Chairman Royce Statement on Meeting with Armenia Parliamentary Delegation

Washington, D.C. – House Foreign Affairs Committee Chairman Ed Royce (R-CA) today welcomed a bipartisan delegation of Armenia parliamentarians to the Capitol to discuss U.S.-Armenia relations, the crisis in Nagorno-Karabakh, and Armenia’s acceptance of refugees from Iraq and Syria.

On the meeting Chairman Royce said: “Armenia and the United States enjoy a valuable and growing relationship. In particular, Armenia’s contributions to counterterrorism efforts and its assistance to Syrian refugees have been crucial. But there are still many opportunities to further strengthen our relationship on security and human rights priorities in the region. I look forward to doing just that.”

NOTE: Chairman Royce is an active member of the Congressional Caucus on Armenian Issues. In April of 2014, Royce led a bipartisan delegation to Armenia where the delegation commemorated the 99th anniversary of the Armenian Genocide and placed a wreath at Tsitsernakaberd, the national memorial to the Genocide.

Members of the Armenia delegation included: Hon. Arpine Hovhannisyan, Vice Speaker of the National Assembly of Armenia; Hon. Armen Ashotyan, Chair of the Standing Committee on Foreign Relations; Hon. Naira Zohrabyan, Chair of the Standing Committee on European Integration; Hon. Aghvan Vardanyan, Deputy Chair of the Standing Committee on Healthcare and Social Affairs; and Hon. Edmon Marukyan, Member of the Standing Committee on State and Legal Affairs and Protection of Human Rights.

Harrisburg: Pennsylvania State Legislature has issued the following Memoranda:
 
I am planning to introduce a resolution designating April 24, 2018 as “Pennsylvania’s Day of Remembrance of the Armenian Genocide of 1915-1923.”
 
Between 1915 and 1923, the Turkish Ottoman Empire perpetrated genocide on 1.5 million men, women and children of Armenian descent in the attempt to eliminate all traces of the 3,000-year-old Armenian culture.
  
By remembering and openly condemning the atrocities committed against the Armenians, the Commonwealth affirms the need for constant vigilance to prevent similar atrocities in the future.

Probation officer caught red-handed in undercover bribe operation by national security agents

An official of the State Probation Service of the Justice Ministry has been arrested by national security agents for accepting a bribe.

The National Security Service was carrying out the operation based on intelligence reports and caught the official, head of the first unit of the Yerevan department of the probation service, red handed.

According to preliminary reports, the official had demanded a 400,000 dram bribe from a citizen who had been ordered by a court to pay a 1,2 million dram fine, in order to create preconditions for the latter’s sentencing to be cancelled.

The bribery act was carried out under the supervision and control of NSS agents, as part of the undercover operation. An investigation has been launched.

Turkish Press: Armenia scraps deal with Turkey designed to normalize relations

Armenia scrapped on March 1 a peace agreement it signed with Turkey in 2009 in what turned out to be a failed attempt to normalize relations between the two countries, Armenian Yerkir Media TV quoted the president’s spokesman as saying.

“Armenian President Serzh Sargsyan told a national security council meeting that the Armenian-Turkish protocols were annulled,” Yerkir Media TV quoted Vladimir Hakobyan as saying.

Armenia’s Foreign Ministry spokesman Tigran Balayan wrote on social media that President Sargsyan has declared the Armenia-Turkey protocols “null and void.”

Armenia and Turkey signed the landmark peace accord in October 2009 to restore ties and open their shared border after a century.

The protocols have not been ratified since then.

Music: Armenian Ambassador to Poland: Penderecki’s visit to Armenia is a great cultural event

Komitas Museum-Institute Concert Hall hosted on Friday a concert of chamber music by Krzysztof Penderecki, Armenian State Symphony Orchestra press service reported. 

Marta Kowalczyk (violin) and Somi Kim (piano) presented Sonata No.2 for Violin and Piano for the first time in 2015, in London. Somi Kim considers Penderecki’s music an amazing phenomenon in which you gradually reveal more and more interesting shades. Marta Kowalczyk noted that Penderecki is one of the greatest composers of the 20-21 centuries. The violinist admitted that she is a big fun of Penderecki. His music is unique, which makes Marta show her emotions, her experiences in extreme ways, and share them with the audience.

