Today the first session of the working group on drafting the policy
of information security of Armenia took place which chaired the
Secretary of the National Security Council Arthur Baghdasaryan,
reports the press service of the Council.

Arthur Baghdasaryan mentioned that guaranteeing information security
in Armenia is of great importance. He has presented the principles
of the document.

The document of information security is closely connected with the
"Policy of National Security" and the activities of Collective Security
Treaty Organization.

The members of the working group shared their opinions on improving
the legislative field in Armenia; they discussed the main challenges
in the filed.

Lundi soir, au Midem a Cannes, un dîner de gala etait donne en
l’honneur de Charles Aznavour qui vient, a l’approche de son
85e anniversaire, en mai prochain, d’afficher un nouveau disque
"de platine" a son palmarès. Son dernier album, ensemble de
duos avec Sting, Celine Dion, Julio Iglesias, Elton John, Johnny
Hallyday,… sorti chez EMI avant Noël, s’est deja vendu a plus de
200.000 exemplaires. Mardi matin, son manager, fidèle a ses côtes
depuis plus de 40 ans, recoit La Tribune dans sa suite, au dernier
etage du Carlton, avec vue sur le port de Cannes.

Levon Sayan, petit homme rond, aux yeux brillants, chemise blanche
discrètement siglee a ses initiales, est reste affable, et remercie
le visiteur d’etre la, sans signe de lassitude ou d’impatience. Il
a pourtant passe une partie de sa vie en tournee, "10 mois par an
certaines annees", parcouru plus de 80 pays au côtes d’un artiste qui
chante en francais, anglais, italien, espagnol, et accompagne une
carrière dont il ne peut chiffrer les "centaines ( ?)" de millions
d’albums vendus.

Sa première rencontre avec Aznavour, "Monsieur Aznavour" comme il
l’appelle, date de 1964, a la fin d’un concert a New York, où il etait
venu simplement demander un autographe. Est ce par qu’il est aussi
Armenien d’origine? Aznavour l’invite a dîner ce soir la et il finira
par travailler pour lui. D’abord comme responsable de la sonorisation
et de l’eclairage de ses spectacles, puis comme administrateur de
ses tournees.

En 1980, Aznavour donne un concert a l’Olympia avant de mettre entre
parenthèses le territoire francais dans sa carrière pendant sept
ans. Car sa maison de disques, Barclay est vendu a Polygram. "Le
management avait change, il ne se passait plus rien . Nous sommes
partis" raconte Levon Sayan qui devient manager d’Aznavour en 1981. Ils
decident de racheter le catalogue de titres de l’artiste, de le confier
ailleurs et d’etre producteurs des nouveaux albums. Jusqu’en 1993 où
Aznavour resigne un contrat d’artiste avec la maison de disques EMI.

Gerer une carrière et assurer sa longevite, cela consiste a prendre
des decisions strategiques et des risques, comme de s’eloigner de la
France, de ne plus y donner de concerts et y sortir d’albums, pour
cultiver pendant 7 ans les tournees a l’international. Et de rentrer
en 1987, pour remplir le Palais des Congrès. "Il y avait un risque,
celui de tomber dans l’oubli et de faire un bide au retour. Mais depuis
1987, nous sommes la" avec un rythme d’un album et d’un spectacle tous
les trois ans, remarque-t-il tranquillement. La prochaine echeance,
2010 normalement, est moins certaine: Aznavour aura 86 ans.

Et le planning 2009 est deja bien rempli. Après Cannes, Levon Sayan a
rejoint Paris, pour poursuivre la promotion du nouvel album dans les
medias, preparer une emission televisee pour les 85 ans de "Monsieur
Aznavour", avant de s’envoler avec lui pour une tournee au Canada
et aux Etats Unis en avril. Puis de faire un saut a dans la capitale
armenienne, Erevan, pour inaugurer le musee Charles Aznavour. Et de
repartir pour l’enregistrement du nouvel album plus "jazz", a Los
Angeles, dont la sortie est prevue fin 2009.

"Nous prenons les decisions ensemble puis je suis l’interlocuteur et
le defenseur de l’artiste" vis- a vis de tous les intermediaires,
detaille-t-il. A l’heure où les maisons de disque, confrontees a
la crise de leur marche, tentent de signer avec les artistes des
contrats dit 360°, pour etre interessees aux benefices de toutes leurs
activites, Levon Sayan n’a jamais ete confronte a de telles demandes,
malgre les difficultes et les changements qu’a subi EMI. "Les jeunes
artistes n’ont sans doute pas le choix" remarque-t-il mais avec
Aznavour, la question ne se pose pas. Depuis longtemps, les revenus
qu’il tire de la scène depassent ceux des ventes de disque. "C’etait
deja le cas pour Franck Sinatra, avec qui j’avais travaille avant"
explique-t-il.

