and Culture Renaud Donnedieu de Vabres and Armenian Ambassador to
France Edvard Nalbandian opened an exhibition titled "Armenia’s
12 Capital Cities" that will last till March 18, 2007. The authors
of the exhibition are Narek Sargsyan and head of the department of
architecture at the RA Academy of Sciences Murad Asratyan.

Modern and old photos as well as information on Armenia’s 12 capital
cities – Van, Artashat, Tigranakert, Dvin, Vagharshapat, Ani, Yerevan
and others – are represented in the Conciergerie hall.

Besides, ancient carpets, national dressed, khachkars and embroidery
are exhibited. The exhibition organized with the assistance of the
French Ministry of Foreign Affairs and Ministry of Communications and
Culture is held within the framework of the Year of Armenia in France,
reports the RA MFA press office.

Foreign minister of Azerbaijan comments on the Azerbaijani-Armenian
conflict over Nagorno-Karabakh

AZERBAIJANI FOREIGN MINISTER ELMAR MAMEDJAROV BELIEVES THAT BAKU WILL
ORCHESTRATE A PEACEFUL RESOLUTION TO THE NAGORNO-KARABAKH CONFLICT;
Azerbaijan wants to know how sincere the Armenian leadership is
in its claims with regard to a peaceful solution to the problem of
Nagorno-Karabakh.

Azerbaijani Foreign Minister Elmar Mamedyarov met with journalists
in Baku. He said that there was a "major" unresolved issue in the
Nagorno-Karabakh negotiations process and that progress in this sphere
could only be reported once the matter was taken are of.

Mamedyarov said as well that his meeting with the foreign minister
of Armenia might take place in late January 2007.

"Had we not been confident of efficiency of the talks, we’d have
abandoned them," the Azerbaijani diplomat said.

Mamedyarov appraised the latest round of the negotiations as
"constructive indeed". Official Baku wants to know the degree
of Yerevan’s straightforwardness. "On the one hand, the Armenians
say they want progress in the negotiations. On the other, they
initiate all these senseless referendums that only impede the talks,"
Mamedyarov said.

Azerbaijan would like to be able to trust Armenia’s straightforwardness
without any circumstances attached. "Regardless of the elections
forthcoming in Armenia or any revolutionary events that may be
sparked by the population’s dissatisfaction with their outcome,"
Mamedyarov said. As a matter of fact, the minister did not rule out
the possibility that Yerevan’s "sincere" wish for a breakthrough
in the talks could be a simulation necessitated by the domestic
political situation.

Mamedyarov said he did not believe in a solution to the problem by
military means because of its economic implications. "Azerbaijan will
have conflict resolved by peace means with the new leaders of Armenia,
if not with the current administration," Mamedyarov said.

CONSPIRACY BLOWN IN ARMENIA; Armenian secret services claim prevention
of external meddling in "political processes".

The Armenian National Security Service (NSS) reports arrest of one
Gerard Sefiljan of Lebanon who planned "illegal interference by force
in the forthcoming political processes in Armenia."

Sefiljan, leader of the non-governmental organization Armenian
Volunteer Union, was taken in on Sunday night. Some weapons were
confiscated as illegally possessed. Sefiljan’s accomplice Vardan
Malhasjan was arrested as well. Armenian secret services maintain that
the Armenian Volunteer Union convened a secret meeting on December 2,
where its leaders suggested removal of the existing regime by force
and even came up with a specific plan of accomplishing it. A source
in the NSS Press Service claims that "we have irrefutable evidence
that the Armenian Volunteer Union, an organization lacking official
registration, intended illegal interference by force in the forthcoming
political processes in Armenia and planned some radical action on the
eve of the parliamentary election in 2007." The said "radical action"
would have come down to encouraging the Armenian opposition to convene
unsanctioned protest actions, clashes with law enforcement agencies,
and other suchlike activities.

