Armenian football has been paying its respects to Ian
Porterfield after the death of the Scottish coach who
led the national team in UEFA EURO 2008′ qualifying.

Under the 61-year-old’s guidance, Armenia had achieved
some notable successes during recent months –
including 2-1 and 1-0 wins against Kazakhstan and
Poland in June, and a 1-1 draw with Portugal in
August. Because of the colon cancer that eventually
claimed his life on Tuesday, Porterfield was absent
for Armenia’s 3-1 friendly defeat in Cyprus last
Saturday. His players, wearing black armbands in
tribute, will be in action again tonight in another
friendly, against Malta.

‘A good person’
Armenia striker Armen Shahgeldyan summed up the mood
in the camp after the news came through. "I was
shocked," he said. "Of course we knew he was sick but
we all hoped he would make it. He was a very good
coach but what is more important, he was a very good
person. In all my years with Armenia, I cannot name
another coach who had such ability and also great
personal qualities. All of us players, and the whole
of Armenian football, are on the losing side."
Porterfield’s assistants, Tom Jones and Vardan
Minasyan, are taking charge of the team in Malta.

Yesterday at enlarged conference convened in the NKR Government,
where except for deputy ministers, a number of leaders of board of
administration and department participated, expressing appreciation for
long-lasting, team-work, the acting Prime Minister Anoushavan Danielian
expressed such a thought,- "Wherever we’ll be, whatever we’ll do, we
mustn’t forget Karabakh even for a moment, and everybody must proceed
with favouring its development and demobilization". Mr Danielian
pointed, that according to the Constituiton, the Government presented
an application of resignation to the NKR president Bako Sahakian,
which was accepted by the head of the country. B. Sahakian expressed
his appreciation to the members of the Government for team-work,
asking them to preceed with performing their duties until formation
of the new Government. A. Danielian considering productive the "last
years’" activity of today’s executive, pointed, that it was based on
mutual understanding and respect, created invariable values.

He expressed appreciation also to the previous governments, previous
leaders(O.Esaian, R.Kocharian, L.Petrosian, J. Poghosian), who in
their turn favoured the progress of economics. A. Danielian wishing
good luck to the forming new Government, assured, that large progress
will be stated in all spheres of economics. On behalf of the presents,
congratulating the new elected president B.Sahakian and wishing him
effective work in high and responsible post of the head of the country,
A.Danielian regarded needless to remind the participants of the
conference, that "he was also one of the Government’s personnel, which
was a cause for being proud". A.Danielian expressed his appreciation
to the NKR president, the Speaker of the NKR National Asssembly,
members of the Government, all political and public organizations of
Artsakh, intellectuals for team-work. In their turn, the NKR chief of
police Armen Issagoulov, the acting Minister of Health Zoya Lazarian,
leader of board of administration of Shushi Vladimir Kassian and the
others sent congratulatory words to the head of the Government.(press

ASSEMBLY

Honorable President of the Republic of Armenia, Honorable Mr. Arkady
Ghoukasyan, Your Grace, Respected Chairman of the National Assembly,
Distinguished deputies and guests, Ladies and gentlemen

Assuming high and responsible post of the President of the Nagorno
Karabagh Republic I would like to thank in the first place our people
for active participation in the July 19 Presidential elections
and my constituency for confidence. I appreciate the position of
those citizens who voted for other Presidential candidates too. This
means that they are concerned about development and progress in our
country. These visions will be definitely taken into consideration.

The past elections once again vindicated a unified will of the
people of Artsakh to live in a free and sovereign historical
motherland. Simultaneously, they demonstrated a decisive role of the
country’s public sector in forming the state’s supreme authority. In
the coming five years we will continue to build free and prosperous
country securing for this very purpose cooperation between all strata
of our society.

Taking the opportunity I would like to thank all foreign state and
nongovernmental structures, international organizations, mass media
that carried out observation of the July 19 elections and covered this
important for our state event. The assessments of the observers will
substantially contribute to the rating of our country as an effectively
functioning state worthy of international recognition. We also highly
appreciate their remarks and suggestions, which will be taken into
consideration in elaborating further democratization of our country.