L’entretien s’interrompt plusieurs fois quand le telephone mobile de
Levon Sayan – un iPhone d’Apple -, ou celui de la suite, sonne. Une
connaissance qui demande un autographe pour un proche. " Une banque
monegasque qui propose d’ouvrir un compte " confie-t-il sans ambages
en raccrochant. "Mais cela ne m’interesse pas. Je suis de nationalite
francaise et resident suisse, comme M. Aznavour, depuis 30 ans".

Du montant des revenus tires d’une aussi longue et solide carrière,
on ne parlera pas. Mais la chute du marche du disque n’est pas sans
effet, meme sur un artiste aussi etabli qu’Aznavour, dont une partie du
public reste peu familier des reseaux d’echange peer-to-peer. En tant
qu’auteur-compositeur, son repertoire multilingue (francais, anglais,
…) genère d’autres revenus que ceux du disque, a la difference
d’un simple interprète, admet Levon Sayan. Mais en Amerique latine,
ce sont sur des copies pirates de CD que les fans viennent demander un
autographe. Et en Russie, dans des boutiques qui ont pignon sur rue,
on trouve, côte a côte, le CD EMI importe, et vendue cinq fois moins
cher, sa copie pirate.

S’il a cree, il y a cinq ans, un site internet pour Charles Aznavour,
Levon Sayan se contente d’y mettre des informations sur les concerts,
l’actualite de l’artiste. Chatter avec les internautes, communiquer
avec ses fans via Internet, Monsieur Aznavour " ne le fait pas ". Quant
a la mise en vente de son repertoire sur Internet, Levon Sayan s’est
donne le temps de voir le developpement de ce marche, a attendu les
effets d’une eventuelle lutte contre le piratage, avant d’autoriser,
il y a un an seulement, EMI a vendre en ligne les chansons d’Aznavour.

draw with China’s Yue Wang in the first round of Corus Chess 2009
Tournament which kicked off in Wijk aan Zee on January 17.

In the second round, Aronian’s game vs. Azerbaijan’s Teymour Radjabov
ended in a draw.

Sergei Movsesian, who represents the Slovak team, defeated British
grandmaster Michael Adams.

Turkey is ready to upset her reputation of a peacemaker in order to
finally establish herself as a regional power. For the sake of it
she can even go for intimacy with Iran.

Anti-Semitism has always existed in the world, and most likely
it will live on as long as the Jews exist. Operation "Cast Lead"
simply added fuel to the fire. This time it was Turkey that joined the
anti-Semitic states, a move that theoretically seemed quite unlikely a
few years ago. At least at the time of President Ahmet Necdet Sezer,
a staunch Kemalist, relations between Turkey and Israel were almost
perfect. The Jewish lobby defended Turkish interests all over the
world; US Administration called Turkey its strategic ally and friend.

/PanARMENIAN.Net/ With Islamists coming to power, Ankara began to tend
towards Iran and those Arabic countries which actively struggle against
Israel. Shortly after the bombardment of Hamas bases in Gaza Strip,
Turkey Â"sharply condemnedÂ" the actions of Israel. Evidently, the
latter could not expect such turn of events: Tel-Aviv had considered
Ankara a friendly, if not a brotherly country. All around Istanbul
billboards are full of Anti-Semitic posters like "Kill Jews", "Kill
Israel", "Israel should no longer exist in the Middle East". On
the door of a shop a group of people put a huge poster saying:
"Jews and Armenians are not allowed but dogs are allowed". By the
way, dogs are considered dirty animals in Islam… Not to mention
the numerous public demonstrations in support of the Hamas which is
quite intentionally equated with Palestine.

It is clear that Turkey is ready to spoil her reputation of a
peacemaker in order to finally establish herself as a regional
power. For the sake of it she can even go for intimacy with
Iran. Turkish observers consider that even if cooperation between
Iran and Turkey is not able to halt military operations of Israel in
Gaza, it can at least prevent the war from expanding all over the
Middle East region. It is quite natural that Iran should have poor
chances to halt military attacks of Israel on Gaza. And here Turkey
plays its role, and it is worth mentioning that she plays it rather
reasonably. However, there is a serious sticking point here – Arabic
countries, especially those practicing the Sunni branch of Islam,
do not absolutely welcome the Â"flirtingÂ" of Turkey and Syria with
Iran, where dominating religion is Shiism. This is the main reason
why the tandem Turkey-Iran cannot get involved in the war. Moreover,
Iran is in no doubt that mediators won’t be able to stop the war
between Israel and Hamas.