Once a member of Dashnaktsutyun who chose to remain in Lebanon
after the Karabakh war since his appeals to Yerevan for Armenian
citizenship were turned down, Sefiljan is a dedicated critic of the
Armenian powers-that-be. He branded Foreign Minister Vardan Oskanjan as
"promoter of an ideology of slaves" in early 2004, and later said that
"existence of a country like Azerbaijan in the region is certainly
harmful." "My associates and I will prevent self-reproduction of the
Armenian regime in the forthcoming election," Sefiljan was quoted as
saying this summer. His associates are therefore convinced that the
authorities decided to take Sefiljan out of the picture now to spare
themselves trouble at a later date.

Armenian Volunteer Front activists are convinced as well that there
may be some connection between Sefiljan’s arrest and the process of
Karabakh conflict resolution. They refer to the scenario in accordance
with which Azerbaijan will put up with a referendum on the status in
Nagorno-Karabakh in return for liberation of the occupied territories.

Awarded the Combat Cross for participation in the Karabakh war,
Sefiljan is coordinator of the Organization for the Liberated
Territories, a structure established by war veterans. Its activists
are dead set against the return to Azerbaijan of the territories that
surround Karabakh and serve as a security belt.

Official Baku in the meantime was perplexed to hear of a
connection between Sefiljan’s arrest and his views on the problem of
Nagorno-Karabakh. This correspondent was told in the Armenian Foreign
Ministry that "the negotiations are not in their final phase yet,
and all these speculations on the return of the territories are but
theoretizations."

Sefiljan and Malhasjan are facing charges under the article of the
Criminal Code pertaining "public calls to topple the constitutional
regime in the Republic of Armenia". They may draw either a fine or
three years imprisonment. Sefiljan is a foreigner, however, and will
probably be deported from the country after the trial.

ARMENIA WILL NOT DEVELOP?

Return on tax in 2007 is estimated to comprise 15 percent of the GDP,
this is the worst index in the world, `unfortunately,in 2007
corruption and black economy will not be battled, the struggle will
be inert, and the results will be trifling. This is the greatest
disadvantage of the budget,’ stated the economist Edward Aghajanov
December 15 at the National Press Club. He thinks there are paradoxes
in the budget, and the authors of the budget do not seem to be
related to the Republic of Armenia and its economy.

For instance, the estimated budget deficit is 2.3 percent of the GDP.
This is nonsense, says Edward Aghajanov and informs that France,
Germany, Italy can hardly keep the budget deficit down to 3.5
percent. For countries with a small local market like Armenia export
is the main factor of development, but in Armenia imports grow more
than exports. `In 2004 exports totaled 27.5 percent of the GDP, in
2007 it will total 20.1 percent. Armenia will not develop,’ concludes
the economist and adds that exports should constitute 60-70 percent
of the GDP.

Edward Aghajanov points to another disadvantae of the budget which
has already been adopted. If in the United States or any other
developed country expenditure on entitlement programs constitute
70-90 percent of the budget outlays, Russia has decided to have 30-40
percent, in our budget the indexes are not mentioned in the costs in
the budget account.

Edward Aghajanov says the drawbacks and nonsense in the budget are
not only the consequences of carelessness. The bills are not examined
by qualified experts before submitting to the parliament. According
to Edward Aghajanov, Hrant Bagratyan, Edward Sandoyan, Armen
Darbinyan are such experts `who are staying aloof’ and the government
is to blame that this `immense resource is overlooked.’ Edward
Aghajanov thinks the experts he mentioned will not refuse if they get
a proposal.

And if suddenly the government asks Edward Aghajanov’s opinion, he
will say that in countries like Armenia academic and university
education need not be developed, and it is better to create
scientific educational institutions and choose and develop 3 or 4 or
5 prospective directions out of the existing 40. Instead of speaking
about innovative economy but failing to spare a cent for the national
innovative system since 2003.

YEREVAN (YERKIR) – Speech by ARF Bureau representative Hrant Margarian
at the event dedicated to the 116th anniversary of the ARF, held in
Gyumri on December 14.

Dear and beloved attendees:

I have things to tell you, and so I will avoid an introduction and
will pass to the main thing I want to say.

