ROBERT KOCHARYAN CONGRATULATED LEVON TER-PETROSYAN

On January 18 the Armenian president Robert Kocharyan visited the
City Hall of Yerevan for a consultation and held a news briefing
answering several questions concerning the presidential election.
With regard to the possibility of a second stage Robert Kocharyan
said these rumors are put up by political forces to enable political
bargains. According to Robert Kocharyan, the society determines the
number of election rounds, but public polls suggest that the
candidate of the government stands a chance to win the election in
the first round.

Robert Kocharyan also commented on the concern voiced by the deputy
leader of the Orinats Yerkir Party Heghine Bisharyan about the budget
assignment of 170 million drams for new passports. The president said
he promises that this money will not be spent in the first quarter to
dispel doubts that new passports will be issued for vote tampering.
Robert Kocharyan said the money is allocated for a more modern
passport system.

The reporters also asked his thoughts on Ter-Petrosyan’s statement
that if the other candidates say they will win, he says he has
already won. Robert Kocharyan only said that he congratulates Levon
Ter-Petrosyan.

With regard to his plans after leaving office, President Robert
Kocharyan said he will speak about it in April, in the period of
inauguration of the next president.

More Than Ten Thousand Gathered in Memory of Hrant Dink

On the first anniversary of the murder of journalist Hrant Dink, more
than ten thousand people gathered in front of the Agos newspaper
office, the place where he was shot.

On 19th January 2007, Hrant Dink, editor-in-chief of the
Turkish-Armenian newspaper Agos, was shot dead in front of his office
in Sisli, Istanbul. The country was shocked by pictures of his
prostrate body on the pavement, covered by newspapers, with just the
worn soles of his shoes visible. A voice of dialogue and democracy
had been silenced.

Hrant Dink’s funeral turned into a reaction against racism and
nationalism, as tens of thousands of people gathered in a silent
procession which accompanied Hrant Dink’s body from his newspaper
office to the church where he was laid to rest.

Last year a call to "question the darkness"
The most moving part of the procession was a speech by Hrant Dink’s
widow, Rakel Dink. She spoke out against the increasing nationalism
in the country. Referring to the young age of the suspected
triggerman, she said: `Whatever may be the age of the murderers, 17
or 27, I know that they were born as babies. Without questioning the
darkness that has created murderers, my brothers and sisters, there
is no way forward.’

People carried placards reading `We are all Hrant, we are all
Armenian’, a sign of solidarity, and also a protest at the fact that
Hrant Dink was murdered for his identity. There was later a
nationalist backlash against the slogan, with people deliberately
misunderstanding the sentiment behind the expression of empathy.

No justice yet
In the year since the murder, the Dink family has had to discover
that it is difficult to `question the darkness.’ Although the
official murder suspects are on trial, it seems clear that those
really responsible are will not be prosecuted. The Trabzon
Gendarmerie and the Istanbul Police are accused of gross negligence,
as they knew of murder plans long before the attack happened.
Evidence has been withheld and permission to investigate security
officers has been refused.

"If he had lived, he would be in prison now"
Thus today’s gathering was as much a commemoration of Hrant Dink as a
protest against the continuing darkness.More than ten thousand people
gathered in the street of the Agos newspaper office, the place where
Hrant Dink was shot.

The site of his murder was covered with a picture of Hrant Dink,
candles and flowers. People shouted slogans such as `Long live the
brotherhood of peoples’ and `The murderer state will be made
accountable.’ Foreign press was in strong attendance.

Like last year, widow Rakel Dink addressed the crowd. Referring to
Hrant Dink’s sentence under the controversial Article 301, she said:
`They say, `who has gone to prison [under Article 301]?’ I say, if
they had let my violin [her term of endearment for her husband] live,
he would be in prison now, because if they had let him live, he
would be in his third month in prison now.’

"You are here for justice"
She said that Hrant Dink’s blood had not become quiet: `The sound of
blood can only be silenced with justice. And this is what you are
here for today, for justice.’

Saying that `the pain has made us relatives,’ Rakel Dink reminded the
crowd of the many sickening indicators of approval of the murder: the
gendarmerie officers arresting suspected triggerman O.S., who put a
flag in his hand and took souvenir photographs of themselves with the
suspect, football fans who reacted to the slogan at the funeral
procession by shouting in stadiums, `We are all Ogün’ [referring to
one of the murder suspects], the intelligence officer Muhittin Zenit
who spoke to Erhan Tuncel , police informant and murder suspect,
shortly after the murder and evidently knew of the murder plan.

Rakel Dink asked: `What has my country’s justice system done about
the gendarmerie who knew everything up to the brand of the gun that
was used in the murder, about the [nationalist organisations] who
planned the murder? What has my country’s justice system done about
the assistant governor and his so-called friends who tried to put my
husband in his place?’

Writer and peace activist Arundhati Roy attended the commemoration at
Rakel Dink’s side, also standing at the window of the Agos newspaper
office.

