"Torossian cannot pay off the debts at casinos while Hovik Abrahamian
can. This is already a great advantage for a NA Speaker," member of
the Pan-National Movement (HHSh) Aram Manukian said while speaking
about Abrahamian’s advantages over Tigran Torossian.

Today the "Hayeli" Club hosted Republican MP Gagik Melikian and HHSh
member Aram Manukian who debated over the country’s political scene.

"Torossian’s expulsion from your ranks testifies to the Republicans’
unscrupulousness as Torossian is the only political figure in the
party who abstains from the criminal world and business circles,"
said Aram Manukian.

I have affiliated with the Republican’s political board for eight years
and I have never noticed Torossian come into conflict with his fellow
colleagues. I think he has decided to resign out of sensitivity,"
said Gagik Melikian.

"Will you take Torossian to your team?" wondered journalists.

"Torossian is guilty of the March 1 carnage. Let him first account
for the tragic events," Manukian said in reply.

Aram Manukian says the Republicans consent to all Sarkissian’s
steps. "If tomorrow Serzh Sarkissian decides that Torossian should
hold the post of the NA Speaker the Republicans will unanimously vote
for the decision," he said.

The Republican MP said the party is for pluralism and Serzh Sarkissian
never binds his decisions to the Party.

When asked to name a Republican who has spoken against Serzh
Sarkissian’s decision Melikian said, "All of us have. At least,
I have both agreed and disagreed to his decisions."

On 16 September at 23:30 the officers of State Revenues Committee of
the RA have revealed import of 3kg drugs into the country.

According to the source the drug smuggling has been revealed in
"Zvartnots" airport when Romik Alaverdyan, citizen of Netherlands, of
Amsterdam-Yerevan flight was trying to take with him the luggage. The
drug was kept in child nutrition and potatoes chips. After it was
found out that the passenger’s luggage has not been checked in the
airport of Amsterdam. Currently, an investigation is being conducted.

STEPANAKERT, 13.09.08. DE FACTO. On September 13 NKR President Bako
Sahakyan received a delegation of Russian Society of Friendship and
Cooperation with Armenia headed by the society’s president Viktor
Krivopuskov. The delegation consisted of famous writer Andrei Nouikin,
editor-in-chief of the "Literatournaya Gazeta" newspaper Yuri Polyakov,
Russian public figures, cultural workers and journalists.

According to the Central Information Department of the Office of
the NKR President, a wide range of issues related to deepening and
enlarging Russian-Karabagh relations were discussed at the meeting.

The Head of the State underlined that Artsakh was interested in
establishing close cooperation with Russia, stressing the need to
systemize such cooperation. Both sides noted the importance of making
such meetings regular.

Famous writer and public figure Zori Balayan partook at the meeting.

Babacan presses Armenia for joint study of genocide claims

Foreign Minister Ali Babacan yesterday pressed Armenia to accept a
Turkish proposal to establish a joint commission of historians to
study events of World War I in eastern Anatolia, which Armenians claim
amounted to systematic genocide of the Armenian population by the late
Ottoman Empire.

"We are ready to face our past. We have nothing to be afraid in our
history, and we are ready to face whatever this proposed commission
will come up with at the end of its studies," Babacan told state
broadcaster TRT and the Anatolia news agency. "We are that confident."

Turkey proposed the commission of scholars in 2005, but Armenia
rejected it. Yerevan says instead it is ready to normalize relations
without any conditions, meaning that it will not force Turkey to
recognize the genocide claims as a precondition for dialogue. Turkey
denies Armenian claims that 1.5 million Armenians were killed in a
systematic genocide campaign and says instead there were deaths on
both sides when Armenians revolted against the Ottoman Empire in
collaboration with the Russian army in hopes of creating an
independent Armenian state in part of eastern Anatolia.

The dispute over history is at the heart of problems between Turkey
and Armenia, two neighbors which have had no formal ties since
1993. President Abdullah Gül took a landmark step on Saturday in
visiting Armenia to watch a soccer game between national teams of the
two countries, paving the way for diplomatic contacts and raising
hopes for reconciliation. Babacan said Turkish and Armenian diplomats
will meet more frequently but did not comment on when or where.

Babacan was speaking after a visit to Switzerland, one of the
countries whose parliament recognized Armenian genocide claims. At a
press conference after talks with his Swiss counterpart, Micheline
Calmy-Rey, late on Thursday, Babacan said history must be written by
historians, not by "yes" or "no" votes by deputies.

While in Switzerland, Babacan and Calmy-Rey also signed an addendum to
a memorandum of understanding, originally signed in the Swiss capital
in 2001, that envisaged establishment of a political consultation
mechanism between Turkish and Swiss foreign ministries.

He also discussed efforts against terrorism and asked the Swiss
authorities to step up cooperation with Turkish authorities against
the outlawed Kurdistan Workers’ Party (PKK). The PKK is designated a
terrorist organization by the United States and the European Union but
not by non-EU member Switzerland. Babacan told Calmy-Rey that the PKK
is a terrorist organization and complained that Turkish-Swiss
cooperation on the issue was insufficient.

