MOSCOW, JUNE 17, NOYAN TAPAN – ARMENIANS TODAY. A regular, 6th leaving
event of Sunday school took place at the Union of Armenians in Russia.

According to miasin.ru, not only children of school age, but also the
elder generation learns Armenian language and culture at the Sunday
school. It was also mentioned that the young people love Armenian
language lessons.

Students, post-graduate students, who have appeared far from the
Homeland as fate willed, go to the school.

According to Karine Blbulian, Russian language teacher, Adviser on
Education of the Union of Armenians in Russia, they do not need the
Armenian language in their practical life, but they want not only
to speak, but also to write and read in their native tongue to be
full-value persons.

According to K. Blbulian, there are always students of other
nationalities attending Armenian language lessons, all of them take a
special interest in Armenia’s century-old history and Armenian culture.

EBRD Provides 42 Million Loan To Armenian Electric Networks

/PanARMENIAN.Net/ On June 17, 2009, in Yerevan (Armenia), in the
presence of Tigran Sargsyan, Prime-Minister of the Republic of
Armenia, a number of documents were signed on financing the project on
modernization and reconstruction of electric distribution networks. The
documents were signed with the participation of Vnesheconombank,
the European Bank for Reconstruction and Development (the EBRD) and
Electric Networks of Armenia CJSC (a subsidiary of OJSC INTER RAO UES).

Under one of the agreements signed, EBRD will provide ~@ 42 million
credit to Armenian Electric Networks CJSC. Under another document,
Vneshekonombank will pay the company credit in the amount of ~@
22.5 million.

Vneshekonombank and EBRD have signed an inter-credit agreement
regulating creditors’ relations in the given project, Vneshekonombank’s
press service reports.

The participation of Vnesheconombank and the EBRD in project funding is
the first joint investment project of the above-mentioned development
institutions. The project is designed to increase energy efficiency,
reduce losses in electric networks and enhance energy system
integration among CIS member states.

Under the Memorandum on Vnesheconombank’s Financial Policies, support
to goods and services export is one of the bank’s priority trends.

The authorized capital of INTER RAO UES OJSC totals to 227 billion
411 million 385 thousand roubles. 57.3% of the Company’s authorized
capital is owned by Rosatom State Nuclear Energy Corporation and
Rosatom-controlled Energoatom Concern.

Electric Networks of Armenia CJSC is a 100 % subsidiary of "INTER RAO
UES" OJSC. The company is active in the transmission and distribution
of electric power throughout the entire territory of the Republic of
Armenia, besides being licensed to export electric power to neighboring
countries. The company has about 940 thousand customers.

Kaliningrad are interested in cooperation with fellows in Armenia,
President of Kaliningrad’s chamber of commerce Igor Tsarkov said
during a business forum which opened in House of Moscow today on the
sidelines of the exhibition of Kaliningrad’s commodity producers.

"The Armenian Diaspora of Kaliningrad numbers 15 thousand people. They
are serious and pragmatic," he said.

"There is a lot of room for speculation to develop bilateral
cultural and commercial exchange programs," Tsarkov said, adding
that possibility of brandy production from Armenian stuff is being
considered in his city.

Kaliningrad regional delegation led by governor Georgi Boos arrived
in Armenia on June 17.

The visit aims at establishing trade-economic as well as humanitarian
ties. Apart from authority representatives, delegation also includes
sportsmen, musicians and dancers.

On Friday, June 19, the delegation from the westernmost part of
Russia will visit Genocide Memorial to pay tribute to the memory
of Armenian Genocide victims. Besides, Catholicos of All Armenians
Karekin II will receive the Supreme Patriarch of the province. On
the same day, Slavonic University students will have meet with the
governor of Kaliningrad region; then the happiest and most inventive
students from Kaliningrad and Yerevan will split up into KVN teams
to compete with each other.

MOSCOW, June 17 (Reuters) – Turkey has taken a "tactical step
backwards" on normalising relations with Armenia because of hostile
domestic reaction to the move, the EU’s envoy to the region said in
an interview.

"A step back was taken by the Turkish side … but this is not a
U-turn," said EU South Caucasus envoy Peter Semneby. "We expect the
conversations will continue."

After decades of hostility, Muslim Turkey and Christian Armenia
announced in April a "roadmap" for re-establishing diplomatic relations
and opening their shared border.

But Ankara’s Muslim ally Azerbaijan said Armenia should first leave
Nagorno-Karabakh, a mostly ethnic Armenian enclave which broke away
after fighting a bloody war with Azerbaijan in the 1990s and claims
independence.