"Hrant needs our courage"

Journalist Oral Calislar also spoke to the crowd. He said, `Hrant’s
murder was planned by a group…We have realised that they decided long
before to kill him…The newspapers made him into a target…at the court
hearings [for his trial under Article 301] they tried to lynch him.’
`We now know those who are putting guns into the hands of children…We
know those who led and encouraged. It needs courage to make the
murderers and organisations within the state accountable. Hrant needs
our courage.’

The gathering was joined by Joost Lagendijk, co-chair of the
EU-Turkey Joint Parliamentary Committee, Turkish academics,
politicians and activists of the left, writers and journalists.

THE OPPOSITION IN ARMENIA SPLIT AND DIVIDED, PRIME MINISTER IS
DETERMINED TO WIN PRESIDENCY IN THE FIRST ROUND; Armenian Prime
Minister Sarkisjan is determined to be the next president. Opinion
polls show that his aspirations are not groundless at all.

Armenia will be electing the president on February 19. Political
opposition split and divided, Yerevan’s prime candidate (prime
minister) Serzh Sarkisjan is determined to win the election in the
very first round.

Sarkisjan was nominated for president by the Republican Party that
won the parliamentary election in 2007. Levon Ter-Petrosjan,
ex-president whose regime was toppled in 1998, is one of his
opponents.

Nine candidates applied for participation in the presidential race.
The first observers representing the OSCE are already in Yerevan. Two
hundred and fifty foreign observers are expected, ten of them will be
representing the CIS Parliamentary Assembly.

Opinion polls conducted by Sociometer Center indicate that Sarkisjan
will poll nearly 65% in the very first round and therefore win
presidency. Ter-Petrosjan will poll 7.7% or so. According to
Sociometer Center Director Agaron Adibekjan, Arthur Bagdasarjan
(leader of the Orinats Erkir party and ex-chairman of the national
parliament) will poll 9.5%. Bagdasarjan meanwhile is known as a
pro-European politician, Sarkisjan as pro-Russian.

President Robert Kocharjan is not permitted to run for another term
of office. Odds are he will become the head of ArmRosGazprom or get a
job elsewhere (the way former chancellor of Germany Gerhard Schroeder
was offered a job with Nord Stream). Insiders do not think that he
will become prime minister.

The CPI in Nagorno-Karabakh in December 2007 was 108.2 percent compared
with December 2006.

According to the NKR National Statistics Service, the CPI of food
totaled 114.3 percent, other commodities 98.2 percent, services
102.8 percent. The growth of price of food totaled 134.2 percent,
vegetable oil and butter 155.3 percent, education 113.2 percent.

In 2007 the CPI of food compared with 2006 totaled 104.4 percent,
the CPI of food totaled 105.1 percent, other commodities 99.2 percent
and the index of services totaled 108.3 percent.

The mediators of the OSCE Minsk Group supports the prompt involvement
of Karabakh as a full-value side, in the talks on Nagorno-Karabakh
conflict settlement, said Bernard Fassier, the French Co-chair of the
OSCE Minsk Group, on 17 January in Yerevan, Novosti Armenia reports.

"As soon as Karabakh is involved in the negotiation process as one
of the negotiation sides, better it is. Especially, the position of
the head of ‘ Nagorno-Karabakh Republic’ testifies that it is fully
aware of the negotiation process," Fassier said.

He stated that removal of ‘NKR’ from the talks was not decided by
the co-chairs. "Before Robert Kocharyan’s coming into the power,
Karabakh was one of the negotiation sides, but after his election
as the president of Armenia, it was decided that Armenia may better
present the position of Karabakh," Fassier said.

Answering the question regarding the possibility of changing the
format of the talks on Nagorno-Karabakh conflict settlement after
the presidential elections in Armenia, especially after Kocharyan
not nominate for the third term, Fassier replied that this issue will
not be decided by the co-chairs, but by the Armenian side.

The Co-chair stated that Khankendi’s participation in the negotiation
process is desirable, but the time will show how this issue will be
decided because according to him, currently it is difficult to involve
‘NKR’ as a negotiable side in the negotiation process.

Speaking about the issue, whether Azerbaijan will protest against
Karabakh’s participation in the talks, Yuri Merzlyakov, the Russian
Co-chair of the Minsk Group, said that yet mediators do not glance
at this possibility so far and intend to resolve the problem gradually.

"At present, all the sides agree with the base principles on which we
are working, so we do not consider it necessary to change the format
of the talks at the current stage. However, while devising a closing
agreement, ‘NKR’ will have to participate in the talks because all
the key items of the agreement will directly deal with Karabakh,"
Merzlyakov said.

In addition, he stated that it does not mean that ‘NKR’ will be
involved in the talks at the concluding stage because devising the
concluding agreement will be more difficult and longer process. "I
am not pessimistic in this process," the Co-chair said.

YEREVAN, JANUARY 16, NOYAN TAPAN. "In foreign political relations,
it is necessary to be guided exclusively by national interests," is
said in the pre-election program of Vahan Hovhannisian, the ARF Bureau
member nominated as candidate for the post of president of the RA.

According to him, today the superpowers try to make Armenia conduct
its foreign policy guided by their own interests which mainly oppose
each other.

