REGNUM publishes an opinion of an eminent expert on the post-Soviet
space who chose to remain undisclosed, on the situation around the
"Kosovo precedent" and possibilities of its application to the
practices of the post-Soviet unrecognized states – Transdniestria
(Transdnestr), Abkhazia, South Ossetia, and Nagorno Karabakh.

"The failure of the plan of ‘Kosovo issue settlement’ proposed by the
official Turkish lobbyist Ahtisaari – with whose biasness only the
pro-American players candidly put up – could scare only those who,
contrary to reality, were convinced that they would subdue Serbia,
deceive Russia, lull Kosovo, and satisfy the anti-European US game.

The truth is that any, any decision on the fate of the really existing
Kosovo is a catastrophic trap for the west. For any, any acting
and approved in all aspects of sovereignty status of Kosovo is a
progress and desired goal for the post-Soviet space. Even the formula
‘independence minus the UN’ intended for Kosovo, that is, the formula
of granting a real status WITHOUT solving the problem with Serbia (or
something similar) – presents the level of powers for the post-Soviet
self-determined states that has already destroyed, and will destroy
further yet, Moldavia, Georgia, and Azerbaijan. Naïve are those who
think that some decision on the status of Kosovo will be applicable
for the countries of the former USSR. Kosovo already exists, and the
precedent does not depend on senseless intelligentsia’s reflections of
‘crisis groups’ of all sorts.

Kosovo is not a unique precedent. There is de facto recognized by
the NATO countries – Turkey, Great Britain, France, the USA – as
well as by Azerbaijan, Turkish Republic of Northern Cyprus. And this
example does not depend on the follies of Ahtisaari. The precedent
is comprehensively created by Turkey and Azerbaijan. And the whole
mankind has no other choice than to follow the example. Get ready."

YEREVAN, MARCH 21, NOYAN TAPAN. In January-February 2007, Armenia’s
GDP grew by 9.4% on the same months of last year and made 186 bln
799.3 mln drams (over 519.1 mln USD). GDP index-deflator made 103.5%.

According to the RA National Statistical Service, in January-February
2007, industrial production declined by 1% in Armenia on the same
months of last year and made 93 bln 635.1 mln drams, that without
diamond production increased by 5.6% and made 92 bln 906 mln drams.

The gross agricultural output grew by 2.4% to 25 bln 313.1 mln drams,
construction – by 12.4% to 14 bln 436.5 mln drams, retail trade –
by 6.9% to 101 bln 767 mln drams, services grew by 14.6% to 72 bln
45.1 mln drams.

The foreign trade of Armenia increased by 51.5% on January-February
2006 and made 552.6 mln USD. Export grew by 18.9% to 135.2 mln USD,
import – by 66.2% to 417.4 mln USD. Foreign trade without diamond trade
grew by 65.9% to 501.2 mln USD, export – by 33.6% to 113.1 mln USD,
import – by 78.5% to 388.1 mln USD.

In January-Feruary 2007, consumer prices increased by 5.1% on the same
months of 2006, while prices of industrial production fell by 0.9%.

Monetary incomes of the population increased by 18.9% in
January-February 2007 on the same period of last year and made 229 bln
349.5 mln drams, monetary expenditures increasd by 19.5% and made 244
bln 438.7 mln drams. The average monthly nominal salary made 68.298
thousand drams (25.2% growth), including the salary of employees of
budgetary institutions – 51.944 thousand drams (26.5% growth), that
of employees of non-budgetary institutions – 83.683 thousand drams
(24.7% growth). In January-February 2007, the average exchange rate
of one US dollar made 359.85 drams, while in 2006 – 416.04 drams.

The number of officially registered unemployed persons made 84.5
thousand in Armenia in late February 2007, declining by 5.4% compared
with the respective index of last year.

