National Movement To Be Renamed "Armenian National Congress"

NATIONAL MOVEMENT TO BE RENAMED "ARMENIAN NATIONAL CONGRESS"

YEREVAN, MAY 2, NOYAN TAPAN. In the words of the first Armenian
president Levon Ter-Petrosian, the only way of easing the current
dangerous tension between Armenian society and the ruling regime is to
hold early presidential and parliamenatry elections. However, as he
stated at the 2nd cogress of the National Movement on May 2, being
aware that the current authorities of Armenia and the European
organizations are not yet ready for such an outcome, and this idea will
take some time to mature, the movement’s representatives must work out
their further steps and present an action plan.

First of all, according to L. Ter-Petrosian, it is necessary to give a
new form and name to the national movement. In his opinion, it should
be called "Armenian National Congress". The first president explained
that creation of such a congress does not mean that the parties –
movement participants should dissovle themselves. At the same time, the
newly founded congress cannot be a motley organization so it is not
ruled out that Armenian National Congress will become one party in the
future.

"Unlike the current regime, we have alsways acted and will act within
the law," L. Ter-Petrosian said. In his words, while not accepting the
legitimacy of this regime, the movement leaders are ready to engage in
dialog with it but only after all points of April 17 resolution of the
PACE have been fulfilled and the imprisoned political figures and
azatamartiks (freedom fighters) released.

"We should refrain from any internal political shocks," L.
Ter-Petrosian added, underlining that Azerbaijan would benefit from an
unstable situation in Armenia. In his words, Azerbaijan should realize
that in case of resumption of hostilities, it will meet resistance of
the Armenian people. L. Ter-Petrosian assured those present that in
case of resumption of war, he will urge the movement members to give up
their political struggle and devote themselves to defence of homeland.

On April 17 the Assembly of Council of Europe (PACE) passed a
resolution on Armenia according to which Armenia’s leaderships are to
release those detained on political motivations, conduct an independent
investigation of the March 1 unrest, start a dialogue with the
opposition and review the amendments to the Law on conducting meetings,
assemblies, demonstrations and rallies. Under Serzh Sarkissian’s decree
a working group has been set up to investigate the March 1 events.

At today’s news conference Leader of the "Zharangutiun" (Heritage)
Party Raffi Hovannissian Raffi Hovannissian wished the commission
success hoping they will realize the seriousness of their mission.

In reply to reporters’ question whether the commission will help the
country return to the path for democracy, Raffi Hovannissian said,

"I think they are not supposed to solve problems but to present
to the head of state a package of proposals which stem from the
PACE resolution. I cannot express an opinion beforehand. I said
there is some controversy because the resolution also targets at
participants. Therefore, I do not think that the solution will be
reached through this working group.

With regard to RoA Ombudsman Armen Harutiunian’s ad hoc report
on the March 1 events, Raffi Hovannissian says the report is very
important for Armenia from the analytical and informational point
of view. Besides, the report meets international standards. The
"Zharangutiun" leader thinks the Ombudsman should be involved in the
independent experts’ panel on the March 1 unrest.

ArmInfo. PACE Resolution N1609 about functioning of democratic
institutes in Armenia, adopted on April 17, has comprehensively
reflected March 1 national tragedy’, "Heritage" oppositional party
leader Raffi Hovannisian told journalists today in the National
press-club.

He said that the problems, reflected in the document, aroused far
before their discussion in Strasbourg, so the Resolution is of "pure
Armenian origin". "By the way, members of the National Assembly’s
delegation to PACE from the ruling parties took an active part
in development of the document and voted for it by themselves",
R. Hovannisian said. The oppositionist said that the Resolution
N1609 clearly indicates the ways of overcoming the all-national
crisis. In particular, the European community, within the frames of the
liabilities assumed by Armenia, gave only two months to our country
to fully recover the freedom for holding meetings and rallies, to
remove all the restrictions of the freedom of speech, to set free the
persons persecuted for their political views and active expression of
the civil position. "Only in case of fulfillment of these requirements
one may approach overcoming of the dividing line between the people
and the authorities", R. Hovannisian said.

Residents of Abovian town dump garbage and debris in the streets after
garbage trucks disappear. Garbage cans stand half-full surrounded
with garbage sacks wrapped in cellophane.

Rubbish-heaps have become common near the town market selling
vegetables and fruit. Greengrocers say that every morning refuse
tippers pick up garbage of the previous day.

Residents don’t even pity scavangers and street-cleaners. They throw
garbage out of the windows. One cannot even step some blocks of flats
as debris and household rubbish are dumped just at the entrance.

The due announcement was made by Norwegian Foreign Minister Jonas
Gahr Store, according to Day.Az.

"Such conflicts should be settled peacefully. Norway’s position on
this issue is clear: our country supports the territorial integrity
of Azerbaijan", said the minister.

At the same time, Jonas Gahr Store noted that Norway welcomes the
activity of the OSCE Minsk Group, which has been attempting to find
ways for the Karabakh conflict settlement for many years.

