The next session of the Government has been foreseen on July 31,
2007. According to the aqcuired order, the conference took place
in the Government on July 30 led by the Prime Minister Anoushavan
Danielian. The conference aimed to clear up the agenda of the session,
and also check the degree of readinees of the questions embraced in
the agenda. During the conference the new bills "About special sending
of documents", "About special conservation of nature territories",
"About hunting and keeping a hunting hosehold" have been met with
approval and will be submitted to the trial. In the agenda of the
session the questions concerned with the privatization will find
place. In the coming session the Government will resolve also to
give one-off financial grant to the separate groups of NKR people in
connection with the 16th anniversary of the republic. To celebrate
the occasion more than 7 thousand 200 citizens of sevsn groups are
foreseen to assign for 90 million drams.

NUMBER OF TRAVELERS TO ARMENIA GROWS 36.3% IN JAN-JUNE 2007

YEREVAN, July 31. /ARKA/. The number of tourists who traveled to
Armenia over a period between January and June 2007 grew 36.3%,
compared with the same period a year earlier.

National Statistical Service of Armenia told ARKA News Agency that
total number of tourists who visited Armenia at the mentioned period
of 2007 rose 181.2thnd against 133thnd at the same period of 2006.

The number of people who left Armenia at the mentioned period grew
37.8% to 172.3thnd.

Armenian Trade and Economic Development Ministry says 450thnd tourists
are expected to visit Armenia in 2007. This tourist flow will ensure
20-percent growth, compared with previous year.

Official figures show 25-percent average annual growth since 2001.

Armenia is placed 74th among 124 countries in World Economic Forum’s
tourism competitiveness ranking for 2006 and 2007.

Armenia is also placed third among CIS countries lagging behind
Georgia and Russia.

YEREVAN, July 30. /ARKA/. RA Minister of Defense Mikael Haroutounyan’s
visit to Kosovo scheduled for Tuesday has been canceled.

Colonel Seyran Shahsuvaryan, Press Secretary of the RA Minister of
Defense, reported that the visit has been canceled "for technical
reasons."

The RA Defense Minister was earlier reported to be planning meetings
with Armenian servicemen carrying out a peace-making mission in Kosovo,
as well as with the top officers of the multinational forces.

In July 2001, at the UN Headquarters in New York, representatives of
the RA Foreign Office signed a memorandum on understanding envisaging
Armenia’s involvement in peace-making activities. By signing the
document Armenia expressed its readiness to provide forces for
participation in peace-making missions.

Armenian servicemen have been involved in peace-making missions in
Kosovo, forming part of the Greek battalion, since February 12, 2004.

The seventh group of Armenian peace-makers is serving in Kosovo now.

Five servicemen of Armenia died from bullets of Azerbaijani military
since the beginning of 2007. Military Prosecutor of Armenia, Armen
Khachaturyan, announced this at a meeting of the prosecutor’s office.

According to Khachaturyan, overall there were 15 cases of "attempts
to kill" on the part of Azerbaijan and ten of them failed. During
the same period of 2006, the Azerbaijani military killed two Armenian
servicemen and committed six attempts to kill them.

Assistant US Secretary General on energy, security and democratic
reforms, OSCE MG co-chair Matthew Bryza will arrive in Baku next week.

As Head of PR Department of USA Embassy in Azerbaijan Jonathan
Henick said, M. Bryza’s visit to the region will start from
Yerevan, after which he will leave for Baku. J. Henick emphasized
that the main goal of the visit is not the negotiations on Karabakh
conflict but discussion of bilateral relations between Azerbaijan and
Armenia. However, along with it, the process of peaceful settlement
of the conflict will be discussed as well. As the Day.az recalls,
OSCE MG co-chairs will hold consultations in Moscow on August 2.

Matthew Bryza will also take part in the meeting.

We are against all the actions which cause ecological disaster in our
city. The greediness of our "elite" is beyond measure. The construction
business has purposefully destroyed the green areas and the historical
and cultural monuments of the city for the latest decade, turning it
into an asphalt-concrete desert.