There still is a lot of time before the National Assembly election,
but some forces have begun to give away stuff from the state means,
others have opened their wallets wide, others speak of death and
destruction everywhere.

We have words to say to you, words that are logical, words that
follows work, words that the ARF has all the will, determination and
dedication and program to turn into reality.

We are not different from others only by our way of being presented to
the people, only by our ways of election campaigning: we are different
from others by our very birth. If parties are formed before our eyes,
regroup to fit someone’s carrier, and such things as program, charters
and democracy have only formal meanings to them and never an
applicable value, we are the party that had been formed during the
history with a clear ideology and goal, where the party democracy is a
value, and everybody obeys collective opinion and decisions.

People join the ARF not to serve someone’s carrier, not to make
someone a parliament member, or minister or president, but they join
the ARF, when their life goal is to ensure the security of Armenia and
the Armenian people, when the prosperity, development and freedom of
the Armenian people become a life’s goal, and finally, when they are
ready to fight for all that with a full determination.

We are a national party, and the brightest proof of it is our
wide-spread organization, as well as our constant agenda of activities
and concerns. There is no other Armenian organization that like the
ARF embraces all the sectors of the Armenian people. It is not by an
accident that it is only the ARF that is present in Armenia, as well
as the so-called classical and Soviet Diasporas with its
organizational structures and work. And this is not a historic
accident at all. We are the only Armenian organization that is present
in the Republic of Armenia, Karabakh, Russia, Georgia ` Abkhazia and
Javakhk ` and elsewhere. To tell the truth, I am not very glad with
this fact; I would like to see that everybody was concerned with the
concerns of all Armenians.

We are a national party, and it has nothing to do with nationalistic
movements and those who stir national conflicts. We want to see our
people secure, free and with opportunities to develop. We want to
ensure a dignified coexistence for the Armenian people with other
nations. For us, maximalist and defeatist approaches in national
issues are similarly unacceptable.

Being masters of our national rights does not mean hating other
nations, and the wish to live well cannot become a reality with
one-sided concessions. No one should threaten our people that if the
ARF is successful, inter-ethnic clashes will follow. We are the
masters of the people’s rights but the independent Republic of Armenia
is the main argument for us.

No issue should threaten our homeland and statehood. Our national
agenda was the reason we decided to be a part of the government after
the 1998 change of regime. But did anything change after 1998? It did,
indeed. The Armenian president changed, and the ARF that was harassed
by the regime, stood by the government, and as a result, the country’s
political course changed. But let’s add that the country’s economic
policy did not change as well as the cadre policy and moral
environment, the size of the corruption and social conditions.

Before 1998, they were trying to convince us that the Karabakh issue
belongs to the Karabakhtsis. They were trying to convince us that the
world would not tolerate a change of borders, that Karabakh should
remain a part of Azerbaijan, in other word, it should be buried in
Azerbaijan.

After 1998, the approach has changed, and the result is that today,
everyone, including Azerbaijan are convinced and confess that Karabakh
has never been and will never be a part of Azerbaijan. Now we are
talking about the borders of the independent Karabakh.

Before 1998, the issue of the Armenian Genocide was considered as that
of the Diaspora, and the authorities refused to make it an issue of
the Armenian foreign policy. It was considered a history issue, and
the history was considered a false science, a false category.
Beginning 1998, the Armenian Genocide issue became an issue on
Aremnain foreign policy agenda; the success is known to you. Let’s not
forget also that the pursuit of the Armenian Genocide issue at the
time ensured Armenia’s recognition and influence on the international
arena.

Before 1998, the Armenian Diaspora was seen as a collective of `orange
eaters ‘. After 1998, the treatment of the Diaspora
changed. Homeland-Diaspora conferences, pan-Armenian games and `One
nation-one culture’ events were held. I hope that adopting the dual
citizenship law in the nearest future will follow.

