In connection with the day of a builder, in his congratulatory speech
directed to the workers of the sphere, the NKR Speaker Ashot Ghoulian
has characterized well-aimed: "The work of a builder is one of our
ancient national professions and as a sphere of native construction
in all times it has been worthy of general respect and honour". Of
course, ancient national profession as a specific line of our ancient
history is building. A builder and an architect from the beginning
have been respected by the people. Today the performance of a builder
and an architect hasn’t been changed. More, today the problem of high
responsibility of people of such profession is noticeable. On Sunday
in "Ed-Em" hall the holiday of professional builder was marked. In
the question of marking the day of a builder the NKR Minister of
townbuilding Marat Hakobdjanian showed a sequence. At the beginning
the leader of an arrangement read the congratulatory messages of the
NKR Speaker Ashot Ghoulian and the Prime Minister Anoushavan Danielian
in connection with the professional holiday of a builder.

The congratulatory talk of the Minister of townbuilding was also read.

YEREVAN, AUGUST 14, ARMENPRESS: A Yerevan-based American-Armenian
political analysts spoke today about weak signals coming from the
Turkey’s government and its army, which he said indicate that they have
started to comprehend the wisdom of lifting the blockade of Armenia.

The political analyst, Richard Giragosian, called these signals
‘revolutionary."

Speaking to a news conference Mr. Giragosian argued that the passage
of a resolution by the US Congress recognizing the 1915 Armenian
genocide would have no impact on Washington’s relationships with Ankara
‘because they are already bad.’ Mr. Giragosian further said that
Turkey and Armenia can normalize their relations only through boosting
economic ties, because ‘Turkey needs Armenia as an economic partner
to stabilize the situation in its eastern Kurdish-populated areas."

Mr. Giragosian also reiterated fears that Turkey’s accession to
EU with its 75 million population may pose a serious threat to
Europe’s integrity, but he said Armenia would benefit from a Turkish
EU membership, ‘because Ankara would have to reduce its military
spending and cut its armed forces.’ According to Mr. Giragosian,
Armenia may act as a go-between between Iran on one hand and the USA
and Europe on the other hand.

SEMINAR ON "CORPORATE SOCIAL INVESTMENTS" TO BE HELD IN ARMENIA ON AUGUST 9-10

YEREVAN, August 8. /ARKA/. Seminar on "Corporate social investments"
will be held in Armenia in August 9-10.

Program Coordinator of "Eurasia" Foundation Marina Ayvazyan said that
25 representatives of the private sector will participate in the event;
experts from Russia, the USA and UK will conduct the seminar.

She said that the event is a start of the new program of the "Eurasia"
Foundation on stimulating corporate social investments.

Within the program it is intended to develop the skills of Armenian
businessmen on implementing strategic social investments, which
will contribute to long-term competitiveness of enterprises and
strengthening of the local community.

Representatives of Coca-Cola Bottlers Armenia, Microsoft RA,
Ashtarak-kat, Synopsys-Armenia and HBSC Bank Armenia will participate
in the seminar.

Ayvazyan also said that in September the Foundation intends to
organize familiarization visit to Russia for Armenian businessmen
to study the experience of the companies, actively operating in the
sphere of corporate social investments.

Richard Hoagland Is Not The US Representative In Armenia

It may be assumed that the rejection of Richard Hoagland’s candidacy by
the US Administration was dictated by the willingness of considering
the adoption of the Resolution 106 about the Armenian Genocide by
US Congress.

US President George Bush has nevertheless made the decision the
Armenian Community in the USA had been expecting from him for a year;
he withdrew Richard Hoagland’s candidacy for the position of the
US Ambassador to Yerevan. Only a few days ago the temporary Charge
D’affaires of the USA to Armenia Rudolf Perina announced, that "The
viewpoint of the White House regarding the issue of the candidacy
of the Ambassador remains unchanged," however on August 3 the White
House withdrew Richard Hoagland’s candidacy.

/PanARMENIAN.Net/ The US Senate Commission on International Affairs
rejected Richard Hoagland’s candidacy for US Ambassador to Armenia
twice. In both cases the right of veto was used by Senator from New
Jersey Robert Menendez, who announced that the person denying the
Armenian Genocide cannot defend interests of the USA in Armenia. During
the hearings in front of the Commission Hoagland announced, that he
recognizes the events of 1915, but doesn’t qualify them as Genocide. In
fact, Hoagland simply repeated the viewpoint of the US Administration,
which still doesn’t recognize the historical reality of the Armenian
Genocide for the sake of American-Turkish relations. By the way,
the reason why the former Ambassador to Armenia John Evans was called
back was his public recognition of the Armenian Genocide.