The confrontation of superpowers in the region caused competition,
which is increasing with every passing day, especially among the South
Caucasian states. In order to win regional competition, Armenia should
conduct an active policy full of initiative.

In the opinion of the presidential candidate, one of Armenia’s
priorities is deepening of Eurointegration process, bringing the
country into line with European standards.

Prior to international recognition of status of liberated Artsakh,
Armenia should promote the establishment and development of
international links of the NKR. Direct participation of the NKR
in negotiations on peaceful settlement of the problem should be
ensured. The settlement of the problem should be unequivocally
acceptable to citizens of Armenia and Artsakh.

It is stated in the program of V. Hovhannisian that Armenia should
raise the issues of Turkey’s hostile attitude, the Armenian-Turkish
border, anf Turkey’s responsibility for the Armenian Genocide at
international instances.

Deepening and expansion of cooperation with direct neighbors –
Georgia and Iran is of strategical importance to Armenia. Armenia
should strive to sign bilateral agreements with Georgia on
providing assistance in all spheres of economic, social, political
and cultural life of Armenians traditionally living in Javakhk and
neighboring regions. There are extensive opportunities for developing
Armenian-Iranian cooperation in energy, trade and economic, transport
communication sectors, which allow to work out and implement strategic
programs.

facing Armenia require large-scale system changes, is stated in the
pre-election program of Vahan Hovhannisian, the ARF Bureau member
nominated as candidate for the post of president of the RA.

"The wrong perception of liberal ideology and its extreme use, the
disregard of the basic point of a social state, and the reduction
of the state’s role in free market regulation have resulted in the
current economic order when the state is governed through economic
groupings. They have monopolized the most profitable branches of
the economy and formed an economic system that is almost free of
competition, serves their interests and is guided by them," is said
in the program.

According to the candidate, the monopolies have ceased being an
economic phenomenon and have some influence on all spheres of society’s
life. So establishment of a competitive economic order will be his
priority task.

According to V. Hovhannisian, the state policy will be aimed at
dissolution of the groupings with economic power. According to him,
the state should ensure equal conditions for economic entities and
should not interfere in their activities.

in Yerevan

Yerevan hosts an international conference "Expanded Black Sea region.
Prospects of international and regional security".

The conference is arranged by the Armenian International Police
Research Group (AIPRG) under support of NATO, OSCE, Union of Yerevan
State University Graduates and embassy of Netherlands.

"We attach a special importance to the arrangement of such an
international conference in Yerevan", AIPRG chief executive Tigran
Mkrtchan said during the opening.

According to him, the conference aims to encourage discussions on the
expansion of the Black Sea region by involving famous scientists,
representatives of research centers, working and former political
figures and large groups of the world, concerned with this issue.

The conference is attended by the CE Special Representative on the
South Caucasus Peter Semneby, former co-chairman of the OSCE Minsk
Group for Nagorno-Garabagh conflict settlement, ambassador Vladimir
Kazimirov, as well as the working co-chairman of the OSCE Minsk Group
Metthew Bryza, representing the United States.

Among participants there are also representatives of the Royal
Institute of International Relations and International Institute of
Strategic Researches (Great Britain), Reuters news agency, RAND
corporation, Brookings Institute, Center of International Strategic
Researches, American Institute Enterprise, Jamestown foundation, US
Department of State, British Department of External Affairs and CE.

The conference is attended by representatives of Turkey, Romania,
Greece, Bulgaria, Ukraine, Georgia, Azerbaijan and Russia.

held in the International Chess Festival in the city of Wijk aan Zee,
Holland. Levon Aronian drew the game with Peter Leko (Hungary) and is
at the top of the tournament table together with with Magnus Karlsen
(Norway). Both of them have 2.5 points.

In tournament B Gabriel Sargsian was defeated by Yan Nepomnyashchi
(Russia) and shares the 10-12th places with 1 point. And Sergei
Movsisian representing Slovakia defeated Mikhail Krasenkov (Poland) and
shares the 3-6th places with 2 points.

Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following
appointments:

Sossi Keuylian, 46, of Irvine, has been appointed to the New Motor
Vehicle Board. Since 2001, she has served as senior executive of the
business division for Platinum Motors/Lamborghini Orange County.
Additionally, since 2007, Keuylian has co-owned Commonwealth Audi and
Commonwealth Volkswagen in Santa Ana Mall. Since 2006, Keuylian has
co-owned Lotus Beverly Hills and Lamborghini Calabasas. From 2001 to
2005, she was senior executive of Platinum Motors and held the same
position for Exclusive Incorporated, from 1998 to 2000. In 1998,
Keuylian was director of education and communications for Executive
Forums and, from 1994 to 1997, was assistant vice president/senior
education consultant for CB Commercial. She is a member of the board of
directors for the Orange County Automobile Dealers Association and a
member of the Santa Ana Chamber of Commerce, American International
Automobile Dealers Association and National Automobile Dealers
Association. This position does not require Senate confirmation and the
compensation is $100 per diem. Keuylian is a Republican.