The Armenian Diaspora constitutes a part of the Armenian statehood and
Armenian identity, the Republic of Armenia is also the homeland of the
Diaspora Armenians, and they have obligations toward it. Also
approaches toward Armenia-Georgia, Armenia-Turkey, and Armenia-Iran
relations changed.

Maintaining friendly relations with Georgia, we were able to meanwhile
convey a family-like treatment to Javakhk. We did not show a defeatist
position toward Turkey’s hostile stance, but showed a dignified
confrontation in line with Armenian interests. We should never forget
that the opposite stance of the defeatist policy is not adventurism
but a struggle for own rights and success. The friendly relations with
Iran raised to a new level. The best proof is the Iran-Armenia gas
pipeline.

The ARF is also a democratic and socialist organization; we are the
only organization in the region to be a full-fledged member of the
Socialist International. And for that exact reason, while becoming a
part of the government, always and everywhere we worked to push the
democratic and social issues. We were successful in the national
issues because we had the president’s support. We were unsuccessful
in democratic and social issues because we were alone. We were not
the government, we were a part of it with the 11 per cent of the
people’s votes. It was not the government of the ARF.

Let me say that I am not trying to avoid responsibility, nor we regret
we became a part of the government. If the 1998 or 2003 happen again,
we will become a part of the government again. We have manded to do a
lot, but we have done whatever was possible under those conditions but
not what our program contains, what we think is right and necessary to
establish justice, prosperity and development in this country.

We believe that an organized and systematic fight against corruption
is necessary and not only corruption but also the shadow economy, the
impunity environment and nepotism. We managed to have Armenia join a
European anti-corruption organization, the GRECO, we proposed several
legislation in the National Assembly. It was by our proposal, but not
in the way we demanded, an anti-corruption body was established. But
all that and our position in the couloirs were not enough to move
forward. In order to fight corruption, the shadow economy and
nepotism, one needs to be clean himself, you should have a necessary
political will and morality. The ARF has all those features.

We believe that the economy should have a social shift. A state
interference is needed to soothe class differences that today are
polarized. There should not be poverty in Armenia. The economic
potential of Armenia allows for increase of the pensions and minimum
wages for several times. It was at our efforts that the pensions were
increased and a law was adopted stipulating that pensions should match
minimum consumer’s basket. We managed to do little.

We are sure that by elimination of the shadow economy and illegal
monopoly we van reach improvements in the social sector. This can be
done by a force that is not connected with those terrible phenomena
and has a relevant ideology and program for creating a just economic
and social system, and the ARF is such as a socialist party and a
ideological movement, a party for which the fight against injustice is
a mission and the meaning of its existence.

The values, according to which a person is appreciated, and as a
result, our cadre policy, are not based on the material potential of a
person, neither do we intend to respect false prominence. A person is
valuable by its modesty, his devotion and ability toward the
homeland. Those whose work and behavior in the society would credit us
should be our followers. We do not accept the spoiled persons who have
become a usual thing in our society.

I am speaking about people who enjoy government and elite nepotism
whoever they are: National Assembly members, ministers, mayors or
others. Everybody should be equal before law, and the law enforcement
agencies should be the protectors of simple citizens from such
elements. The ARF is a knightly party and has the indiscriminated
approach and determination to establish law and order.

We are the national, democratic and socialist party that would not
threaten the future for the coming years, that is why we believe in
and will pursue fair elections. We are the party that has internal
democracy and control. Our comrades who hold party and government
posts are under the control of our thousands of comrades. We have no
right to make mistakes, we cannot betray our principles. We have been
created to serve you, the Armenian people, and lead your way to
development and eternity.

Senate of Argentina Certifies Draft Recognizing Armenian Genocide

SENATE OF ARGENTINA CERTIFIES DRAFT RECOGNIZING ARMENIAN GENOCIDE

BUENOS AIRES, DECEMBER 15, NOYAN TAPAN – ARMENIANS TODAY. The Senate
of Argentina unanimously certified on December 13 the draft
recognizing the Armenian Genocide. All the 57 senators present at the
sitting voted for the document, Radio Liberty informs. The Lower House
of the Parliament of Argentina adopted a draft in late November by
which April 24 was announced a day of tolerance and respect among
peoples in the memory of the Armenian people’s genocide. The draft
allows statesmen of the Armenian origin to be absent from work on
April 24 to take part in events dedicated to memory of the Genocide
victims.

