OSCE MG STATEMENT SAYS ARMENIA AND AZERBAIJAN COMMITTED TO PEACEFUL SETTLEMENT OF KARABAKH CONFLICT

ArmInfo. The Co-Chairs of the OSCE Minsk Group, Ambassadors Yuri
Merzlyakov of Russia, Bernard Fassier of France, and Robert Bradtke
of the United States, released the following statement today:

The Minsk Group Co-Chairs (Ambassador Yuri Merzlyakov, Russian
Federation; Ambassador Bernard Fassier, France; Ambassador Robert
Bradtke, United States) visited Yerevan and Nagorno-Karabkah March
26-29. They updated the de facto authorities March 27 on the current
state of negotiations. In Yerevan March 28, the Co-Chairs met President
Serzh Sargsian and Foreign Minister Edward Nalbandian to further
discuss Armenian comments on the Basic Principles for the peaceful
settlement of the Nagorno- Karabakh conflict. While in Armenia, the
Co-Chairs also had a number of other separate bilateral meetings. After
the recent meetings between the Co-Chairs and the parties in Paris and
in the region, the Co-Chairs note with satisfaction the commitment
of the parties to reach a peaceful settlement within the framework
of the Madrid Principles, the OSCE headquarters reported.

Interesting things are happening in Armenia. Local politicians love
to make belligerent statements against everyone.

They will either declare Turkey’s borders "invalid" and will require
the world to force Turkey to give part of its territory to the
long-suffering Armenia or, failing to achieve the opening of the
Upper Lars checkpoint, will incite separatism in Javakheti. Armenian
President Serzh Sargsyan will make strong statements. Recently, he said
from the rostrum of the London Chatham House that the "Karabakh people"
are ready to defend their cross-stones with weapons. He reiterated
the same threats in an interview with the French newspaper Le Figaro,
saying that Armenia does not want war but is ready to fight.

It is necessary to remind Sargsyan that the conflict that has lasted
for more than 20 years was ignited by the Armenian side. It was
Armenia that began ethnic cleansing in the region and, with the
capture of Shusha and Lachin by the Armenian forces, the conflict
moved from local clashes to full-scale war. As a result, it is Armenia
that holds 20 percent of Azerbaijan’s lands under occupation, and,
in general, countries that do not wish war, do not behave like that
and their presidents do not voice such statements. London analysts
did not conceal that they were also disappointed with the tone and
content of Sargsyan’s Chatham House speech. Similarly, the French
public gave an adequate assessment of his interview with Le Figaro.

The reason is simple. No one expects such statements from Armenia
and its president. Even desperate Armenian lobbyists in European
capitals admit that unlike Azerbaijan with its oil and gas reserves
and Georgia, which has become an important communications hub, Armenia
is of interest to the world only in the sense that there would be no
war in this country located in a region as strategically important
as the South Caucasus.

On this backdrop, Armenia’s Defense Minister Seyran Ohanian decided
to act as a peacemaker. It is a rhetorical question whether Ohanian,
one of the orchestrators of the Khojaly massacre and former commander
of a battalion of 366 Regiment, fit for the role of "a dove of
peace." At the Rose Roth seminar of the NATO Parliamentary Assembly
in Yerevan, he said that his country is opposed to an "arms race"
in the region and in no way intends to participate in it. According
to the minister, the emphasis should be placed not on a quantitative,
but on a qualitative indicator of the army.

It is unclear what Mr. Ohanian had in mind when speaking of "quality
growth" especially against the background of mass migration of
families where there are conscript youth from Armenia. But military
experts know that talks of commissars on valor and fighting spirit
are senseless. Today no one doubts that Gaulle was right when he said
wars are won in the rear.

Such talks can make a lasting impression on Yerevan housewives who,
accidentally switching from soap operas to news program, may hear
something frightening about Azerbaijan’s military budget, which
exceeded the entire state budget of Armenia. And they may begin to
ask whether it would be better to negotiate with Azerbaijan on an
amicable way until Baku has run out of patience.

Frankly, Ohanian’s statements that he personally will not be involved
in the arms race remind one of the famous parable of a fox and grapes.

