say that our activities produced effect," RA NA Speaker Tigran Torosian
said at a news conference in IA Regnum’s press office.

"Victories" of the Azeri parliamentary delegation in Strasbourg puffed
up by the Azeri media, he said.

Mr Torosian reminded of the CoE resolution on Nagorno Karabakh, which
says that Nagorno Karabakh can be granted independence via the will
of the NKR population.

"The resolution also says that no CoE member state has a right to
commit aggression. In this case the state will be immediately expelled
from the Council of Europe," Mr Torosian said.

YEREVAN, JULY 13, ARMENPRESS: Every thirteen Armenian women has a
breast cancer. UN studies have shown that the number of women with
this disease has been on rise since the collapse of the former Soviet
Union. Experts attribute it to the ravaging effects of a devastating
earthquake that hit Armenia in 1988, the blockades by two of its
neighbors , economic hardships of the first years of independence
and genetic cancer susceptibility.

Deputy director of the National Cancer Institute Tatiana Hovansbekova
and Khachanush Hakobian, director of the Armenian-American Wellness
Center in Yerevan (formerly American-Armenian Mammography Center),
told a news conference today that more young women are being affected
by breast cancer.

Unlike in developed countries where it affects women after 60 or 70,
in Armenia women of 40-50 are at risk. There are cases when breast
cancer was diagnosed with girls aged 18-20, they warned.

Both women urged mandatory annual examination saying the Center has
modern equipment and examination is available to all as the price is
not high.

Hachanush Hakobian said experts of the Center make two regional visits
a month to offer free examination to women in provinces.

She said the stereotype that cancer is a deadly disease should be
broken as in the 21-st century people do not die of this disease in
case of early detection and treatment.

She said the more deliveries the woman has, the longer it breastfeeds
her babies, the less abortions she has the less the chance that she
may have a breast cancer.

Paulos organized an official dinner party in the great hall of the
Patriarchate of the Orthodox Church of the Republic of Ethiopia in
honour of Aram I, the Catholicos of the Great Cilician House in the
evening of July 12. More than a thousand people were present at this
dinner party: representatives of Islamic and Christian communities,
all the primates of the Ethiopian church, state MPs, Ministers, as
well as the Ambassadors of different countries and Vardges Nalbandian,
the Chairman of the Armenian community, which has a small population.

First His Holiness expressed his satisfaction with the services
implemented by the Ethiopian church with Partriarch Paulos at the
head. Catholicos Aram I mentioned with happiness that his conciliatory
mediation between the churches of Ghput and Ethiopia has had success
due to the cooperation of the patriarches and the clergy of the
churches. His Holiness also expressed his thankfulness for the warm
hospitality towards him. At the end of the dinner party the Patriarch
handed special memorial souvenirs to His Holiness Aram I and the
members of the delegation accompanying him.

His Holiness Catholicos Aram I and the Patriarch of Ethiopia left
for Egypt in the morning of July 13.

AGBU Montreal Scouts Shine at Annual Gala of Excellence

Montreal – At the annual Gala of Excellence of Scouts du Montréal
métropolitain (Scouts of Metropolitan Montreal), held this year in the
historical chapel of Montreal’s Breboeuf College, the AGBU Montreal
scout group won several awards, including the coveted Inukshuk. It is
the second time AGBU Montreal has been awarded the honor in the 8-year
history of the top scouting award.

The Inukshuk, an Inuit word that describes a directional signpost for
travelers, is given to a group of senior scouts, known as Venturers (16-
to 18-year-old), for a singular achievement that serves as a model of
excellence for the entire scouting movement.

The AGBU Venturers earned the Inukshuk award for their second
humanitarian mission to Armenia, where they worked with the SOS Armenia
orphanage village in the Kotayk region and helped purchase supplies and
equipment for the Yerevan Disabled Children’s Rehabilitation Center.

"Our movement is now setting the standard at the highest levels for all
scouts in Canada," said Aline Egoyan, chair of the Scouts’ Council at
AGBU Montreal, who was awarded a 10-year Volunteer Long Service Medal.

