Former US Ambassador to Turkey Mark R. Parris has said that outgoing
US President George W. Bush will leave US relations with Turkey worse
than he found them; however, he noted that "the next US president
will get a bounce in terms of Turkish public opinion just by not
being George W. Bush."

Parris’ remarks on Turkey-US relations appeared in an article titled
"Common Values and Common Interests? The Bush Legacy in US-Turkish
Relations," which he wrote for the latest edition of "Insight Turkey,"
a quarterly journal published by the SETA Foundation for Political,
Economic and Social Research. Parris, who also works as an advisor to
the Brookings Institution’s Turkey Project, served as US ambassador
to Turkey from 1997-2000.

"The burden of responsibility for what has been the most problematic
six years in US-Turkish relations since the Cyprus crisis of the 1970s
lies with Washington," said Parris. He omitted Bush’s first two years
in office from the list of problematic six years because relations
were relatively better before the outbreak of the Iraq war in 2003.

Parris suggested that the intensity of the negative images of the US in
recent years is often counterpoised by nostalgia for an America more in
tune with its "better angels." "This helps explain many Turks’ strong
attraction to Barack Obama’s message of hope despite John McCain’s
much greater experience with Turkey, and from Ankara’s standpoint, his
‘right’ position on the emotional Armenian genocide issue," he said. At
the end of his article, Parris made some recommendations to the next
US administration to put relations with Turkey back on track. "If
it is correct that US and Turkish strategic interests remain largely
convergent and that each side may be prepared to give the other the
benefit of the doubt in terms of values, the challenge for the next
administration will be one of execution rather than reinvention,"
he noted.

There has occurred an emergency state in the Azerbaijani army again
though what occurs almost every day can hardly be called an emergency
state.

Spokesman for the defense Ministry of Azerbaijan Eldar Sabiroghlu
told Novosti-Azerbaijan that serviceman of a military unit in Gedebey
Hasan Allahverdiyev shot himself being on the military post. The
soldier was injured.

In this connection, the military prosecutor’s office instituted a
criminal proceeding.

Sabiroghlu did not confirm the statement in the press that the soldier
was shot by a commander, who got angry with Allahverdiyev for not
filling the mobile accounts of the commander:

– I have never said that. Those who wrote it are fully responsible for
the version of the attempted murder of the soldier by his commander.

– But you can not reject cases of bullying within the Azerbaijani
army, after the video tapes about humiliation of conscripts by older
soldiers were posted in the youtube.com.

– I would like to repeat: there are no cases of bullying in the
Azerbaijani army.

I do not believe that Allahverdiyev shot himself due to the conflict
with the commander. There are separate cases of abuse of powers by
the military men, but such cases are always thoroughly investigated
by the military prosecutor’s office and the responsible persons
are brought to responsibility. The soldier in the Alyat military
hospital, who made conscripts beat each others was arrested and two
officers of this hospital were reduced in position. No one rejects
that there are certain definite cases in the Azerbaijani army but
effective measures are taken to avert such events. The military
prosecutor’s office instituted and investigated several criminal
cases against the Azerbaijani servicemen and those responsible for
it were sentenced to different terms of imprisonment. If the persons,
responsible for humiliation of servicemen were not persecuted by the
law, you would have been right to state the presence of bullying in
the Azerbaijani army.

– How can you explain new information about Armenian-captured
Azerbaijani soldier Rafig Hasanov, who does not intend to return
to Azerbaijan as is seen from the text of the letter, delivered to
his parents?

– If he really developed this intention while being in the captivity,
this occurred in the result of pressure by Armenians. The same
occurred with our soldier Samir Mamedov, who refused to return to
Azerbaijan under the pressure of Armenians, who beat him, and was sent
by Armenians to a third country under support of the International
Committee of the Red Cross.

Armenia’s financial system does not respond to the international
crisis, at least for the time being. Moreover, the situation here is
quite stable, ARTHUR JAVADYAN, Chairman of the Central Bank, said in
response to the questions of the journalists.

"The situation with the financial system of Armenia is currently
stable.

The banks are overcapitalized, and their assets are overliquidated. If
the conversation is about loan investments, almost all the banks have
revised the processes of loan payments. In this respect, they have
revealed new risks, learnt lessons from the international crisis and
have simply established stricter rules for the loan payments."