The fox calls the grapes sour because it cannot reach them. Mr.

Ohanian knows better that Armenia has neither strength nor financial
capacity to participate in an arms race.

Amid Ohanian’s statements criticizing an arms race, the Armenian
National Statistics Service published a report, according to which
prices on consumer goods and services in Armenia increased 10 percent
on average. Fish products have risen in price more than anything – 60
percent – and sugar by 34 percent. Only prices on eggs saw a decline,
as much as 12 percent.

Moreover, this report does not include the latest data on a significant
increase in prices on public utilities like gas, water and electricity.

In short, we can only advise Mr. Ohanian to add a new military
discipline to combat training for Armenian conscripts – throwing eggs
at the enemy and then declaring these eggs the new secret weapon of
the Armenian army and announcing that the capability to "fight with
the eggs" of the Armenian army is a 100 times greater than those
of Azerbaijan.

By the way, the eggs marked the "Defense Ministry" have appeared
in Yerevan shops. So, it is possible that experiments have already
started.

An Azerbaijani soldier was killed in fighting with Armenian forces
near the disputed Nagnorno-Karabakh region, Azerbaijan’s ANS
television reported on Sunday.

The soldier, Vusal Salakhly, was shot in the head when after Armenian
forces opened fire on his post in the village of Tagibeili in the
Agdam district of Azerbaijan late Saturday evening, ANS said. The
Azerbaijani defense ministry could not be reached for comment.

Tension over Nagorny Karabakh has heightened in recent months amid
efforts by Armenia and Turkey, a close ally of Azerbaijan, to
establish diplomatic ties and reopen their border after decades of
hostility. Backed by Yerevan, ethnic Armenian forces seized control of
Nagorny Karabakh and seven surrounding districts from Azerbaijan in
the early 1990s, in a war that claimed an estimated 30,000 lives.

The two former Soviet republics have cut direct economic and transport
links and failed to negotiate a settlement on the region’s status.
Armenian and Azerbaijani forces are now spread across a ceasefire line
in and around Nagorny Karabakh, often facing each other at close
range, and shootings are common.

Azerbaijan’s defence minister warned last month that the threat of
conflict with Armenia was rising fast and that all-out war was
inevitable if Armenian forces failed to pull out of the region.

Turkey’s Minister for European Affairs Egemen Bagis declared at
Brussels meeting though there are 8 Turkish deputies in Belgium and
members of civil council, it’s still not satisfactory and more efforts
are needed.
`We should strive for more,’ Cumhuriyet cited Bagis. Turkish diplomat
reminded what happened in Swedish parliament: `Shame on us what
happened in Swedish Parliament. Our brothers for whom Turks cast
ballots passed the resolution which smeared us. It’s unacceptable.’
It’s worth reminding that there are 4 deputies with Turkish origins in
Swedish parliament and three of them voted for the resolution and the
forth has rejected any voting.

Armenian FM attended CSTO FMs session

Edward Nalbandian attended the regular session of the CSTO Foreign
Ministers of CIS states in Moscow.

Ministerial council started the session in a regular format followed
by enlarged meetings with delegation members, RA Foreign Office
informed NEWS.am. Over 20 issues on CIS activities, including concept
of commonwealth further development, cooperation in security matters,
collaboration promotion and migration policy were on agenda.

Foreign Ministers endorsed and submitted for presidents approval the
draft message from CIS states on the occasion of 65th anniversary of
victory in the Great Patriotic war.

March 25, RA Foreign Minister Edward Nalbandian left for Moscow to
participate in informal session of CSTO Foreign Ministers.