It is still early to speak of serious disagreements between Turkey and
Israel but if the new US Administration Â"reconsidersÂ" its foreign
policy in the Middle East and in relations with Iran in particular,
some cooling between the countries is not far off. The cooling is quite
likely and Prime-Minister Erdogan’s latest statement proves it. On
January 16 he demanded that Israel should be barred from the United
Nations while it ignores the organization’s calls to stop fighting
in Gaza. "How is such a country, which totally ignores and does not
implement resolutions of the U.N. Security Council, allowed to enter
through the gates of the U.N.?" said the Turkish Prime-Minister.

Since January 2009 Turkey has become a non-permanent member of the
UN Security Council and rather shortly it managed to show its true
face. Naturally, Israel will not be barred from the UN, as in that
case too many countries for the same reason would have to be expelled
from the Organization which, to tell the truth, has never managed to
get its resolutions implemented… By the way the United Nations is
marginally to blame for the current Middle East war that has been
lasting for 60 years already. The UN’s share of guilt lies in the
following: when establishing the State of Israel no steps were made
towards the establishment of the State of Palestine. Instead, the
United Nations once more limited itself with a resolution and simply
watched the Jews deal with the Arabic threats. The Jews managed
the task but operations like "Cast Lead" will go on forever until
Palestine has precise borders and demilitarized zones.

The splash of anti-Semitism will gradually come to naught; another
operation of Israeli troops will be completed and a fragile armistice
will be concluded in Gaza until a new provocation of radical Islam
groupings. Let us recall that the cause of the current war was the
capture of Israeli corporal Guilad Schalit who is still held hostage in
Hamas. In the words of Israeli Foreign Minister Tzipi Livni, liberation
of Guilad Schalit is still a requirement to Hamas. "As a minister I am
responsible for each soldier. I am not going to conduct negotiations
with Hamas in any other matter except the release of Guilad Schalit,"
declared Tzipi Livni in Washington.

By the way on January 17 the United States and Israel signed a
memorandum in Washington. Signing of the memorandum was part of the
efforts directed to achieve a ceasefire in Gaza Strip and to stop
weapon smuggling into Gaza.

At a press conference in Washington US Secretary of State Condoleezza
Rice said the memorandum of understanding "would improve information
sharing between the two countries to prevent the weapons from reaching
Hamas in Gaza", the EarthTimes agency cites. Israeli Foreign Minister
Tzipi Livni, who was in Washington to sign the agreement, called
it a "historic" deal that was a "vital component for the cessation
of hostilities."

Meanwhile, a trilateral meeting is organized in Cairo on Sunday
with participation of Egyptian President Hosni Mubarak, Israeli
Prime-Minister Ehud Olmert and PA Chairman Abu Mazen (Mahmoud
Abbas). Representatives of Hamas are not invited to the meeting
in Cairo.

"The predicted meeting of the Presidents of Armenia and Azerbaijan
Serzh Sargsyan and Ilham Aliyev will not promote any changes in the
resolution of the Karabakh conflict", said leader of the Democratic
Party of Armenia Aram Sargsyan at a press conference on January 15.

He featured the said process not as talks but as the meeting of the
two presidents.

"The conflict can not be settled without participation of Nagorno
Karabakh", noted the politician.

Commenting on the statements of the co-chairs of the OSCE Minsk
Group and representatives of international organizations about the
soonest resolution of the Karabakh conflict, Sargsyan said that such
statements are voiced throughout the whole negotiation process.

He also noted that at the meeting with leaders of political parties
of the country, Armenian President Serzh Sargsyan promised to present
them a coordinated but not yet adopted document on the resolution
of the Karabakh conflict in case there is any of the kind. Sargsyan
also voiced an opinion that the world Armenians need to form a single
point of view about the Karabakh conflict and reach its recognition
on the international arena as an approach of world Armenians.

The Azerbaijani state committee on POWs, the missing and hostages
has recently published its closing statement of 2008, in which it
has particularly mentioned that 39 Azerbaijanis are allegedly in
captivity in Nagorno Karabakh.

The NKR state committee on POWs, the missing and hostages qualifies
this message as a regular disinformation, aimed at the defamation of
the NKR authorities, and as an attempt to mislead the international
community.The NKR state committee states with all responsibility
that there are no POWs and hostages in the territory, being under
the jurisdiction of the Nagorno Karabakh Republic.

