On August 22, according to the agreement reached earlier with Nagorno
Karabakh Republic’s authorities the OSCE mission conducted a regular
monitoring of the contact line of armed forces of Nagorno Karabakh
and Azerbaijan.

>From the positions of the NKR Defense Army the monitoring was carried
out by Personal Representative of the OSCE Chairman-in -Office Andrzey
Kasprzyk and his Field Assistant Irzhi Aberle (Czechia).

The monitoring passed in accordance with the planned schedule without
any violations of cease-fire regime. However, the Azerbaijani side
once again did not lead out the OSCE mission to the front line.

>From the Karabakh side the monitoring group was accompanied by
representatives of the NKR Ministry of Foreign Affairs and Ministry
of Defense.

Order Of Moving From Middle Professional Educational Institution To

ORDER OF MOVING FROM MIDDLE PROFESSIONAL EDUCATIONAL INSTITUTION TO
HIGHER EDUCATIONAL ONE WORKED OUT

YEREVAN, AUGUST 17, NOYAN TAPAN. The RA Ministry of Education and
Science envisages to take a number of steps to increase the role of
middle professional educational institutions. As Samvel Pipoyan, the
Chief of the Middle Professional and Vocational Education Department
of the Ministry informed the Noyan Tapan correspondent, an order of
moving is being worked out at present, according to which, a graduate
of a middle professional educational institution may continue education
from the 2nd year of a higher educational institution.

S.Pipoyan mentioned that this order will be presented to discussion
of the RA Government till December of the current year. S.Pipoyan
mentioned that the modular educational system is also envisaged to
introduce in the sphere of middle professional education. This system
will give students possibility to get practical skills started from
the first year. This model was experimentally put into practice this
year in the Ijevan State, Vanadzor State Technological, Yerevan State
Humanities-Technical and Yerevan State Agricultural institutions of
middle professional education. Besides, international organizations
as well implement in Armenia programs addressed to development of
that sphere.

S.Pipoyan stated that within the framework of the "Education Addressed
to Future of Armenia" program being implemented by the UN Development
Program, buildings of few middle professional educational institutions
will be restored, and some institutions will be provided with necessary
material-technical basis as well. According to S.Pipoyan, the total
cost of the program is 1 mln 157 thousand dollars about 50 thousand
of which will be given by the RA Government.

It was also mentioned that the German Technical Cooperation (GTZ)
program implements a re-training program for lecturers of middle
professional institutions.

A Turkish prosecutor has charged an author with insulting the revered
late leader Mustafa Kemal Ataturk in a biography about his wife,
the book’s publisher said Friday.

Ipek Calislar, the latest in a series of writers charged under Turkey’s
freedom-curbing laws, faces up to 4 1/2 years in prison if found
guilty of insulting Ataturk, said Vahit Uysal of Dogan Publishing.

The European Union _ which Turkey hopes to join _ has been exerting
heavy pressure on the country to get rid of repressive laws and to
improve freedoms.

The prosecutor also filed charges against Necdet Tatlican, an
editor for Hurriyet newspaper, which published excerpts of the book,
"Latife Hanim," Uysal said.

In the book, Calislar says that the Turkish leader, facing an
assassination attempt, left the presidential palace in a chador,
disguised as a woman.

The charges were initiated by a Hurriyet reader, Huseyin Tugrul Pekin,
who petitioned the prosecutor saying, "to claim that … Ataturk,
whom no one could even attempt to weigh his courage, would have done
something like this … is the greatest insult."

Trial was set for Oct. 5.

Calislar’s book is the first comprehensive biography of Latife Ussaki,
who was married to Ataturk for about two years until he divorced her
in 1925.

The book became a best-seller within days of its publication in June
and helped to dispel a long-held image of her as a reviled woman
blamed for the break up of the marriage. It portrayed her, instead,
as a strong-willed woman who advanced women’s rights in Turkey.

Calislar said Friday that the passage in question was based on accounts
from Latife’s sister Vecihe Ilmen and other sources.