Municipality Usurped Forestlands

The Gyumri Municipality has captured the forestlands belonging to
the forestry, claims Ashot Valesyan, chief head of the forestry. In
Mr. Valesyan’s words, an illegal deal was concluded; the municipality
usurped over 2000 hectares forestlands of Severski district. As a
result of this illegal bargain, the forest management won’t be able
to realise planting.

The Urban Planning Department of the municipality seems to be unaware
of the matter. They don’t know that the claim of the forestry has
already been submitted to the RA Ministry of Environment Protection.

Henrik Gasparyan, deputy head of the department states that 4.8-hectare
forestlands were given to the Gyumri municipality under the decision
of the RA Government.

But the department has no intention to realise tree planting in the
disputable forest areas.

A two-day workshop "Earthquake Safer Schools" organized on March 13-14
by UNICEF jointly with a team of trainers from the UN International
Secretariat for Disaster Reduction (ISDR) and Central Asia Earthquake
Safety Initiative (CARESI) brought together representatives of the
Ministry of Education, the National Institute of Education, the Crisis
Management Academy, the Armenian Red Cross, school administrators
and teachers to discuss how to ensure that schools and communities
are better prepared for an earthquake. The workshop was funded by
the European Community Humanitarian Office.

"Disasters, including earthquakes, can happen anywhere at any
time. Given their impact on children, their families and their
communities, we have an obligation to prepare for them beforehand,
and not just respond to them once they occur," UNICEF Representative
Sheldon Yett said, addressing the workshop participants.

Educational institutions and properly trained school administrators,
teachers and children have an important role to play in preparing for,
and mitigating the consequences of an earthquake. "We know well that
the earthquake threatened communities need earthquake resistant schools
to protect the lives of the children. However, community participation
and education are equally necessary to make mitigation and disaster
preparedness work, and effective communication and cooperation between
local officials, emergency specialists and the education community
is key", the UNICEF Representative stressed.

Children also share information that they learn in schools with other
members of their community.

With the support of UNICEF, the Ministry of Education has already
introduced "life skills" in the basic education curriculum. Life
skills are skills which can help children make informed decisions,
communicate effectively, and develop coping and self-management
skills. The material includes lessons on disaster preparedness.

Among other topics, the workshop addressed such important issues as
the role of school administrators in developing practical contingency
plans, and the roles of teachers and other community members as first
responders while awaiting support from rescue services.

"It is important that the Ministry of Education and the National
Institute of Education closely cooperate with the Crisis Management
Academy in further improving the knowledge and skills of school
administrators and teachers on disaster preparedness and response,"
Deputy Director of the National Institute of Education Vardan
Ghandilyan pointed out, adding that there is a wealth of resources
on disaster preparedness and response already available.

"Recent international experience has shown that, as was true in the
last major earthquake in Armenia in 1988, children in schools are

When has any publisher ever tried to avoid publicity for his book ?

Stand by for a quotation to take your breath away. It’s from a letter
from my Istanbul publishers, who are chickening out of publishing the
Turkish-language edition of my book The Great War for Civilisation.
The reason, of course, is a chapter entitled "The First Holocaust",
which records the genocide of one and a half million Armenians by the
Ottoman Turks in 1915, a crime against humanity that even Lord Blair
of Kut al-Amara tried to hide by initially refusing to invite
Armenian survivors to his Holocaust Day in London.

It is, I hasten to add, only one chapter in my book about the Middle
East, but the fears of my Turkish friends were being expressed even
before the Armenian-Turkish journalist Hrant Dink was so cruelly
murdered outside his Istanbul office in January. And when you read
the following, from their message to my London publishers
HarperCollins, remember it is written by the citizen of a country
that seriously wishes to enter the European Community. Since I do not
speak Turkish, I am in no position to criticise the occasional lapses
in Mr Osman’s otherwise excellent English.