According to the source, the Ambassador of Armenia to Poland Edgar Ghazaryan also attended the concert. The Ambassador noted that Penderecki is a figure whose visit to any country is a feast for the cultural community of that country.

“For us, this visit is of special importance as the Maestro has Armenian roots and, as he is acknowledging his Armenian roots, he has also become a beautiful symbol of Armenian-Polish friendship. Penderecki’s visit to Armenia is a great cultural event,” Edgar Ghazaryan noted. 

Penderecki’s Festival offers a unique opportunity for the connoisseurs of the classical music to communicate with the creative world of Maestro, to talk and share their impressions with our greatest composer during the concerts. The festival is held under the patronage of the the First Lady of the RA Rita Sargsyan. The musical feast is organized by the Armenian State Symphony Orchestra, Armenian National Philharmonic Orchestra, Yerevan Perspectives International Music Festival with the support of the RA Ministry of Culture.

Sports: Armenian football official to meet with goalkeeper David Yurchenko

Vice-President of the Armenian Football Federation Ashot Manukyan will meet with FC Tosno (Russia) goalkeeper David Yurchenko.

The possibility of Yurchenko’s playing for the Armenian national team will be on the agenda of the meeting to be held in Turkey on February 15.

The issue has been raised several times in the past, but the parties have failed to reach agreement.

Eurovision 2018: Armenia to perform in first Semi-Final

Armenia will perform in the second part of the first Semi Final of Eurovision Song Contest 2018. The allocation draw took place at Lisbon’s City Hall on Monday.

During the ceremony, the Mayor of Kyiv, Vitali Klitschko, handed over the Host City Insignia to Fernando Medina, Mayor of Lisbon. The Portuguese capital is now officially the Host City of the 2018 Eurovision Song Contest.

The first part of the draw determined in which Semi-Final each of the six pre-qualified countries (France, Germany, Italy, Spain, the United Kingdom and host country Portugal) will broadcast and vote.

At the request of the Italian broadcaster broadcaster RAI, and following approval from the Reference Group, the governing body of the Eurovision Song Contest, Italy will broadcast and vote in the Second Semi-Final on Thursday 10th May. France and Germany were drawn to vote in the Second Semi-Final. Spain, the United Kingdom and Portugal will vote in the First Semi-Final.

The second draw then decided in which semi-final each of the other participating countries will perform. 19 countries will compete in the first Semi-Final and 18 will participate in the second on 8th May and 10th May respectively.

The 37 Semi-Finalists were allocated into six pots, based on historical voting patterns as calculated by the contest’s official televoting partner Digame.

First Semi-Final: Albania, Azerbaijan, Belarus, Belgium, Bulgaria, Czech Republic, Estonia,  Iceland, Israel, Lithuania, Armenia, Austria, Croatia, Cyprus, Finland, F.Y.R. Macedonia, Greece, Ireland and Switzerland.

Second Semi-Final: Australia, Denmark, Norway, Moldova, Romania, Russia, San Marino, Serbia, The Netherlands, Hungary, Georgia, Malta, Montenegro, Latvia, Poland, Slovenia and Sweden.

Armenia will select its participant through a national selection “Depi Evratesil.” Twenty songs have been submitted.

The Embassy of Azerbaijan in Canada has sent a note of protest to the
Department of Foreign Affairs, Trade and Development of Canada over
the illegal visit of two Canadian MPs -Tony Clement and Rachel Harder
- to the occupied territories of Azerbaijan on September 2, 2017, the
spokesman for Azerbaijan's Foreign Ministry, Hikmat Hajiyev, told APA.
The abovementioned Canadian MPs were included in the list of
undesirable persons of the Azerbaijani Foreign Ministry, said the
spokesman.
According to Hajiyev, the response note received from the Department
of Foreign Affairs, Trade and Development reaffirmed that Canada
recognizes the territorial integrity of Azerbaijan, including
Azerbaijan's sovereignty over the occupied region of Nagorno-Karabakh
and the seven surrounding districts.
'It also states that Canada does not recognize the 'Nagorno-Karabakh
Republic' or its 'officials' and that the Government of Canada
continues to support the OSCE Minsk Group process as the best means
for the peaceful resolution of the conflict," he said.
In its response, the Department of Foreign Affairs, Trade and
Development of Canda said the two Canadian MPs did not visit
Azerbaijan's occupied territories on behalf of the Canadian
government, and the government was not informed in advance of this
plan, added Hajiyev.
The response note also says that Canada is aware of Azerbaijan's
policy on entry to Nagorno-Karabakh and the seven surrounding
districts and for this reason calls on its citizens to refrain from
traveling to the occupied territories, said the spokesman.