Students of the Armenian origin are also allowed to miss leasons on
that day. To acquire strength of law, the draft must be signed by
Nestor Kirchner, the President of Argentina.

of Jirair Sefilyan’s arrest, stated Armen Aghayan, Jirair Sefilyan’s
friend on December 13 at the Friday Club. He said everybody know that
the relations of the ARF Dashnaktsutyun and the dispelled members are
complicated, but this time Dashnaktsutyun seems to have overcome this.

"Obviously, Dashnaktsutyun fears that Jirair Sefilyan may be deported,"
Armen Aghayan says. The reason will become clear in the course of
time, he says. Armen Aghayan finds it difficult to tell whether the
ARF members of parliament will join the poll initiated by MP Hmayak
Hovanisyan for Jirair Sefilyan, demanding to grant citizenship to him.

whose signatures come below, visited 137 polling stations and were
present during the counting of the votes in 32 polling stations. The
list of the voters embraced 89 044 people. The observers wеre
given the opportunity to familiarize themselves, without restriction,
with documents, the samples of the ballots, the resolutions of
referendum commissions, the journals, as well as receive copies
and make extracts from them, says the report issued by international
observers on the results of the constitutional referendum in Karabakh,
reports the NKR MFA press office.

"We have not faced any restrictions of our right as observers and
mass media representatives, including freedom of movement.

The ballot-boxes were installed in places visible for the persons
authorized to be present at the polling stations.

We have not fixed any serious violations either in the registration
of voters and voting organization or in the processing the votes and
transportation of the vote counting protocols from precincts to the
regional (city) referendum commissions, and then – to the CRC.

At the polling stations we discovered no facts of administrative
or law-enforcement bodies` interference in the work of the election
commissions.

During the whole day of elections, the rate of attendance was reported
every 3 hours. Finally, the participation of voters made up 87, 02 %.

There were all conditions and terms made to keep the secrecy of
ballot. The voters, we had spoken with, expressed their satisfaction
as to the information on preparation and conducting the referendum
by the media.

In general, the voting was held in a cheerful, but quiet
atmosphere. The attendance of the voters was high practically
everywhere. Anyway, some problematic tendencies were observed on
the very day of the referendum. Particularly, not every voter used
the separation for confidential voting. Some cases of family voting
were observed. The majority of the polls were hardly reachable for
the physically disabled and the aged. We have observed some queues
of the voters in some districts. However, this cannot be regarded as
a violation, but rather a positive moment," the document says.

LEGISLATION BLOCKING U.S. FUNDING FOR ARMENIA RAILROAD
BYPASS GOES TO THE PRESIDENT FOR HIS SIGNATURE

WASHINGTON, DC – Legislation containing a provision enforcing a
long-sought ban on U.S. financing of a proposed railroad that would
bypass Armenia, having been approved in its final form by both the
House and Senate, was sent to the President yesterday for his
signature into law, reported the Armenian National Committee of
America (ANCA).

"Armenian Americans look forward to the President’s signing into
law the principled stand of the United States against Turkey and
Azerbaijan’s efforts to institutionalize their illegal blockades of
Armenia and Nagorno Karabagh," said ANCA Executive Director Aram
Hamparian.

The Senate voted by unanimous consent on December 6th in favor of a
reconciled version of the Export-Import Bank Reauthorization Bill
(S.3938). The House had approved this version on December 1st.
Both the House and Senate measures were based on the South Caucasus
Integration and Open Railroads Act of 2006 (S. 2461 / H.R. 3361),
introduced in the Senate by Rick Santorum (R-PA) and in the House
by Rep. Joe Knollenberg (R-MI), the Co-Chairman of the Armenian
Caucus.