Calmy-Rey responded by saying that Switzerland does not have a
blacklist of terrorist organizations but that this does not mean Swiss
authorities do not fight terrorism.

"We should not wait for changes. Honestly, Obama’s team doesn’t

candidate for the post of Secretary of State. The role of President in
the American system should not be exaggerated, because each President
– Democrat or Republican – has brain trusts, lobbying groups and so
on. As a whole, the U.S. policy will grow tougher, what is pregnant

Vazgen Sarkissian’s brother Armen Sarkissian was granted parole
today, member of Hanrapetutiun’s political board Suren Sureniants
informed A1+.

Armen Sarkissian was convicted in the assassination of Tigran
Naghdalian, Armenia’s leading journalist, chairman of the Board of
Directors of Armenian Public Television.

"We state that Sarkissian was illegally imprisoned and served a 5-year
sentence. We voice hope that the political prisoners kept as political
hostages will also be set free," said Sureniants.

President Serzh Sargsyan received the General Director of the Russian
"Rosatom" state corporation, Sergey Kirienko.

Issues related to the Armenian-Russian cooperation in the atomic
energy area were discussed.

The two sides expressed satisfaction with the existing level of
cooperation as well as the programs aimed at its expansion. They noted
that Armenia and Russia have accumulated significant experience in
this field.

Speaking about the operations of the Armenian Nuclear Power Plant,
Sergey Kirienko mentioned that it is in an excellent condition and
that all the conditions for its safe and dependable operation are
being observed.

The parties discussed also the possibility of constructing a new
section for the ANPP and spoke about the geo-technical research of
Armenia’s uranium resources.

EU/RUSSIA : UNION WANTS TO PREVENT ANOTHER CRISIS WITH MOSCOW

Drawing the first lessons from the Georgian crisis, the EU wants to
strengthen its presence on its oriental border and in the Caucasus
in order to prevent a new Russian offensive. During their informal
Council (Gymnich), on 6 September in Avignon, EU foreign ministers have
expressed the need for Europe to anticipate the next crisis, as Moscow
is increasing its pressure in the region. "The EU must be ready to
prevent another crisis," said Bernard Kouchner, the French minister in
charge of the EU Presidency. Ministers also gave unanimous support to
an international inquiry to determine responsibilities in the Georgian
crisis, as proposed by German Foreign Minister Frank-Walter Steinmeier.

In Avignon, at least ten ministers have expressed the need for Europe
to be more present in the region in order to avoid the reopening
of frozen conflicts’. They proposed to sharpen Europe’s permanent
diplomatic presence in the region and multiply high level visits there
in order to balance Russia’s influence. The objective is to have a
more proactive strategy to prevent Moscow from imposing its view in
some hotspots, such as Nagorno-Karabakh or Transnistria. "We need a
global approach to the region: we should address all the different
crises together rather than in isolation," said Alexander Stubb, the
foreign minister of Finland in charge of the OSCE Presidency. The
distribution of Russian passports in Crimea or Moscow’s proactive
policy in Moldova concern Europeans.

Against this backdrop, the EU has decided to speed up its efforts to
set up an Oriental partnership’, as proposed by Poland and Sweden last
spring, in response to the French Mediterranean Union plan. Benita
Ferrero-Waldner, the European commissioner for external relations,
will present a first set of proposals during the autumn instead of
spring 2009, as it was originally planned.

The EU will soon appoint a special envoy for Georgia but it is
still reflecting on the profile of this new actor. Some suggest the
appointment of a high profile figure such as former German Foreign
Minister Joschka Fischer, while others would prefer a more diplomatic’
figure that would leave more influence to Javier Solana, the EU’s
diplomatic chief.

The European Commission is also preparing an aid package to support
the reconstruction of Georgia. It will focus on rebuilding houses
of civilians who fled from their home during the conflict, said
Ferrero-Waldner. She said that destruction was less severe than first
thought. In 2008, the Commission’s financial support to Georgia will
amount to E100 million, according to the commissioner. "We are not
going to allow Georgia to be strangled economically," warned David
Miliband, the UK’s foreign secretary.

However, the meeting in Avignon confirmed that sharp differences remain
among member states over the interpretation of the Georgian crisis and
what the EU’s strategy should be towards Russia. Several countries,
led by the Baltic states, called for a tougher line against Moscow,
recalling that Georgian villages "were still burning at the time we
speak". They argued that the opposition to Georgia’s NATO membership,
expressed by France and Germany last spring during the summit of the
Atlantic Alliance in Bucharest, had given a free hand to Moscow in
the region. "Discussions were frank, sometime even harsh," admitted
Kouchner at the end of the Gymnich. But several member states, such
as Italy, Portugal, Greece or Luxembourg, insisted on the need to
keep communication channels open with Moscow. "We must normalise
our relations with Russia as soon as possible," said Luis Amado,
the Portuguese minister.

