Armenia: Tensions reignite between PM Pashinyan, army

Army leaders reiterate call for PM to quit after he announces dismissal of top military figure.

Tensions between Armenian Prime Minister Nikol Pashinyan and the country’s army reignited on Wednesday, with the leader under continued pressure over his handling of last year’s conflict over Nagorno-Karabakh with Azerbaijan.

Pashinyan, the embattled leader who has faced a wave of anti-government protests in recent weeks, said on Wednesday that Onik Gasparyan, the army’s chief of the General Staff who earlier joined calls for him to resign, has been relieved of his duties, according to Russian news agency RIA.

Hours later, Armenia’s army leaders to reiterate their call for Pashinyan to step down, TASS news agency reported.

Pashinyan announced the move in a statement published on a government website, days after Armenian President Armen Sarkissian refused to sign the premier’s draft decree to dismiss Gasparyan.

The statement said the because Sarkissian had not sent documentation pertaining to his rejection of Gasparyan’s dismissal to the Constitutional Court, the chief of staff was therefore automatically “relieved of his post from March 10 [Wednesday] by force of law”.

Pashinyan, in power since 2018, had accused Gasparyan of leading a coup attempt after he called for the leader’s resignation.

Later on Wednesday, Pashinyan appealed to Sarkissian to appoint General Lieutenant Artak Davtyan as new chief of general staff, a government spokeswoman told AFP.

Gasparyan accepted his dismissal reluctantly, saying he would appeal against Pashinyan’s decree to fire him.

“In order to ensure the supremacy of the constitution and law in Armenia … I appealed to an administrative court,” Gasparyan said in a statement.

“I will continue my service to the motherland and the Armenian people in a different status,” he said, adding that the “resolution of the current crisis will only be possible if the prime minister resigns and snap polls are held.”

The prime minister has been under increasing pressure to step down following the latest conflict over the Nagorno-Karabakh region, which saw Armenia suffer heavy losses and agree to return swaths of territory to Azerbaijan.

Last month, large protests flooded the streets of the capital Yerevan – some came out against the PM but many others heeded Pashinyan’s call to rally in support of the government.

The dispute with top generals began when Pashinyan fired the deputy chief of the general staff after he ridiculed claims by the prime minister that Iskander missiles supplied by Russia – Armenia’s main military ally – had failed to hit targets during the war for Nagorno-Karabakh.

Pashinyan issued a subdued retraction on Monday, with his office saying he had been “incorrectly briefed on this matter” and had no doubts about the quality of Russian military production.

The Russian-brokered deal that ended the conflict secured significant major gains for Azerbaijan in and around Nagorno-Karabakh, a region internationally recognised as part of Azerbaijan but populated and until recently fully controlled by ethnic Armenians.

Thousands of soldiers and dozens of civilians on both sides died during the war.

Pashinyan, who has rejected calls to resign, said he had been compelled to agree to the peace deal to prevent greater human and territorial losses.

 

Sniper deployed at rooftop of Armenian Foreign Ministry building

At least one sniper has been deployed in the Armenian Foreign Ministry building as the opposition announced a rally outside the ministry on Saturday.

Photos show the sniper perched atop the building of the ministry. Large police forces have also been deployed in the area.

Earlier on Saturday, the opposition Homeland Salvation Movement urged people to gather outside the building “to greet” Prime Minister Nikol Pashinyan, who is expected to pay a visit to the ministry.

“Nikol Pashinyan has decided to visit the Foreign Ministry at the second block of the government complex at 12:30am. On the Diplomat’s Day marked on March 2, he broke the established tradition and didn’t attended the ministry and instead decided to visit there on March 13. We will greet him outside the ministry building to once again voice our demand: Armenia without Nikol!” the statement released by the movement said.

Earlier in February, snipers were also positioned inside and on the rooftop of the parliament building during Pashinyan’s visit.

Armenian FM dismisses diplomat demanding Pashinyan’s resignation

Armenia’s former Consul General in Saint Petersburg, Envoy Extraordinary and Minister Plenipotentiary Hrayr Karapetyan, who was relieved of his duties as Consul General in July 2019, has recently been removed from office at the Foreign Ministry by the order of Foreign Minister Ara Aivazian, Yerkir.am reports.

For his great contribution to the development of Armenian-Russian relations, Hrayr Karapetyan was awarded a number of medals and orders by the head of Russia’s Federation Council, the Interparliamentary Assembly of the CIS and the CSTO. He also received letters of commendation from the CSTO secretary general, the Russian Foreign Ministry and the Government of St. Petersburg, the news outlet said.

Recently, Karapetyan has been sharply critical of the foreign policy pursued by the Armenian government and Prime Minister Nikol Pashinyan, especially pointing to the “gross mistakes” in Armenian-Russian relations.

Hrayr Karapetyan, along with a number of other Armenian diplomats, had joined a statement demanding the resignation of the prime minister and his cabinet.