However, if we look upon the paces of the growth of loan payments,
we’ll see that they haven’t even decreased. Since the beginning of the
year, we have had an absolute growth of 62 percent. The mortgage loans
have increased by 52 percent. Many people come to me and say that
there are no loan payments provided now. That isn’t true. Mortgage
loans are provided; the thing is that the terms of their payment
have been revised, and stricter rules have been established. There
are several banks which have been engaged in such process over the
recent two-three days.

Therefore, I can say that the banks of Armenia do not yet incur the
impact of the international crisis. Of course, we have prepared a
list of anti-crisis measures in any case, and we can implement them
upon necessity.

Those measures also bear a preventive character, and we will soon start
implementing them. Anyway, I can say that there is no non-payment in
any bank. I assure you that the deposits and the investments in the
banking system are in reliable hands."

"What about the transfers? Haven’t they decreased in number?"

"On the contrary. We even have a growth of private transfers. During
the month of September, transfers equivalent to the sum of 203 Dollars
have entered Armenia. This is an unprecedented index in comparison
both with last year and the previous months."

"There is an opinion that the financial crisis will anyway produce
an impact on the banking system of Armenia, and the volumes of the
loan payments are expected to be become less."

"Over the recent days, a number of significant events have occurred
in the sphere of our banking system. First, one of our banks –
‘AGBA Credit-Agricol’, received a loan in the amount of 42 million
Euros from ‘Credit Agricol’, its mother bank. The amount is already
on the correspondent account of the bank. If there were any problem
in any other bank, the sum would not have been paid."

"Last week, ‘Eurobank’ also approved funding programs for the small
and medium enterprises of Armenia, envisaging 10 million Euros in
one case, and a smaller amount in the other."

At the guest’s request, Arman Kirakossian briefed his Serbian
counterpart on priorities of Armenia’s foreign policy and cooperation
with Euro-Atlantic structures.

The two also considered perspectives of resolution of regional
conflicts.

Official: Iran’s Gas Export Plans Undeterred By Sanctions

TEHRAN (FNA)- Sanctions are hindering but not stopping Iran’s plans
to export gas and to secure 8-10 percent of the world market by 2025,
a top Iranian gas official said.

Reza Kasaeizadeh, managing director of the state’s National Iranian
Gas Export Company (NIGEC), told Reuters the plans included supplying
Europe via the so-called Persian Pipeline, a project under design,
which could see first gas flows in 2014.

Iran has the world’s second largest gas reserves, almost 16 percent
of the world’s total, but currently has no net exports partly because
US sanctions have deterred investment by big Western energy firms
with expertise and technology.

Iranian officials have dismissed US sanctions as inefficient, saying
that they are finding Asian partners instead. Several Chinese and
other Asian firms are negotiating or signing up to oil and gas deals.

"We cannot say that sanctions have not caused any problem for us but
it has not stopped our work," Kasaeizadeh said in an interview in
NIGEC’s Tehran offices on Sunday.

"We have many projects on the way and our plan is to cover around
8-10 percent of the global gas trade by the year 2025."

The world’s fourth largest oil producer is discussing or has gas
deals with the Persian Gulf states, neighbors like Pakistan, Turkey
and Armenia, and European countries such as Switzerland.

Following US pressures on companies to stop business with Tehran,
many western companies decided to do a balancing act. They tried to
maintain their presence in Iran, which is rich in oil and gas, but not
getting into big deals that could endanger their interests in the US.

Yet, after oil giants in the West witnessed that their absence in
big deals has provided Chinese, Indian and Russian companies with
excellent opportunities to signing up to an increasing number of
energy projects and earn billions of dollars, many western firms are
slowly losing reluctance to invest or expand work in Iran.

Some European countries have also recently voiced interest in
investment in Iran’s energy sector after a gas deal was signed between
Iran and Switzerland regardless of US sanctions.

The National Iranian Gas Export Company and Switzerland’s
Elektrizitaetsgesellschaft Laufenburg signed a 25-year deal in March
for the delivery of 5.5 billion cubic meters of gas per year.