But ministers were keen on insisting publicly on their unity, bearing
in mind that their differences would further undermine Europe’s
diplomatic influence. "Nobody talked about sanctions against Russia,"
said Jean Asselborn, the foreign minister of Luxembourg. Drawing
lessons from the past, one minister underlined the need to avoid the
repetition of the scenario of the Iraqi crisis in 2003 when Europe
had been totally sidelined because of its internal divisions. "We
have committed ourselves to maintaining European unity," said Kouchner.

of Yerevan’s Kanaker-Zeytun community were disgraceful elections,
rather serious electoral violations were committed," prefect’s
candidate, a representative of the Democratic Path party Manuel
Gasparian stated at the September 8 press conference.

Current prefect, RPA member Arayik Kotanjian recieved most of the
votes in the elections, 12 042 votes, and 8 046 voters voted for
M. Gasparian. The candidate submitted an application-complaint to
district electoral commission N 3 with the demand to recount the votes
and to invalidate the voting results. Another application-complaint
was submitted to the Prosecutor’s Office with facts of a number of
violations, in particular, with the request to institute a criminal
case on the fact of revealing a great number of ballot-papers not
corresponding to the established model with the color and size.

In case the application-complaints are not set going the candidate is
also going to apply to the court. Before that M. Gasparian applied
to the Tigran Mets publishing house, where the ballot-papers
were published, with the issue of non-correspondence to the
established model and received an answer that "nothing of the kind is
possible." And the commission did not accept the application-complaint
with that issue answering that "it is just a spoilage."

According to the candidate, there were cases of voter buying. He
showed a list to journalists, by which bribe was given out to voters,
bribe sum starts from 3000 drams. M. Gasparian’s representatives
also recorded a case of introducing a forged passport for voting and
introducing another person’s passport, cases of voting instead of
another person, double voting, guiding the voting were also recorded.

ANKARA: The Journey Is Halfway Over

MILLIYET- Armenian Foreign Minister Edward Nalbandian started a
working lunch we had yesterday by saying that we had witnessed a
historic day via ‘football diplomacy.’ He described the meeting of
President Abdullah Gul and his Armenian counterpart Serzh Sarkisian on
Saturday and the national match they watched together as a milestone
and a very good beginning.

Nalbandian said that a mentality change had taken place among the
peoples of both countries, which he said was raising expectations,
adding that from now on positive developments will seen as there
is a willingness and determination towards this end. He said
that on Saturday he and Foreign Minister Ali Babacan had met for
two-and-a-half-hours as directed by their respective presidents and
would meet later this month as well (at the UN in New York). Nalbandian
added that this showed the determination and seriousness about
developing bilateral relations.

Stating that the new process of dialogue opened by their presidents
would be continued by the foreign ministers, Nalbandian said that
he believed he and Babacan would talk about concrete proposals
soon. Radikal daily’s Cengiz Candar asked whether ‘demons’ might
derail this dialogue, if it goes on for some time without any tangible
fruit. Along these lines, I asked Sarkisian what his most concrete
and immediate expectations were. Without hesitation, he said opening
the border and establishing diplomatic relations.

When I related this to Nalbandian, he said that the Turkish side also
expects the same, as opening the borders and establishing diplomatic
relations are obviously in our interest as well. He added that on
Saturday the presidents had finished the journey halfway and that the
rest of it would be completed by the foreign ministers. Nalbandian
also assured us that he was talking about concrete steps with Babacan
and that the faster they move forward, the better it would be.

Nalbandian also took issue with analysts who say that Russia doesn’t
want a rapprochement between Turkey and Armenia , saying that Moscow
also favors improved relations. He added that Turkish-Armenian
relations should improve for the sake of stability and security in
the region. Nalbandian said the two foreign ministers had sketched
out an implied ‘road map,’ but gave no details. He said certain issues
wouldn’t be shared with the public until they have something concrete
to show. He added that previous barriers had been eliminated and that
the road was now wide open.

Stating that the entire world had focused its attention in South
Ossetia in the wake of the conflict there, Nalbandian then brought
up the issue of Upper Karabakh between his country and Azerbaijan ,
saying that both the region and the world at large want the issue to
be solved not through the use of force, but through peaceful means. He
added that his country also favors this and that a military solution
would solve nothing but only make the situation worse. Nalbandian
said that intensive meetings with Azerbaijan on the Karabakh issue
were underway and that he thought they were very close to a solution.

On the second national match between Turkey and Armenia set to
take place in Istanbul about a year from now, in October 2009,
Nalbandian said Sarkisian would go to Istanbul to see the match and
that this visit would be a historic one, just like the visit paid
by Gul. He added that it wouldn’t be right to subject establishing
diplomatic relations or opening borders between the two countries to
preconditions. Asked if the ‘genocide’ issue would be raised later,
as it wasn’t during the meeting on Saturday, Nalbandian said that
there shouldn’t be any taboo issues and that they should be able to
discuss any issue or problem in an open, friendly and free way.

As for other issues discussed yesterday by Nalbanian with journalists
from national dailies like Milliyet, Yeni Safak, Star and Sabah,
Nalbandian said that they support Turkey’s European Union membership,
predicted that trade would soar if the borders were opened, and added
that he wholly supports our premier’s proposal for a Caucasus stability
and peace platform.