Serzh Sargsyan: Armenian side may consider return of territories
surrounding Karabakh to Azerbaijan as compromise, while retaining
corridor linking Karabakh with Armenia

YEREVAN, MARCH 26, NOYAN TAPAN – ARMENIANS TODAY. During his three-day
official visit to Syria, Armenian President Serzh Sargsyan gave an
interview with Al Watan newspaper. At the request of the reporter, in
addition to discussing Armenian-Syrian relaions, the president also
spoke about Armenian-Turkish normalization and the Karabakh conflict
settlement, armradio.am reported. When asked what influence the
adoption of the Armenian Genocide resolution under discussion at the
U.S. Congress would have on the Armenian-Turkish normalization
process, Serzh Sargsyan said:

"The resolution under discussion at the U.S. Congress is an internal
affair of that country, and we do not interfere, despite the moral
importance of the issue. We did not make the recognition of the
Armenian Genocide a precondition for establishing normal relations
between Armenia and Turkey because our principled stance is to improve
Armenian-Turkish relations without any preconditions. I consider as
incorrect the attempts to link this process with recognition of the
Armenian Genocide by other countries. One thing is obvious to me: the
longer the process of normalizing our relations takes place, the more
countries will adops such resolutions".

Speaking about the economic consequences of the closed border for
Armenia, S. Sargsyan noted that the price of the closed border is much
higher in the political dimension. "The blockade is nothing else but a
means of using force," he underlined.

As for a compromise version of the Nagorno Karabakh conflict
settlement and those concessions that Armenia is ready to make,
President Sargsyan said: "To resolve a conflict, it is necessary to
seek its solution in the area of its causes rather than consequences.
The people of Nagorno Karabakh tried to solve the decade-old injustice
in a legal way, but it met with brutal force. A security zone was
formed around Karabakh in order to strengthen Artsakh’s security, and
we neither populate nor use this zone. When the people of Karabakh
receives a real opportunity to exercise their right to
self-determination and some practical mechanisms of security and
development are created, the Armenian side may consider the return of
these territories surrounding Karabakh to Azerbaijan as a compromise,
while retaining the corridor linking Nagorno Karabakh and Armenia.

I have repeatedly stated this. However, mutuality is the key idea in
the notion of compromise, and it is necessary to understand that
unilateral concessions in such a situation will only deepen the
existing dangers and threats".

We wish to mend fences with Armenia and Armenian Diaspora. From this
viewpoint, it is incorrect to consider all Armenians by the same rule.
Arriving in Turkey after Hrant Dink’s death, renowned Armenians were
surprised to see Turkish people’s support to Dink. I personally saw
that. We should change the mentality of people," Davutoglu said.

According to him, ties with U.S. Armenians are a new step towards the
normalization of relations with Armenia. `If U.S. administration
follows the lead of Swedish Government and makes a compelling
statement to Turkey, Turkish Ambassador to U.S. Namik Tan will return
to Washington and relations with Armenians will intensify,’ Davutoglu
emphasized.

26000 social responsibility standard, press office of RA Ministry of
Economy reported.

Representative of the International Organization for Standardization
(ISO) Martin Neureiter (Austria) will speak about the basics of
ISO 26000 to representatives of Armenian companies. The seminar is
organized by the Armenian National Institute of Standards and the
International Organization for Standardization (ISO), supported by
the RA ministry of economy.

ARMENIAN CHURCH IN LAKE VAN WILL OPEN FOR RELIGIOUS CEREMONIES ONCE A YEAR

25 March 2010 | The ancient Armenian church of the Holy Cross, located
on the Akdamar Island in Lake Van, now a part of Turkey, will open
for religious ceremonies on one day of the year, the Turkish Ministry
of Culture and Tourism decided recently.

The only surviving remnant of the large-scale construction undertaken
on the island by Gagik I of the Armenian Vaspurakan dynasty, the
church was built between 915 and 921AD and turned into a monastery
in 1113. Boasting uncommon, strikingly expressive reliefs – many of
which have been defaced, the church also has an extension that was
built later in order to adapt it to a mosque.

According to CNN Turk, the church has been designated a monument of
culture, managed by the Cultural Heritage and Museums directorate.

About 2.6 million Turkish liras (about 1.3 million euro) were invested
in its restoration a few years ago.

In response to a request from 2009, the Ministry decided to allow a
religious ceremony to take place in a part of the church once a year,
in September.

Lake Van is Turkey’s largest lake, located in the far east of the
country. Its history dates back to 1000 BC, when the body of water
became the centre of the Armenian Kingdom of Ararat, followed by the
Satrapy Kingdom of Greater Armenia and the Armenian Vaspurakan Kingdom.