Turkey then offered support for the Azeri position, complicating
further progress in talks with Armenia.

Semneby said in the interview, conducted at the end of a visit to
Moscow last week, that it was important the "pause" in the peace
process between Turkey and Armenia did not last too long because of
the risk that impetus would be lost.

"The normalisation (with Armenia) became the subject of quite
widespread and heated discussion in Turkey," he added in earlier
remarks to a small group of reporters. "It seems to me, this discussion
became more heated than was expected." Turkish Prime Minister Tayyip
Erdogan promised Azerbaijan during a visit to Baku last month that
Ankara would not open its border with Armenia — closed since 1993 —
until Armenia ended what he termed its occupation of Nagorno-Karabakh.

"I see this as a Turkish tactical step backwards," Semneby told
Reuters. "But fundamentally, the new foreign policy that has been
pursued by the Erdogan government, I don’t see that this policy
is changing."

PROGRESS

Talks on the future of Nagorno-Karabakh have been dragging on for more
than a decade under the auspices of the Minsk Group linking Russia,
France and the United States.

But Armenia, whose president, Serzh Sarksyan, is from Nagorno-Karabakh,
is reluctant to budge and Azerbaijan periodically threatens military
intervention.

Nonetheless Semneby believes real progress is being made.

"It is clear that if you look at the negotiating process, it is
intensifying," he told Reuters. "We had in a month two meetings and
there will be another relatively soon between the presidents."

The Nagorno-Karabakh war, in which up to 30,000 died, was the bloodiest
of a spate of conflicts which followed the 1991 collapse of the Soviet
Union. Armed clashes still occur regularly along the lines separating
Azeri and Armenian troops.

Asked about the risk of conflict, Semneby said it would be foolish
to neglect it but he felt both sides understood the enormous costs
which would be involved in any large-scale military engagement.

"Even with this very dangerous posturing that we see sometimes and the
fact that the forces are not separated and there are incidents all the
time, the two sides are by now used to managing incidents," he said.

"If anything, the Georgia war (last year with Russia), demonstrated
the risks of military engagement … it was also a wake-up call to

community heads according to article 52.1/7 and article 89 of the RA
law on local self-government of Yerevan city.

The Mayor appointed Ruben Hovsepyan (Ajapnyak), Manvel Javadyan (Avan),
Hamlet Margaryan (Arabkir), Gagik Gyanjumyan (Kentron), David Ohanyan
(Malatia-Sebastia), David Petrosyan (Nor Nork), Varazdat Lazarian
(Nork Marash), Mher Hovhannisyan (Nubarashen), Sargis Hovhannisyan
(Shengavit), Arayik Kotanjyan (Kanaker-Zeytun).

Taron Margaryan was appointed as Deputy Mayor.

YEREVAN, June 15. /ARKA/. The Russian Railways hails shipment of
excisable goods though the Caucasus port, said President of the
Russian Railways Vladimir Yakunin.

This will help solve numerous problems Armenian exporters face,
he added.

Georgia is the only country linking Armenia-Russia railway
communication though the Russian Caucasus port and Georgian Poti. The
Black Sea Ferries Limited, owned 51% by the Russian Railways, operates
the ferry.

According to Yakunin, the Russian Customs Committee is going to adopt
a relevant decision in the near future.

"We consider it to be our responsibility as Armenia’s partner in
shipment business," Yakunin added.

Deputy President of the Russian Railways Avtandil Gorgiladze previously
said the weak point of the Caucasus-Poti ferry’s operations was
that the Russian customs agencies had initially agreed on imports of
cement, concrete, road metal, sodium silicate, construction stones,
facing ceramics, pearlite and synthetic rubber, while Russia has no
limitations in exporting goods to Armenia via the Caucasus port.–0–

another provocation against Turkey.

APA’s US bureau reports that the US-based law office of Geragos &
Geragos owned by famous lawyer of Armenian descent Mark Geragosian
addressed heirs of Ethnic Greek New York Life Policy Holders who `were
murdered’ in the Genocide perpetrated by the Ottoman Turks between
1915 and 1921.

`Prior to 1915, New York Life sold life insurance policies to
thousands of Greeks living in the Ottoman Empire. Countless Greek
policyholders were among the hundreds of thousands of Greeks who
perished in the first Genocide of the twentieth century. In the
ensuing chaos, many of the rightful heirs were unable to produce the
documentation required to claim the insurance proceeds while others
were unaware that they were entitled to any insurance benefits. In
2004, a class action settlement of $20 million which involved 2,300
Armenian New York Life policyholders with unpaid claims was awarded to
the descendents of the victims massacred in the Armenian Genocide of
1915,’ Geragos & Geragos noted in the special webpage launched for
this purpose.