Fellow honorees included two-time Inukshuk badge winners, Vrouyr
Moughalian, Tamar Koolian, and project leader Lory Boudjikanian, who
received the Special Award of Outstanding Service for exceptional
leadership.

Assistant Group Leader Suzanne Tatarian-Atamian received the 20-year
Volunteer Long Service Medal for her contribution in Lebanon, Canada,
and the World Federation of Girl Guides.

The Gala concluded with special recognition for Viken L. Attarian,
member of the Honorary Society of the Scouting Federation of Quebec, and
former Chair of AGBU Montreal. Attarian received the 10-year Volunteer
Long Service Medal, as well as the Medal for Emeritus Service for his
contribution to scouting in Canada and around the world.

"I am truly humbled by this distinction," said Attarian, "but I would
like to say that this medal is the achievement of the AGBU and the
values it has instilled in me from a very early age."

The GUAM Council of Ministers of Foreign Affaires expresses its deep
concern over presidential election scheduled for 19 July 2007in Nagorny
karabakh Republic. The Council stresses that the elections represent
a serious violation of the Constitution of the Republic of Azerbaijan
as well as of relevant norms and principles of the International
Law. These election must be considered as null and void, and their
results cannot have any legal consequences, the ministers say.

"Legal elections can be held in Nagorno-Karabakh region only after its
re-integration into the political, legal, social and economic system
of the Republic of Azerbaijan, its full rehabilitation, the return
of displaced persons to the places of their permanent residence,
restoration of transport communications and ensuring the peaceful
co- existence and cooperation between the Armenian and Azerbaijani
communities in this region," the Council says.

" The GUAM Council of Ministers of Foreign Affaires calls on the
international community to unequivocally condemn such an illegal
act and to support the ongoing efforts aimed at finding a peaceful
resolution to the conflict on the basis of the territorial integrity
of Azerbaijan within its internationally recognized borders," the
Council says.

Raffi Hovannisian’s nomination in the 2008 presidential elections
will serve as a serious and alternative touchstone. The "Heritage"
Party members are more than convinced that the party leader Raffi
Hovannisian is an eligible candidate.

"His citizenship is not sufficient in the sphere of arbitrariness,
but it is sufficient in the sphere of law," "Heritage" member Stepan
Safaryan says.

If Raffi Hovannisian were not a citizen of Armenia, he would
have no right to raise the national flag of Armenia in the UN
or sign international agreements on behalf of Armenia, the party
representatives said.

Raffi Hovannisian applied for the Armenian citizenship for eight
times from 1991 to 2001.

The party members didn’t say for sure whether Raffi Hovannisian would
run for presidency or not. Vardan Khachatryan, the political secretary
of the "Heritage Party," thinks it is too early to speak about the
presidential election. He says, however, that the "Heritage" Party is
for creating a wider opposition, the common candidate must comply with
certain political standards and be an alternative to the government.

As for the August 26 elections on majoritarian ticket at Precinct 15,
Vardan Khachatryan said "administrative levers are already applied
before the offset of the campaign. The mayors and directors of
schools of the villages of this district have already received
distinct instructions."

To remind, the leader of the Heritage Party Raffi Hovannisian is
running from this district.

Vardan Khachatryan says Raffi Hovannisian’s nomination inspires
hope and expectations among voters. "People have an alternative
candidate. Formerly two government candidates competed at the precinct
whereas now the government and the opposition compete.

The Heritage Party is hopeful that their work will be effective,
and will ensure their victory. The "Heritage" Party expects support
of other opposition forces."

beaten by Nonito Doner on July 8. He was down for the count in the
fifth round.

Vakhtang Darchinyan was considered the favorite of the meeting as he
had suffered no defeat during his professional career.

Nonito Doner is Glen Doner’s younger brother. In 2006 Darchinyan
beat Glen Doner by breaking his jaw. The brother’s defeat made a deep
impression on Nonito Doner who decided to take revenge on Darchinyan.