"We are satisfied with the fact that the US President’s Administration
finally recognized what the Armenian Community and ANCA had
been expecting for more than a year; Hoagland with his own words
discredited himself as the follower of the American values and US
interests, as well the US Ambassador to Armenia. We would like to
thank Senator Robert Menendez for his fundamental viewpoint, according
to which, a person denying the Armenian Genocide must not represent
the interests of the USA in Armenia," said Executive Director of
ANCA Aram Hambaryan. "This is indeed good news. It was obvious
that Hoagland’s candidacy for the position of the US Ambassador to
Armenia was controversial. I do hope that the next candidate will
approach this issue with understanding, and will have his asset
in creating healthy relationship with our friends in Armenia,"
announced Senator Robert Menendez. According to the author of the
Resolution 106 about the Armenian Genocide Congressman Adam Schiff,
the President acted quite reasonably to withdraw Hoagland. "During
the hearings in the US Congress Hoagland went on denying that the
slaughter of the Armenians during 1915 and 1923 was Genocide, thus
rubbing salt into the Armenians’ wound, especially those few ones who
survived the first Genocide of the XX Century. My hope is, that the
President will soon appoint a new Ambassador, who will be more willing
to discuss the issue of the Armenian Genocide," said Adam Schiff.

in the USA. The Republicans obviously lose to the Democrats and the
present step is made to somehow consolidate their positions among
the US Armenian Community, which possesses enough power to have its
influence on the results of the elections. However, these are just
mere hopes, for it will not secure any victory for the Republicans
any way. The majority of the Armenians in the USA give more preference
to the Democrats and not only because of the fact that they speak in
favor of recognition of the Armenian Genocide by the United States. The
Democrats, as the representatives of the Armenian Community in the
USA think, are "more predictable". However it should be confessed that
the Armenian lobby has achieved noticeable success. George Bush never
made up his mind to appoint an Ambassador against the Senate. Perhaps
this very indecision may soon lead to Turkish Prime Minister Redgep
Erdoghan’s "distancing away from Bush’s lame foreign policy" as the
Turkish Press insures.

the official results of the Beirut by-elections. Mohammad Itani, a

LBC has reported that minister of Internal Affairs Hassan Sabaa has
declared the results of the Metn by-elections as follows

Camille Khoury …………………39534 votes.
He is a member of General Aoun’s Free patriotic Movement

Amine Gemayel ………………….39116 votes.
He is the former president and member of March 14 alliance

Last night General Aoun declared victory and claimed that the internal
minister Hassan Sabaa has called him and confirmed that Camille Khoury
is the winner, but soon thereafter Sabaa said that he never called
general Aoun about the election results.

Ya Libnan could not also confirm LBC report nor the number of votes
of each candidate, since the numbers have been disputed. The dispute
is about the polling stations in Burj Hammoud, an Armenian area.

According to election observers, usually the Armenians vote for
the pro government candidate but the ballot count shows about 85 %
of the votes went for Aoun’s candidate.

Amin Gemayel, who has also declared victory last night has called
for investigation of the Burj Hammoud results and for a recount and
possible repeat of the elections in this section of Metn region. This
could be the reason why the ministry of Internal Affairs has not
officially confirmed the final results.

Gemayel said there were reports from that area of people not living
there or deceased casting votes as well as irregularities with
voting cards.

Gemayel said that he would nonetheless accept the official results
expected later during the night.

Aoun’s spokesman Antoine Nasrallah said that Khoury had won by a
close margin of several hundred votes.

"The legend of Michel Aoun as the sole Christian leader has crumbled,"
Walid Jumblatt, a prominent leader of the ruling majority, told LBC
and Almustaqbal television stations.

"Amin Gemayel has won the political battle. Michel Aoun has fallen
politically despite all his alliances," he said.

Ya Libnan will follow up on this and will report the official results
and status of the investigation as soon as we receive more information.

Stories of brutality make for a feel-good movie

When there’s little of interest on the new releases shelf the best
thing to do is rent a classic. So the other week I took home
Mississippi Burning, the celebrated film about violence and racism in
the American south during the civil rights years. Starring Gene
Hackman and Willem Dafoe, the 1988 film was nominated for seven
Academy Awards.