"The assassination attempt … is a historic fact," Calislar said in
a statement e-mailed to The Associated Press. Ataturk’s escape in a
woman’s clothing "was a decision Ataturk made at a critical time and
was successful," she said.

"Historians may discuss the issue, but I don’t think that the issue
is of any concern to lawyers."

Calislar joins a long list of journalists and writers charged with
insulting Turkey, "Turkishness" or state institutions.

In the most prominent case, novelist Orhan Pamuk stood trial this
year on charges of insulting "Turkishness" for commenting on the
mass killings of Armenians by Turks around the time of World War I,
which a number of governments and scholars have said was the first
genocide of the 20th century.

The charges were dropped amid intense international pressure.

Turkey vehemently denies that the mass killings were genocide, saying
the death toll is inflated and Armenians were killed in civil unrest
as the Ottoman Empire collapsed.

On Sept. 21, author Elif Safak is to stand trial because of the words
uttered by a fictional Armenian character in her novel "The Bastard
of Istanbul."

In the book, an Armenian character refers to "Turkish butchers."

Prime Minister Recep Tayyip Erdogan’s government has made clear
it has no plans to change laws used to prosecute Pamuk and others,
saying the charges are eventually dropped and defendants are acquitted.

EU officials argue, however, that even if the charges are dropped,
the threat of prosecution remains as a deterrent against people
wishing to express opinions.

The delegation headed by the Armenian President Robert Kocharian
arrived today in Sochi to participate in the non-official summit of the
Eurasian Economic Association conducted in Sochi August 15-17. Armenia
is participating in the summit as an observer.

At the airport Robert Kocharian was met by the governor of Krasnodar
province Alexander Tkachov, Russian deputy foreign minister and
executive secretary of Eurasian Economic Association Grigori Rapota
and Armenian consul in Sochi Vardan Azoyan.

The agenda of the summit includes the following issues: formation of
customs union within the scope of the organization, establishment of
a system of international centers for rendering services of nuclear
cycle on basis of nondiscrimination access, water-energy regulation
in the Central Asia and establishment of the Eurasian water-economy
consortium, deepening of cooperation between the Community and
Collective Security Treaty Organization (CSTO), as well as issues
related to Uzbekistan’s joining the CSTO, ARKA reported.

Member countries of the EurAsEC are Byelorussia, Kazakhstan,
Kyrgyzstan, Russia, Tajikistan and Uzbekistan. Armenia, Moldova and
Ukraine obtain the status of observers under the EurAsEC.

The treaty on establishment of the EurAsEC was signed in the capital of
Kazakhstan Astan on October 10, 2000, by the presidents of Byelorussia,
Kazakhstan, Kyrgyzstan, Russia and Tajikistan. Later Uzbekistan joined
the Community.

Stepanakert , 11 August: In the first half of 2006, the revenues of
the Nagornyy Karabakh republic’s state budget totalled 4.6bn drams
[11.4m dollars], which is 31.7 per cent more than in the same period
of 2005.

The budget revenues came mainly from taxes that made up 79.7 per cent
of all revenues, the finance and economy ministry of the Nagornyy
Karabakh republic told Arminfo. In the same period, the current
expenses of the state budget increased by 10.4 per cent and totalled
7.3bn drams [18.3m dollars].

Kykkos Monastery, the Armenian Church of Cyprus and the Orthodox
Metropolis of Lebanon continue to coordinate the distribution of 100
tons of humanitarian aid from Cyprus to the tried people of Lebanon.
Archimandrite Isaias Kykkotis, in charge of the Kykkos Monastery
Humanitarian Missions, told CNA that the Cypriot delegation is
currently at the Antiochia Partiarchate Humanitarian Aid Distribution
Centre in Beirut.

The Cypriot mission will remain in Lebanon until all humanitarian aid
is delivered successfully.

CONSUMER RIGHTS CENTER SAYS CONSUMERS UNAWARE OF THEIR RIGHTS

In a public opinion poll conducted by Consumer Rights Center,
respondents were asked if water, gas, electricity services are ever
cut off in their buildings. Forty-three percent of respondents
answered `often’ and 51 percent said `seldom’. Only a minor 5,7
percent was content with the utility services.