Sarkisian, Macron Discuss Karabakh Peace, EU Relations

PARIS—President Serzh Sarkisian, who is on an official visit to France, met with President Emanuel Macron at the Elysee Palace on Tuesday. The two leaders discussed the ongoing negotiations for the resolution of the Karabakh conflict as well as Armenia’s relations with the European Union.

Following the meeting, the two leaders held a press conference, during which Macron accepted Sarkisain’s invitation to visit Armenia and attend the upcoming Francophonie Summit scheduled to take place in Armenia in October.

“In this complicated region, France will stand with you and will support your progress.2018 is a very important year for Armenia,” Macron said, adding that the French Foreign Minister will participate in the events dedicated to the 100th anniversary of the first Armenian Republic on May 28.

“During our meeting we decided to broaden the role of France in education, to expand the French University and create a cultural center. At the same time I want to highly assess the role of the Armenian Diaspora and remind that I will participate in the dinner of the Coordinating Council of Armenian Organizations in France,” Macron added.

The French president said that Armenian-French relations must be more dynamic and encouraged cooperation in the fields of tourism, agriculture, environment and software industries.

On the Karabakh conflict resolution front, Macron welcomed the meetings of the Armenian and Azerbaijani presidents in Geneva last year, as well as the ongoing talks between the foreign ministers of the two countries, the most recent of which took place last week in Krakow, Poland.

Macron expressed hope that the resumption of dialogue will bring concrete results.

“It has to be a brave resolution. I know it’s very difficult to advocate peace and I wish the meetings to have concrete results,” Macron said saying that he wanted lasting peace in the region and highlighted France’s role in the mediation efforts.

“Of course, we talked about Nagorno Karabakh conflict, which might be the most important issue of our region,” Sarkisain told the press conference. “I highly appreciated the approaches and years of efforts by France, as an OSCE Minsk Group Co-chair country, aimed at the peaceful resolution of the conflict and the establishment of security, stability and cooperation in our region.”

Sarkisian reiterated Armenia’s commitment to resolving the Karabakh conflict through negotiations headed by the OSCE Minsk Group co-chairing countries.

“It’s known that the people of Nagorno Karabakh are struggling for freedom and self-determination and such a struggle can in no way end in a failure,” said Sarkisain.

The Comprehensive and Enhanced Partnership Agreement signed between Armenian and the European Union in November was one of the important topics of the discussion between the two leaders.

“It’s of course an ambitious and landmark document and the role of France in its realization is rather huge. The continuous support of France in this direction is really important for Armenia. This is an agreement that opens new avenues also for bilateral relations,” said Sarkisaian.

“I agreed with my colleague to focus on bilateral economic relations,” said Sarkisian who told reporters that Armenia was interested in expanding France’s already “major business presence in our country.”

Explaining that Armenia was committed to bringing its economy and legislation closer to European standards, Sarkisian also highlighted the role France can play in advancing democratic reforms and European values in Armenia.

Sarkisain also pledged that Armenia would do its utmost to ensure that the Francophonie Summit is a great success, welcoming Macron’s decision to travel to Armenia for the event. He also emphasized the positive role French legislators have played in advancing Armenia’s interests through their work in the Armenia-France friendship group in France’s National Assembly.

“The French members of parliament have not only fostered the establishment of close Armenian-French parliamentary cooperation through their activities, but have also enriched and promoted the agenda of bilateral interstate relations,” said Sarkisian.