I saw the movie in the theatre when it was released, but nearly 20
years later, with my post-9/11 eyes, the film has a completely
different resonance. I never realized that it presented such a strong
endorsement of state-sponsored torture, illegal detention and
coercion of terrorists. More, back in 1988 everybody — including the
liberal elites of Hollywood — seemed just fine with that. The movie
takes place in Mississippi in 1964, when Klansmen burned churches,
lynched people and generally terrorized the (black) population.
Hackman and Dafoe play the good guys, FBI agents investigating the
disappearance of three civil rights workers. They suspect the young
activists were murdered by the Klan, and also that the local sheriff,
his racist deputy and other community leaders were in on the
killings.

A small southern town like this one is tight-knit, with its own
customs and history. Outsiders are not welcome. This Mississippi town
is not unlike an Iraqi village or other insular, tribal community.
Everyone knows everyone else’s business, but good luck getting
someone to talk to you. The FBI investigation is stymied.

Gene Hackman’s character, Agent Anderson, is from Mississippi, and
knows how to extract information from the people. He kidnaps the town
mayor (that would be an "extraordinary rendition" in post-9/11 lingo)
and takes him to an isolated shack. The mayor (the equivalent of a
tribal elder) is threatened with castration and presented with a
razor blade and an empty paper cup that, he’s told, will hold his
amputated scrotum if he doesn’t divulge what he knows about the Klan.

Surprise, he talks. The audience has no problem with this, because
the mayor, though not a Klan member, is, like all the townsfolk, a
backwoods racist bastard. We cheer handsome Special Agent Anderson
for taking off the gloves.

Another great scene: The FBI agents want to divide the Klansmen
against themselves, to introduce paranoia into their group (or
"cell") and make them suspect one another of betrayal. To this end
Anderson orchestrates a near-lynching of a Klansman, to get him to
give up his friends. The Klansman is so terrified that he defecates
in his pants, much to Anderson’s amusement. A mock execution?
Humiliation? Psychological torture? Whatever. The point of the movie
is that war — and the battle for civil rights is depicted as a kind
of war — is messy. Plus, tobacco-chewing, squirrel-eating rednecks
who shoot college kids for the crime of registering black voters
don’t deserve due process. Mississippi Burning is actually a
feel-good movie.

All of the tactics that the FBI use in Mississippi Burning, in their
fight against white racism, have been used by real-life security
agents in the fight against Islamist extremism. In August 2003, in
Iraq, a U.S. military officer named Allen West took a captured
insurgent and, drawing a pistol, fired a round or two near the
prisoner’s head. The mock execution worked: The insurgent told
details of an ambush that could have killed Lt.-Col. West and his
men.

The U.S. military laid criminal charges against Lt.-Col. West for his
irregular counter-insurgency tactics. Mississippi Burning was awarded
the Political Film Society’s award for human rights. Recent winners
of this award include Atom Egoyan’s film Ararat, about the Armenian
genocide, and Hotel Rwanda. To this day, Mississippi Burning, owing
to its depiction of black oppression in the segregated south, is
celebrated at human rights film festivals. This is strange because
Agent Anderson, in his effort to bring justice and security to the
south, employs methods that ought to horrify progressive types who
attend these festivals.

If you believe that civilized governments should not be in the
business of torture, intimidation and kidnapping, then the principle
ought to hold no matter who the bad guys are.

Double standards have always been a problem for professional leftists
and rightists. A pox on both, though I’d say that hypocrisy reaches
its highest expression in the anti-war left. They call themselves
peace activists yet march in rallies with Hezbollah flags. They
protest against "collective punishment" such as terrorist profiling,
yet can’t denounce suicide bombings, the ultimate in collective
punishment.

I always remembered Mississippi Burning as a political statement, and
boy is it ever.

His Holiness Aram I received the former president of Lebanon, Amine Jemayel
on July 31. The Catholicos and his guest met for about an hour discussing
the difficulties and challenges facing Lebanon and the upcoming
parliamentary elections in Metn.

Former President Jemayel informed His Holiness about the recent developments
and the current situation. The Catholicos stressed the importance of
maintaining unity among the Christians in general and during the Metn
election in particular. He underlined the need to find a solution acceptable
to all through mutual understanding.

