The delegation led by the Speaker of the National Assembly of Armenia Ararat Mirzoyan being on an official visit in the Russian Federation had an expanded meeting with their Russian colleagues led by the Speaker of the State Duma of the Federal Assembly Vyacheslav Volodin, ARMENPRESS was informed from the press service of the parliament of Armenia.

Welcoming the Armenian Delegation, the Speaker of the State Duma has underlined that the relations between the two countries continue developing based on the dialogue and strategic partnership. He has added the Russian side highly assesses the Armenian-Russian relations, expressing confidence that the contacts in parallel with overcoming the pandemic will more activate at different levels.

Thanking the Speaker of the State Duma for the invitation of the official visit to Moscow, the President of the National Assembly Ararat Mirzoyan in his turn has emphasized that the Armenian-Russian cooperation dynamically develops.

The Speaker of the Parliament of Armenia presented to his Russian colleagues the situation existing around the Nagorno Karabakh, reminded them that until now Azerbaijan had not completely implemented the provision regarding the return of the prisoners of war and other detainees stipulated by November 9 tripartite statement. Touching upon the intrusion of the armed forces of Azerbaijan to the RA territory, the inadmissibility of any encroachment in the territory of the Republic of Armenia, and hence, in the territory of the CSTO responsibility was underlined.

The sides reached an agreement to discuss the abovementioned issues on the relevant multi-lateral platforms.

During the meeting the members of the two delegations exchanged ideas over the agenda of the Armenian-Russian relations, the expansion of the relations in a number of directions on bilateral and multilateral platforms.

The US must work for withdrawal of Azerbaijani forces from Armenian territory, Congressman Brad Sherman said in a Twitter post.

“Greatly concerned over reports of Azeri troops crossing over into Armenia. The United States must unequivocally condemn this violation of international law, and work for the withdrawal of Azeri forces from Armenian territory,” teh Congressman said.

On May 12 Azerbaijan’s armed forces crossed the state border of the Republic of Armenia and advanced 3.5 kilometers in Sev Lich (Black Lake) section in Syunik province. in an attempt to surround and siege the lake.

On Thursday the Ministry of Defense reported provocations in the Vardenis and Sisisan sections.

Armenia’s acting Prime Minister Nikol Pashinyan said on Friday that Azerbaijan had failed to fulfill a promise in full to withdraw troops that had crossed the border. He appealed to Russian President Vladimir Putin for military assistance.

While the Azerbaijani troops have pulled back in some sections, the situation still remains unsolved, the Ministry of Defense says. Negotiations are expected to continue today.

Armenia records 230 daily coronavirus cases

YEREVAN, MAY 14, ARMENPRESS. 230 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 220,447, the ministry of healthcare reports.

712 patients have recovered in one day. The total number of recoveries has reached 207,464.

The death toll has risen to 4301 (10 death cases have been registered in the past one day).

3361 COVID-19 tests were conducted on May 13.

The number of active cases is 7627.

The number of people who had coronavirus but died from other disease has reached 1055 (5 new such cases).

The village of Verishen is 3 km from the town of Goris in Armenia’s southern Syunik region. According to the villagers, early on the morning of May 12, the Azerbaijani Armed Forces crossed the border into Armenia and moved their positions forward. In this area, the border is located on Sev Lake, which, as of May 12 has been taken over by Azerbaijan. The community authorities and the border guards are negotiating with the Azerbaijani side. Russian servicemen are present in the negotiations. During the takeover of the lake, there were no shootings or explosions in the area. It is unclear how Azerbaijan was able to move their positions forward.

CivilNet’s team in Syunik attempted to get close to the lake, but was stopped by Armenian military personnel on duty.

Azerbaijani forces stationed near Syunik continue to harass, threaten and physically attack Armenian residents of nearby villages. The worsening situation in the area is due to the November 9 agreement, which ended military actions in Karabakh but saw the surrender of territories in Artsakh and Armenia to Azerbaijan, which now shares a border with Armenia.

Armenia’s Human Rights Defender Arman Tatoyan reported that last week Azerbaijan military officers attacked, dragged and beat an Armenian shepherd in the village of Aravus in the Syunik Province.