"We would like to denote that the political situation in Turkey
concerning several issues such as Armenian and Kurdish Problems,
Cyprus issue, European Union etc do not improve, conversely getting
worser and worser due to the escalating nationalist upheaval that has
reached its apex with the Nobel Prize of Orhan Pamuk and the
political disagreements with the EU. Most probably, this political
atmosphere will be effective until the coming presidency elections of
April 2007… Therefore we would like to undertake the publication
quietly, which means there will be no press campaign for Mr Fisk’s
book. Thus, our request from [for] Mr Fisk is to show his support to
us if any trial [is] … held against his book. We hope that Mr Fisk
and HarperCollins can understand our reservations."

Well indeedydoody, I can. Here is a publisher in a country
negotiating for EU membership for whom Armenian history, the Kurds,
Cyprus (unmentioned in my book) – even Turkey’s bid to join the EU,
for heaven’s sake – is reason enough to try to sneak my book out in
silence. When in the history of bookselling, I ask myself, has any
publisher tried to avoid publicity for his book ? Well, I can give
you an example. When Taner Akcam’s magnificent A Shameful Act : The
Armenian Genocide and the Question of Turkish Responsibility was
first published in Turkish – it uses Ottoman Turkish state documents
and contemporary Turkish statements to prove that the genocide was a
terrifying historical fact – the Turkish historian experienced an
almost identical reaction. His work was published "quietly" in Turkey
– and without a single book review.

Now I’m not entirely unsympathetic with my Turkish publishers. It is
one thing for me to rage and roar about their pusillanimity. But I
live in Beirut, not in Istanbul. And after Hrant Dink’s foul murder,
I’m in no position to lecture my colleagues in Turkey to stand up to
the racism that killed Dink. While I’m sipping my morning coffee on
the Beirut Corniche, Mr Osman could be assaulted in the former
capital of the Ottoman empire. But there’s a problem nonetheless.

Some months earlier, my Turkish publishers said that their lawyers
thought that the notorious Law 301 would be brought against them – it
is used to punish writers for being "unTurkish" – in which case they
wanted to know if I, as a foreigner (who cannot be charged under
301), would apply to the court to stand trial with them. I wrote that
I would be honoured to stand in a Turkish court and talk about the
genocide. Now, it seems, my Turkish publishers want to bring my book
out like illicit pornography – but still have me standing with them
in the dock if right-wing lawyers bring charges under 301 !

I understand, as they write in their own letter, that they do not
want to have to take political sides in the "nonsensical collision
between nationalists and neo-liberals", but I fear that the roots of
this problem go deeper than this. The sinister photograph of the
Turkish police guards standing proudly next to Dink’s alleged
murderer after his arrest shows just what we are up against here. Yet
still our own Western reporters won’t come clean about the Ottoman
empire’s foul actions in 1915. When, for example, Reuters sent a
reporter, Gareth Jones, off to the Turkish city of Trabzon – where
Dink’s supposed killer lived – he quoted the city’s governor as
saying that Dink’s murder was related to "social problems linked to
fast urbanisation". A "strong gun culture and the fiery character of
the people" might be to blame.

Ho hum. I wonder why Reuters didn’t mention a much more direct and
terrible link between Trabzon and the Armenians. For in 1915, the
Turkish authorities of the city herded thousands of Armenian women
and children on to boats, set off into the Black Sea – the details
are contained in an original Ottoman document unearthed by Akcam –
"and thrown off to drown". Historians may like to know that the man
in charge of these murder boats was called Niyazi Effendi. No doubt
he had a "fiery character".

Yet still this denial goes on. The Associated Press this week ran a
story from Ankara in which its reporter, Selcan Hacaoglu, repeated
the same old mantra about there being a "bitter dispute" between
Armenia and Turkey over the 1915 slaughter, in which Turkey
"vehemently denies that the killings were genocide". When will the
Associated Press wake up and cut this cowardly nonsense from its
reports ? Would the AP insert in all its references to the equally
real and horrific murder of six million European Jews that right-wing
Holocaust negationists "vehemently deny" that there was a genocide ?
No, they would not.