The problems of migrants do not get due attention, and complaints get
no response, the presidential candidate Masis Mayilyan said during the
meeting with the settlers of the villages of Martakert on July 3.
Masis Mayilyan met with the voters of the villages of Nor Ghazanchi,
Nor Seysulan, Nor Aygestan, Hovtashen, Nor Maragha, Haikadjur, Nor
Jraberd, Nor Karmiravan. The problems are the same everywhere: lack of
conveniences, infrastructures, water, money.

After listening to the voters Masis Mayilyan said the pace of
settlement and development of new villages is unsatisfactory. If Masis
Mayilyan is elected, he is likely to promote the pace of this process.
He repeated his stance on the liberated territories, saying that
settlement is necessary but first a policy should be worked out which
must involve a special loan and tax policy.

`If I am elected, the focus of the government will be on man with their
problems. It is necessary to create conditions for life to attract the
Karabakhis living outside our country to get back. The new settlers
must enjoy privileges for faster development,’ Masis Mayilyan said.

The candidate proposes laying out communications across the new
settlements, otherwise they cannot develop. `Communications should run
across the liberated territories. Everything should be in the interests
of people and not a group of people,’ Masis Mayilyan said. The
villagers complained of the treatment of the authorities who remember
them on the eve of the elections. `Now they want us to give them the
last thing we have ` our vote,’ said one of the villagers.

Interview of Head of the Department of Consulting Services of ‘Ameria’

If the Armenian entrepreneurs, having a business-project, used to
apply for professional consultation at the end of 90s for attraction
of investments, today they apply for advise regarding increase of
productivity of investments in economy and profitability of their
business. As the saying goes," contribution demands wit" and investors
often apply for this "wit" to "Ameria", the leading company in the
market of consulting services in Armenia. "Ameria" specializes in four
main spheres of professional activity: managerial consulting; audit;
accounting and tax consulting; juridical consulting; investment and
banking services.

Head of the Department of Consulting Services of "Ameria" Company
Gagik Sahakyan kindly agreed to answer a number of questions of
ArmInfo correspondent.

Mr Sahakyan , your company, founded in 1998, has soon become the
leader in the Armenian market of consulting services. You introduced
the international experience in this sphere and showed understanding
of the local peculiarities during solution of complex problems in
more than 30 spheres of economy and public activity. What is the
evolution of consulting services over the last years?

In 1998-2000, we were more addressed a request to find investors. The
entrepreneurs had ideas, however, the political-economic situation
of those years was accompanied by lots of financial problems, which
had to be solved.

Our specialists also assisted in developing a strategic plan of
development, directed to potential investors. Then they started
addressing more for support during restructurization of production,
i.e. when it is necessary to determine the points of "increased danger"
in the business system, reveal the inner reserves of the enterprise,
enhance its investment attractiveness. Then, the domestic enterprises,
which lost the external markets, had to find new target markets,
for which our specialists examined the market demands. In addition,
if the market was free for almost all the business undertakings in
the midst-end, 90s, now big competition exist in the market and our
clients seek for the ways of competitiveness increase.

However, evolutional development exists here as well. For example, at
the end of 90s, we advised the Armenian entrepreneurs on processing
of agricultural production, who lost the market, to refuse from
production in glass container, aimed at the final consumer, and
start production of concentrated juice, tomato and other products
in big aseptic barrels aimed at industrial consumers. This saved the
companies’ resources and allowed entering the international markets
with confidence. However, now, when the financial state is stable and
upgrading is completed, we advise again to switch over to production
aimed at the final user. Although it requires considerable marketing
efforts but enables to work in more profitable segments. Today,
the business development evolution has reached the level when the
majority of our clients address us for the purpose of increasing
efficiency of their business processes. This includes optimization
of organizational and functional structures of companies, development
and implementation of informational control systems, etc.

What sphere do the investors prefer today to invest money in?

