Turkey, Armenia to appoint envoys in bid to normalize ties

ANKARA: Turkey and Armenia will appoint special representatives to discuss steps to normalize their ties, Turkey’s foreign minister said.
Speaking in parliament during a debate over his ministry’s budget late Monday, Mevlut Cavusoglu also said charter flights between Istanbul and Yerevan would restart soon.
“We have consulted with Azerbaijan. Soon, we will mutually appoint special representatives with Armenia for the steps toward normalization and we will act together with Azerbaijan at every step,” Cavusoglu told parliament.

According to the draft, as of 2022, carrying out cash transactions in excess of 300 thousand drams will no longer be allowed between individuals, and in the case of organizations and individual entrepreneurs, only the non-cash principle will apply.

Chairman of the Chamber of Auditors, Nairi Sargsyan, noted in a conversation with Past that as a result, the country will face very serious problems. He pointed to many possible problems, also saying that for various reasons, an attachment has been imposed by the CESJA [(Compulsory Enforcement Service of Judicial Acts)] on the [bank] accounts of almost half of the RA population, and people avoid opening a bank account.

According to him, a problem will arise in terms of the payments of tourists, who will not be able to make purchases in excess of 300 thousand drams in cash, whereas [credit] card payments are not favorable options, taking into account also the rather high commissions charged by banks.

He did not rule out that in case the bill is adopted, the banks, using their monopoly position, may increase the cash commissions.

“That is, it turns out that with this step we are ‘pampering’ the banks. In addition, it should be taken into account that in many cases the RA population avoids non-cash payments. This will have very serious consequences for the poor, as well as for people unfamiliar with new technologies.”

He said that various stages of negotiations were suspended due to the pandemic and during the post-war period. “Now we’ve launched the negotiations again. I can’t say that we’ve advanced in this issue but there are some changes. The football federation continues the work around building a national stadium,” Melikbekyan told reporters.

Mosaic and graffiti butterflies in Armenia

Mosaic butterflies began to appear on the walls of buildings in different cities of Armenia and the unrecognized Nagorno-Karabakh Republic (NKR). Their author is Siranush Aghajanyan, she dedicated them to the 44-day war and called them “Post-war butterflies / fallinginloveness”.

Siranush invented the word fallinginloveness herself – there is no such word in the Armenian language. She says that it appeared by itself, the way a work of art arises.

“Why fallinginloveness? I was in love during the war, and this gave me the motivation to create something with a clear and unequivocal happiness, aesthetics”.

This is how the idea of butterflies was born as the embodiment of new life, rebirth and love. And when, in the process of creating mosaics, Siranush began to study their symbolism, it turned out that they have the same meaning in other cultures.

Over the past six months, starting in May, she has created five mosaic butterflies. Siranush plans to do two or three more.

The biggest symbol of love and rebirth – a 3.5-meter butterfly – recently found its home in Stepanakert [the Azerbaijani name of the city of Khankendi – Trajectories].

“When you create a new work, it is not always possible to experience the feeling of happiness and joy. But, while making butterflies, I experienced exactly these feelings. Sometimes it seems to me that my mosaics assert: there is life!”, says Siranush.

The cycle with butterflies aroused interest and even admiration of the audience.

“When I meet friends, I often hear that they now associate me with these butterflies. They like it, they often ask me if there will be more mosaics, and if so, where and when they will appear”, says the author.

One of the works appeared in Yerevan, on the wall of the “Mkhitar Sebastatsi” educational complex. The students took part in the creation of the pixelated butterfly sketch with great enthusiasm.

“It was a new, completely unique experience for them. They asked me strange questions: how do you do it, were you born talented or acquired your talent”, the artist recalls with a smile.

Before the 44-day war, 27-year-old Siranush had no idea that the war could be so close.

“When I heard in my childhood that there was a war, for example, in Syria, it felt ordinary, I just knew about it, and that’s it. But when it happened so close to me, everything changed – reality, ideas, points of inspiration, everything”, she says.

According to Siranush, it is important for the consequences of the war and anti-war calls to be reflected in art.

Siranush and her friends started creating mosaics in 2016. At first it was just a way of making some money. But next year, working separately, in her studio, Siranush began to create mosaic images from various waste materials.

A year later, together with one of their friends, Narek, they founded the Street Bitcoin group. In just a few months, they managed to make 10 mosaics in different parts of Yerevan.

The artist enjoys working with a material that many imagine as a decoration on the walls of their bathrooms or kitchens.

Siranush does not ask the city authorities to agree to put the mosaics on the buildings. And she had no problems yet. Moreover, she heard that the authorities like the initiative.

Siranush mosaic butterflies are unique. They are not only beautiful, but also carry an important message. As the author says:

“Some people have problems that they cannot express. We found ourselves in the same situation during the war. Human life is the highest value. Nothing in the world can compare to it”.


Deputy mayor of Armenia’s Goris: I have deeper concerns after meeting with PM

The news that the heads of communities of Syunik Province weren’t against the provision of a corridor through Syunik is false. This is what Deputy Mayor of Goris Karen Kocharyan said during a conversation with Armenian News-NEWS.am.

“As the deputy mayor of Goris and deputy commander of Arush Arushanyan’s military detachment, I say that that the news is completely false. Although Arushanyan is in prison, he is ready to stand with the army and fight until the end for the land. Goris is ready to fight and defend its territory. I attended the meeting since the situation in Syunik Province is often manipulated, and it is necessary to express a clear position and receive answers, but after the meeting with the Prime Minister, my concerns about the protection of Syunik’s borders grew deeper since there was no answer,” he stated.