These assessments prove that the foundation of our independent
statehood is quite firm. In this context I would like to express my
respect and gratitude to the first President of the Nagorno Karabagh
Republic, President of the Republic of Armenia Robert Kocharyan to his
merit and contribution to NKR’s declaration as an independent state,
effective organization of the republic’s defense against aggression,
development of state institutions, economic recovery in the first
postwar years, as well as for his input in just settlement of the
Nagornyy Karabagh conflict.

Achievements in the recent period gave me a right to thank on behalf
of people second president of the Nagorno Karabagh Republic Arkady
Ghoukasyan. Under his leadership in the last ten years our country
registered considerable progress in carrying out socioeconomic reforms,
democratization of public and political life, and finally adopted its
basic law – the Constitution. We are confident that Mr. Ghoukasyan
will continue to use reach experience of state, political and national
figure for the interests of the Motherland.

Dear friends,

During the campaign I got another chance to visit almost all
settlements of the republic and get acquainted with problems and
concerns of our people.

It was very much important for me see and hear about all these
issues. In the coming five years we will definitely take into account
suggestions and advice given during these meetings. The main goal of
my presidency will be to have a viable, socially just, economically
developed, and politically stable state.

The strength of such a state to a greater extent is derivative from
our policy towards the needs of the youth and socially vulnerable
strata. The authorities have much to do in this field.

Being guided by the Constitution we will continue to build a state,
which will protect the interests of its citizens. Ethnic minorities
will enjoy special protection.

We have a clear-cut agenda of challenges facing our republic. To
address them we need to reshape the policy of socioeconomic development
and put special emphasize on exploring investment resources directing
them into the most perspective fields. Available scientific and
intellectual potential will also serve this purpose.

International recognition of the Artsakh Republic, which is a pillar
of our foreign policy, will give a serious impetus to the pace of
our development. This is also in the interests of the region. NKR
Defense Army will be ready to rebuff any attack against our state and
society. The issues of army building, strengthening defense capacity,
solving social problems of the servicemen will be always in the focus
of attention.

We are exclusively adherent to the principles of peaceful settlement of
the Karabagh-Azerbaijan conflict. Highly appreciating the efforts of
international mediators, we hope that our opponents will eventually
realize that there is no alternative to the full participation of
the Nagorno Karabagh Republic in the negotiation process.

Ladies and gentlemen,

International recognition of the Nagorno Karabagh Republic is the
most important task that requires hard work to further consolidate
potentials of Artsakh, Armenia and the Diaspora and deepen traditional
cooperation. Our strength is in our unity.

At the end I would like to thank all those who have congratulated
me on my election. I assure you that all my energy, knowledge, and
experience will be used for the good of our nation.

Yerevan, 7 September: The first Armenian president [founder of the
Armenian Pan-National Movement], Levon Ter-Petrosyan, yesterday met
the leader of the Social Democratic Hnchak Party [SDHP], Lyudmila
Sargsyan, the SDHP leader has told journalists.

"During the conversation with the first president, I once again assumed
that this person has great political and human will," Sargsyan told
our correspondent. She said that at the first meeting with the former
president, it was clear that Ter-Petrosyan is exactly the presidential
candidate who can beat his rival from the current authorities if he
is nominated for the presidency.

Interview with Alvard Petrosyan

"Some people are trying to inspire a thought that there is a social
need for Levon Ter-Petrosyan’s return. Do you agree? In general how you
evaluate the recent announcements of Armenian Pan National Movement?"

"In my view the public manifestations of Armenian Pan National Movement
are quite natural, because this party wants to have its place under
the sun in the political domain and it is natural that they will try
to use all the possible and impossible means to justify their second
performance. And there is no better reasoning than his being Armenia’s
first president. No matter I consider Levon Ter-Petrosyan a great
political figure or not he is already a historical figure. Our people
have the character of feeling nostalgia about the past and Armenian Pan
National Movement is trying to make use of this factor. But I don’t
share the idea that there is a social need for Levon Ter-Petrosyan’s
return and I’m happy that Levon Ter-Petrosyan is also of the same
idea. Maver’s work accomplished, Maver must leave, – he is well
conscious of this. As for his political meetings in some provinces,
it not a great job he should have done it long ago together with his
party members. But his behavior during the previous years displays
that he is persistent and he considers his words to be historical
events. He said if 200 thousand people ask me I would return. But
hardly will 200 000 people ask him to return that’s why I think he
will keep his promise and won’t nominate his candidacy.