Abgar Yeghoyan, head of CRC, presented the findings of CRC conducted
surveys in a press conference today. He claimed most of the consumers
do not know their rights. For example, electricity service can cut off
the electricity if the resident has not paid the bill. However, the
electricity authority has to notify about the cut-off three days
before.

CRC engages in active advocacy program for promoting rights of
consumers in public utilities. The organization cooperates with Public
Services Regulatory Committee in its advocacy efforts. Posters on
consumer rights are posted at local self-government units,

The administrative-criminal community, which formalized its aspirations
on July 22, is ready to sacrifice even the most important national and
public issue to establish their right to rule. The former foreign
minister of Armenia Alexander Arzumanyan has this opinion, who
commented on the possible developments in the political sphere for
the Lragir. He believes that this government pole already threatens
the national security of Armenia.

Mr. Arzumanyan, on the eve of elections in Armenia we have always
witnessed mobilization of the resources of power, so what is the
reason of such an unprecedented reaction to the Republican Party –
Serge Sargsyan consolidation?

Alexander Arzumanyan: The corrupt officials and the criminal business
rounding up around the defense minister and capturing the ruling body
of the Republican Party is an action that threatens the national
security of Armenia. It is apparent that another plan to foil the
election and seize power through criminal terror is prepared.

The possibility of implementation of such an anti-state action is
directly connected with the behavior of Robert Kocharyan. The eight
years of struggle against the law through criminal methods have turned
the institution of presidential power the prisoner of the machine of
common terror as the term of office of Kocharyan is coming to its end.

In order to establish absolute rule over the government system, this
political and criminal co-existence wants to make Kocharyan recognize
its "right" to control this machine freely.

What should Robert Kocharyan do in your opinion, is he able not
to recognize the right of the criminal he relied on all through
his office?

Kocharyan does not have the right to ignore the interests of the
society, replacing them with his personal interests and the problem
of insuring his own future. Moreover, coming to power with a mask
of a guarantor of the settlement of the Karabakh conflict, Robert
Kocharyan has turned the fate of the people of Nagorno Karabakh into
a target for the political aspirations of the criminal system he had
created. By consistently overlooking the process of criminalization
of the political sphere he, in fact, pushes forward the processes
undermining the state.

Choosing the Karabakh issue as a sphere for causing a home political
crisis, the criminal are ready to sacrifice the fate of the people
of Karabakh as well. The "successful" attempt at seizing power in
1998 dazzled this criminal union in Armenia, and what is more, it has
dazzled Arkady Ghukasyan, who is concerned about prolonging the term
of his office, thus automatically favoring these plans.

Robert Kocharyan witnesses this. The society and the political forces
worried about the future of Armenia cannot allow Robert Kocharyan to
solve his personal problems at the expense of the interests of the
publics of Armenia and Artsakh.

Joining of Victor Dallakian, former secretary of the opposition bloc,
the ‘Thriving Armenia’ party is a serious blow to the opposition,
as the new party is likely to cover the legal opposition field and
force out the present opposition parties, said on a press conference
parliament deputy Hmayak Hovhannisian, president of the Union of
Political Scientists of Armenia.

Hovhannisian said that the situation is unprecedented, as the secretary
of the biggest opposition faction, the most severe criticizer of
President Robert Kocharian and Defense Minister Serge Sarkisian,
now joins a party, the shadow leader of which is President Kocharian
himself. The latter statement Mr. Hovhannisian proved by the words of
‘Thriving Armenia’ acticve member, a close friend of Victor Dallakian,
Vardan Bostanjian that the President of Armenia will most probably
join the party and even make ready the party’s electoral list.

Hmayak Hovhannisian is sure that the ‘Thriving Armenia’ party is
created to support Robert Kocharian for 5 years since his office
term has came to end, and thus to provide his return to power,
Arminfo reported.