Today in the Common Jurisdiction Court of Kentron and Nork-Marash
Districts March 1 detainees Misak Hovakimian and Hovhannes Ghazarian
were on trial. Both of them were accused of using violence against
the police.

The court-room was full of spectators who greeted both convicts with
heavy and loud applauses. The judges were apparently displeased with
the sight. By the way, the spectators evidently treated the judge
with disregard. They did not rise to their feet when the latter
entered. Moreover, they did not obey his instructions. Hovhannes
Ghazarian’s trial was postponed until May 6 because of his attorney
Nazeli Vardanian’s absence. As for Hovakimian’s trial, it was
regularly delayed for various reasons. In the end it was postponed
when the attorney Vahe Grigorian presented solicitation to substitute
Hovakimian’s precautionary measure with loan or other alternative
measures.

After a one-hour break the judge announced that the case investigation
was delayed until May 7.

In the Common Jurisdiction Court of Shengavit another detainee Isahak
Malkhasian was on trial. He was accused under Articles 316 and 235. His
trial was delayed until May 8.

PROGRAM OF NEWLY-FORMED GOVERNMENT PRESENTED TO NATIONAL ASSEMBLY

YEREVAN, APRIL 29, NOYAN TAPAN. The Armenian prime minister Tigran
Sargsian presented the program of the newly-formed government at the
RA National Assembly’s second sitting on April 29. In his words,
the program is of continuous character as it is based on the RA
National Security Strategy, the Poverty Reduction Strategy Paper
and the programs of the previous government. In developing the new
program, provisions of the programs of 4 coalition-forming parties,
the pre-election program of the RA president and the agreement of
the political coalition were also taken into account.

According to the program, the main priorities of the government
activities are ensuring sustainable development through national
security and an active economic policy; formation of an efficient
system of control of state, local governance and of the private sector;
establishment of corporate management culture; as well as development
of education and science.

By implementing this program, the government anticipates the following
results in 2008-2012: real GDP growth of 8-10% a year, at least 10%
growth in the annual amount of investments, a considerale reduction
in territorial econimic disproportions, 10% growth of nonagricultural
employment, a growth in state revenue collection in the amount of
0.3-0.4% of annual GDP, poverty reduction by finally achieving an
overall poverty of below 11.2% and an extreme poverty of below 1.6%
(in 1999, these indices made 56.1% and 21%, in 2006 – 26.5% and 4.1%
respectively). The government also expects an annual increase in
pensions – in proportion to 100% of the minimum life support budget
in 2012, introduction of a multi-stage pension system, a growth
in financing of the social protection system – up to 6.2% of GDP,
a growth in health care financing – up to 2.2% of GDP, and a growth
in education financing – at least 3.5% of GDP.

La condena de los genocidios

Hoy se conmemora un nuevo aniversario del genocidio cometido contra el
pueblo armenio casi un siglo atrás. Este recuerdo invoca a la
tolerancia, el derecho a la verdad histórica y el respeto por la
dignidad humana como base del respeto entre los pueblos.

La consagración del derecho a la verdad como un derecho fundamental,
de carácter autónomo e inalienable, traduce la dimensión ética de los
nuevos parámetros que regulan la vida internacional. La lucha contra
el olvido y la impunidad ha adquirido una legitimidad tal que desborda
el hermetismo de las relaciones interestatales y se proyecta incluso
sobre aquellas realidades nacionales sometidas históricamente a la
dictadura del silencio.

En el caso del genocidio cometido por el Imperio Otomano contra los
armenios entre 1915 y 1923, esto se expresa en una sucesión de
reconocimientos en todo el mundo: decenas de países, parlamentos,
comunas, etc. lo han hecho en forma expresa. La Argentina -donde el
tema es política de Estado- es un ejemplo de ello: dio sustento y
amparo a la comunidad armenia, apoyó su causa y además de participar
activamente en su reconocimiento en las distintas esferas
internacionales lo hizo también por ley, como Francia y Suiza.

Según la Ley Nø 26199 el 24 de abril es en nuestro país el "Día de
Acción por la Tolerancia y el Respeto entre los Pueblos" y "Día de
recordación de las víctimas del Genocidio Armenio". Esta tendencia
universal que ha adquirido en la actualidad, al extremo de que el
Parlamento Europeo condiciona la incorporación de Turquía al
reconocimiento de dicho genocidio, contrasta con el autismo
negacionista que dominaba el mundo hasta 1985, cuando, en el seno de
un grupo de expertos de las Naciones Unidas, por primera vez la
palabra "genocidio" pudo acompañar a la palabra "armenio".