The proposed new Caucasus rail line – at the urging of Turkey and
Azerbaijan – would circumvent Armenia. Promoters of the project
have sought, even at the planning stages, to secure U.S. financing
for this undertaking, prompting Congressional friends of Armenia to
preemptively block such attempts. In October of 2005, the European
Commission voiced official opposition to the proposed Caucasus
railroad bypass of Armenia. A formal statement by the Commission’s
Directorate General for Transport and Energy noted that its
construction was both unnecessary and inefficient in light of the
existing railroad connecting Kars, Gyumri, and Tbilisi.

On March 8th of this year, responding to a question on the railroad
bypass from Rep. Grace Napolitano (D-CA) during a hearing of the
International Relations Committee, Assistant Secretary of State
Daniel Fried asserted that, "The proposed railway would bypass
Armenia and thus not be beneficial to regional integration. We have
no plans to support such a railway financially. The Administration
has not allocated or expended any federal agency funds or otherwise
provided financial support for the intended project."

The final text of the measure reads as follows:

SEC. 11. PROHIBITION ON ASSISTANCE TO DEVELOP OR PROMOTE CERTAIN
RAILWAY CONNECTIONS AND RAILWAY-RELATED CONNECTIONS.

Section 2(b) of the Export-Import Act of 1945 (12 U.S.C. 635(b)) is
amended by adding at the end the following new paragraph:

(13) Prohibition on assistance to develop or promote certain
railway connections and railway-related connections.

– The Bank shall not guarantee, insure, or extend (or participate
in the extension of) credit in connection with the export of any
good or service relating to the development or promotion of any
railway connection or railway-related connection that does not
traverse or connect with Armenia and does traverse or connect Baku,
Azerbaijan, Tbilisi, Georgia, and Kars, Turkey.

The Export-Import Bank of the United States (Ex-Im Bank) is the
official export credit agency of the United States. Ex-Im Bank’s
mission is to assist in financing the export of U.S. goods and
services to international markets.

Center Of Yerevan Is The Most Dangerous Place

After the earthquake in 1988, which took 25 000 lives, and among
the former Soviet countries Armenia was the first to adopt the
national regulations on seismic building, however, in Armenia not
all the building projects keep to the rules of seismic building,
stated Alvaro Antonyan, the head of the National Service of Seismic
Security on December 7. Today in Armenia seismic buildings can resist
magnitude 9 compared with the former magnitude 7. According to Alvaro
Antonyan, the center of Yerevan is the most dangerous area in Yerevan
considering the density of buildings and seismic resistance, "Buildings
are being built which are unacceptable in terms of urban planning. The
new highrise buildings increase the seismic risk. God forbid if a
strong earthquake destroyed one of them, traffic in the center of
Yerevan would be blocked for ambulances, rescuers." The Japanese
experts walking in the center of the town were amazed and even joked,
"Even Arno Babajanyan’s statue is amazed by this type of buildings."

The seismic map of Yerevan has been confirmed, which will underlie
the general map of the city, however, the head of the National Service
of Seismic Security says, "Unfortunately, the general map of Yerevan
is designed for a completely build-up city." Alvaro Antonyan stated
that there must be a vital area around every building, especially if
it is a highrise building. But "do we think we are not going to have
children any more, they don’t need a yard?" A 15-storey building is
built immediately on the pavement. Buildings were built even in the
area of the earthquake of Spitak, which do not comply with the rules
of seismic building. Alvaro Antonyan stated that the buildings built
for foreign companies comply with the rules of seismic construction,
whereas the Armenians tend to forget about the danger.

The National Service of Seismic Security does not have levers to stop
or prevent the building of dangerous buildings, however they have
expressed their fears to the relevant bodies. No cases of stopping
construction were reported. By the way, all the owners of the buildings
built in the center of Yerevan are high-ranking officials or their
relatives. Besides warning the government the National Service of
Seismic Security also works on raising awareness among the public
because if people are not prepared for an earthquake, the toll mounts
by 30 percent.