Asked if it was likely that he was in favor of the provision of Syunik Province’s corridor to the adversary during the meeting, Kocharyan said there hadn’t been such a thing.

Armenia and Azerbaijan reported military clashes on their shared border Tuesday and blamed each other for starting the conflict amid tensions between the two ex-Soviet nations that have simmered since a six-week war last year over Nagorno-Karabakh.

The Armenian Defense Ministry accused Azerbaijan’s military of opening fire on Armenian positions, killing one person and capturing 12 servicemen. The Azerbaijani government, meanwhile, accused Armenia of a “large-scale provocation” on the border.

Armenian lawmaker Eduard Aghajanyan told reporters that 15 Armenian soldiers were killed in Tuesday’s clash, but so far there has been no official confirmation. The Azerbaijani military said two of its servicemen were wounded.

Later Tuesday, Russia’s Defense Ministry reported that hostilities on the Armenian-Azerbaijani border had ceased, following talks with Moscow. Armenia’s Defense Ministry confirmed that report.

U.S. Secretary of State Antony Blinken issued a statement Tuesday calling for de-escalation.

“The United States is deeply concerned about reports of intensive fighting today between Armenia and Azerbaijan,” Blinken’s statement said. “We urge both sides to take immediate concrete steps to reduce tensions and avoid further escalation.  We also call on the sides to engage directly and constructively to resolve all outstanding issues, including border demarcation.”

Armenia and Azerbaijan have been locked in a decades-old dispute over the separatist region of Nagorno-Karabakh, a region that lies within Azerbaijan but was under the control of ethnic Armenian forces backed by Armenia since a separatist war there ended in 1994.

Moscow brokered a peace deal last November to end six weeks of fighting over the territory, during which more than 6,600 people were killed. The Russia-brokered truce allowed Azerbaijan to reclaim control over large parts of Nagorno-Karabakh and surrounding areas that the Armenia-backed separatists controlled.

Tensions on the two nations’ border have been building since May, when Armenia protested what it described as an incursion by Azerbaijani troops into its territory. Azerbaijan has insisted that its soldiers were deployed to what it considers its territory in areas where the border has yet to be demarcated. Clashes have been reported ever since.

On Monday, Armenian Prime Minister Nikol Pashinyan accused Azerbaijani forces of an incursion into his country’s territory, and reports of fighting, with the use of artillery, followed Tuesday from both countries.

Armenia’s Security Council has called on Russia to help protect the country’s territorial integrity.

Russian Defense Minister Sergei Shoigu spoke on the phone with his Armenian and Azerbaijani counterparts Tuesday, urging “both sides to cease activities that provoke the escalation of the situation,” the Russian Defense Ministry said.

Pashinyan also spoke by phone to Russian President Vladimir Putin about the situation on the border, according to the Kremlin.

European Council President Charles Michel called Azerbaijani President Ilham Aliyev and voiced concerns over the escalating tensions on the Armenian-Azerbaijani border, according to Aliyev’s press service.

At a U.N. Security Council meeting in New York on preventive diplomacy, the Armenian and Azerbaijani ambassadors accused each other of starting Tuesday’s border clashes.

Armenian Ambassador Mher Margaryan said Azerbaijan had launched “armed attacks” that hurt international efforts to de-escalate the situation and undermine prospects for peace.

“A strong and unequivocal reaction to Azerbaijan’s illegal actions is critical for preventing further major escalations of the security situation in the region and beyond,” he said.

Margaryan called for urgent steps by “international actors” to prevent further escalation and demanded the “unconditional and complete withdrawal of Azerbaijani armed forces” from Armenian territory.

Azerbaijan’s ambassador, Yashar Aliyev, requested the floor at the end of the meeting Tuesday evening to respond to what he called “the false and potentially misleading statement” by his Armenian counterpart.

Aliyev said Tuesday’s confrontation stemmed from “large-scale armed provocations by Armenia” and the “armed forces of Azerbaijan adequately responded.”

He said that “Armenia’s continued territorial claims are the result of irresponsible actions on state level and of dangerous revanchist ideas overtly propagated in Armenia.”

After last year’s war, Aliyev said, Azerbaijan expressed readiness to normalize relations with Armenia, including signing a peace treaty, but “Armenia has failed to reciprocate the peace agenda.”

Nonetheless, Aliyev said, “Azerbaijan is confident there is no alternative to the normalization of relations between the two countries … and is determined to advance the agenda of peacebuilding, reconciliation, peaceful coexistence and development.”

YEREVAN, NOVEMBER 18, ARMENPRESS. President of Armenia Armen Sarkissian met with Singapore’s Deputy Prime Minister and Coordinating Minister for Economic Policies Heng Swee Keat, the Presidential Office reports.

The sides discussed the opportunities of expanding the bilateral ties and the cooperation directions in different areas.

They both emphasized that there is a big potential for the deepening of partnership in high technologies, communication, science, education and a number of other fields.

The Armenian President and the Singaporean deputy PM also discussed the development of cooperation between the scientific-educational institutions of the two countries and the opportunities of conducting exchange programs.

Boosting cultural ties between Armenia and Singapore was also highlighted.

The Armenian President visited Singapore for the participation to Bloomberg’s New Economy Forum.

Concerned about increase of tensions between Armenia and Azerbaijan this week, EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar said in a Twitter post.

“Important to defuse, address causes, and engage in work towards comprehensive settlement,” he added.

On November 14, at around 13:00, units of the Azerbaijani Armed Forces tried to secure a positional advance in the eastern direction of the Armenian-Azerbaijani border, the Ministry of Defense reported earlier today.

The Ministry said the situation was relatively stable as of 19:00.