The biggest recent deal, worth â~B¬100m ($147m, £80m), was signed by
Steiner Prematechnik Gastec, the German engineering company, this month
to build equipment for three gas conversion plants in Iran. This is
at a time when France’s Total, Royal/Dutch Shell and Norway’s Statoil
have put on hold their shares in multi-billion dollar contracts.

As well as sanctions, price rows have held up some deals and, for now,
Iran imports about as much gas as it exports.

"We can say we have no exports. I think actually (exports and imports)
are equal, roughly equal," he said.

Iran imports 8 billion cubic meters of gas a year from Turkmenistan,
helping to supply north Iran which is difficult to reach from Tehran’s
big gas fields in the Persian Gulf to the south.

Kasaeizadeh said the Turkmen deal had been raised to 14 billion cubic
meters but the price for 2009 was not yet agreed. Supplies would rise
gradually to the new level, he said.

Meanwhile, Iran exports about 10 billion cubic meters a year to Turkey.

Those supplies were disrupted last winter, one of the coldest for
decades, but Kasaeizadeh said gas production had now been increased
from Iran’s huge South Pars field.

"Therefore this year’s conditions compared with last year are much
better," he said.

Turkey will be a key transit route for Iran’s plans to develop exports
to Europe, a trade the United States opposes as it fruitlessly seeks
to isolate Iran over its peaceful nuclear work.

Kasaeizadeh said the Persian Pipeline would take gas to Turkey, Greece,
Italy and other interested Europeans. He said talks had started with
Italy but not with Greece.

An existing Iranian pipeline, I-Gas 9, was earmarked to take gas to
the Turkish border with capacity of 100-110 million cubic meters a
day. First gas flows could start in 2014, he said, but he added that
the project would proceed in stages.

"We have hired consulting engineers recently in Iran to do the design
work, and we have entered negotiations with European countries to
have them participate in the implementation or construction of this
pipeline," he said.

Turkish sources have said Turkey wanted Iran to hook up to the Nabucco
pipeline, a plan backed by Turkish and European firms, rather than
pursue the Persian Pipeline scheme.

Kasaeizadeh played down any talk of differences with Turkey, which
plans to invest in the South Pars gas field.

"We are negotiating with Turkey over this (Persian pipeline). Turkey
itself is interested in this. It is investing in three of the South
Pars phases and part of this gas will be allocated to Turkey itself,"
Kasaeizadeh said.

Iran has said it prefers pipelines to making liquefied natural gas
(LNG) for shipment. Iran has several LNG plans, but they are still
largely on the drawing board.

Kasaeizadeh said work on one project, Iran LNG, was 11 percent complete
and being done by Iranian, European and South Korean contractors. He
said other LNG plans were also proceeding but sanctions were causing
delays.

Real clarifications have started inside Armenian National Congress
after the speech delivered by Levon Ter-Petrosyan during October
17 meeting.

The leaders of the 18 parties and organizations that form part of the
congress were quite unaware that Ter-Petrosyan was going to appear
with an individual decision to stop the massive events. Moreover,
judging from the optimistic-inspiring announcements, it will become
evident that even his closest circles expected quite different tactics
from their leader.

The autumn "attack and storm," promised by the "pan-national movement"
in September was at first postponed under pretence of not hindering
the visit of the Turkish President to Yerevan, later they announced
that the overthrow previewed on September is shifted to October
month and finally on October 17 they simply send home the exhausted
participants of the meeting.

And it is absolutely not accidental that the complaints of the
representatives of different organizations appeared in the press. And
the "united camp" of the multihued forces gathered around Ter-Petrosyan
split into two wings.

To solve the internal discontent the central office of Armenian
National Congress came out with an announcement spiced with the best
Brejnev-Suslov traditions, where they were trying to utterly change
the facts and to hide the diversity of opinions about Ter-Petrosyan’s
last speech.

It turned out, because the October 17 meeting was the most "jam-packed"
it "proved that the movement is on its peak and continues to
grow. After 8 months people still continue their struggle."

Moreover, "the core of the movement, is ready to partake in fiery
massive functions by the appeal of Armenian National Congress", and the
strategy of the "criminal power" which is based on the calculation of
"freezing", has failed.

