YEREVAN, JULY 23, ARMENPRESS. Spanish Senator Vicenc Vidal has addressed questions to the Senate over the recent aggression unleashed by Azerbaijan on the Armenia border with the help of Turkey, the Armenian Embassy in Spain said.

“What information does the Spanish diplomacy have about the aggression launched by Azerbaijan on the borders of Armenia with the support of Turkey and violation of the international agreements”, the Senator asked.

He said on Twitter that he is concerned by the Azerbaijani aggression, adding that Artsakh is Armenia.

“I am very concerned by the Azerbaijani aggression against Armenia and Nagorno Karabakh. Artsakh is Armenia”, the Senator said.

Armenian President hosts outgoing head of CoE Office in Yerevan

The servicemen of the Azerbaijani armed forces made an attempt to violate the Armenian state border in an UAZ vehicle in the direction of Tavush Province on July 12 at about 12:30, ARMENPRESS reports spokesperson of the Defense Ministry of Armenia Shushan Stepanyan wrote on her Facebook page.

”After the warning by the Armenian side the Azerbaijani servicemen left their UAZ vehicle and returned to their positions. At 13:45 the Azerbaijani servicemen repeated the attempt to occupy the Armenian position by using artillery, but were silenced by the Armenian side. They suffered casualties and were repelled”, she wrote.

Stepanyan added that the Armenian side suffered no losses.

New hospitals in Armenia to join anti-coronavirus fight

YEREVAN, JULY 7, ARMENPRESS. New hospitals in Armenia will join the fight against the novel coronavirus (COVID-19), Minister of Healthcare Arsen Torosyan said at a press conference in Armenpress.

“There are very few free hospital beds. We continue this process for already months, although the process of increasing the number of beds continues. And we will have new hospitals that will join the anti-coronavirus fight”, the minister said.

Commenting on yesterday’s 349 new cases confirmed from 1,273 tests, the minister said the number of cases is again low and equal to the number of cases confirmed on Sunday. And this low percentage is mainly linked with the less number of tests conducted. “And the less number is connected with Sunday and Monday. It’s already a long time we see low numbers on Mondays, but the week is just starting and the new cases increase on Tuesday, Wednesday and Thursday and rise in line with our maximal capacity, nearly 2500 tests”, the minister said.

349 new cases of the novel coronavirus (COVID-19) have been registered in Armenia in the past 24 hours, bringing the total number of confirmed cases to 29,285, the healthcare ministry said.

605 more patients have recovered. The total number of recoveries has reached 16,907.

12 people have died in one day, raising the death toll to 503.

The number of active cases stands at 11,711.

The number of people who had a coronavirus but died from other disease has reached 164 (5 new such cases).

So far, 125,088 people have passed COVID-19 testing.

”Minister Mnatsakanyan once again congratulated his colleague on being reappointed, wishing him new achievements in the responsible mission.

The Foreign Ministers of the two Armenian Republics exchanged views on Nagorno Karaabkh peace process. The Foreign Minister of Armenia emphasized the role of the people of Artsakh and the authorities elected by them in the peace process.

The Ministers also referred to the situation caused by COVID-19, as well as the implementation of projects aimed at mitigating the social-economic consequences of the pandemic.

EEC Consultative Committee approves roadmap for formation of single energy market

YEREVAN, JUNE 22, ARMENPRESS. The Eurasian Economic Commission’s Consultative Committee for Electrical Energy has approved the roadmap for formation of a single electricity-energy market at its 13th session, the EEC said.

The session protocol has been signed by EEC Member of the Board – Minister in charge of Energy and Infrastructure Emil Kaikiev.

Thus, the works on creating a single energy market in the Eurasian Economic Union (EAEU) continue which will start operating no later than January 1, 2025.

The situation with the novel coronavirus in Armenia remains serious, although there is quite a stable situation, but the problem is that there is no guarantee that this stability will be maintained, Prime Minister Nikol Pashinyan said at an online daily briefing on COVID-19.

“The epidemiological situation in Armenia connected with the novel coronavirus, unfortunately, still remains serious. Although we can state that we have quite a stable situation, but the problem is that we do not have a guarantee that this stability will be maintained. And our only tool remains to strictly follow the anti-coronavirus rules by all residents of Armenia as much as possible. And we continue holding broad awareness-raising campaign so that our compatriots will follow the three simple anti-coronavirus rules”, the PM said.

He said the task they have put forward is being solved, and the prices of face masks are declining in the market. And the prices become cheaper every week. The next direction which the government of Armenia is moving on with is the healthcare capacity development in order to provide high-quality services to the coronavirus infected patients as much as possible. Pashinyan also reminded that Armenia received large number of oxygen devices at the expense of the state budget resources.

According to the latest data, the number of confirmed coronavirus cases in Armenia has reached 20,588, out of which 9,131 have already recovered. At the moment the number of active cases is 10,980. The death toll has reached 360.