The investors are greatly interested in developer projects. Of course,
initially, the investors wish to study the financial peculiarities in
the area of construction of the housing real estate, its profitability
and the possible concomitant risks. The agricultural and processing
sectors, which need enlargement of technological opportunities,
also regenerate. At the same time, unfortunately, the textile and
engineering industries are in crisis. The facilities of metal mining
industry remain rather demanded for investments. It is pleasant to
note that despite the positive conjuncture in external markets,
the majority of companies, which exploit the large deposits, are
guided by experience of the efficient foreign management and attract
qualitative resources as to increase efficiency of the processes.

Some interest is also observed in the area of information technologies.

You render consultations in the banking sphere as well. It would be
interesting to know your assessment of the situation.

I would characterize the situation in the banking system of Armenia as
stable with all the pluses and minuses typical to this stability. In
fact, we have a rather predictable banking system, a relative security
of investments, low inflation level, on one hand. On the other hand,
most of the banks are passive in their investment activity, that
negatively affects potential development of the industry. Here, we
lag behind many countries, including the CIS developing countries. For
example, the situation in Georgia in this aspect has radically changed
over the last years. The banking system here develops more rapidly. I
think the point is that the key free resources of the banking system
are mainly concentrated on the building and development projects where
the level of risk is more predictable than in industry. However, I
am sure that investments in the banking sphere will grow and lead to
diversification of the banking services and use of new technologies
that, in its turn, will cause toughening of competition and natural
strive for broadening of the client base via a literate and more
aggressive policy.

There are foreign investments in the energy sphere of Armenia,
especially in the small energy. This is a profitable sphere for
investors. Why the energy prices are so high in Armenia?

The power generation in Armenia is carried out by three main sources
and the prime cost of each of them vastly differs. The hydropower
plants assure 20% of the total energy output, the nuclear power
plant generates the cheapest electric power and assures 40% of the
demand. The heat power plants generate the same volume of power and
the prime cost of each kW makes up more than 3 cents. I think our
electric power prices are not so high taking into account that 1 kW
at night costs 15 drams and 25 drams in daytime. This is a fair price
which allows the energy-generating plants to gain rational profit
and attract new investments for upgrading of plants and construction
of new powers. Moreover, it should be noted that the policy of
tariffs especially stimulates investments in the renewable energy
resources. The investment activity, observed in the sphere of HPP,
is stipulated for this fact, especially as the operational life of
Hrazdan hydropower plant ends in 2017, and that of Metsamor Nuclear
Power Plant ends a year earlier. Construction of new NPP is undecided,
especially since this project is very expensive.

Therefore, the extensive network of HPP may become a partial
alternative to it.

At last, can you comment on the prospects of development of tourist
business in Armenia?

If the matter concerns the tourism development as such, it is
necessary to get concentrated on the directions of the sphere where
the investments may give results. You see, there are prerequisites
for the religious tourism development, there is an extreme or an
echo-tourism, which may and must be developed in Armenia. Having all
the resources – historical and cultural objects – one could develop
a tourist infrastructure meeting the international standards. For
example, one could design places for souvenir-trade, small hotels,
restaurants and other infrastructures with attraction of designers and
landscape architects, taking into account the opinion of the Church.

At the same time, the tourists are attracted not only by sightseeing,
but the rest and entertaining programmes as well. As for the resort
town of Tsakhkadzor, one cannot say that it has become a resort. Here
the main problem is not the absence of investments but of a concept
according to which this area is developed. The investors made great
contributions where and how they liked, however, in most of cases,
the resort development logic was not taken into account during the
hotel construction. High prices in the hotels is another problem to
be fortunately solved by the market. High prices seem to dictate
high-level service. In fact, the service in these hotels should
pass a long way to meet the international standards. In a nutshell,
Tsakhkadzor has no style that is typical to a mountain-ski resort,
and this omission should be completed if the investors wish to repay
their expenses and the state – to stimulate development of a definite
niche in tourism.