Yerevan residents intensely struggle for the green areas near the
houses, yet women and children face the attacks of the police and
other armed forces.

It is the last straw that breaks the camel’s back.

Emergence of a huge foundation pit for construction in Opera garden
by the Swan Lake became culmination of negligence and arbitrariness
toward the ecological and cultural environment and toward public
opinion. After the representatives of the coalition set up a clamor,
the construction seemed to be suspended. However, all the efforts to
find out who embarked upon the construction and what should be built
there were doomed to failure. The authorities even promised to fill
in the foundation pit that "belonged to nobody."

Let us help them.

All interested individuals and organizations are welcome to join
the action by gathering near the pit at the abovementioned date
and time. Please also bring "a handful of soil" with you to fill
the pit. Let it be our contribution in the struggle against illegal
construction business.

The event, followed by a press conference, will bring together
prominent public figures.

ROBERT KOCHARIAN AND RUDOLF PERINA DISCUSSED ARMENIAN-AMERICAN RELATIONS

RA President Robert Kocharian received the U. S. Charge d’Affairs in
RA Rudolf Perina.

According to the information DE FACTO received at RA President’s Press
Office, Rudolf Perina, who had been the OSCE Minsk Group Co-Chair
in 2001-2004, said he was glad to visit Armenia again, having the
opportunity to contribute to the expansion of Armenian-American
bilateral cooperation.

RA President voiced confidence that R. Perina’s knowledge of Armenia
and the region as a whole would be conducive to the successful
fulfillment of his mission and would contribute to constructive
cooperation.

In the course of the meeting the parties discussed Armenian-American
relations and touched upon some regional issues.

TEHRAN, July 23 (ISNA)-Iran’s foreign ministry spokesman said the
Islamic Republic of Iran supported solving the Karabakh problem
through negotiations.

Mohammad Ali Husseini, regarding Iran foreign ministry’s stance
over the Karabakh elections said, "Iran believes solving the dispute
will be a leap forward in the process of establishing security and
development in the region."

"In this frame work, we recognize the sovereignty right of other
countries, including Azerbaijan and support the recent talks between
the Azerbaijani and Armenian presidents."

Husseini emphasized that Iran offered the two countries its aid so
to resolve the disagreement in any possible way.

Al Jazeera continues its series of reports on Turkey ahead of
Sunday’s general elections as Jonathan Gorvett takes a look at the
role political satire has played in the election campaign.

For some Turks, Aliye Ozturk, is, as candidates for their country’s
presdiency go, their worst nightmare.

She has Kurdish origins and wears a headscarf. She has Armenian roots,
arousing deep historical suspicions, while her background as a member
of Turkey’s minority religious group, the Alevis, is likely to be
the final straw for many of the country’s more conservative Sunnis.

She has promised a programme of sweeping reforms, has pledged not
to appear on TV and has vowed to take issue with Angela Merkel,
the German chancellor, over the German leader’s dress sense.

If elected, Ozturk will serve Turkish pizza at the presidential
palace and provide visiting European ambassadors with CDs of Ottoman
military marches.

She is, of course, entirely fictitious.

Boring old politics

Ozturk is the brainchild of the Young Civilians, a group of Turkish
youth opposed to the military~Rs role in politics.

Yidiray Ogur, spokesman for the group, says their candidate "is kind
of the photographic negative of Turkish state secularism".

"We have put her poster up around Istanbul and Ankara and many people
have called asking to interview her," he says.

The spoof campaign has shown Turkish political satire is very much
alive and well, as Turks head to the polls on Sunday. Indeed, it may
be stronger than ever.

Ferhat Tumer, the creative director of the Cocuklar advertising
agency which produced a television advertisement endorsing Ozturk,
says "basically, people in this country are really bored with the
same old arguments".

"For the last 50 years, for example, people have been arguing
about whether someone wearing a headscarf is a threat," Tumur says.
"Whether wearing one or not wearing one should be a reason for being
admitted to university or not."

