was also beaten, and psychological
pressure was applied towards Grigoryan. Artur Grigoryan also added
that Gulyan was invited to the police though the investigation Stepan
Vardanyan’s murder was being held by the prosecutor’s office. That is
to say, the so-called "talk" was organized by-passing the
investigation structure on the case.

Unlike Levon Gulayn, Ayk Melkumyan was kept in the Shengavit police
and beaten there. At the same time he was frightened that if he did
not give the needed testimony, he will be handed over to "Tamam" where
Melkumyan "will say even what had not happened". They mean the first
deputy chief of Criminal Investigation General Department Hovanes
Tamanyan known for his methods of working with the detained
people. Gulyan’s relatives also say about Tamamyan’s adherence to
Levon’s death.

Observers say Armenian election fairest yet

Western observers on Sunday said parliamentary elections in Armenia
were the fairest yet in the ex-Soviet state, now set to be run by a
coalition of parties close to the current government that swept the
vote.

Armenia’s opposition, which claimed the vote was deeply flawed, had
promised to organize mass protests in the event of fraud.

But a Sunday night demonstration organized by a handful of parties
that failed to make it into parliament attracted fewer than 3,000
protesters, less than had attended opposition rallies before the
election.

The Organization for Security and Cooperation in Europe (OSCE) said
the vote was a clear improvement over previous polls in this small
country wedged between Turkey and Iran.

None of Armenia’s elections had been deemed up to international
standards since the country became independent with the collapse of
the Soviet Union in 1991.

"These Armenian elections were an improvement over previous elections
and were conducted largely in accordance with international
standards," Tone Tingsgaard, one of the leaders of some 300 OSCE
observers, said at a press conference.

In its report the OSCE said improvements include a "dynamic" election
campaign "with extensive media coverage," few irregularities on
election day and increased transparency in vote counting.

It added, however, that "some issues remain unaddressed" and noted
"isolated cases of deliberate falsifications."

The conclusion was a triumph for President Robert Kocharian and his
government, which had come under intense Western pressure to conduct
a fair and open vote. Before the vote the United States threatened
major cuts in foreign aid while the European Union warned of a
rollback in relations with Yerevan.

Cuts in foreign aid could have been disastrous for Armenia, where
more than 30 percent of people already live on less than two dollars
(1.50 euros) a day.

Western support for the vote came as a major disappointment for
opposition parties, which had hoped to use condemnation of the
election as a springboard to contest the results.

The opposition claims violations were rife on election day, including
instances of pro-government parties bribing voters outside polling
stations.

Country of Law, the opposition party that won the most votes, backed
away from earlier promises to hold demonstrations, saying instead it
would seek redress in Armenia’s courts.

"Large-scale violations took place during the process of voting and
vote counting," the party said in a statement. "Threats, mass
distribution of bribes, illegal ballot-box stuffing, major
shortcomings in the process of vote counting and the distortion of
the true results cast doubt on the legality of the elections."

Opinion polls show Armenians are hungry for reform, but analysts say
deep divisions in the opposition scuttled its chances of capitalizing
on support for change.

According to preliminary figures released by the Central Elections
Commission Sunday, five parties crossed the five percent threshold of
votes required to enter parliament — three pro-government and two
from the opposition.

With all the votes tallied, the Republican party of Prime Minister
Serzh Sarkisian was far ahead with 32.9 percent of the vote.

Sarkisian, Kocharian’s chosen successor for president, is now the
uncontested frontrunner in a presidential election set for the end of
next year.

The pro-presidential Prosperous Armenia party of millionaire former
world arm wrestling champion Gagik Tsarukian had 14.7 percent of the
vote. It was followed by the Armenian Revolutionary Federation, a
member of the former ruling coalition, with 12.8 percent.

Anti-government parties trailed far behind. The Country of Law party,
led by former speaker Artur Baghdasarian, had 6.9 percent, followed
by the Heritage party of US-born former foreign minister Raffi
Hovannisian with 5.8 percent.

About 1.3 million of Armenia’s 2.3 million registered voters took
part in the vote for 131 seats in parliament.

Armenian Foreign Minister Vardan Oskanyan confirmed the intention of
the Armenian party to work on the
negotiating document on basic principles of settlement of Karabakh
conflict. The minister made this statement speaking at the 117th
Session of the Committee of Ministers in Strasbourg, yesterday,
Armenian Foreign Ministry press-service told ArmInfo.

"There is of course, one commitment left which we made together with
Azerbaijan, when we entered this organization – that we would achieve a
peaceful, lasting resolution of the Nagorno Karabakh conflict. Judging
purely from the content of the negotiating document and the nature of
the principles included there, and the progress we’ve made on that
document, we have hope that an agreement is possible. A major part of
the progress comes from the fact that all involved have come to
acknowledge and agree that at the end of the day, it’s the people of
Nagorno Karabakh which should determine their future status through a
referendum, and through the exercise of their right to
self-determination.

But there are some factors which dampen our optimism. First, I worry
that the content and spirit of the negotiations are not matched by the
public statements that are regularly heard from the Azerbaijani
leadership. Second, the endless Azerbaijani references to a possible
military solution are counterproductive, not to say dangerous. Third,
Azerbaijan’s actions do little to bolster confidence. On the contrary,
intentional violence such as the organized destruction of Armenian
cross stones in the Nakhijevan region of Azerbaijan serve to further
sow distrust between our peoples.

Still, this is a basic document on principles that is a balanced, fair
set of tradeoffs and we will continue to work on it," the minister said
in his speech.

`Heritage’ party won in `Parliamentary Elections in Armenia’
SMS-voting

Yerevan, May 12. /Mediamax/. 584 citizens of Armenia participated in
the `Parliamentary elections-2007′ SMS-voting, organized by the
Armenian `Hay’ Radio-Station.

Mediamax reports that the Director of the Radio-Station Aram
Mkrtchian stated today that the voting took place in the course of
time between 8:00 and 20:00. One SMS was accepted from each mobile
telephone number.

Aram Manukian stressed that the results of the SMS-voting cannot be
considered an exit-poll and cannot be used to dispute the official
results of the elections.

`Heritage’ party gained most of the votes in the SMS-voting -127.
Then come the `Impeachment’ bloc – 99, the Republican Party of
Armenia – 66, the People’s Party of Armenia – 57, `Dashnaktsutiun’
party – 56, `Orinats Yerkir’ party – 42, `Prosperous Armenia’ party –
29, `Republic’ party – 27, National Democratic Party – 17, United
Labor Party – 17, `New Times’ party – 11.

The remaining participants of the elections gained less than 10 SMS
votes, or did not receive any.–0–
