A special resolution of the National bank of Azerbaijan blocked the
activity of the Western Union and MoneyGram monetary transfers systems
in the country.

In line with the decree, the transfers and receipt of money by
Western Union and MoneyGram systems were fully stopped in all banks
of Azerbaijan.

It should be reminded that on July 24 Today.Az posted a material
"Big monetary transfers system Western Union assists to Armenian
diaspora in transferring money to Nagorno Karabakh separatists" and
"Another bigger monetary transfers system MoneyGram assists to Nagorno
Karabakh separatists", in which we covered the problem of transfers
of money to Nagorno Karabakh from all countries of the world, which
is considered to be the assistance to separatists of the said area.

In these articles we called on all the authorized structures of
Azerbaijan to react to this fact in the duly manner.

Fortunately, the National Bank of Azerbaijan timely interfered with
this issue.

It should also be reminded that Day.Az informed the public that Migom
monetary transfers system promote money transfers to separatist of
Nagorno Karabakh.

After the material was posted, head of department of Migom monetary
transfers Lev Chugunov told Day.Az that respecting the sovereignty
of Azerbaijan, as well as the history and culture of our country,
Migom ceased monetary transfers in the direction of Nagorno Karabakh.

In turn, we are confident that we should not stop on it.

Day.Az calls on the Azerbaijani Foreign Ministry, Finance Ministry,
National Bank, Cabinet of Ministers, Banks Association to study the
details, connected with cooperation between the Russian VTB bank and
Artsakhbank and the "shutdown" of the VTB bank affiliate in Nagorno
Karabakh.

HIS HOLINESS ARAM I WELCOMES THE
INCLUSION OF THE ARMENIAN CHURCHES OF IRAN IN THE LIST OF UNESCO

The United Nations Educational, Scientific and Cultural Organization
(UNESCO) this year officially registered the Monastery of Saint Tate in the
Armenian Diocese of Azerbaijan (Iran) in its list of internationally
recognized heritage sites. Included in the same list are the Monastic
complex of Saint Stephanos and the Saint Asdvadzadzine Chapel of Dzor Dzor.
On this occasion His Holiness Aram I in a letter to the President of the
Islamic Republic of Iran welcomed "this great spiritual and cultural
achievement and the important role of the Islamic Republic of Iran in this
respect".

Speaking about the importance of these religious sites, His Holiness
Catholicos Aram I said: "Among these historically valuable religious
structures, the Monastery of Saint Tate has a special importance and meaning
for our people and church. It is where one of the first Apostles that
brought Christianity to the Armenian nation, Saint Tateos, was martyred. The
annual pilgrimage to Saint Tate is a centuries-old tradition for our people.
On three occasions we have personally led the pilgrimage to Saint Tate".

Considering the presence of these religious sites within the borders of the
Islamic Republic of Iran "as a tangible expression of Christian-Muslim
coexistence", His Holiness emphasized the importance of deepening the
dialogue of religions, cultures and civilizations.

HAYK BABOUKHANYAN, Head of the Constitutional Right Union, finds that
our country is facing a great deal of internal and external challenges,
and extraordinary elections will not be favorable in such situation.

"The extraordinary elections will not bring any use apart from new
tensions, new clashes and probably, new bloodsheds. A nation should
be engaged in solving its internal and external problems instead of
holding permanent elections," he announced yesterday.

ARMENIAN AUTHORITIES MUST RELEASE POLITICAL PRISONERS: U.S. ASSISTANT SECRETARY OF STATE

Trend News Agency
July 30 2008
Azerbaijan

Azerbaijan, Baku, 30 July /Trend News corr. A.Gasimova/ The U.S. State
Department calls on the Armenian authorities to release political
prisoners and to conduct an investigation into the March 1-2 events
that followed presidential elections in Armenia.

"I urged the authorities to release all individuals detained for
engaging in opposition activities or for expressing their political
views; conduct a credible, independent investigation into the March
1-2 violence that left ten dead; fully restore freedoms of assembly
and media; and initiate a constructive dialogue with the opposition
and civil society," David J. Kramer, Assistant Secretary of State
for Democracy, Human Rights and Labor said Before the Commission on
Security and Cooperation in Europe.

Armenian opposition headed by country’s first president Levon
Ter-Petrosyan, who ran for presidency but lost to Serzh Sargsyan,
launched demonstrations in Yerevan on 20 February to protests against
the results of the voting. On 1-2 March, the protest resulted in
riots and clashes between police and demonstrators leaving 10 dead
and 265 wounded.

"Time is of the essence. Societal tensions will only increase if the
authorities fail to take swift, dramatic, and substantive measures
to heal the serious divisions in the country that the presidential
election and its violent aftermath exacerbated," said Kramer.

According to Kramer, While all elements of society have an obligation
to engage in constructive dialogue and to act responsibly, the
heaviest responsibility lies with those who actually hold power –
the government.

"It is in the interest of the U.S.-Armenia bilateral relationship and
in the interest of the Armenian people to see the new government in
Yerevan succeed in deepening Armenia’s democratic development. On a
positive note, I found the Ombudsman to be playing an important role
on behalf of democratic reform in the country," said Kramer.