In the 21st century, which country has won more international chess Olympiads than any other? Russia? USA? China? None of the above — it’s Armenia, which won gold three times (2006, 2008 and 2012). Despite a population of just 3 million, the country has a healthy number of top flight grandmasters, and Levon Aronian (the current world no. 5, and former world no. 2) has been its pre-eminent player for many years. So Aronian’s announcement that he will switch federations, representing the USA in future events, is significant. He will relocate to St Louis, which has become a major chess centre in recent years, with the backing of the American philanthropist Rex Sinquefield. Aronian’s move bolsters an already exceptional US team, with Fabiano Caruana, Wesley So, Leinier Dominguez Perez and Hikaru Nakamura all in the world’s top 20.

It may seem odd that a player’s affiliation is not simply bound by citizenship, but it does make sense to permit such transfers. Notwithstanding patriotic considerations, disagreements between players and their federations are common, so the possibility of a switch ensures that individuals are not beholden to their federations. (A prominent example is that of Alireza Firouzja, from Iran, who looks likely to represent France in future). To prevent abuse, the adopting federation is obliged to pay a significant fee to the old federation — €50,000 for a player of Aronian’s stature.

In a statement published on Facebook, Aronian harshly criticised the diminished support and attention that chess has received from the new Armenian government. (Until 2018, chess in Armenia enjoyed significant support and recognition from the country’s president, Serzh Sargsyan, who resigned amid the ‘velvet revolution’ of that year.) One can only speculate whether tragic events in 2020 may also have influenced Aronian’s decision. In March, his wife Arianne Caoili died of her injuries from a car crash in the capital Yerevan, while later in the year Armenia was engaged in a bloody war with Azerbaijan over Nagorno-Karabakh.

Aronian is already out of the current world championship cycle and at 38, is significantly older than many of his rivals. But I’m in no doubt that, with the right support, he could still mount a serious challenge to Carlsen. I hope that a new start provides the boost he needs.

Prime Minister nominates Lt. General Artak Davtyan as new Chief of General Staff of Armed Forces

YEREVAN, MARCH 10, ARMENPRESS. Prime Minister Nikol Pashinyan nominated Lt. General Artak Davtyan to be the new Chief of the General Staff of the Armed Forces, the PM’s spokesperson Mane Gevorgyan told ARMENPRESS.

Pashinyan filed the motion to President Sarkissian, who has to formalize it in order for the decree to come into force.

Lt. General Artak Davtyan held the same position from 2018 to 2020.

Armenian, Russian Defense Ministers discuss military cooperation issues

YEREVAN, MARCH 10, ARMENPRESS. Defense Minister of Armenia Vagharshak Harutyunyan held a telephone conversation with Russian Defense Minister Sergey Shoygu on March 10.

As ARMENPRESS was informed from the press service of the Defense Ministry of Armenia, the Defense Ministers discussed a number of issues related to the Armenian-Russian military cooperation. The sides also referred to the process of the mission conducted by the Russian peacekeeping forces in Nagorno Karabakh and regional security issues.

Deputy Chief of the General Staff of the Armenian Armed Forces, Lieutenant-General Andranik Makaryan on Friday refused to comment on the statement of the military’s top brass, demanding the resignation of Prime Minister Nikol Pashinyan and the cabinet.

Incidentally, Andranik Makaryan did not sign the statement.

Asked why he refused to join the statement and whether he does not share the concerns of his colleagues, he said at the Yerablur Military Pantheon: “I would not like to make any comments.”

At the same time, the senior officer told reporters: “All servicemen of the Armenian army stand with it.”

Makaryan also refused to answer another question whether the statement of the General Staff is a “coup attempt”. “I can’t say anything, let me refrain from comments,” he said.

Chief of Azerbaijan’s Aghdam District Mechanical Irrigation Department Hafiz Azizzadeh hit mine when fulfilling his duties in the territory of the liberated Novruzlu village, Trend reports on Mar.3 referring to a source in the department.

According to the source, Azizzadeh was hospitalized with heavy injuries. Currently, his condition is assessed as serious.

The village had been liberated from Armenian occupation as a result of the 44-day war (from late Nov. through early Nov.2020).

Russia’s President Vladimir Putin called for restraint from all sides in the Armenian political crisis in a phone call with Armenia’s Prime Minister Nikol Pashinyan, the Interfax news agency quoted the Kremlin spokesman as saying on Thursday.

Pashinyan has called on his opponents to stop protesting and invited them to hold talks to discuss the political crisis earlier on Thursday, after the military called on Pashinyan and his government to resign.

Armenian army’s General Staff says its statement ‘not directed by anyone’

The General Staff of the Armenian Armed Forces on Thursday issued another statement after calling for the resignation of Prime Minister Nikol Pashinyan and his government.

“The statement issued by the top brass of the General Staff of the Armenian Armed Forces in the morning of February 25 was not directed by anyone or made under the pressure of anyone. It expresses the clear conviction and position of the generals and officers and only seeks to serve the salvation of the homeland at this crucial moment.

“We reaffirm our clear position once again,” the statement read.