On June 18, Armenia’s Court of Appeals granted a request by former President Robert Kocharyan’s defense team to release Kocharyan on bail in the amount of roughly $4.1 million.

However, it appears that Kocharyan, who served as president from 1998 to 2008, will not return to his private residence, but instead remain at the Izmirlian Medical Center in Yerevan, where he has been receiving treatment since late April. The reason for his hospitalization continues to remain unclear due to Armenia’s medical privacy laws. To that end, presiding judge Arsen Nikoghosyan also granted a separate request by Kocharyan’s defense lawyers permitting the former president to remain in the hospital until the ongoing coronavirus outbreak in Armenia subsides.

Nikoghosyan’s decision to release Kocharyan on bail is the latest in a series of court decisions that have seen the former president alternatively detained and then released. Kocharyan was first arrested on June 25, 2019 on two charges: attempting to overthrow the constitutional order after the 2008 presidential election and accepting a large-scale bribe.

Less than two months later, the Court of Appeals released Kocharyan from detention, though the charges leveled against him remained in force. However, the Court of Cassation overturned that decision about three months later, as a result of which Kocharyan was again placed in pre-trial detention in December 2018.

Then, in May 2019, the Court of First Instance issued a decision that again released Kocharyan from detention after receiving assurances from Arkady Ghukasyan and Bako Sahakyan, the second and third presidents of Nagorno-Karabakh, that Kocharyan will comply with the criminal investigations and “not take actions unauthorized by the Criminal Code” while freed. Kocharyan himself was born and raised in Nagorno-Karabakh and served as the Karabakh’s first president from 1994 to 1997. In response to the court’s decision, Prime Minister Nikol Pashinyan urged his supporters to physically block the entrances and exits of the court building in an unsuccessful effort to prevent Kocharyan’s release.

Nonetheless, the Court of Appeals revoked Kocharyan’s release in a June 25, 2019 decision and again detained the former president. Kocharyan had been under arrest from that date until today’s decision by the Court of Appeals to release him again on bail.

The charge leveled against Kocharyan of attempting to overthrow the constitutional order refers to the events of March 1, 2008. On that day, following a disputed presidential election which saw Serzh Sargsyan, Kocharyan’s hand-picked successor, declared the official winner, police violently dispersed protesters in Yerevan, resulting in the deaths of 10 people. Kocharyan then declared a state of emergency, imposed a citywide curfew, and brought army units into the capital. Pashinyan was himself one of the organizers of the protests and was briefly jailed afterward as a result.

Since Pashinyan’s election following the 2018 Velvet Revolution, legal action has been initiated against several prominent figures connected with previous administrations. Aside from Kocharyan, criminal charges have also been leveled against former President Serzh Sargsyan, Constitutional Court President Hrayr Tovmasyan, former National Assembly Speaker Ara Babloyan, former Chairman of the State Revenue Committee Gagik Khachatryan, and, most recently, Chairman of the Prosperous Armenia Party Gagik Tsarukyan.

President of Armenia Armen Sarkissian addressed a letter to leader of the Qatar Foundation, chairwoman of the Education Above All, Her Highness Sheikha Moza bint Nasser, welcoming her personal efforts on declaring September 9 as the “International Day To Protect Education From Attack”, the Presidential Office told Armenpress.

“It’s very vital for schools to be safe and conflict-free places. As a country that ratified the Safe Schools Declaration, Armenia reaffirms its commitment to the global efforts aimed at the constant education and security for educational facilities and their whole staff during conflicts.

I am confident also that we will be able to ensure the safety of school environments only with joint efforts at this difficult period facing the humanity”, the Armenian President said in the letter.

There is a lot of misinformation being disseminated, starting from the authorities. This is what Prime Minister of Armenia Nikol Pashinyan said during a question-and-answer session in the National Assembly today, responding to a question from deputy of the My Step faction Nazeli Baghdasaryan who said most citizens’ actions in this period are aimed at weakening the state apparatus and destroying certain state bodies and government agencies.

“It’s not only about misinformation, but also targeted actions. What I mentioned contains elements of Article 304 of the Criminal Code (crime against state security). Are police taking or will they take actions against this?” the deputy asked.

“Yes, there is a lot of misinformation being disseminated, starting from the authorities. The purpose is to create a confidence crisis. There are people who say my family and I have purchased a villa in Canada and are involved in smuggling. Can you imagine? In this regard, the Armenian legislation allows presses to be liberal, and I don’t think we need to make artificial changes. These phenomena are linked to several criminal cases that you know or don’t know about. Even if someone swears that I am making money on the side, know that it is a lie. That can’t happen simply because when I assumed the office of Prime Minister, I told the people that if I become involved in corruption, I will call on the citizens of Armenia to hang me at Republic Square in Yerevan,” Pashinyan said.