In short we shouldn’t consider Levon Ter-Petrosyan a political
marionette – not interesting."

"What is your opinion about the everlasting search for the united
opposition candidate?"

" It is their own business. But, you see, they say there is one step
from the tragedy to the ridiculous . In my view our opposition is
in a tragic situation not only for them but for us as well. It is a
tragedy that you don’t have an alternative implying a thick layer
of society. But you shouldn’t make a tragedy ridiculous with your
disability. I have already said this, when I’m extremely shy I look
arrogant. So it is one step from arrogance to shyness. The same can
be said about tragedy and the ridiculous. I think we are on this way.

We shouldn’t.’ "Do you think it is serious on the part of ARF to
nominate a candidacy for presidency?"

"Dashnaktsutyun is a serious political party and it demonstrates
serious political culture. In my view the country benefits when
there is alternative, no matter which candidate will win. Eventually
whoever wins the elections, his rival, tries to make the picture of the
elections legitimate and civilized. I think it is a serious factor. And
it is not only ARF that nominates a candidacy. And why shouldn’t they?"

Press service of the Georgian frontier police reported yesterday that
the Armenian citizen had recently crossed Georgia’s border through
"Adler" checkpoint, bypassing the passport control. A criminal case
has been launched.

ArmInfo. Azerbaijan should open the border with Armenia and establish
economical and diplomatic ties with this country, Mais Gulaliyev,
the chairman of Greens Party of Azerbaijan told the Trend news agency.

Accorgimg to Gulaliev, the party has carried out geopolitical
research over the region and prepared proposals on the resolution of
the Armenian-Azerbaijani conflict over Nagorno- Karabakh. The issue
will be discussed at a roundtable on 11 September.

Gulaliev said that the package of proposals basically stipulates
economical, public- political ways to solution to the Nagorno-Karabakh
conflict. The chairman of the Greens Party ruled out the armed solution
to the conflict.

It is unreal, moreover, only the Azerbaijani opposition desiring
replacement in power can benefit from it. "The opposition understands
it cannot come to power through elections in the near future",
he noted.

Forces, desiring accession to power take every effort to make the
Government use armed interference and achieve replacement in the
Government in this way. In case war is broken out, the international
organizations will take every effort to replace the state power, even
if NATO forces strike blows on Azerbaijan without delay," the party
leader said. "Azerbaijan should take out Armenian from the economic
blockade and put this country under its economic dependence," he said.

Turkey’s historical amnesia

NINETY-TWO years ago, the legal term "genocide" had yet to be adopted,
but foreign missionaries and diplomats knew that a campaign of
unprecedented savagery was destroying the Armenians of eastern
Anatolia, in what was then the Ottoman empire. "The ultimate objective
of the actions against the Armenians is complete annihilation," said
Max Erwin von Scheubner-Richter, a German vice consul. "They’re mowing
them all down," a police officer told Thora Wedel-Jarlsberg, a nurse
from Norway. "This barbaric policy will be a source of shame for
Turkey," said Huseyin Kazim Kadri, an Ottoman official who tried to
help the Armenians.

These eyewitnesses were describing the forced removal and murder of
Armenians from provinces where they might threaten the homogeneity of
the Turkish state that was being born from the remnants of the empire.
The 1915-1917 campaign against the Armenians was amply documented at
the time, and more evidence became available from trials held briefly
in allied-occupied Istanbul in 1919. No one knows exactly how many
Armenians were killed, but the figure cited at the trials was 800,000.

Why and how the Ottoman government undertook this genocide has been
comprehensively examined by the Turkish historian Taner Akcam, who
teaches at the University of Minnesota. The three quotations are taken
from his book "A Shameful Act; The Armenian Genocide and the Question
of Turkish Responsibility." And yet the Turkish government keeps
insisting that the historical record is in doubt. The Foreign Ministry
said last month it objected to the use of the word genocide because it
is "historically and legally baseless" and "there is no consensus
among the historians on how to qualify the events."