I wonder how many of our citizens believe in the simple fabrication
of the "nearest fall of imperialism". Who do the propagators of
Armenian National Congress cheat? Maybe those who were surprised
at Ter-Petrosyan’s posture displayed on October 17? Or maybe the
leaders of the organizations, member to the congress, who appeared
in a stupid situation.

It is especially ridiculous that the announcement of Armenian National
Congress refers to the "geopolitical developments" and gives quite
illogical commentaries regarding the exacerbation of the relations
between Russia and the West. It is really comical, because, for
unknown reasons, they link the closing of the massive events with the
"maintenance of stronger positions for Armenia, in the negotiations on
the settlement of Karabakh conflict." What has the before mentioned
intention to do with the fact that they simply sent home thousand
participants of the meeting and cheated their partners?

And when the before mentioned "wise" announcement is crowned with the
firm determination to continue the struggle for the establishment of
the "constitutional order and democratic freedom" a question arises
– "If the members and the leaders of the 18 organizations, member
to Armenian National Congress, learn about Levon Ter-Petrosyan’s
decisions only during the meetings, how are they going to establish
constitutional order and democratic freedom?"

Because the functions of similar institutions presumes collective
decisions taken after collective discussions. And if these things lack,
then how can the public trust a political force, which is guided by
similar principles, and moreover to think of bringing them to power.

Finally Ter-Petrosyan’s analyses regarding Mongol-Tatar Khanate were
based on the clause that the ruling power has seized the democratic
freedom belonging to him.

But at the moment Ter-Petrosyan has deprived all his allies and
companions-in-arm of the right to take decisions becoming the tyrant
of Armenian Pan National movement and he has earned the reputation of
"Mongol-Tatar" and "Khan".

Everburning Candle transferred from Russia to Armenia

KYIV, October 21 /UKRINFORM/. Within events devoted to the 75th
anniversary of commemorating the victims of Holodomor 1932-1933 in
Ukraine, a ceremony of giving the Everburning Candle of memory from
Russia to Armenia as well as the meeting-requiem were held in the
Yerevan philharmonic. The action was initiated by the Federation of
Ukrainians of Armenia under the auspices of the Ukrainian Embassy
in Armenia.

Participating in the event were representatives of the Ukrainian
community, other national communities of Armenia, politicians,
parliament’s deputies, diplomats accredited in Armenia, in particular,
US, Brazilian, Polish and Georgian ambassadors, diplomats from other
countries, students of the Yerevan branch of the Ternopil National
Economic University as well as staff of the Armenian presidential
administration.

Ukrainian Extraordinary and Plenipotentiary Ambassador to Armenia
Oleksandr Bozhko addressed his speech at the meeting. He noted the
international character of the action and urged to preserve the
historical memory in order to prevent from future tragedies like
Holodomor.

Head of the Federation of Ukrainians of Armenia R. Yavir told the
audience about tragic events in the history of Ukrainian people during
Holodomor 1932-1933.

Vocal ensembles of the Ukrainian community performed Ukrainian songs
at the event.

The Everburning Candle is supposed to stay in Armenia till October
25, 2008. After that a solemn transfer of the candle to Georgia will
be held at the Armenian-Georgian border, the Ukrainian Embassy in
Armenia told UKRINFORM.

As UKRINFORM earlier reported, in 2008, on the initiative of the World
Congress of Ukrainians, on the occasion of the 75th anniversary of
Holodomor 1932-1933, Ukrainians from all over the world are holding
the action Everburning Candle. Its route goes through all continents
and countries where Ukrainians live and everywhere it is a symbol of
commemorating the innocent victims of Holodomor, a symbol of sorrow
and prevention from such a tragedy in future.

The objective of every Government is to reduce the financial-economic
crisis, said the President of Russian Federation Dmitry Medvedev
during his two-day working visit to Armenia.

"The developing economic crisis causes little fun to us. These are
pure wastes of developing temps, investments, and measures. Hence
every Government is trying hard to get out of that situation with
minimal level wastes," he said.

"It is clear that we pay for the errors of some countries and
especially the USA, since the share of the American financial market
and its affecting global economy is very big," said the President
of Russia and added that the current decisions which are adopted are
enough, but the list of these decisions should not be concluded once
and forever.

"The reality is that life makes its corrections and we shall reply
to them via new organizational, structural and financial decisions,"
announced D. Medvedev.