Pero lo que está en juego hoy, no es la discusión sobre la verdad
histórica, sino la falta de su asunción por parte del Estado turco y
las consecuencias traumáticas que tiene para la sociedad de ese país
la imposición del negacionismo, así como también para las
instituciones y el ejercicio de los derechos humanos -en particular el
derecho a la vida y a la libertad de expresión-. Acredita esta
afirmación el asesinato en 2007 del periodista de origen armenio Hrant
Dink en manos de un nacionalista turco, en represalia por su prédica a
favor del reconocimiento. Su entierro fue acompañado por más de
100.000 personas que colmaron las calles de Estambul bajo la consigna
"todos somos armenios".

Otra consecuencia es el tétrico artículo 301 del Código Penal que
identifica el reconocimiento del genocidio como un atentado contra la
"identidad turca" y por el que están acusados más de un centenar de
intelectuales turcos -se considera que quien lo infringe "humilla a la
patria"- entre ellos Orhan Pamuk, Premio Nobel de literatura.

A 93 años de aquellas atroces matanzas, estas medidas aparecen como un
intento para frenar la emergencia inexorable de una realidad que ha
permanecido soterrada en la memoria colectiva y en particular en la de
millares de armenios y otras minorías que viven en Turquía y que, a
pesar de que en muchos casos se vieron obligados a cambiar de religión
o de nombre para salvar su vida, conservan intacta su identidad.

En 1985, cuando debatíamos en la ONU la aprobación del Informe de
Whitaker que hacía mención del genocidio armenio, uno de los
argumentos que esgrimía la delegación turca para oponerse a su
reconocimiento, era la posibilidad de que este hecho estimulara
acciones violentas de jóvenes armenios que se habían lanzado a hacer
justicia por mano propia contra diplomáticos turcos.

Sin embargo, esto no fue así y luego de la histórica sesión en la que
se aprobó, no se registró un solo atentado terrorista por parte de la
Diáspora armenia. La verdad entrañó la paz y, por el contrario el
negacionismo continúa cobrando víctimas. En un día como hoy, en que se
memora a las víctimas del genocidio armenio invocando a la tolerancia
como la base del respeto entre los pueblos, los argentinos y armenios
que tanto hemos luchado por la verdad, debemos tener presente el
ingrato destino de quienes, todavía, en Turquía, no han podido ni
siquiera relatar su silenciado infortunio.

Leandro Despouy integró la Subcomisión de expertos de la ONU que en
1985 aprobó la Resolución de reconocimiento del Genocidio Armenio.

sentence of the statement of the Council of Europe on Armenia. Then
everything will be made clear.

The statement covers that elections have been held in Armenia
coinciding with European standards. Which European standards can
we talk about there after such injustice? "Samad Seyidov, head of
Azerbaijani delegation to PACE said, APA reports.

To him, without reports of Azerbaijani and Armenian representatives,
there were 4 representatives speaking about the ongoing developments
in Armenia. "Which recommendation will be there after it? We have
been constructive in relations with the Council of Europe every
time. Azerbaijan is given much recommendation, but opposite side’s
ongoing developments have not been taken into account and this does
not positively influence to the development of democracy. On the
other hand, this cause damage to position of the Council of Europe",
he said. Seyidov noted that recommendation of the CE Committee of
Ministers would be considered and proper measures would be taken on it.

"Each issue will be considered within law. I am sure that Azerbaijan
will be ready for June session", he said.

RA Ministry Of Education And Science Plans To Create Education Quali

RA MINISTRY OF EDUCATION AND SCIENCE PLANS TO CREATE EDUCATION QUALITY NATIONAL REGISTER

YEREVAN, APRIL 24, NOYAN TAPAN. The RA Ministry of Education and
Science plans to create Education Quality National Register in 2008,
the goal of which is to control the process of bringing the higher
educational institutions’ educational system in line with international
education standards. As Levon Mkrtchian, the RA Minister of Education
and Science, said at the April 23 press conference, the structure’s
founding has a goal of not only controlling, but also to some extent
regulating university education in the country. He said that for
that purpose universities are to first "evaluate themselves," after
which the "self-evaluation" is to be passed to the Quality National
Service, which, in its turn, is to evaluate university education in
country’s higher educational institutions on the basis of them and
is to introduce the results to the Education European Quality Service.

The Minister of Education and Science said that after all this the
Education European Quality Service will already decide how much
"honestly" and "correctly" Armenia evaluates its higher education
system. Positive results will be a basis for Armenia’s joining the
Education European Quality Service.

For bringing the educational system in line with European standards
on the way of European integration L. Mkrtchian first of all singled
out the necessity to carry out content reforms in the system. Only
introduction of the credit system and three-level educational order in
the universities, according to the Minister, does not mean yet that
universities ensure education of international level. The Minister
noted that the content problems have not been solved yet parallel
with positive shifts in this sector of education today.

L. Mkrtchian emphasized that these problems regard both state and
private higher educational institutions. "Today there are nearly 60
thousand students in Armenia, nearly 20 thousand of which study at
private institutions and 40 thousand at state ones. The goal of the
Education Quality National Register is also to evaluate the education
quality of private and state universities. And unless a university
is able to ensure education corresponding to international standards,
its working will be already considered senseless," he added.