"Isn’t that just comic? I mean, come on – when we need better
education, health services and a stronger economy, this is what we
get. It’s comic!"

Tumer’s agency produced the advertisement "Original Democracy", which
recently aired on Turkish television, and it has also been successful
on YouTube.

The advertisement’s narrator speaks rapidly, in the style of a
salesman, exhorting listeners to "throw away unreliable systems that
crash easily" and choose "original democracy".

He promises the system allows listeners to "style your hair and trim
your beard any way you want to ~V plus it is easy to use and comes
with a full constitutional guarantee".

But the humour is based on serious concerns.

Military intervention

On April 27, Turkey’s politically powerful military issued a warning
on its website over attempts by the ruling AK party to have Abdullah
Gul, the foreign minister, elected as president.

The military’s warning sent a shockwave through the Turkish political
system, forcing a government climbdown and the calling of early
parliamentary elections.

The warning also brought back memories of several earlier coup d’etats
launched by the generals. Since a multi-party system was first
introduced in Turkey in the 1950s, there have been coups in 1960,
1971, 1980 and 1997.

Ogur said: "There was a headline in the newspaper Cumhuriyet back in
April saying that ‘Young Officers’ were concerned about developments.
We took our name, ‘Young Civilians’ from that."

"We held a demonstration against the ‘e-coup’ or internet coup,
as it’s been called, and since then the group has sort of taken off."

Humour and protest

Turkey had seen several large demonstrations previous to this,
launched by supporters of the military and by secularist Turks who
claimed the government was plotting an Islamist take-over.

"The editor of the newspaper Radikal called us in," recalls Tumer.

"At that time there was very high tension in society caused by these
‘republican’ demonstrations. The editor wanted us to help him do
something about this. The meetings and the tension were polarising
people, forcing them to choose – are you on the side of secularism
and the republic’s founder, Ataturk, or are you an Islamist?

"But people can be both democratic and secular, have religious faith
and support Ataturk. We didn’t like this situation of forcing people
to take fake sides."

Humour and satire have long been the tools with which Turks have
dealt with their political situations.

In Ottoman times, the shadow puppets Karagoz and Hacivad were often
used to lampoon rulers.

Later, satirical magazines flourished, the most recent of which,
Leman, was notorious for showing Recip Tayyip Erdogan, the current
prime minister, as a variety of different animals.

But protest, humourous or not, prompts retaliation. Erdogan eventually
sued the magazine last year.

"Laws Are Evaded In Armenia And Those Guilty Do Not Serve Punishment

REPRESENTATIVE OF "ZHARANGUTIUN" BELIEVES

YEREVAN, JULY 20, NOYAN TAPAN. Conceptions of "law" and "right"
will be brought to life only when the vote of confidence of people
will really be reflected in the distribution process of MP places
and when the atmosphere of universal unpunishment is eliminated. This
statement was made by Armen Martirosian, a member of the "Zharangitiun"
(Heritage) faction of the National Assembly, during his debate with
Artsvik Minasian, a member of the NA ARF Dashnaktsutiun faction, which
was held on July 20. According to Armen Martirosian, irrespective of
the fact that the laws adopted in the Republic of Armenia are of not a
middle, but of a higher level, the degree of their application is low.

He stated that the abolition of the green space on the
Pushkin-Yekmalian cross-road was prevented by the efforts of the
members of the "Zharangutiun" faction three days ago. Armen Martirosian
said that the above-mentioned territory, in essence, was placed under
the disposal of the Hayastan All Armenian Fund before and the latter
has sold it to natural people. This, according to Armen Martirosian, is
a rude infringement of law, as charitable organizations are prohibited
to conclude commercial contracts or profit seeking ones. This fact
once again proves that laws are evaded in the country and those,
who are guilty, go unpunished.

Armen Minasian stated in his turn that "if the decent application
of law was so easy, then what the judicial system would be engaged
in." According to him, the function of courts and the Constitutional
Court, in particular, is "to prevent or reduce not the decent
application of law cases."