The NKR authorities, strictly following the principles of the
Geneva conventions, after the military phase of the conflict with
Azerbaijan, have returned all the hostages to the Azerbaijani party,
through the mediation of the International Committee of Red Cross
(ICRC). At present, the NKR corresponding bodies timely inform
the offices of the ICRC and OSCE accredited in Stepanakert about
any fact of the Azerbaijani soldiers’ and civilians’ crossing the
Karabakhi territory, who, then, are returned to the Azerbaijani
authorities without any precondition. Representatives of the mentioned
international organizations have free access to all the institutions
of c onfinement, which rules out the possibility of hiding the fact
of the Azerbaijani hostages’ being in the NKR t territory.

The NKR state committee draws attention to the fact that repeated
suggestions of the republic’s leadership to establish direct contacts
with the analogous structure of Azerbaijan for solving the issue
of POWs, the missing and hostages effectively, have not been given
an adequate answer by the official Baku. Moreover, the Azerbaijani
authorities keep on politicizing such a humanitarian and sensitive
issue as the searching of the missing and the release of hostages,
for getting doubtful propagandistic dividends. The recent fact of
spreading the wittingly false information evidently testifies this.

Members of the "Heritage" faction Armen Martirosyan and Anahit
Bakhshyan met today with prisoners Armen Khurshudyan and Gevorg
Manukyan at the "Nubarashen" penitentiary.

According to the press release of "Heritage", Khurshudyan and Manukyan
have made their statements regarding the official investigation of
the physical abuse in their cells on December 23, 2008.

Armen Khurshudyan stated that there had been abuse but he has no
complaints. Gevorg Manukyan expressed his complaints regarding the
press releases of mass media outlets according to which he has denied
the fact that there has been abuse.

He noted that he was physically abused, but will wait for his attorney
to return and only after consulting with him will he respond to the
official investigative body’s questions. Gevorg Manukyan also informed
that he is continuing the hunger strike and has health problems,
particularly headaches and problems with his right eye.

"There have also been cases of maltreatment registered by other
visitors. Thus, refusal to express complaints goes to show that
the pressures and abuse against the inmates is still in effect,"
as stated in the press release.

Let us recall that the penitentiary released information yesterday
according to which Khurshudyan and Manukyan state that they have not
been physically abused.

NKR President Meets Commanders Of Military Units

NKR PRESIDENT MEETS COMMANDERS OF MILITARY UNITS

On 13 January President of the Nagorno Karabakh Republic Bako Sahakyan
met the newly appointed commanders of some military units of the NKR
Defense Army, Central Information Department of the Office of the
NKR President reported.

Issues related to combat training of the servicemen and strengthening
defense capacity of the units were discussed at the meeting. The
supreme commander in chief noted that such meetings will be of a
periodic nature.

NKR Defense Minister Movses Hakobyan partook in the meeting.

Turkish State TV Signals Future Broadcasts In Armenian

TURKISH STATE TV SIGNALS FUTURE BROADCASTS IN ARMENIAN

Turkey’s state-run Turkish Radio Television (TRT) is moving toward
cooperation with Armenia’s Public Television to promote dialogue
between the two neighbors.

After Abdullah Gul’s landmark visit to Yerevan, TRT general manager
Ibrahim Sahin, announced TRT may start broadcasting in Armenian.

TRT and Armenia’s First Channel have also signed a memorandum of
understanding which will promote dialogue between the two states
and exchange of information and experience, he said, adding that
broadcasting in Georgian and Russian is also under consideration.

Pakistani researcher’s book exposing Armenians’ false allegations

Baku. Kamala Guliyeva ` APA. The book exposing Armenians’ false
allegations written by famous Pakistani researcher, Turkologist
Colonel Masud Akhtar Sheikh `Lies, Lies and More Lies’ has been
translated into Azerbaijani. Azerbaijan’s embassy in Pakistan told APA
that the book was published in English in Islamabad in
2007. Azerbaijan’s embassy published the book in Azerbaijani taking
into consideration that the book exposed historical roots and causes
of Armenians’ slanders and claims against Turks and Azerbaijanis by
facts based on unbiased and a number of foreign sources.

The book covers Armenia’s aggression against Azerbaijan, Nagorno
Karabakh problem, bloody terror attacks committed by Armenian
terrorist organizations in Azerbaijan, Khojaly massacre, the tragedy
of hundreds of civilians killed by Armenians.

The book `Lies, Lies and More Lies’ was translated by Azerbaijani
Babek Ahmadov studying in Punjab University of Pakistan, and printed
in `Tehsil’ Publishing House in Baku under the decision of Scientific
Council of History Institute of Azerbaijan National Academy of
Sciences.

Director of History Institute, Professor Yagub Mahmudov prefaced the
book. The book is edited by Azerbaijani ambassador to Pakistan Eynulla
Medetli.