The word didn’t enter the lexicon of international law until 1948, but
by the legal definition of the term – "Deliberately inflicting on the
group conditions of life calculated to bring about its physical
destruction in whole or in part" – this was a genocide. So why did the
Ottoman government commit this atrocity, and why does the present
government deny it?

Before 1915, The Ottoman Empire had been under intense pressure from
nationalities within its borders to grant them independence. It allied
itself with Germany in World War I to remake itself as a predominantly
Turkish state, but large Armenian and Greek populations interfered
with that transformation. The Armenians could expect help from the
Russian empire, which had a large Armenian population in its lands
just north of the border.

After the Russians defeated an Ottoman army on the frontier in January
1915, the government put the genocide in motion. While it would have
been understandable if Armenians who supported the Russian cause were
imprisoned, there can be no justification for the mass murders that
resulted.

With the allied victory in 1918 came trials for war crimes. And the
allies enraged the Turks with the Treaty of Sevres in 1920, which gave
a substantial section of western Turkey to the Greeks and created an
Armenian state from Ottoman and Russian lands. Under the leadership of
General Mustafa Kemal, the Turks repudiated the treaty, defeated the
Greek Army, and formed the Turkish state the world knows today.

Kemal took no part in the genocide, and in 1920 called it a series of
"shameful acts." But he had been a member of the ruling Ottoman party,
whose leaders masterminded the killings. When Kemal formed a
government, he put many of the perpetrators in important positions.
And there were no reparations or resettlement of any Armenians that
might have survived the killing but were displaced to other countries.
"A new class of ‘notables’ had been created . . . as a result of the
genocide and attendant looting," Akcam writes. "To return the looted
property was unthinkable for them."

Kemal ruled until his death until 1938, and under the surname Ataturk
is considered the father of his country. Turkey, operating under the
political framework he established, has never apologized for the
genocide, and the Armenian survivors and their descendants, including
many who have resettled in the United States, have felt aggrieved as a
result.

The Jewish Anti-Defamation League got caught up in the controversy
last month when its leadership at first seemed to adopt the Turkish
position. The national ADL subsequently agreed to recognize the
genocide as such. "Using the word ‘genocide’ is a moral issue," said
Abe Foxman, director of the ADL last week. "I looked for a way to
lower the rhetoric and unite us."

It’s unfortunate that the Turkish government won’t show the same
flexibility. In a telephone interview last week, Nabi Sensoy, Turkey’s
ambassador to the United States, affirmed the government’s denial. "It
was wartime," he said. "It’s a known fact that the Armenian population
living in the east sided with the Russians." The ambassador did
endorse the notion of a committee of historians to sift through the
facts, but given the overwhelming eyewitness evidence of mass
killings, this is unnecessary.

Many Armenian-Americans want Congress to approve a resolution
acknowledging the genocide. Sensoy warned that this might complicate
relations between Turkey and the Republic of Armenia, which was
created out of the old Russian territories. Congress has to be careful
before complicating relations in this volatile section of the world,
but the resolution acknowledging a historical reality shouldn’t cause
controversy today.

Vice Consul Scheubner-Richter wrote in 1915 that "a broad section of
the Turkish people, those blessed with common sense and reason . . .
do not support the annihilation policy." In their spirit, and to honor
the hundreds of thousands of victims of the Ottoman government, modern
Turkey should acknowledge this crime and move on.

YEREVAN, AUGUST 31, NOYAN TAPAN. "The Communist Party of Armenia will
support no one but its candidate at the presidential elections. If we
do not nominate our candidate, we will explain the reason," the first
secretary of the Communist Party of Armenia (CPA) Ruben Tovmasian
said at the August 31 press conference.

He expressed his perplexity at recent meetings with the participation
of a number of political forces. "If such a serious issue as
presidential elections is discussed, it is improper for leaders to
meet without taking into account the opinion of ordinary people. We
have not received invitations and we have no desire to take part in
such "khash-khorovats" meetings," he noted.

R. Tovmasian denied the opinion that the CPA is in a state of
self-isolation. According to him, the party is in active contacts
with communist parties of the former Soviet republics. In his
words, if there are any attemps to isolate the CPA, they are made
by other political forces at the request of the authorities. "The
Communist Party has been and will remain a radical opposition. The
Great October revolution is not over, everything is yet to come,"
R. Tovmasian stated.