For following and elucidating the process of the NKR presidential
elections, till before the elections numerous journalists, observers
and observant groups have visited to the republic.Already, on the day
of elections, at 10:00, more than 200 observers, majority of them –
international, were accrediated. However, here the visitors have been
received with hospitality becoming Artsakh, aiming to satisfy with
the necessary conditions of their effective works. The Press-centre,
formed on the eve, had a significant investment in the process. The
Prss-centre formed on the public bases, this time has opened in the
Culture and Youth House in Stepanakert. So the foreseen woorks have
been finished in time, in which the active assistance of management
of Culture and Youthe House also promoted. The opportunities have
been formed for the visitors to receive brief information not
only about the NKR presidential elections, but generally about
the republic. According to the information of our interlocuter,
about 1.5 ten computers have been brought from the school number
3, rather qualified netting communication has been satisfied for
making more reasonable the works of journalists and observers. Very
important condition for securing the operativeness is the fact of
availability of international telephone connection. In the information
of operativeness the head of the Press-centre attached importance to
the active collaboration with CEC. After the ending the elections the
press-conferences of observers and observant missions were organized
in the Press-centre. However, the observers and the representatives
of Mass-media estimate rather highly the works of the Press-centre.

Our interlocuter hasn’t avoided of reflecting also the weak sides of
the Press-centre’s works.

WB Approves Additional Financing For The Irrigation Development Proj

WORLD BANK APPROVES ADDITIONAL FINANCING FOR THE IRRIGATION DEVELOPMENT PROJECT

WASHINGTON, July 31, 2007 – The World Bank’s Board of Directors today
approved a US$5.0 million credit for additional financing for the
Irrigation Development Project (IDP) for Armenia, the Yerevan office
of the World Bank reported. The additional financing will support the
government’s efforts in scaling up activities implemented under the
on-going IDP through rehabilitation of tertiary irrigation systems,
and through providing training and technical assistance to Water Users’
Associations (WUAs).

Armenia has achieved substantial progress in preventing deterioration
of its irrigation and drainage system and in establishing the basis for
the sustainable management of irrigation and drainage infrastructure. A
long-term national program was conceived in the mid-1990s with
the support of the World Bank to support the rehabilitation and
restructuring of the irrigation and drainage system. The first phase
of the program consisted of emergency interventions to secure the
system’s continued operation.

Implementation of this phase was initiated under the Bank-funded
Irrigation Rehabilitation Project, followed by the Dam Safety Project,
and subsequently by the Irrigation Dam Safety Project II, which is
expected to conclude the emergency intervention phase. The second
phase of the program is focused on restructuring and development and
building a solid basis for irrigation system sustainability initiated
by the Irrigation Development Project Stage I (IDP)

"Institutional reform is the most challenging aspect of the Project,"
said Giuseppe Fantozzi, Head of the World Bank team designing the
project. "The Water Supply Agency has been restructured and 52 Water
Users Associations were established throughout the country during
the period 2003-2004. Continued support to Water Users Associations
is crucial, since they represent the core of a more effective
institutional set-up that has notably improved, in recent years,
the sector’s financial sustainability and efficiency. That’s why
capacity building and training activities for the staff of Water
Users Associations will continue."

The existing IDP project does not have sufficient funds to ensure
continued capacity building and training activities. In this context,
the Bank agreed to provide additional financing to assist in the
rehabilitation of tertiary-level infrastructure with 15% co-financing
from water users. To-date, the grant scheme under the IDP financed
about US$7.2 million for the rehabilitation of tertiary canals.

Eighty-five percent of this amount was financed with the credit
proceeds while 15 percent was financed by the WUAs as counterpart
funding. Proposals worth an additional US$9.0 million could not be
funded due to a lack of resources. The additional financing would
partially cover this surplus demand.

By the time the project is completed, 37 proposals for the
rehabilitation of some 110 km of tertiary level canals for Water
Users Associations in 37 communities in Ararat, Yerevan, Armavir,
Gegharkounik, Aragatsotn and Kotaik marzes will be implemented. The
expansion of irrigated areas will also allow for an increase in the
amount of water that is available per hectare in these areas. The
percentage of irrigated hectares cultivated with high value-added
crops is expected to increase from 71 to 78 percent. Similarly, cost
recovery will be strengthened, and will rise from 42 to 60 percent.

The percentage of farmers satisfied by irrigation water supply services
will be measured by an annual sociological survey.

The credit is provided on "hardened’ IDA terms with a maturity of 20
years, and a grace period of 10 years included. Armenia has been in
the process of graduating from IDA since July 1, 2006.

Armenia joined the World Bank in 1992 and IDA in 1993. Commitments
to date total approximately US $1.030 billion for 48 operations.