According to a fact-finding mission by the Human Rights Defender’s Syunik office, a shepherd who was watching his 14 large and small cattle on a pasture about 500 meters from his house on April 18, when, between 5 and 6 pm, he was approached by three Azerbaijani armed servicemen.

The shepherd told the Human Rights Defender’s office that the Azerbaijani military servicemen first threatened him with weapons, and then two of them pulled him and tried to take him to the trench in the direction of the Azerbaijani positions by force some 50 meters away. The Azerbaijanis constantly cursed and threatened the man.

As Armenian servicemen rushed for help, a third Azerbaijani serviceman hit the shepherd in the eye, bruising him and immediately fled to their positions.

During the Human Rights Defender’s Office fact-finding activities, it was also established that the Azerbaijani military had shouted insults at the shepherd in the same place of the Aravus village, and at around 7 pm he received threats from Azerbaijani soldiers who were openly displaying firearms on April 20.

The head of the Aravus village informed the Human Rights Defender’s Office that there are houses in the villages less than 500 meters away from the Azerbaijani positions (for example, 100 or 200 meters). This fact was also recorded by the Human Rights Defender’s Office monitoring conducted at the site.

Tatoyan specifically stated that the Azerbaijani servicemen committed a criminal attack on an Armenian border resident. “This confirms the gross violations of the internationally recognized rights of the citizens of the Republic of Armenia, as well as the rights enshrined in the Constitution of Armenia,” said Tatoyan.

Tatoyan reiterate the creation of a security zone in Syunik to protect the rights of the Armenian citizens in border area villages and cities. He also said There should be no Azerbaijani soldiers, signs or flags in the immediate vicinity of the Syunik villages and on the roads connecting the communities of the province.

Members of state Rep. Mari Manoogian’s own family died in what historians traditionally refer to as the Armenian Genocide.

Manoogian, of Birmingham, sponsored a resolution to declare Saturday, April 24, as Armenian Genocide Remembrance Day in Michigan.

Meanwhile, President Joe Biden is expected to recognize the mass killings of Armenians by the Ottoman Empiire as a genocide, breaking a decades-long tradition of U.S. presidents refraining from using the term for fear of jeopardizing relations between the United States and Turkey.

“April 24 is a day of mourning, but also of celebration. While we remember the lives lost in the Genocide – including members of my own family – we also keep in mind the ongoing survival of Armenians throughout the world,” Manoogian said.

“Every Armenian alive today is a symbol of strength in the face of oppression, racial hatred, and the ongoing denial of our generational pain and suffering. Armenians – including Armenian-Americans – thrive today in the arts, business, education, law, and public service because of the resilience of our ancestors; it is them who we honor this day.”

Biden’s anticipated declaration would fulfill a campaign promise he made in October and reflect his willingness to anger Turkish President Recep Tayyip Erdogan amid a growing list of disagreements over Turkey’s arms deals with Russia, democratic backsliding, and interventions in Syria and Libya.

It would also be the second time the Biden administration has formally declared a genocide at the risk of infuriating a major power, following its determination that China is carrying out a genocide against Uyghur Muslims in the Xinjiang region.

Turkey has acknowledged that many Armenians were killed in fighting with Ottoman forces in 1915 but disputes the larger casualty counts and denies that it constituted genocide.

Biden is expected to speak on the matter on Saturday, April 24, the date Ottomans apprehended Armenian dignitaries in Istanbul in 1915 in what many scholars view as the opening phase of the first genocide of the 20th century.

President Ronald Reagan referred to the killings as genocide during his time in office, but none of his successors have, for fear of alienating Turkey, a NATO ally that views the term as slander against its founder, Mustafa Kemal Ataturk.

Historians estimate that 1.5 million Armenians were killed, and commonly classify the killings as a genocide.

From 1915-1923, Armenians – as well as Greeks, Assyrian-Chaldeans, Syriacs, Arameans, Maronites and other Christians – were subject to torture, starvation, mass murder and exile from their homeland by the Ottoman Empire, according to a release from Manoogian.

Michigan is home to more than 16,000 Armenian-Americans, the release said.

Manoogian represents Birmingham, Bloomfield Hills, Bloomfield Township and the eastern portion of West Bloomfield Township in the state House.