But real history will win. Last October, according to local newspaper
reports, villagers of Kuru in eastern Turkey were digging a grave for
one of their relatives when they came across a cave containing the
skulls and bones of around 40 people – almost certainly the remains
of 150 Armenians from the town of Oguz who were murdered in Kuru on
14 June 1915. The local Turkish gendarmerie turned up to examine the
cave last year, sealed its entrance and ordered villagers not to
speak of what they found. But there are hundreds of other Kurus in
Turkey and their bones, too, will return to haunt us all. Publishing
books "quietly" will not save us.

German Co-Chair of IWG Bernhard Clasen told ArmInfo correspondent that
the International Work Group on Search of the Missing Persons,
Hostages and release of Captivated in Karabakh conflict zone (IWG)
didn’t request Armenian side to release Samir Mamedov – fearing that
he may be sentenced to long- term imprisonment upon his return to
Azerbaijan.

Reminder: Some days ago, Azeri media spread information as if Bernhard
Clasen addressed Armenia’s authorities on the Mamedov’s case.

Being questioned by the correspondent whether such disinformation
could add to establishment of the "environment of credibility between
the two states", Mr. Clausen said that he regards the occasion as a
"misunderstanding". He added that a misunderstanding can’t have a
negative effect on establishment of credibility between the two
states.

Samir Mamedov has voluntarily surrendered to Armenian side on 24 Dec.
Presently he is in Yerevan Penitentiary of Armenia’s Justice Ministry.

Hasmik Chutilyan, ArmenTel Public Relations responsible person,
told Panorama.am, speaking about the 3rd minute free calls.

According to company statement, 60 minutes of the outgoing calls is
free of charge iF the customer talks 121 minutes. The customers do
not pay for the 3rd, 6th and 9th minutes paying 110 Armenian drams
for 3 minutes.

The customers complain, however. The impression was that the 3rd
minute is free of charge independent if you call to ArmenTel network,
VivaCell or regular telephones.

The promotion has negatively affected the financial situation of some
customers. They claim that the promotion was intentionally made.

Anyway, the promotion concerns only to GO customers and to outgoing
calls made solely to ArmenTel mobile network.

Blessing of Foundation for New Armenian Church in Northern Iraq

>From March 2 through 4, His Eminence Archbishop Avak Assadourian, Primate of
the Armenian Diocese of Iraq, accompanied by two priests and three members
of his diocesan council, visited a number of cities in northern Iraq and met
with representatives of the Armenian community.

On March 2, His Eminence arrived in the city of Erbil, where priests and
members of the parish councils from the cities of Kirkuk, Mosul, Zakho and
Avzroog joined him and his delegation.  In accordance with the Lenten
Season, Abp. Assadourian offered the Peace and Rest Services in the Armenian
Church of Erbil, followed by his message to the faithful.  After the
service, His Eminence met with the parishioners.

The following day, March 3, His Eminence arrived in the city of Duhok and
presided during a regional meeting with the participation of clergymen and
members of the parish council of that city.  Among the items discussed were
issues related to the difficulties facing the Armenian Diocese of Iraq.

On Sunday, March 4, the Armenian community of northern Iraq celebrated a
joyous event, which took on greater significance in the current difficult
environment of the country.  Abp. Avak Assadourian blessed the foundation of
a new Armenian church for the city of Duhok.  As part of the service, His
Eminence washed each of the 16 foundation stones with wine and water, and
then consecrated each with the Holy Chrism (Muron).

At the end of the service, His Eminence delivered his message to the
Armenians of Iraq, exhorting them to remain faithful to their Armenian
Christian faith and their sacred traditions.  He also noted that although
the Armenians of Iraq are far from their Motherland due to the tragic events
of history, the love of Christ and the peace of the Holy Spirit will console
them and lessen their yearning until they can once again return.

Present for the service were bishops and priests of Sister Churches in
addition to the faithful Armenian population of Duhok.