This is not the first campaign launched by the US Armenian community
to damage Turkey’s image. Earlier, California State Assembly member of
Armenian descent Paul Krekorian presented a bill `Justice for Genocide
Victims’ and wanted prohibition of investments in Turkey and other
states that committed `genocide’.

A cold war period in the Turkish-Armenian relations has finished
and Ankara expects President Serzh Sargsyan’s visit, Turkish Foreign
Minister Ahmet Davutoglu said.

"A cold war period has come to an end," the Turkish media quoted
Davutoglu’s words, Interfax reported.

The minister said there is not an enemy conception in the
Turkish-Armenian relations. "Our relations with Israel simultaneously
serve for benefit of Palestine and vice-versa. Azerbaijan also knows
that our relations with Armenia serve its interests," he said.

Sargsyan’s visit to Turkey is scheduled for October when a football
match will take place between the Turkish and Armenian national squads.

today’s news conference, that in his opinion, economic index decrease
of 6-12% is expected in Armenia in the end of 2009. "I’m sorry that the
Government not only refrains from taking any steps to retain decrease
level at 6% but even impairs the situation by the policy it conducts,"
he noted.

Commenting on RA Prime Minister Tigran Sargsyan’s statement on economic
index increase of 1-2 %, expected in 2009 in Armenia, Hrant Bagratyan
noted that sometimes he’s surprised a reasonable man like Tigran
Sargsyan, allows himself to make such unprofessional statements.

According to Bagratyan, world financial crisis consequences will be
mitigated no sooner than 2010 -2011. "In summer 2010 Europe will see
some improvements, which will be continued in Russia, and only then
could we make forecasts as to the situation in Armenia," Bagratyan
stated.

Portrait Gallery of Canada, a program of Library and Archives Canada,
are excited to launch Festival Karsh, a summer-long celebration
marking the 100th anniversary of the birth of legendary portrait
photographer Yousuf Karsh. Born in Turkish Armenia in 1908, Karsh
achieved his own renown during the 1940s and 1950s by photographing
celebrities and world leaders, earthtimes.org reports.

"Yousuf Karsh was a Canadian of immense achievement. His camera
captured our nation’s story, and his life is a moving tale of
determination and perseverance. This exhibition pays him homage and
allows every Canadian the opportunity to better know and understand
this important figure and his work", said Mr. Royal Galipeau, Member
of Parliament (Ottawa-Orleans).

"Canadians can feel enormous pride in Yousuf Karsh’s achievements,"
said Dr. Lilly Koltun, Director General responsible for the portrait
collection at Library and Archives Canada. "His art crystallized both
our ambitions and our humanity in portraits of great emotional power."

The highlight of the Festival is Karsh: Image Maker, a major
exhibition on view all summer at the Canada Science and Technology
Museum. In this interactive exhibition, visitors will learn about
Karsh as displaced refugee and striving apprentice. They will discover
the tools Karsh used to craft his images and signature style,
including an impressive floor-to-ceiling enlarger and his iconic
Calumet camera. Also on view are portraits of some of the 20th
century’s leading figures, from Sir Winston Churchill to Audrey
Hepburn, drawn from the 350,000 items in the Karsh collection held at
Library and Archives Canada. Visitors will be encouraged to make their
own portraits through an immersive studio experience and they will
also see how their reaction helps to make a Karsh portrait meaningful.

"The Canada Science and Technology Museum is the keeper of Karsh’s
professional equipment including cameras, lights and darkroom tools,"
said Mr. Claude Faubert, Director General, Canada Science and
Technology Museum. "We are delighted to collaborate with Library and
Archives Canada and to share with all Canadians the stories of Yousuf
Karsh and his work during this, his centennial year."

The Karsh Trail, winding through downtown Ottawa, is a unique feature
of the Festival. A self-directed walking tour of 11 sites and displays
related to Karsh’s 65 years in the city, the Trail leads you to many
unexpected places, such as the Ottawa Little Theatre, Notre Dame
Cathedral Basilica, as well as to the site of Karsh’s first studio on
Sparks Street, which he opened in 1933 during the Great Depression.

Festival Karsh and the Karsh: Image Maker exhibition at the Canada
Science and Technology Museum run from June 12 to September 13, 2009.
